WE UNITE OUR COMMUNITY THROUGH RESPECTFUL RELATIONSHIPS, CREATING A SENSE OF BELONGING FOR ALL. WE EMPOWER STUDENTS PROVIDING AN EXEMPLARY EDUCATION THAT DEVELOPS CURIOSITY, CREATIVITY AND INDIVIDUAL TALENTS, AND WE INSPIRE EACH OTHER TO LEAD PURPOSEFUL LIVES OF EMPATHY, GRATITUDE AND COMPASSION.

[7. UPDATE ON SUPERINTENDENT SEARCH PROCESS]

AND THAT IS MY AGENDA ITEM AND.

IT'S A IT'S ONE I'M VERY EXCITED ABOUT.

YOU MAY RECALL THAT IN OCTOBER, THE BOARD SELECTED THOMPSON AND HORTON TO ASSIST US WITH OUR SUPERINTENDENT SEARCH.

WITH THEIR ASSISTANCE, WE REACHED OUT TO THE EANES COMMUNITY FOR HELP.

DEFINING THE LEADERSHIP CHARACTERISTICS OUR NEXT SUPERINTENDENT WILL NEED TO BE SUCCESSFUL. SOMETHING LIKE EIGHTEEN HUNDRED PARENTS, STAFF, STUDENTS AND COMMUNITY MEMBERS RESPONDED, AND THAT INPUT WAS ABSOLUTELY INVALUABLE TO THE BOARD.

IT INFORMED OUR INTERVIEWS AND IT INFORMED OUR DELIBERATIONS.

AND THAT BRINGS US TO TONIGHT.

I'M NOW PROUD TO ANNOUNCE THAT THE BOARD HAS SELECTED DR.

JEFF ARNETT AS THE LONE FINALIST IN OUR SUPERINTENDENT SEARCH.

[APPLAUSE] NOT YET, JEFF. AFTER INTERVIEWING DR.

ARNETT FOR SEVEN HOURS ACROSS MULTIPLE DAYS AND CONSULTING FOR YET MORE HOURS WITH DR.

MIKE MOSES AND DAVE THOMPSON ARE SEARCH TEAMS, OUR SEARCH.

OUR SEARCH TEAM LEADS.

IT WAS CLEAR THAT WE HAD OUR CANDIDATE.

THIS IS GOING TO BE A LITTLE BIT OF THIS YOUR LIFE THING.

SO BUCKLE UP.

MOST OF YOU KNOW JEFF, HE'S BEEN EANES DEPUTY SUPERINTENDENT SINCE 2016, OVERSEEING THE DISTRICT LEADERSHIP OPERATIONS PRINCIPLES AND OUR STRATEGIC PLAN PLANNING EFFORTS AND VITAL COMMITTEES LIKE ENVISION EANES AND THE DISTRICT LEADERSHIP TEAM.

PRIOR TO JOINING EANES, JEFF SPENT EIGHT YEARS WITH BERRINGTON IN SUBURBAN CHICAGO, WHERE HE SERVED AS ASSISTANT SUPERINTENDENT OF OPERATIONS AND OUTREACH AND AS CHIEF COMMUNICATIONS OFFICER.

BEFORE THAT, HE WORKED AS DIRECTOR OF COMMUNICATIONS, EDUCATION AND PUBLIC PROGRAMS FOR THE BASEBALL HALL OF FAME IN COOPERSTOWN.

DR. ARNETT HOLDS BACHELOR'S DEGREES IN BOTH EDUCATION AND COMMUNICATIONS.

HE HAS MASTER'S DEGREES IN EDUCATION AND CORPORATE COMMUNICATIONS, AND HE HAS A DOCTORATE IN EDUCATIONAL LEADERSHIP.

BUT PERHAPS MORE IMPRESSIVE THAN ANY OF THAT.

JEFF HASN'T FORGOTTEN HIS ROOTS.

