[APPLAUSE] HOW'S IT GOING? AND WE WANT TO GET A PICTURE.

THANK YOU FOR THAT PRESENTATION.

THIS IS ONE OF THE MOST EXCITING ELEMENTS OF KIND OF OUR I GUESS UPDATED OPPORTUNITIES

[00:10:06]

FOR KIDS. AND I LOVE WHAT YOU DID.

I LOVE WHAT YOU DID. AND I LOVE WHAT YOU'RE DOING.

SO ANY OTHER COMMENTS FROM ANY OF THE BOARD MEMBERS? BUT DOES ANYBODY WANT TO SAY ANYTHING NICE BEFORE WE GET OUR PICTURE? I CAN'T WAIT FOR THE WALK.

I WOULD SAY THAT TOO. JUST SO YOU KNOW, YOU DON'T KNOW THIS, BUT WE'VE BEEN TALKING A LONG TIME AGO TO MANHATTAN BEACH IN CALIFORNIA, AND THEY HAVE BEEN DOING A FRIENDSHIP WALK FOR YEARS.

AND WE SAID WE'RE GOING TO MAKE SURE THAT HAPPENS HERE AT ONE POINT.

AND IT'S TAKEN A LONG TIME, BUT I'M SO THRILLED IT'S GOING TO HAPPEN, FINALLY HAPPENED.

SO THANK YOU. HEATHER.

SOME OF YOUR BUDDIES ARE SOME OF MY FRIEND'S CHILDREN AND SO I'M HAPPY TO SEE THEM HERE HAVING A GREAT TIME. AND I LOVE THAT WE ARE JUST BEING MORE MEANINGFUL AND REALLY THOUGHTFUL ABOUT INCLUDING ALL OF OUR KIDDOS AT OUR CAMPUSES AND JUST MAKING SURE THAT IT'S A SAFE SPACE FOR ALL OF OUR STUDENTS.

SO I REALLY APPRECIATE THE WORK THAT YOU ALL ARE DOING AND I LOVE THAT IT'S STUDENT LED.

YOU GUYS ARE KILLING IT.

THANK YOU. ANYBODY? YEAH, I JUST I'D LOVE TO ECHO WITH THE OTHER TRUSTEES HAVE SAID AMAZING JOB THE T SHIRT THANK YOU SO MUCH FOR THE T SHIRT.

THIS IS, THE BLUE ONES THAT WE HAD WERE LIKE THE HOTTEST T SHIRTS IN TOWN.

[LAUGHTER] LIKE NOBODY, I'D WOULD WEAR IT AND EVERYBODY WANTED ONE.

SO THANK YOU SO MUCH.

AND I HOPE THAT WE HAVE THESE AVAILABLE TO EVERYONE.

IT'S AN UNBELIEVABLE ORGANIZATION.

THANK YOU SO MUCH.

COULD NOT BE MORE PROUD OF Y'ALL.

THANK YOU. I WAS JUST GOING TO ALSO ECHO.

THANK YOU FOR WHAT YOU'RE DOING.

AND IT LOOKS LIKE YOU'RE HAVING A LOT OF FUN.

JAMES. YEAH, THANKS AGAIN.

I LOVE THE SHIRT. I'VE BEEN ABLE TO COME OUT TO A COUPLE OF EVENTS I ALWAYS ENJOY.

THERE WAS A RAINY ONE UNDER THE STADIUM A COUPLE OF YEARS AGO.

REALLY ENJOYED THAT ANYWAY.

BUT ALWAYS GOOD TO SEE THE WORK YOU'RE DOING.

I REALLY APPRECIATE YOU.

THANK YOU FOR THE STUDENT LEADERSHIP AND ALSO THANK YOU FOR THE STAFF LEADERSHIP THAT I KNOW HOW TOUGH IT IS TO GET SOMETHING UP AND RUNNING.

SO KUDOS TO ALL OF YOU FOR DOING THIS DURING THE PANDEMIC AND HAVING IT BE SO SUCCESSFUL WITH THE ENTHUSIASM AND THE LEADERSHIP OF THESE STUDENTS.

OKAY. PICTURE TIME.

MAYBE THE KIDS COME BEHIND US.

IS THAT OKAY? THANK YOU, GUYS. THANKS FOR COMING.

[APPLAUSE] YEAH.

THANK YOU. THANK YOU ALL.

OF COURSE, YOU'RE WELCOME TO STAY FOR AS MUCH OF THE MEETING AS YOU WANT.

BUT YOU ARE FREE TO FLY AWAY.

SO THE NEXT ITEM ON THE AGENDA IS OUR SUPERINTENDENT'S REPORT.

[8. REPORTS ]

TOM. THANK YOU.

[INAUDIBLE]. IT IS NOT.

OH NOW IT'S WORKING. OKAY, GOOD.

A COUPLE OF THINGS I JUST WANTED TO REPORT ON AND SOME OF THIS, YOU KNOW, BECAUSE YOU WERE THERE, ALL THE TRUSTEES WERE THERE.

WE DID THE GRAND OPENING OF THE AQUATIC CENTER, AND WE'RE THRILLED ABOUT THAT.

IF YOU HAVEN'T SEEN THE FACILITY, YOU SHOULD SEE IT.

[00:15:03]

[APPLAUSE] IT IS BEAUTIFUL.

AND AGAIN, I THINK IT'S IMPORTANT TO NOTE THAT THIS WAS A PUBLIC PRIVATE PARTNERSHIP.

WE OWN THE POOL, WE OWN THE FACILITY, BUT WE ARE NOT PAYING THE M&O TO HEAT IT OR TO RUN THE FILTERS FOR THE WATER OR ANY OF THE OPERATIONAL PIECE.

SO THAT'S NOT COMING OUT OF OUR BUDGET, WHICH IS A BIG DEAL.

A LOT OF DISTRICTS IN TEXAS ARE REALLY INTERESTED IN HOW WE PULLED THAT OFF AND ARE INTERESTED IN FOLLOWING THAT MODEL.

AND IF YOU LOOK AT THE CONTRACT WE HAVE, WE EVENTUALLY DO REVENUE SHARING.

SO THIS CAN ACTUALLY BRING MONEY TO THE DISTRICT AS WELL AS PROVIDE A GREAT FACILITY FOR NOT ONLY OUR STUDENTS BUT OUR COMMUNITY.

