[7. REPORTS]
>> THANK YOU, MR. HAVENSTRITE.
WELCOME TO THIS EVENING'S MEETING, EVERYBODY.
JUST A FEW QUICK THINGS TO BEGIN THE SCHOOL YEAR.
OUR FIRST DAYS OF SCHOOL WE FEEL HAVE GONE SUCCESSFULLY WELL, DESPITE THE RAIN.
WE'VE HAD A REALLY GOOD START TO THE SCHOOL YEAR, SO SPECIAL THANKS TO ALL OF OUR STAFF, PARTICULARLY, OUR MAINTENANCE AND OPERATIONS CREW, AND OUR TEACHERS, EVERYBODY WORKING TOGETHER TO BE PREPARED FOR STUDENTS TO BEGIN SCHOOL LAST WEEK.
BUT IT'S BEEN A GREAT BEGINNING, NOW FIVE DAYS IN AND WE'RE HEARING GOOD THINGS FROM STUDENTS AND STAFF, EVERYBODY FEELING LIKE THIS IS THE FIRST NORMAL START WE'VE HAD TO THE SCHOOL YEAR IN THREE YEARS.
THERE'S A REAL FEELING OF ENERGY AND EXCITEMENT ACROSS THE DISTRICT.
ALSO I WANTED TO LET THE BOARD AND OUR COMMUNITY KNOW THAT AS OTHER SCHOOL DISTRICTS ARE HAVING CONVERSATIONS ABOUT AFFORDABLE HOUSING FOR TEACHERS, WE TOO ARE AS WELL.
WE'RE VERY MUCH IN THE EXPLORATORY STAGE, JUST TRYING TO DETERMINE WHETHER OR NOT THERE MIGHT BE ANY FEASIBILITY AT ALL IN THIS SPACE FOR OUR DISTRICT.
OBVIOUSLY, WE WANT TO DO EVERYTHING THAT WE CAN TO HELP OUR TEACHERS, BUT LIKE OTHER SCHOOL DISTRICTS, WE'RE JUST TRYING TO DETERMINE WHETHER OR NOT THIS MIGHT BE SOMETHING THAT WOULD HAVE ANY TRACTION FOR US AS A SCHOOL DISTRICT AND THE COMMUNITY.
TOMORROW WE'RE MEETING WITH AN ORGANIZATION IN AUSTIN THAT SPECIALIZES IN THIS AREA.
ONCE AGAIN, JUST TO TRY TO EXPLORE THE CONCEPT, BUT THERE'S NOTHING DEFINITIVE AT ALL AROUND THIS.
WE'RE JUST SIMPLY TRYING TO LOOK AT ALL THE DIFFERENT POSSIBILITIES FOR OUR STAFF, ESPECIALLY AS WE'RE FOCUSED ON RECRUITMENT AND RETENTION.
BUT WE ANTICIPATE THIS WOULD BE SEVERAL YEARS IN THE FUTURE, BUT WE HAVE TO BEGIN SOMEWHERE.
FINALLY, THIS FRIDAY IS THE FIRST OFFICIAL GAME, THE OPENING GAME OF THE SEASON FOR THE CHAPARRALS.
THEY'LL BE PLAYING IN OUR STADIUM ACROSS THE STREET VERSUS RIDGE POINT AT THE VARSITY, BEGINS AT 7:30 THAT EVENING.
WE ANTICIPATE A GREAT CROWD AND OBVIOUSLY IT WILL BE A VERY FESTIVE KICKOFF TO THE NEW SEASON.
THAT CONCLUDES MY REPORT FOR THIS EVENING.
>> THANK YOU, DR. ARNETT. ANYBODY HAVE ANY QUESTIONS TO DR. ARNETT? NO? OKAY. WITH THAT, WE'LL MOVE ON TO THE NEXT ITEM ON THE AGENDA, AND THAT'S THE FINANCIAL REPORT FOR THE YEAR ENDING JUNE 30TH, 2022.
>> GOOD EVENING. WE HAVE A FEW THINGS IN YOUR PACKAGE.
[00:05:04]
BECAUSE WE DIDN'T MEET IN JULY, WE HAVE FINANCIAL STATEMENTS FOR TWO MONTHS AND THEN WE HAVE OUR REPORT FOR OUR RECURRING EXPENSES FOR OVER 50,000.FIRST, WE'LL GO OVER A LITTLE BIT OVER THE JUNE 30TH, YEAR-END.