HE BEGAN HIS CAREER AS A PUB ED IN PUB ED, AS A FIRST GRADE TEACHER IN ED TECH, AND TO HIS GREAT CREDIT, JEFF STILL HOLDS THAT K8 TEACHING CERTIFICATE, HE IS CERTIFIED TO TEACH

HIGH SCHOOL JOURNALISM, AND HE REGULARLY HELPS OUR OVERTAXED ELEMENTARY SCHOOLS BY SUBBING AS A LUNCHROOM LINE SERVER AND A PLAYGROUND RECESS MONITOR.

AND SO IT IS WE ARE MINDFUL OF AND GRATEFUL FOR OUR UNIQUE POSITION.

WE HAVE SOMEONE WHO KNOWS OUR STUDENTS, OUR STAFF, OUR PARENTS AND OUR COMMUNITY.

WE HAVE SOMEONE WHOSE LEADERSHIP CHARACTERISTICS ALIGN WITH THE WANTS AND NEEDS IDENTIFIED BY OUR COMMUNITY.

AND WE HAVE IN DR.

ARNETT, ONE OF THE MOST SOUGHT AFTER SUPERINTENDENT CANDIDATES IN THE COUNTRY.

AND WITH THAT, I'D LIKE TO THANK EVERYBODY THAT HAS HELPED US WITH OUR SEARCH.

AND I'D LIKE TO ASK DR.

ARNETT IF HE HAS ANYTHING HE WOULD LIKE TO SAY TO OUR COMMUNITY.

WHENEVER SOMEONE IS NAMED TO A NEW POSITION, IT'S NEVER AS MUCH ABOUT THE PERSON AS IT IS A CREDIT TO ALL THE PEOPLE WHO MAKE THE TRANSITION POSSIBLE.

GRATITUDE LIKE LEADERSHIP IS A GROUP EFFORT.

I AM IMMENSELY GRATEFUL TO THE EANES ISD COMMUNITY OF OUTSTANDING STUDENT, STAFF AND FAMILIES WHO ARE SO INVESTED IN THE SUCCESS OF OUR SCHOOLS.

WITHOUT BEING PRESUMPTUOUS BEFORE THE NEXT 21 DAYS OR EVEN THE NEXT FIVE MONTHS.

IT WILL BE A HUMBLING AND AWESOME HONOR TO REPRESENT AND SUPPORT YOU IN THIS ROLE.

WITH ME TONIGHT IS MY WIFE KAREN, WHO FOR 35 YEARS KAREN IS IN THE BACK FOR THIRTY FIVE YEARS HAS SHARED MY FAITH AND VALUES.

I WOULD NOT BE HERE WITHOUT HER.

AND OUR ADULT CHILDREN, SCOTT AND CARLY, WHO NOW WITH THEIR OWN HOUSEHOLDS UNDERSTAND, LIKE SO MANY SPOUSES AND FAMILIES, THE SACRIFICES AND LONG HOURS REQUIRED TO BE A PUBLIC EDUCATOR TODAY.

NO ONE MODELS THAT MORE THAN DR.

LEONARD, WHO HAS BEEN MY COLLEAGUE AND MENTOR ACROSS TWO STATES, TWO SCHOOL DISTRICTS.

TOM, I SPEAK FOR MANY IN SAYING THANK YOU FOR YOUR EXAMPLE AND YOUR LEADERSHIP OF EANES ISD THE PAST EIGHT YEARS.

IN OUR SCHOOL DISTRICT, WE ARE INSPIRED BY AN OUTSTANDING TEAM OF DISTRICT ADMINISTRATORS, COACHES, CAMPUS PRINCIPALS AND THE EANES EDUCATION FOUNDATION, MANY OF WHOM ARE IN THIS ROOM WITH US TONIGHT.

THEY ARE TALENTED, DEDICATED, SELFLESS AND CLOSE KNIT IN THEIR SUPPORT OF OUR STUDENTS AND STAFF. IT IS SUCH A PRIVILEGE TO LIVE AND LEAD ALONGSIDE THEM.

FINALLY, TO THE BOARD OF TRUSTEES, THANK YOU FOR YOUR HIGH STANDARDS AND THE PRIORITY YOU PLACE ON CONTINUITY.