SO I WANT TO MAKE SURE WE ACKNOWLEDGE THAT.

WE ALSO WANT TO ACKNOWLEDGE SOME STATE CHAMPIONS EVE, WHICH IS OUR ELITE VISUAL AND ENSEMBLE. THIS PAST WEEKEND THEY WON.

[APPLAUSE] THEY WON THE STATE CHAMPIONSHIP IN CLASS A CLASS OF TEXAS COLOR GUARD CIRCUIT.

UIL DOES NOT HAVE A COMPETITION OFFICIALLY FOR WINTER GUARD, SO THIS CONTEST SERVES AS THE STATE CHAMPIONSHIP.

THIS GROUP NOW, EVE AND STAFF, STUDENTS AND STAFF ARE GOING TO GO BRING A TROPHY BACK TO WESTLAKE. AND THEN NEXT WEEK THEY WILL TRAVEL TO DAYTON, OHIO, TO COMPETE AT THE NATIONAL CHAMPIONSHIPS WHERE THEY ARE RIGHT NOW, OFFICIALLY RANKED NUMBER ONE.

SO WE'RE VERY PROUD OF THEM.

AND WE WANTED TO ACKNOWLEDGE THAT.

A LITTLE BIT OF, ONCE IN A WHILE, THERE'S A LITTLE BIT OF GOOD NEWS THAT COMES AND THIS IS SOME GOOD NEWS. WE'VE BEEN TALKING ABOUT THIS FOR A WHILE.

AND AT YOUR PLACES, BOARD MEMBERS, THERE'S A LETTER THAT IS SIGNED BY ABOUT 18 SUPERINTENDENTS FROM CENTRAL TEXAS, INCLUDING MYSELF, WHICH WAS ADVOCATING TO THE COMMISSIONER THAT THEY WOULD HOLD US HARMLESS FOR THE TIMES DURING THIS YEAR WHERE THERE WERE SURGES.

OUR ATTENDANCE, OUR DAILY ATTENDANCE HAS BEEN GOOD.

THE TWO TIMES WHERE OUR DAILY ATTENDANCE HAD SOME DIFFICULTIES, LIKE EVERYWHERE IN THE COUNTRY, WAS IN THE DELTA SURGE AND THEN IN JANUARY IN THE OMICRON SURGE.

AND SO OUR ATTENDANCE, WHICH TYPICALLY WAS IN THE 90S PERCENT'S AT ONE POINT DROPPED TO ABOUT 80 SOMETHING.

BUT THERE WERE A LOT OF KIDS AND STAFF THAT OBVIOUSLY WERE HAVING DIFFICULTIES WITH BOTH THOSE SURGES. SO THE RULING ACTUALLY, WE JUST GOT THIS THE RULING THAT CAME OUT TODAY THAT THEY ARE INSTRUCTING TEA TO HOLD US HARMLESS.

I LOVE HOW THEY SAY THIS FOR THE FIRST FOUR, SIX WEEKS.

NOW, THAT'S IT'S LIKE RUTH CHRIS STEAKHOUSE.

WHAT IS IT? IN ESSENCE, THERE ARE 36 WEEKS TO A SCHOOL YEAR, 36 WEEKS TO A SCHOOL YEAR, AND THEY DIVIDE THEM INTO SIX WEEK PERIODS.

EVEN THOUGH WE DO NINE WEEK GRADING PERIODS, THE STATE DIVIDES UP INTO SIX WEEKS.

AND SO WHAT THEY'RE SAYING IS FOR THE FIRST FOUR OF THOSE SIX WEEKS, SO FOR 24 WEEKS, WHICH IS ABOUT TWO THIRDS OF THE SCHOOL YEAR, WHICH TAKES US FROM THE BEGINNING OF OUR SCHOOL YEAR TO SOMETIME IN FEBRUARY, THEY ARE GOING TO HOLD US HARMLESS ON THAT ATTENDANCE. NOW, I DON'T KNOW WHAT MAY COME LATER, BUT THAT WILL HELP US WITH THE ATTENDANCE ISSUES THAT NOT ONLY WE HAD BUT EVERY SCHOOL DISTRICT IN THE STATE HAD.

WHAT THAT MEANS IN TERMS OF BUDGET, CHRIS, HAS BEEN GIVING YOU ESTIMATES, ASSUMING THAT TEA WOULD DO THIS, AND SURE ENOUGH, THEY DID DO THIS.

SO OUR BUDGET PROJECTIONS, AGAIN, SHOWING A A SURPLUS THIS YEAR AND SURPLUS NEXT YEAR STILL SHOULD HOLD TRUE.

OK. BUT THAT WAS ONE OF THOSE THINGS WE JUST DIDN'T KNOW WHERE THEY WOULD GO WITH IT.

SO THAT'S SOMEWHAT GOOD NEWS.

IT WOULD BE NICE IF THEY EXTENDED IT THROUGH THE WHOLE YEAR.

SO WE HAD MORE ABILITY AND WE'LL DO A BUDGET UPDATE CHRIS, IN APRIL PROBABLY ONCE THE [INAUDIBLE] ONCE THE COUNTY ISSUES THE PRELIMINARY TO TBA ESTIMATES.

RIGHT. GOT IT.

AND THAT'S MY REPORT NOT LONG BUT I WANTED TO LET YOU KNOW A COUPLE OF THINGS.

ANY QUESTIONS FOR ME? THANK YOU, TOM. ARE THERE ANY QUESTIONS? ANYBODY? WOW.

OKAY. THE NEXT ITEM ON THE AGENDA IS THE MONTHLY FINANCIAL REPORT AND BUDGET AMENDMENTS.

MS. ROCKSTEAD.

OKAY. SO I DIDN'T GET TO SEE YOU GUYS LAST MONTH.

[LAUGHTER] SO OUR REPORT, THIS IS FOR THE PERIOD ENDING FEBRUARY 28TH AND WE HAVE FISCAL YEAR TO DATE ACTIVITY AS COMPARED TO LAST YEAR IS PRETTY COMPARABLE.

AND SAME THING FOR OUR TAX COLLECTIONS.