OF COURSE, THERE WERE NOT ANY BUDGET AMENDMENTS FOR JUNE 30TH BECAUSE WE'VE TURNED OFF ALL THOSE IN JUNE MEETING.
BUT AS OF JUNE 30TH, WE ENDED THE YEAR PRETTY MUCH AT A BREAK-EVEN POINT.
THESE ARE, OF COURSE, STILL NUMBERS THAT ARE UNDER AUDIT, SO THERE WILL STILL BE SOME MORE ADJUSTMENTS THAT WILL COME THROUGH, BUT THE BIG ONES HAVE ALL BEEN SUBMITTED.
OUR TAX COLLECTION IS COMPARABLE TO WHERE IT WAS LAST YEAR, A LITTLE BIT BETTER.
THEN FOR THE PERIOD ENDING JULY 31ST, THIS IS JUST FOR ONE MONTH.
AGAIN, TAXES ARE COMPARABLE TO WHERE THEY WERE LAST YEAR.
FOR THE GENERAL FUND, WE HAD A FEW BUDGET AMENDMENTS THAT WERE SUBMITTED BY CAMPUSES.
AGAIN, NET EFFECT ON THE INCOME STATEMENT WAS ZERO AND THERE WAS NOT ANY BUDGET AMENDMENTS FOR THE DEBT SERVICE WITH THE CHILD NUTRITION FUND.
THEN OUR FINAL REPORT THIS YEAR.
WE REPORT TO YOU ON AN ANNUAL BASIS ON OTHER RECURRING EXPENDITURES THAT EXCEED 50,000 DURING THE YEAR AND THIS WAS OUR REPORT THAT WE SUBMITTED FOR YOU.
>> THANK YOU, MARIA. ARE THERE ANY QUESTIONS? ANY QUESTIONS ON MARIA'S REPORT OR THE EXPENSE OF ITEMS? HEATHER.
>> MY FAVORITE QUESTION IS, CAN YOU JUST TALK A LITTLE BIT ABOUT THE RECAPTURE PAYMENT THAT WAS MADE?
>> YES. THE RECAPTURE PAYMENT IS NOT INCLUDED IN THE STATEMENTS AS OF JULY 31ST, BUT IT WAS DUE ON AUGUST 15TH.
SO THAT WAS 102.5 MILLION THAT WAS PAID.
>> THANK YOU. LET'S SEE. LAURA, THEN JAMES, AND THEN KIM.
>> YEAH. I THINK ONE OF OUR BIGGEST LINE ITEMS, OF COURSE, IS UTILITIES AND I KNOW WE'VE DONE A LOT OF WORK THROUGH THE BOND OVER THE LAST SEVERAL YEARS.
DO YOU HAVE AN IDEA OF WHAT OUR SAVINGS IS IN REGARDS TO THE UTILITIES BASED ON THE BOND FACILITIES THAT WE'VE IMPLEMENTED?
>> WE DID DRAIN THE FISCAL YEAR ENDING JUNE 30TH, RECEIVE A REBATE BASICALLY IN TERMS OF UTILITY SAVINGS.
THAT WAS A FEW HUNDRED THOUSAND DOLLARS THAT CAME THROUGH.
IN TERMS OF ACTUAL CONSUMPTION, I WOULDN'T BE ABLE TO ANSWER THAT. I DON'T KNOW IF JEREMY WOULD. [LAUGHTER]
CHRIS, JEREMY, ANY IDEA? ROUGH IDEA?
>> I WILL SAY THAT [INAUDIBLE] .
THOSE PROJECTS WERE COMPLETED AT THE END OF LAST CALENDAR YEAR, AND SO WE'RE JUST GOING TO HAVE PROBABLY ABOUT FOUR MONTHS OF DATA TO COMPARE JANUARY TO JANUARY, FEBRUARY TO FEBRUARY.
>> WE CAN PROVIDE THAT TO YOU TO GIVE A SNAPSHOT OF SOME OF THOSE PROJECTED SAVINGS.
>> YEAH. THAT WOULD BE GREAT TO SEE. THANK YOU VERY MUCH.