WHEN WE HIRED YOU HERE AND HE WAS RIGHT, YOU CAN SEE SHE HAS HER PH.D., SHE HAS A MASTER'S IN TECHNOLOGY AND A BACHELOR'S IN TECHNOLOGY MANAGEMENT.

YOU CAN SEE THAT HE HAS COACHED, YOU KNOW, OBVIOUSLY WE KNOW HIM AS THE HEAD GOLF COACH AND AND A VERY GOOD HEAD GOLF COACH.

WHEN I LOOK AT SOME OF THIS, OUR GOLF TEAM HAS PLAYED IN THE STATE TOURNAMENT, 16 OF HIS 18 YEARS AS HEAD COACH, WESTLAKE HAS WON MORE STATE TITLES.

OK, I'M JUST GIVING YOU A HARD TIME, OK? AND INVITATIONAL TOURNAMENTS MORE THAN ANY OTHER SCHOOL IN THE HISTORY OF 6A GOLF IN TEXAS. IN 2009, HE WAS TEXAS STATE COACH OF THE YEAR.

IN 2021 HE WAS NATIONAL COACH OF THE YEAR BY THE NATIONAL HIGH SCHOOL COACHES ASSOCIATION.

YOU CAN ALSO SEE THE COLLEGES THAT HE ATTENDED AND I WANT, AND HE HAS HIS FAMILY MEMBERS HERE. CALLAN, WOULD YOU BE WILLING TO GO TO THE OK? WE'RE GOING TO LET YOU GO TO THE PODIUM AND SAY A FEW THINGS.

SHE'S FAIRLY SHARP. MY YOUNGEST DAUGHTER, HUNTER, IS A FRESHMAN AT UT AND SHE WANTS TO BE A PHYSICAL THERAPIST. SO WHEN MY BODY STARTS BREAKING DOWN AS IT ALREADY IS AT AGE 50, SHE'S GOING TO WORK ON ME AND EVERYONE ELSE AND MAKES ALL OF US OLDER FOLKS FEEL BETTER.

I WANT TO THANK ABBY NEPTUNE, WHO GAVE ME MY FIRST OPPORTUNITY HERE IN 1998, AND AS ELLEN REMEMBERS, I COACHED HER SON MY SECOND YEAR WHEN I WAS A FRESHMAN HEAD FOOTBALL COACH, AND IT WAS A GREAT EXPERIENCE AND THEN WORKED INTO GOLF AND ABBY GAVE ME ANOTHER OPPORTUNITY TO BE THE HEAD GOLF COACH.

AND THEN WE KIND OF TOOK OFF AND IT'S BEEN A GREAT EXPERIENCE.

AND THEN I WANT TO THANK TODD DODGE FOR GIVING ME THE OPPORTUNITY TO BE ASSISTANT ATHLETIC DIRECTOR IN 2014 WHEN WE STARTED TOGETHER.

AND I'VE DONE THAT FOR EIGHT YEARS AND THOROUGHLY ENJOYED WORKING WITH HIM AND ALL OF HIS GREAT STAFF, MANY OF WHICH ARE HERE TODAY, WHO ARE TRUE PROFESSIONALS AT WHAT THEY DO.

LEARNED A LOT FROM HIM AND FROM ALL OF THEM, AND I HOPEFULLY THAT FEELING WAS MUTUAL.

SHE IS CURRENTLY RECRUITING AND STAFFING COORDINATOR FOR AUSTIN ISD, AND SHE DECIDED SHE WANTED TO COME BACK. AND WE ARE ABSOLUTELY THRILLED THAT YOU'RE BACK AND IT WILL SOLIDIFY A GREAT TEAM.

AND AGAIN, DR.

THE BIG ITEM ON OUR FINANCIAL STATEMENTS IS THAT THIS IS THE POINT WHERE WE DO OUR MID-YEAR ADJUSTMENTS, SO WE GO THROUGH AND THREW UP AS MUCH AS WE KNOW AT THIS POINT FOR EXPENDITURE, SO FOR THE GENERAL FUND WE HAD.