AS FAR AS BUDGET AMENDMENT, WE HAD A BUDGET AMENDMENT FOR THE GENERAL FUND AND AGAIN, THAT

[00:20:05]

IS BUDGET REVISIONS THAT CAMPUSES AND DEPARTMENTS HAVE SUBMITTED TO OUR OFFICE.

THE NET EFFECT ON THE FUND BALANCE IS ZERO.

AND THERE WAS NOT ANY BUDGET AMENDMENTS FOR THE DEBT SERVICE FUND OR THE CHILD NUTRITION FUND. ANY QUESTIONS? ANYBODY. OH, I'M SORRY, KIM.

I DO. THEN HEATHER. SO, MARIA, THESE ARE THE SAME TWO QUESTIONS THAT I ASK.

OKAY. SO ON THE TAX COLLECTION I SAW IN YOUR SUMMARY, WE'RE AT 97.39.

WELL, AND IT SOUNDS LIKE WE'RE GOOD COMPARED TO LAST YEAR.

AND I KNOW WE HAVE TALKED ABOUT WHAT THE DISTRICT IS DOING IN TERMS OF GETTING THAT AS CLOSE TO 100% AS POSSIBLE.

THAT'S A LOT OF MONEY, 2%.

IS THERE ANY WAY THAT WE CAN AND I'M NOT THIS IS NOT A CRITICISM, BUT IS THERE A WAY THAT WE CAN LOOK AT WHAT OTHER DISTRICTS ARE DOING THAT ARE COMPARABLE TO US IN TERMS OF GETTING THAT AS CLOSE AS POSSIBLE, TAKING ACTION, BEING AGGRESSIVE, GOING AFTER THOSE DELINQUENT TAXES? I MEAN, WE CAN TALK TO OTHER SCHOOL DISTRICTS [INAUDIBLE].

I THINK IT WOULD BE HELPFUL FOR US AND THE COMMUNITY TO UNDERSTAND WHAT IT IS POSSIBLE TO DO AND HOW AGGRESSIVE WE CAN BE.

AND I KNOW THAT OTHER DISTRICTS AROUND TEXAS ARE VERY AGGRESSIVE IN DOING IT.

SO. AND CHRIS, AM I READING YOUR BODY LANGUAGE THAT YOU HAD SOMETHING? IF YOU DO IF YOU COULD COME UP, MAYBE.

I THINK I'M READING YOUR BODY LANGUAGE THAT YOU MIGHT HAVE A THOUGHT OR SOMETHING TO SAY.

IS THAT OKAY. ONE THING THAT YOU NEED TO KEEP IN MIND ABOUT THE TAX LEVY IS THAT IT'S CHANGING CONSTANTLY.

AND THE LEVY THAT WE GET AT THE BEGINNING OF THE YEAR IS GOING TO BE HIGHER THAN WHAT IT IS AT THE END OF THE YEAR.

AND SOME OF THOSE TAXES THAT ARE NOT PAID, OBVIOUSLY, SOME OF THEM ARE JUST DELINQUENT TAXES, BUT A NUMBER OF THEM ARE TAXPAYERS WHO ARE IN THE MIDST OF AN APPEAL WITH THE STATE. AND SO WE ACTUALLY GET UPDATES ON OUR LEVY PERIODICALLY, MAYBE EVERY THREE OR FOUR WEEKS. AND THE FINAL LEVY THAT WE'LL GET IN JUNE WILL BE PRETTY CLOSE TO THE AMOUNT THAT'S COLLECTED. IT WON'T BE 100%, BUT IT'S REALLY CLOSE.

WE'RE NOT FAR OFF OF IT.

AND THAT'S GREAT TO KNOW.

I MEAN, BECAUSE I'M NOT TALKING.

I'M NOT CONCERNED ABOUT APPEALS.

I MEAN, THAT'S DUE PROCESS.

AND THEY CAN DO THAT. I'M CONCERNED ABOUT I KNOW IN OTHER DISTRICTS, AGGRESSIVE DISTRICTS IN THE HARRIS COUNTY AREA THAT FILE SUIT OR THEY'RE PART OF A COLLECTION THAT FILE SUIT.

AND MARIA, I KNOW THAT YOU'VE EDUCATED ME ON WHAT WE ARE DOING IN FILING SUIT.

I'D LIKE TO MAKE SURE THAT THOSE DELINQUENT TAXPAYERS, RESIDENTIAL AND COMMERCIAL ARE BEING HIGHLIGHTED AND THAT WE'RE AGGRESSIVE.

AND WE CAN CERTAINLY TALK TO OTHER DISTRICTS AND SEE WHAT THEY MIGHT BE DOING THAT WE'RE NOT AND FIND OUT IF THERE'S STEPS THAT WE OUGHT TO BE TAKING, THAT WE HAVE IT.

NO, THANK YOU. I THINK IT WOULD BE HELPFUL.

I HAD ONE OTHER QUESTION AND THAT WAS JUST IN YOU KNOW, WE LOOK AT THE INVESTMENT INCOME AND IT'S SO LOW AND IT'S A RESULT OF THE INTEREST RATES.

ARE WE MODELING AS INTEREST RATES INCREASE WHAT THAT'S GOING TO DO TO OUR BUDGET IN TERMS OF INVESTMENT INCOME? YES, WE'RE GOING TO SEE THAT TICK UP A LITTLE BIT.

I DID A BACK OF THE ENVELOPE CALCULATION JUST THE OTHER DAY, AND I THINK IT'LL PROBABLY PUSH UP COLLECTIONS, MAYBE ANOTHER HUNDREDISH THOUSAND DOLLARS FOR THIS YEAR.

BUT THAT'S IT TAKES A LITTLE BIT OF TIME FOR THOSE INTEREST RATES BUMPS BY THE FED TO WORK THEIR WAY INTO THE SYSTEM BECAUSE THE INVESTMENTS WERE INVOLVED IN HAVE INVESTMENTS OF VARYING LENGTHS OF TIME.

AND SO AS THOSE OLDER ONES COME OFF AND THE NEW ONES COME ON, THEN YOU'LL SEE OUR RETURNS START TO COME UP AND THEY ARE COMING UP.