>> MARIA, THANK YOU FOR THE REPORT.
JUST TO NOTE THAT WE DO GET A 70-PAGE PREP PACKET FROM YOU THAT WE GO OVER.
[LAUGHTER] YOUR PRESENTATION GOES BY VERY QUICKLY, BUT OF COURSE WE'VE HAD DAYS TO REVIEW YOUR 70-PAGE PREP.
ONE OF THE THINGS I WANTED TO CALL.
>> I APPRECIATE IT. [LAUGHTER] I'M NOT MAKING A FUN.
I'M JUST MAKING THE POINT THAT IT'S IMPORTANT WORK AND WE DO HAVE A LOT TO REVIEW, AND THAT'S PUBLICLY AVAILABLE, BY THE WAY, ALL OF THEM.
ONE OF THE LINES IN YOUR REPORT IS, FOR THE YEAR ENDING JUNE 30, THE NEAR FINAL GENERAL FUND BUDGET SURPLUS IS $58,000, WHICH REPRESENTS A SAVINGS OF 2.4 MILLION OVER THE BUDGET DEFICIT.
IS THIS A CALLING OUT THAT WE FINISHED THE YEAR AFTER PROJECTING TO BE 2.4 OR 2.5? I SEE CHRIS GRABBING THE MIC.
THAT WE'VE ACTUALLY ENDED UP REALLY POSITIVE INSTEAD OF NEGATIVE FOR THE YEAR.
IS THAT CORRECT? CHRIS, DID YOU WANT TO ADD ANYTHING? THANK YOU.
>> I DID WANT TO ADD SOMETHING.
YES, WE ARE GOING TO HAVE A SURPLUS BUDGET FOR THE YEAR AND ACTUALLY IT'S GOING TO BE A LITTLE BIT BETTER THAN THAT.
THE PAYMENT THAT WE MADE WAS $102.5 MILLION OF RECAPTURE.
THE ACTUAL PAYMENT, ONCE WE GET TO SETTLE UP, IS PROBABLY GOING TO BE MORE IN THE NEIGHBORHOOD OF $105 MILLION.
HOWEVER, WE HAD IN OUR BUDGET ABOUT A 106.5 AND SO WE'RE GOING TO HAVE A SAVINGS OVER WHAT WE BUDGETED THERE.
WE ACTUALLY EXPECT THAT SURPLUS TO GO UP ONCE WE'VE FINISHED ALL OF OUR END-OF-YEAR ENTRIES.
[00:10:04]
>> REAL QUICK, I DO APPRECIATE THAT WHEN YOU PRESENT THE BUDGET TO US, AND I'VE SAID THIS BEFORE, THAT I APPRECIATE THAT YOU'RE PRETTY CONSERVATIVE AND YOU ADVISE THAT YOU EXPECT IT TO BE BETTER.
I'M GLAD THAT THAT'S PROVEN THE CASE ONCE AGAIN.
IT'S NOT SIMPLY BECAUSE THE STATE ISN'T TAKING AS MUCH OF OUR MONEY, YOU GUYS DO A GREAT JOB OF MANAGING OUR MONEY.
>> THANK YOU, MARIA. MY QUESTION IS IN LINE WITH LAURA'S.
I SAW THAT THE RICO, THERE WERE PRINTER AND COPIER EXPENSES AND THOSE WERE FAIRLY SIGNIFICANT AS WELL.
I KNOW THAT THAT WAS AN ISSUE, AND MAYBE JEREMY CAN CHIME IN ON SAVINGS IN THE 2019.
ARE THERE SEPARATE CATEGORIES OF COPIERS?
>> THE EXPENSES YOU'RE SEEING ON THE REPORT NOW RELATED TO THE ACTUAL COPY CHARGES, THE CHARGES THAT'S BASED ON ACTUAL USAGE, BLACK AND WHITE COPIES, COLORED COPIES.
THEN THE OTHER BIG PIECE OF IT IS THAT, WE HAVE AN ON-SITE TECHNICIAN FROM RICO THAT SERVES OUR DISTRICT, AND SO THIS INCLUDES THE SERVICE CHARGE FOR THAT INDIVIDUAL.