IT'S OK. AND SO THE ADJUSTMENTS THAT WE MADE FOR THE GENERAL FUND INCREASE THE FUND BALANCE DEFICIT, THE BUDGET AT FUND BALANCE DEFICIT BY ONE POINT THREE MILLION.

SO THE BUDGETED FUND BALANCE DEFICIT IS GOING FROM ONE MILLION TO TWO POINT FOUR MILLION, APPROXIMATELY. AND THEN.

AND SO THAT BROUGHT IN A LOT MORE REVENUE ON THE FEDERAL SIDE.

AND SO EVEN THOUGH WE'RE NOT COLLECTING IT FROM PARENTS THEMSELVES, COMING IN ON THE FEDERAL SIDE, AND SO THAT MADE THEIR POSITION BETTER.

SO FOR THE CHILD NUTRITION FUND, THE WE ORIGINALLY HAD A BUDGETED FUND BALANCE DEFICIT OF APPROXIMATELY 18000.

AND SO THAT INCREASED TO A SURPLUS OF TWO HUNDRED AND SEVENTEEN THOUSAND.

THE DEI CONVERSATION HAS BECOME LARGELY ABOUT RACE, WHICH IS A VERY LIMITED INTERPRETATION OF THAT BECAUSE INCLUSION IS NOT ONLY ABOUT ONE GROUP.

INCLUSION REFERS TO ALL GROUPS AND THAT MEANS THAT WE INCLUDE EVERYONE, NO MATTER WHAT THEIR ABILITY IS, RACE, ETHNICITY, WHAT THEIR FIRST LANGUAGE IS, RELIGION, GENDER, SEXUAL PREFERENCE OR INCOME LEVEL.

HE'S BEEN TOLD TO DO HUMILIATING THINGS AND BECAUSE OF HIS INTELLECTUAL DISABILITY AND HIS TENDENCY TO BELIEVE EVERYONE IS HIS BEST FRIEND, HE DID THEM.

I ALSO HEARD A STORY JUST YESTERDAY ABOUT A GIRL IN OUR SCHOOL COMMUNITY WHO WAS EXPOSED TO SOME PARTICULARLY ATROCIOUS AND HATEFUL RELIGIOUS DISCRIMINATION.

SO TRUST ME, IT HAPPENS EVEN IF YOU DON'T SEE IT.

THE CDC HAS IDENTIFIED A PACKAGE OF RECOMMENDED MITIGATION STRATEGIES THAT SCHOOLS CAN USE TO PROTECT STUDENTS AND STAFF AND LIMIT THE DISRUPTION TO IN-PERSON LEARNING CAUSED BY HIGH LEVELS OF COMMUNITY SPREAD OF COVID.

WHEN THESE STRATEGIES ARE IMPLEMENTED, SCHOOL DISTRICTS CAN SAFELY KEEP SCHOOLS OPEN AND AVAILABLE FOR ALL KIDS.

CREATE A I HIGHLY ENCOURAGE ALL TO CREATE A PROACTIVE PLAN AND IMPLEMENT CONSISTENTLY THOSE MITIGATION STRATEGIES SO THAT WE'RE NOT CONSTANTLY REACTING TO EACH WAVE.

AND IT'S A PROCESS AND WE'LL TALK A LITTLE BIT ABOUT THAT.

AND TONIGHT WE'RE JUST KIND OF SETTING THE TABLE FOR WHAT'S COMING.

SO THE BUDGET DEVELOPMENT CALENDAR, AS YOU KNOW, IT STRETCHES MORE THAN A YEAR.

IT STARTS TONIGHT AND THERE'S GOING TO BE A NUMBER OF MILESTONES THROUGHOUT THE YEAR AS WE PROCEED. THE NEXT BIG ONE IS, OF COURSE, IN APRIL WHEN WE'RE GOING TO GET THE PRELIMINARY ESTIMATE OF THE CERTIFIED VALUES, AND THAT WILL GIVE US OUR FIRST IDEA.

THAT'S BETTER THAN A GUESS OF WHAT OUR TAV IS GOING TO BE FOR NEXT YEAR IN MAY, NO LATER THAN MAY. YOU CAN DO IT EARLIER IF YOU WANT, BUT NO LATER THAN MAY.