BUT REALLY, WE EXPECT TO SEE MUCH MORE OF A CHANGE IN NEXT YEAR'S BUDGET RATHER THAN THIS YEAR'S BUDGET. AND, CHRIS, WE DO HAVE AN INVESTMENT POLICY AND WE BASICALLY FOLLOW THAT AND REVIEW THAT EVERY YEAR. AND IT'S VERY CONSERVATIVE BECAUSE THIS IS TAXPAYER DOLLARS.

WE'RE NOT INVESTING IN RISKY INVESTMENTS.

AND YOU ALSO HAVE ADVISORS THAT WORK WITH YOU ON THAT? YES, THAT'S CORRECT. SO JUST TO REMIND YOU THREEFOLD INVESTING STRATEGY.

[00:25:06]

FIRST IS SAFETY.

THE NUMBER ONE CONSIDERATION ALWAYS ON OUR INVESTMENTS IS THAT WE DON'T LOSE MONEY.

NUMBER TWO IS LIQUIDITY.

CAN WE HAVE ACCESS TO THE MONEY WHEN WE NEED IT? NUMBER THREE IS RETURN.

AND SO THOSE FIRST TWO REALLY TAKE PRECEDENCE OVER THE TYPES OF INVESTMENTS THAT WE'RE AUTHORIZED TO USE.

SURE. AND GREAT, NO, AND I'M NOT CHALLENGING THAT AT ALL.

I JUST WANT TO SEE US COLLECT AS MUCH AS POSSIBLE.

ABSOLUTELY I DO TOO. AND AND THANK YOU. THANK YOU, HEATHER.

OKAY. SO A COUPLE OF THINGS.

I KNOW THAT WE DON'T HAVE ANY AMENDMENTS TO THE CHILD NUTRITION FUND, AND THAT'S BEEN A KIND OF A WEIRD SPACE THIS YEAR BECAUSE WE'VE BEEN ABLE TO PROVIDE FREE BREAKFAST AND LUNCH TO ALL OF OUR ELEMENTARY STUDENTS, THANKS TO SOME COVID RELIEF DOLLARS THAT CAME IN, WHICH WAS LOVELY FOR EVERYONE WHO HAS ELEMENTARY SCHOOLS.

I JUST MISSED THAT.

BUT THAT'S OKAY.

DO WE HAVE ANY PLANNING OR ANY COMMUNICATION PLANNED FOR THAT GOING FORWARD? BECAUSE THERE IS GOING TO BE A CHANGE NEXT YEAR.

AND PARENTS, BECAUSE I'VE HEARD THAT THAT'S NO LONGER GOING TO BE A THING FOR NEXT YEAR.

SO IS THERE SOMETHING THAT WE NEED TO DO TO ALERT PARENTS THAT IT'S NOT [INAUDIBLE] FREE ANYMORE? WE WILL WE HAVEN'T DONE IT YET.

BUT YES, WE'LL WHEN IF THAT CHANGE COMES THROUGH.

AND AGAIN, IT WAS A ONE YEAR THING THAT CAME FROM THE FEDERAL GOVERNMENT THAT IT MADE IT MORE SENSE FOR US TO BE FREE THAN TO ACTUALLY CHARGE.

RIGHT. BUT AS THAT RETIRES, WE WILL COMMUNICATE OUT.

OKAY. AND THEN I KNOW THAT THERE IS A TAX COMPRESSION DISCUSSION WITH THE INTERIM CHARGES AT THE STATE CAPITAL.

AND I WOULD LOVE TO TALK ABOUT THAT WITH YOU GUYS AND WITH US JUST TO SEE HOW WE CAN COORDINATE ON ADVOCATING FOR OUR DISTRICT TO COMPRESS TAXES BY RAISING THE BASIC ALLOTMENT AS OPPOSED TO DOING SOMETHING THAT'S A FAKE MEASURE.

SO I WOULD LOVE TO GET YOUR OPINION ON HOW WE COULD DO THAT AND WORK TOGETHER ON THAT.

AND THEN I ALWAYS WOULD LOVE A RECAPTURE UPDATE BECAUSE IT'S INFURIATING TO SEE HOW MUCH MONEY IS BEING SENT OUT OF OUR DISTRICT.

AND ARE WE, HOW MUCH ARE WE PAYING ON THAT RIGHT NOW AS OF THIS MONTH ARE WE? AFTER HB 3, IT USED TO BE THAT WE WOULD BEGIN OUR PAYMENTS AND WE WOULD PAY THEM IN SEVEN INSTALLMENTS STARTING IN FEBRUARY.

WITH HB 3, WE WERE GIVEN THE OPTION OF EITHER STAYING WITH THAT SEVEN PAYMENT OR GOING WITH A SINGLE PAYMENT IN AUGUST.

OBVIOUSLY, THAT'S A BETTER OPTION FOR US BECAUSE WE CAN INVEST THAT MONEY IN THE MEANTIME. AND SO WE'VE SELECTED THE ONE TIME PAYMENT.

AND SO WE HAVEN'T MADE ANY PAYMENTS THIS YEAR.

RIGHT NOW, WE AGAIN, WE ANTICIPATE THAT OUR PAYMENT WILL BE SOMEWHERE IN THE NEIGHBORHOOD OF $104 MILLION DOLLARS.

THAT'S A BIG HIT TO OUR BUDGET IN AUGUST.

THANK YOU FOR YOUR UPDATE. I APPRECIATE THAT.

ANYBODY ELSE. NO.

OK. THAT BRINGS US TO THE OPEN FORUM PORTION OF OUR MEETING.

AND I HAVE YET ANOTHER THING TO READ TO YOU.

SO WE HAD 34 SPEAKERS SIGNED UP THIS EVENING.

[9. OPEN FORUM]

AND AS A RESULT, EACH SPEAKER WAS ASSIGNED ONE MINUTE TO SPEAK.

I WILL CALL YOU FORWARD WHEN IT'S YOUR TURN AND I WILL LET YOU KNOW WHEN YOUR TIME IS UP.

ONCE YOU ARE NOTIFIED THAT YOUR TIME IS UP, PLEASE FINISH YOUR SENTENCE AND THEN STOP.