>> I'M SORRY TO INTERRUPT KIM, BUT BECAUSE THAT SERVICE TECHNICIAN IS SERVICING A BOND PROJECT, ALL OF THE FUNDS GOING TO PAY THAT TECHNICIAN ARE COMING FROM BOND FUNDS, NOT FROM THE GENERAL FUND.
I THINK THAT'S AN IMPORTANT POINT TO MAKE.
THEN I WOULD ASSUME ALSO MARIA, CHRIS, JEREMY, YOU'RE SEPARATING OUT M&O FUNDS AND BOND FUNDS, OR YOU'RE PUTTING THOSE TOGETHER IN THE 312?
>> THIS REPORT INCLUDES ALL FUNDS [INAUDIBLE]
>> OKAY. THEN I WAS A LITTLE SURPRISED JUST AT THE NUMBER BECAUSE IT'S BIG AND IT GRABS YOU THE 734 THAT GOES INTO RISK MANAGEMENT AND THAT'S AN INSURANCE PAYMENT.
HAS THAT SEEN ANY DEVIATION FROM PAST OR IS THAT IN LINE, AND YOU MAY NOT KNOW THIS, BUT IS THAT SIMILAR TO PAYMENTS THAT WE'VE SEEN IN THE PAST?
>> THIS IS THE PREMIUM PAYMENT FOR ALL OF THOSE CATEGORIES.
IT'S GONE UP EVERY SINGLE YEAR.
I THINK PROBABLY JEREMY COULD PROBABLY SPEAK MORE ON IT.
WE DO TYPICALLY SEE IT GO UP FROM YEAR-TO-YEAR.
I THINK THE BIGGEST PORTION OF THAT IS RELATED TO THE PROPERTY COVERAGE.
PROBABLY ALMOST HALF OF THAT. [NOISE]
BECAUSE I WAS WONDERING IF IN THE FUTURE, WE COULD SEE SOMETHING BROKEN DOWN INTO VARIOUS CATEGORIES, [NOISE] WORKERS COMP, PROPERTY DAMAGE, LIABILITY.
>> OKAY. THEN THE OTHER THING THAT GRABBED ME IN LOOKING AT THIS LIST WAS THE FILTRATION PRODUCTS FOR HVAC SYSTEMS. I WONDERED IF THAT WAS A NEW CATEGORY, AND I DIDN'T GO BACK AND LOOK AT PAST YEARS.
BUT KNOWING THE LAST COUPLE OF YEARS, IF THAT WAS SOMETHING THAT WE HAD PURCHASED BECAUSE OF COST, AND BECAUSE OF WHAT WE'VE GONE THROUGH.
>> THERE MAY HAVE BEEN CHANGES AND I GUESS JEREMY CAN ANSWER THAT, BUT THIS HAS BEEN HERE BEFORE.
THIS IS JUST THE FILTER REPLACEMENT SERVICES.
>> IT'S GENERAL FILTER REPLACEMENT.
I KNOW THAT FROM A SAFETY STANDPOINT, WE PURCHASED NEW FILTRATION PRODUCTS A COUPLE OF YEARS BACK.
THIS IS GENERAL? OKAY. THANK YOU.
>> I HAVE ONE QUESTION FOR YOU AND THAT RELATES TO SOME OF THE LARGE ITEMS WE SEE ON THIS [INAUDIBLE] LIST.
DEFINITELY, TO BRING SOME OF THESE CONTRACTS OUT A BIT FOR THAT, THE SERVICE, MATERIAL, PAPER COMPANY, THOSE SORTS OF THINGS?
>> IT DEPENDS. A LOT OF TIMES IT DEPENDS ON WHAT THE DEPARTMENT THEMSELVES ARE REQUESTING, AND SO AT THAT MOMENT, WE'LL GO OUT AND FILL OUT THE BID ON SOME OF THOSE.
A LOT OF THESE VENDORS ARE ALSO ON CO-OPERATIVES.
BUT IF YOU NEEDED TO KNOW SPECIFICALLY HOW OFTEN ONE OF THESE ARE GOING, YOU HAVE TO ASK THEM QUESTIONS IN OUR OFFICE WITH THE PURCHASING DEPARTMENT.
>> I GUESS I DON'T HAVE A SPECIFIC QUESTION.