AND SO YOU'LL ACTUALLY ADOPT THE TAX RATE IN EITHER AUGUST OR SEPTEMBER.

YOU CAN DO IT UP TO SEPTEMBER.

WE'LL PROBABLY BRING IT TO YOU IN AUGUST, PROVIDED THAT TCAD GETS THEIR NUMBERS CERTIFIED ON TIME. I BELIEVE COPPELL ACTUALLY HAS ONE BIG HIGH SCHOOL AND THEN A SMALLER MAGNET HIGH SCHOOL THAT WAY THAT CAN ONLY HAVE ONE FOOTBALL TEAM.

LAKE TRAVIS IS PROBABLY GOING TO GO THAT ROUTE, TOO, AND WE'RE KIND OF RIGHT IN THE MIDDLE OF THE PACK AS FAR AS THE SIZE ON THAT.

A TAX RATE, WE'VE GOT THE LOWEST AMONG THIS GROUP, AND THAT'S DUE PRIMARILY TO 14 CENT INS TAX RATE, AND I DO WANT TO POINT OUT THIS IS TRUE IN ALL OF THESE SLIDES HERE THAT WE'RE LOOKING AT ACTUAL DATA FROM 2019-20 BECAUSE THAT'S THE MOST RECENT FINANCIAL DATA THAT'S AVAILABLE STATEWIDE.

SO IF YOU LOOK AT IT, WE HAD A 99 CENT M.A.

RATE, SO THAT WAS THE FIRST YEAR OF COMPRESSION.

AND SO MOST OF US HAD 99 CENT.

CARROLL WAS AT 97 BECAUSE THEY WERE AT A DOLLAR FOUR NOT A DOLLAR SIX LIKE US.

AND COPPELL IS AT A HIGHER BECAUSE THEY WERE AT A DOLLAR SEVENTEEN.

THEY HAD THE NINE COPPER PENNIES BEYOND THE GOLDEN PENNIES.

THEY WERE MORE, WHEREAS OURS WAS ABOUT A FIVE PERCENT REDUCTION.

AND THE NEXT YEAR WE WENT UP TO ESSENTIALLY THE SAME LEVEL WE WERE BEFORE HB 3.

THOSE DISTRICTS ALL SAW A SIGNIFICANTLY HIGHER PERCENTAGE DROP, AND I'M NOT EXACTLY SURE THE REASONS FOR THAT.

BUT IT WAS IT WAS DEFINITE, DEFINITELY CLEAR AS I WAS LOOKING AT THE DATA.

PAYROLL, I ALWAYS LIKE TO LOOK AT THIS, AND IN MY MIND, THE HIGHER THE PERCENT THAT WE'RE SPENDING ON M&O ON OUR PAYROLL, THE BETTER JOB YOU'RE DOING.

AND RIGHT NOW WE'RE DOING A BETTER JOB THAN THAN ALL THE REST OF THEM, BECAUSE THAT MEANS WE'RE CLEARING OUT EVERYTHING THAT WE CAN MAKE ROOM FOR COMPENSATION FOR OUR TEACHERS, OUR NURSES FOR OUR STAFF ACROSS THE BOARD.

AND SO TO ME, THAT'S A REAL ACCOMPLISHMENT THAT YOU'RE ABLE TO DO THAT.

CARROLL LOOKS LIKE AN OUTLIER HERE, AND I WAS WONDERING, WHY IS THAT NOT? I CAN SEE ELLEN SHAKING HER HEAD, WONDERING WHY.

SO AS I WAS LOOKING AT IT, CAROL HAD A REALLY HIGH TRANSFER OR PAYMENT TO OTHER GOVERNMENTAL ENTITIES.

AND SO MY GUESS IS THAT THEY ARE CONTRACTING OUT SOME OF THEIR FUNCTION THAT WOULD NORMALLY BE DONE IN-HOUSE.

PERHAPS IT'S TRANSPORTATION.