OF COURSE, WE HAVE NO REASON TO SUSPECT THIS WILL HAPPEN, BUT IF ANY SPEAKER REFUSES, THIS WILL BE CONSIDERED A DISRUPTION OF THE BOARD MEETING AND WE WILL TAKE APPROPRIATE ACTION. SPECIFIC FACTUAL INFORMATION AND RECITATION OF EXISTING POLICY MAY BE FURNISHED IN RESPONSE TO INQUIRIES, BUT THE BOARD CANNOT DELIBERATE REGARDING ANY SUBJECT THAT IS NOT INCLUDED ON THE AGENDA.

PLEASE BE AWARE THAT THE AUDIO OF THE OPEN FORUMS PART OF THE RECORDING OF THE ENTIRE MEETING AND IS PUBLISHED ON THE DISTRICT'S WEBSITE WITHOUT ALTERATION.

PERSONS WHO CHOOSE TO SPEAK IN OPEN FORUM ARE CONSENTING TO THE ONLINE PUBLICATION OF THEIR COMMENTS. THANK YOU AGAIN FOR TAKING THE TIME AND MAKING THE EFFORT TO SHARE YOUR COMMENTS WITH US.

WE ARE GENUINELY INTERESTED AND WE ARE READY FOR OUR FIRST SPEAKER.

OUR FIRST SPEAKER THIS EVENING IS CYNTHIA ROMAINE.

I BELIEVE THAT MS. ROMAINE IS GOING TO SPEAK TO US ABOUT PORNOGRAPHY.

MS. ROMAINE, YOU'RE UP.

WELCOME.

TESTING BETTER.

I AM READING A COUPLE OF EXCERPTS FROM ELEANOR AND PARK, WHICH IS A BOOK IN OUR HIGH SCHOOL LIBRARY AND MULTIPLE COPIES IN OUR MIDDLE SCHOOL LIBRARY.

I WANT TO FIRST APOLOGIZE FOR WHAT I'M READING.

THE IRONY IS THIS ISN'T A KID'S IN OUR CHILDREN'S LIBRARY, BUT HERE WE GO.

CHAPTER 16, ELEANOR.

[00:30:02]

SHE ALREADY FINISHED HER HOMEWORK SOME CREEP HAD WRITTEN.

DO I MAKE YOU WET ON HER GEOGRAPHY BOOK? YEAH. THAT WOULD BE THE FIRST ONE.

CHAPTER 48 IS TINA NARROWED HER EYES, THEN SHOOK HER HEAD BUT SOMEBODY IS GOING TO SUCK ME OFF.

NEXT PAGE.

YOU'RE [EXPLETIVE] STEPDAD.

DO NOT. DO YOU NOT WANT ME TO KILL HIM FOR YOU? I'M GOING TO KILL TINA'S ANYWAY.

I COULD GET THEM BOTH IN THE SAME DAY.

BUY ONE, GET ONE, HE GIGGLED.

BUY ONE, GET ONE FREE.

ELEANOR LISTENED TO STEVE SING SONG AFTER SONG OVER THE WET HAMMER OF HER HEARTBEAT.

THE BEER CAN WENT WARM IN HER HAND.

I KNOW YOU'RE A SLUT AND YOU SMELL LIKE CUM.

THAT IS IN OUR LIBRARIES.

THANK YOU. THANK YOU.

I HOPE YOU'RE GOOD PEOPLE.

THIS IS FROM A BOOK IN YOUR HIGH SCHOOL CALLED A COURT OF SILVER FLAMES.

THEIR TONGUES TANGLED, THEIR BODIES PRESSED SO TIGHTLY SHE COULD FEEL HIS HEARTBEAT AGAINST HER CHEST. HE TASTED HER THOROUGHLY, WITHDREW AND TASTED HER AGAIN, HIS HIPS THRUST INTO HER HAND WITH A STRENGTH THAT MADE HER CORE THROB TO THE POINT OF PAIN, IMAGINING THAT FORCE, THAT SIZE AND HEAT BURIED DEEP IN HER.

ANOTHER PUNISHING RUB OF HER PALM, A SCRAPE OF TEETH AT HIS NECK.

AND CASSIAN ERUPTED, HIS WINGS TUCKED IN TIGHT AS HE CAME EACH SPURT OF HIS COCK SHUDDERED THROUGH HIS PANTS, ECHOING ALONG HER HAND AS SHE STROKED AND STROKED HIM.

PORNOGRAPHY IS AN ENTRYWAY INTO ABUSE AND HUMAN TRAFFICKING.

IT SHOULD NOT BE PUT BEFORE CHILDREN.

YOU SHOULD BE EMBARRASSED THAT THIS IS IN YOUR LIBRARIES.

YOU NEED TO DO A BETTER JOB OF POLICING THAT.

AND IF YOU'RE NOT OFFENDED BY THE PORNOGRAPHY AND YOU THINK IT'S OKAY, THEN MAYBE PORNHUB COULD SPONSOR YOUR POOL.

OKAY. THANK YOU. OUR NEXT SPEAKER IS ELLEN STRATFORD.

[APPLAUSE] MS. STRATFORD IS GOING TO SPEAK TO US ABOUT PORN.

MS. STRATFORD, YOU'RE UP.

WELCOME. THANK YOU.

THIS IS FROM A COURT OF SILVER FLAMES IN THE WESTLAKE HIGH SCHOOL.

CASSIAN'S FINGERS DUG INTO HER HIPS SO HARD NESTA KNEW SHE'D BRUISE, LOVED THAT SHE WOULD BRUISE. HE SHIFTED HIS STANCE AND HIS COCK PLUNGED EVEN DEEPER, RUBBING AGAINST THAT SPOT. AND THE SOUNDS THAT CAME FROM HER WEREN'T HUMAN OR FAE, BUT SOMETHING FAR MORE PRIMAL. [EXPLETIVE], YES, HE SNARLED AT HER ABANDONED.

THAT'S IT, NESTA, HE ACCENTUATED EACH WORD WITH A SAVAGE THRUST.

DO I FEEL GOOD TO YOU? SHE WHIMPERED, HER CONFIRMATION THEN MANAGED TO SAY, I LIKE IT WHEN YOU RIDE ME HARD.

EVERY TIME I MOVE, MY BODY IS SORE.

SHE HAD TO FIGHT FOR WORDS, FOR CONTROL.

I THINK OF YOU, OF YOUR COCK.