PERHAPS IT'S FOOD SERVICE TOR SOME OTHER GOVERNMENTAL ENTITY SO THAT THEY'RE PAYING A LUMP SUM PAYMENT TO THEM AND THEY DON'T THEY'RE NOT CARRYING THAT PAYROLL.

SO THIS IS JUST A REMINDER OF THOSE COMPENSATION INCREASES THAT WE SAW THIS SCHOOL YEAR FOR ALL OF THE DISTRICTS.

YOU CAN SEE IN THE MIDDLE COLUMN IS THE ACTUAL COMPENSATION INCREASE IN THE FAR RIGHT HAND COLUMN. IT'S THE ONE TIME PAYMENTS THAT THESE DISTRICTS DID OFFER AFTER THEY DID AN INCREASE TO SALARIES.

SO, YOU KNOW, THEY KIND OF VARY AND BASICALLY SOME OF THEM ARE GOING TO BE WERE PAID IN DECEMBER, AND SOME MAY EVEN BE LOOKING AT PAYING THEM IN MAY.

WHAT WE'RE PROPOSING IS THE FRIDAY BEFORE THE PRESIDENT'S DAY WEEKEND, AS I MENTIONED JUST A MOMENT AGO.

SO STAFF WOULD WORK THAT DAY.

THAT'S A DAY OF PLANNING AND AND PROFESSIONAL DEVELOPMENT FOR THEM.

BUT FAMILIES WOULD HAVE A FOUR DAY BREAK NOW THAT THEY CAN ENJOY TOGETHER.

AND THEN COMING BACK, AS I MENTIONED JUST A MOMENT AGO.

THAT FINAL QUESTION WHERE WE WOULD POSITION THE FOURTH FULL DAY AND WE WOULD PUT THAT ON THE THURSDAY BEFORE GOOD FRIDAY GOING INTO THE EASTER PASSOVER WEEKEND.

OK. AND THEN THIS IS WHAT IT WOULD LOOK LIKE NEXT YEAR.

AS I MENTIONED A MOMENT AGO, THE FRIDAY BEFORE COLUMBUS DAY WEEKEND, THE TRADITIONAL MONDAY AFTER THE WINTER VACATION FOR STAFF TO RETURN AND THEN STUDENTS WOULD COME BACK THE FOLLOWING DAY AND THEN THE FRIDAY BEFORE PRESIDENTS DAY WEEKEND AGAIN AND THEN AGAIN, THE THURSDAY BEFORE THE PASSOVER GOOD FRIDAY EASTER WEEKEND.

SO THOSE ARE THE RECOMMENDATIONS.

AND FRANKLY, IN THE LAST MEETING, THE LAST DISCUSSION, SOME OF THE COMMENTS THAT WERE MADE GAVE ME EVEN MORE PAUSE AS IT WAS SUGGESTED THAT STUDENTS SHOULD JUST SPEND EXTRA TIME OUTSIDE OF THE CLASSROOM STUDYING AND CATCHING UP.

AND FRANKLY, THAT GOES AGAINST THINGS THAT WE HAVE WORKED ON IN THIS DISTRICT FOR THE PAST FIVE YEARS TO ALLOW OUR.

STUDENTS WHO ARE IN A DISTRICT THAT IS HAS VERY HIGH EXPECTATIONS, VERY LOW TO LET THEM FIND SOME BALANCE, TO LET THEM BE KIDS AND TO REDUCE THEIR STRESS LEVELS.

SO I CONTINUE TO BE CONCERNED ABOUT THAT.

THAT BEING SAID, I'M VERY GRATEFUL THAT THE COMMITTEE LISTENED TO SOME CONCERNS AND IS COMING BACK WITH A ONE YEAR CALENDAR RECOMMENDATION.

I DON'T THINK THAT I COULD HAVE SUPPORTED TWO YEARS.

THIS IS SOMETHING THAT WE REALLY NEED TO PAY ATTENTION TO.

AND AFTER SEEING THE COMMUNITY SUPPORT THAT THAT CAME OUT FOR YOU, IT WAS JUST THE OBVIOUS CHOICE IN MY MIND.