GOOD. I WANT MY COCK TO BE THE ONLY THING YOU THINK ABOUT.

HIS PACE FALTERED AS HE LICKED THE COLUMN OF HER NECK.

SHE COULD HEAR THE TAUNTING SMILE OF HIS WORDS, AND HE WHISPERED, BECAUSE YOU'RE PRETTY LITTLE CUNT IS THE ONLY THING I THINK ABOUT.

IN OUR HIGH SCHOOLS.

THANK YOU. DISGUSTING.

OUR NEXT SPEAKER IS SUSAN REYNOLDS.

MS. REYNOLDS IS GOING TO SPEAK TO US ABOUT PORNOGRAPHY.

WELCOME MS. REYNOLDS. THANK YOU.

THIS IS ALSO FROM A COURT OF SILVER FLAMES IN THE HIGH SCHOOL LIBRARY.

SHE COULD SEE IT, CASSIAN IN HIS OWN BED, SPRAWLED OUT LIKE A DARK KING, GRIPPING HIMSELF, PUMPING HARD.

SHE TRACED HER HAND UP HER NIGHTGOWN GOWN, THE SLIDE OF SILK AGAINST HER SKIN, NEARLY UNBEARABLE. SHE MOANED INTO HER PILLOW AS HER FINGERS SLID BETWEEN HER LEGS, INSTANTLY SLIPPERY WITH THE WETNESS POOLED THERE, HER HIPS ARCHED INTO THE TOUCH, AND SHE GRITTED HER TEETH, LETTING OUT A LONG HISS AS SHE DRAGGED HER FINGERS DOWN HER ACHING, THROBBING CENTER. SHE SLID HER FINGERS IN DEEP, WRITHING AT THE INTRUSION, UNABLE TO STOP SEEING CASSIAN'S FACE.

SHE WITHDREW HER FINGERS NEARLY TO THEIR TIPS, AND SHE PLUNGED THEM BACK IN.

IT WAS CASSIAN'S HAND SHE PICTURED THERE, FELT THERE.

CASSIAN, THE OTHER HAND THAT ROSE TO CLASP HER BREAST, SQUEEZING HARD JUST THE WAY SHE LIKED IT. SHARP, A SLIGHT EDGE OF PAIN TO HEIGHTEN THE PLEASURE.

IT WAS CASSIAN'S HAND, SHE RODE, BITING HER LIP TO KEEP HER MOANING CONTAINED.

IT WAS CASSIAN'S HAND THAT BROUGHT HER OVER THE EDGE INTO HER RELEASE SO INTENSE SHE NEARLY CRIED OUT.

IT WAS CASSIAN'S HAND THAT SLID INTO HER OVER AND OVER AGAIN, RELEASE AFTER RELEASE UNTIL THANK YOU VERY MUCH. OUR NEXT SPEAKER THIS EVENING IS ANNIE MCFATE.

ANNIE. ANNIE.

YOU'RE NOT ANNIE. WELCOME, ANYWAY.

THANK YOU. AND I UNDERSTAND THAT YOU'RE GOING TO SPEAK TO US ABOUT PORN.

THANK YOU. YES. SAME BOOK IN THE HIGH SCHOOLS.

AT THE WORDS HIS FOUL LANGUAGE, HER TOES CURLED, BUT SHE WOULDN'T LET HIM WIN THIS ONE.

NOT WHEN THIS HAD SOMEHOW BECOME A COMPETITION FOR WHO COULD MAKE THE OTHER CUM FIRST.

[00:35:02]

SO SHE WHISPERED.

I LOVE BEING SO COVERED IN YOUR SEED THAT IT LEAKS OUT OF ME FOR AGES AFTERWARD.

I LOVE FEELING IT SLIDE DOWN MY THIGHS AND KNOWING YOU LEFT YOUR MARK IN ME [EXPLETIVE] HE BLEW OUT HIS POUNDING WILD NOW SO UNCHECKED ONLY HER HOLD ON THE DESK KEPT HER FEET ON THE GROUND. [EXPLETIVE] CASSIAN CAME WITH A ROAR AND AT THE FIRST PULSE OF HIS COCK SPURTING DEEP INTO HER, SHE CLIMAXED SCREAMING LOUD ENOUGH THAT HE CLAMPED A HAND OVER HER MOUTH. SHE BIT DOWN ON HIS FINGERS AND HE KEPT MOWING IN HER, SPILLING HIMSELF OVER AND OVER UNTIL HIS SEED WAS AGAIN RUNNING DOWN HER THIGHS, UNTIL HE SLID HIS FINGERS THROUGH A STREAM OF IT AND BROUGHT IT UP TO THAT SPOT AT THE APEX OF HER SEX.

THANK YOU.

THANK YOU. OUR NEXT SPEAKER IS GREG LAMONTAGNE.

MR. LAMONTAGNE, YOU ARE UP.

I UNDERSTAND THAT MR. LAMONTAGNE IS GOING TO TALK TO US ABOUT LIBRARIES.

WELCOME. GOOD EVENING. GOOD EVENING.

MY TOWN'S A LITTLE DIFFERENT.

MY KIDS ALL ATTENDED EANES ISD.

AND ALTHOUGH IT'S BEEN A WHILE SINCE THEY ALL GRACED THE HALLS OF THIS INSTITUTION, THEY ALL TOOK GREAT BENEFIT FROM THEIR TIME HERE, PRIMARILY AN INDEPENDENT.

THE ABILITY TO BE INDEPENDENT THINKERS WHO ALL HAVE HAD THE SKILLS OF CRITICAL THOUGHT HONED HERE.

CRITICAL THOUGHT IS THE RESULT OF BEING EXPOSED TO IDEAS THAT YOU DON'T NECESSARILY AGREE WITH.

IT IS NOT NECESSARILY SOMETHING THAT'S.

ANYWAY. AND WRESTLING WITH THOSE CONCEPTS.

I THINK THAT THAT IT WOULD BE A SHAME IF WE JUST DO A WILLY NILLY THROWING OUT OF BOOKS.

THANK YOU. THANK YOU VERY MUCH.

OUR NEXT SPEAKER IS WILLA SHAKESPEARE.

OK.

MS. SHAKESPEARE. WELCOME.

MY NAME IS WILLA SHAKESPEARE, AND I'M A FIFTH GRADE STUDENT AT BARTON CREEK.

TODAY, I WANTED TO SHARE MY OPINIONS ABOUT THE BOOKS IN OUR LIBRARIES.

KEEPING A VARIETY OF BOOKS IN THE LIBRARY IS JUST AS IMPORTANT AS ANYTHING ELSE IN SCHOOL. WE NEED TO LEARN ABOUT THE WORLD BY BEING EXPOSED TO NEW IDEAS.

WE'RE GOING TO LEARN ABOUT RACE AND GENDER IDENTITY EVENTUALLY.

KIDS CAN'T BE SHIELDED FROM EVERYTHING IN THE WORLD BECAUSE THEN WE AREN'T TRULY LEARNING. IF YOU DON'T WANT YOUR KIDS TO LEARN ABOUT CERTAIN THINGS, THAT'S A DECISION YOU CAN MAKE FOR YOURSELF.

BUT SOME FAMILIES DO WANT THEIR KIDS CONNECTING TO THESE THINGS, SO IT'S NOT FAIR TO MAKE THAT DECISION FOR EVERYONE ELSE.

REGARDLESS OF WHAT BOOK WE'RE TALKING ABOUT.

PEOPLE SHOULD BE ALLOWED TO DECIDE WHAT TO READ.

IN MY FAMILY, WE'RE VERY OPEN ABOUT RACE, GENDER AND IDENTITY.

SO IF I WERE TO BRING HOME A BOOK ABOUT LGBTQ ISSUES, THAT WOULD BE FINE.

WHEN KIDS CHECK OUT BOOKS IN A SCHOOL LIBRARY, IT'S A PERFECT OPPORTUNITY FOR PARENTS TO GET INVOLVED AND MAKE DECISIONS ABOUT WHAT THEY WANT THEIR KIDS TO READ.

HAVING ACCESS TO LOTS OF VOICES IS THE MOST IMPORTANT PART OF LEARNING.

THANK YOU VERY MUCH.

THANK YOU. [APPLAUSE] OUR NEXT SPEAKER IS JEFFREY OLARY.

AND MR. OLARY IS GOING TO SPEAK TO US ABOUT SOME CONCERNS THAT HE HAS.

WELCOME, MR. OLARY.

SCHOOL BOARD. DR.

MARTIN LUTHER KING, JR.

SAID. WHEN WE LOOK AT MODERN MAN, WE HAVE TO FACE THE FACT THE MODERN MAN SUFFERS FROM A KIND OF POVERTY OF THE SPIRIT, WHICH STANDS IN GLARING CONTRAST TO SCIENTIFIC AND TECHNOLOGICAL ABUNDANCE.

WE'VE LEARNED TO FLY THE AIR LIKE BIRDS.

WE'VE LEARNED TO SWIM THE SEAS LIKE FISH.

AND YET WE HAVEN'T LEARNED TO WALK THE EARTH AS BROTHERS AND SISTERS.

IN MANY WAYS, OUR COMMUNITY HERE AT EANES IS BLESSED WITH RESOURCES, TALENT PHILANTHROPY.

OUR SCHOOL DISTRICT HAS BECOME A LEADER AMONG SCHOOL DISTRICTS.

BUT THE POVERTY OF THE SPIRIT DOES NOT DISCRIMINATE AGAINST ANY COMMUNITY, INCLUDING OUR OWN. IT SEEKS TO POLARIZE OUR COMMUNITY.

OUT OF POLITICS.

THANK YOU, DAVID. THANK YOU VERY MUCH.

OUR NEXT SPEAKER IS RICHARD MCKENZIE.

MR. MACKENZIE. IS HE STILL HERE? WELCOME, MR. MCKENZIE.

AFTERWARDS I GO BATHROOM.

I SMEAR [EXPLETIVE] ON MY FACE.

THANK YOU. AND THAT BRINGS US TO THE CONCLUSION.

HE WHO CAUSES ONE OF THESE LITTLE ONES TO STUMBLE IS YOUR TIME IS UP. WE HAVE REACHED THE END OF OUR OPEN FORUM PORTION OF THE OPEN FORUM PORTION OF OUR MEETING, AND WE WILL NOW MOVE ON TO THE DISCUSSION PORTION OF THE MEETING.

THE FIRST ITEM THAT WE WILL CONSIDER IS REVIEW OF THE 22-23 BOARD PRIORITIES AND

[10.1. Review 2022-23 Board Priorities and Administrative Goals]

ADMINISTRATIVE GOALS.

THANK YOU ALL FOR COMING.

JEFF. DR.

ARNETT, WELCOME. ALL RIGHT.

THANK YOU VERY MUCH. WELL, WE ARE WELL INTO THE STAGES OF PREPARING THE PRIORITIES AND GOALS FOR THE 2022-23 SCHOOL YEAR AND TRANSITIONING THOSE INTO THE FORMAT FOR THE DISTRICT IMPROVEMENT PLAN.

SO I WANTED TO BRING THESE BACK TO YOU THIS EVENING FOR YOUR FINAL REVIEW AND APPROVAL TONIGHT. AND IF THERE ARE ANY CHANGES THAT YOU WOULD LIKE TO MAKE, WE STILL HAVE SUFFICIENT TIME BEFORE WE BRING THIS TO YOU AT THE END OF APRIL.

ALL RIGHT. ARE THERE ANY QUESTIONS THAT ANYBODY WOULD LIKE TO ASK RELATED TO THE.

THE BOARD'S GOALS AND PRIORITIES.

HEATHER I DON'T HAVE A QUESTION, BUT I JUST WANT TO SAY THAT I APPRECIATE THE WORK THAT THE STAFF HAS PUT INTO ALL OF THIS, BECAUSE THIS HAS BEEN SOMETHING WE'VE BEEN DISCUSSING FOR MONTHS NOW, AND WE MADE SOME SOME CHANGES, BUT NOT ANYTHING MAJOR TO WHAT WE HAD THE YEAR BEFORE. AND SO I'M REALLY PROUD OF THIS WORK AND I REALLY APPRECIATE ALL THE WORK THAT OUR STAFF HAS PUT INTO THIS.

AND I REALLY THINK THAT, YOU KNOW, IT'S SOMETHING THAT OUR ENTIRE DISTRICT CAN BE PROUD OF. AND I LOVE THAT, YOU KNOW, AND WE'RE TALKING ABOUT DEI, THAT IT'S A SHARED UNDERSTANDING AND THAT WE'RE ENGAGING THE BROADER COMMUNITY BECAUSE WE REALLY HAVE BEGUN THAT WORK. AND I LOVE WHAT HAS HAPPENED TO OUR STUDENT SUPPORT PORTION OF IT, YOU KNOW, AND REALLY TO PROMOTE EARLY INTERVENTION AND PROMOTE OR TO PROVIDE STAFF TRAINING.

I JUST THINK THAT THESE ARE AT OUR CORE WHAT WE ARE HERE FOR.

AND SO I JUST REALLY APPRECIATE THE WORK.

THANK YOU. THANK YOU.

THANK YOU. LAURA.

YEAH. I REALLY ENJOYED THIS PROCESS.

I ALWAYS DO. WELL, I GUESS THIS WAS MY SECOND ONE OFFICIALLY, BUT IT'S A IT'S A WONDERFUL PROCESS. I THINK THAT IT IS UNIQUE TO OUR DISTRICT, AND I THINK IT'S ONE OF THE THINGS THAT SORT OF SETS US APART FROM OTHER DISTRICTS IS THIS ABILITY TO FOCUS ON OUR GOALS AND

[00:45:08]

THAT THAT ABILITY TO FOCUS AND SET CLEAR GOALS AND PRIORITIES IS, IS THE FIRST STEP TO SUCCESS AND IMPROVEMENT.

SO I GREATLY APPRECIATE IT THAT WE CHANGED THINGS UP A LITTLE BIT THIS YEAR.

WE HAD MORE INPUT FROM CABINET AND STAFF, AND I THINK THAT MADE AN IMPACT, A POSITIVE IMPACT. SO I APPRECIATE THAT AS WELL AND I LOOK FORWARD TO THE DIP.

I CAN'T WAIT TO SEE WHAT Y'ALL THE IDEAS THAT YOU COME UP WITH IN ORDER TO IMPLEMENT THESE GOALS AND PRIORITIES.

THANK YOU, JAMES.

YEAH, I'D LIKE TO ECHO THAT.

I'D LIKE TO TO REFLECT A MOMENT ON THE PROCESS THAT THIS REALLY STARTED IN PROBABLY BEFORE JANUARY. BUT WE MET ABOUT IT AND STARTED, YOU KNOW, LOOKING AT OUR PRIOR PRIORITIES AND GOING THROUGH THAT.

AND THE TRUSTEES HAVE GONE THROUGH SEVERAL MEETINGS NOW OF TALKING ABOUT THIS AND REVIEWING THIS. AND IN JANUARY AT THOSE MEETINGS, WE WERE SCRATCHING THINGS OUT AND PUTTING STICKY NOTES UP AND ADDING THINGS.

AND A LOT WENT INTO THIS FOR THE TRUSTEES.

SO WHEN WHEN A VOTE COMES ON THIS AND IT'S AND IT'S A 7-0, IT'S BECAUSE WE WORKED THROUGH IT AS A BOARD AND AND CAME TO THAT AGREEMENT AND IT WOULD ALMOST BE RIDICULOUS FOR A TRUSTEE TO VOTE AGAINST THAT SINCE THEY HAD A PLENTY OF OPPORTUNITIES TO HAVE A VOICE IN THE ROOM. SO IT MAKES PERFECT SENSE AND I REALLY APPRECIATE THE WORK THAT'S GONE INTO THIS. ANYBODY ELSE? JUST IN CASE ANYBODY'S COUNTING.

WE HAVE TAKEN THIS ISSUE UP FOUR TIMES.

YEAH. ALL RIGHT.

THE NEXT ITEM ON THE AGENDA IS OUR FIRST ACTION ITEM, AND THAT'S OUR CONSENT AGENDA.

[11. ACTION - CONSENT AGENDA]

DO I HAVE A MOTION? I MOVE WE APPROVED THE CONSENT AGENDA AS POSTED.

OKAY. I HAVE A MOTION FROM ELLEN, A SECOND FROM JEN.

ANY DISCUSSION? ALL RIGHT.

SEEING NONE. ALL THOSE IN FAVOR, AYE.

ALL RIGHT. THAT'S.

THANK YOU. NEXT ITEM ON THE AGENDA IS THE ADOPTION OF THE 22-23 BOARD PRIORITIES AND

[12.1. Adopt 2022-23 Board Priorities and Administrative Goals]

ADMINISTRATIVE GOALS.

DO I HAVE A MOTION? I'D LIKE TO MAKE A MOTION.

I RECOMMEND THAT THE BOARD OF TRUSTEES ADOPT THE 2022-2023 BOARD PRIORITIES AND ADMINISTRATIVE GOALS AS PRESENTED.

I'LL SECOND. SO WE HAVE A MOTION FROM HEATHER AND A SECOND FROM ELLEN, ANY DISCUSSION? ALL RIGHT. WELL DONE, TEAM.

YES. YEAH.

AND LIKE LAURA SAID, I LOOK FORWARD TO SEEING WHAT THE TEAM COMES BACK WITH IN TERMS OF THE DETAIL. RIGHT.

SO THE NEXT STEP IN THIS PROCESS IS THE DISTRICT IMPROVEMENT PLAN.

WHEN THE STAFF TRIES TO FIGURE OUT HOW TO IMPLEMENT THESE GOALS AND PRIORITIES, AND THEY BRING THEY BRING THOSE DRAFTS BACK TO US AND WE TALK ABOUT THIS STUFF SOME MORE.

ALL RIGHT. I GUESS THAT'S THE END OF OUR DISCUSSION.

ALL THOSE IN FAVOR, AYE. THANK YOU.

AND WITH THAT, LET ME REMIND YOU OF OUR UPCOMING MEETINGS.

WE HAVE ONE APRIL 12TH IS A SPECIAL MEETING AND WE HAVE ONE APRIL 26TH.

[13. UPCOMING MEETINGS ]

THAT'S THE REGULAR MEETING.

AND WITH THAT, WE ARE ADJOURNED AND THE TIME IS 7:49.

AND THAT MIGHT BE A RECORD.