WHAT I'M INTERESTED IN MORE IS PROGRAMMATICALLY, HOW OFTEN, IS THERE A CYCLE THROUGH WHICH YOU REVIEWED
[00:15:04]
MAJOR CONTRACTS AND MAKE DETERMINATIONS ABOUT THE APPROPRIATENESS OR INAPPROPRIATENESS OF BIDDING THOSE CONTRACTS? GIVE ME A LITTLE BACKGROUND THERE IF YOU CAN.>> I THINK WE DO, BUT IT'S PROBABLY MORE OF ON INFORMAL BASIS.
I WOULD SAY THERE'S NOT NECESSARILY THAT WE GO OUT TO BID EVERY THREE YEARS.
THERE'S NOTHING THAT WE REALLY [INAUDIBLE] TO AND THINGS LIKE THAT.
>> ANYBODY ELSE HAVE ANYTHING ELSE? THANK YOU, MARIA.
THE NEXT ITEM THAT WE HAVE ON OUR AGENDA IS OUR SAFETY AND SECURITY UPDATE. THIS IS A BIGGIE.
WE'VE DONE A LOT OF WORK IN THIS DOMAIN OVER THE LAST YEAR, AND I'M SURE IT'S OF GREAT INTEREST TO EVERYBODY HERE AS WELL AS EVERYBODY ONLINE.
THANK YOU, MOLLY, AND THANK YOU JEREMY, FOR PREPPING FOR TONIGHT.
EXCITED TO SHARE SOME UPDATES AROUND SAFETY AND SECURITY ACROSS OUR DISTRICT.
WE'RE GOING TO HIT A COUPLE OF DIFFERENT BUCKETS.
WE WANT TO FOCUS ON SEVERAL DIFFERENT THINGS.
MOLLY MAY IS GOING TO COVER THE PREVENTION BUCKET IN MITIGATION AND INTERVENTION.
THEN I WILL COVER SOME OF THE PREPARATION THAT HAS BEEN PLACED, THE RESPONSE, AND THEN SOME OF THE MANDATES THAT WERE REQUIRED OF US EARLY THIS SUMMER. MOLLY [INAUDIBLE].
BEFORE I START, I JUST WANT TO GIVE A SHOUT-OUT BECAUSE I'M REALLY REPRESENTING ALL THE WORK THAT [INAUDIBLE], ESPECIALLY WITH THE GUIDANCE OF WORKING WITH THE COUNSELORS, OUR LSSPS, AND OUR CAMPUS STAFF.
I'M REPORTING ON THEIR BEHALF THIS EVENING.
>> MOLLY, REAL QUICK, BEFORE WE GET STARTED.
JERRY, CAN YOU INTRODUCE SOME OF THE GENTLEMEN BEHIND YOU? [NOISE]
>> SITTING BEHIND ME ARE TWO INDIVIDUALS THAT ARE PART OF THIS PRESENTATION, BUT ALSO A LOT OF THE WORK THAT WE'VE BEEN DOING OVER THE LAST SUMMER AND WILL CONTINUE TO DO MOVING FORWARD.
WE HAVE PRINT KELLY, WHO IS OUR DIRECTOR OF SAFETY AND SECURITY, AND THEN MATT GREER IS OUR DIRECTOR OF SAFETY AND RISK MANAGEMENT.
THOSE TWO INDIVIDUALS ARE COLLABORATING ALONG WITH OUR COUNSELORS ON OUR CAMPUSES, SHOWING THEIR PRESENCE.
THEY ACTUALLY HAVE OFFICES AT TWO OF OUR MIDDLE SCHOOLS RIGHT NOW THAT THERE'LL BE OUT AND ABOUT.
I'LL SHARE SOME OF THEIR ROLES AND RESPONSIBILITIES A LITTLE LATER IN THE PRESENTATION.
>> GREAT. IN THIS FIRST SLIDE, I JUST WANTED TO GIVE EVERYONE AN OVERVIEW OF OUR COUNSELING AND OUR MENTAL HEALTH PROFESSIONALS THAT ARE ON EACH OF OUR CAMPUSES.
YOU CAN SEE AT THE ELEMENTARY SCHOOL, WE HAVE SCHOOL COUNSELORS.
WE ALSO HAVE OUR SCHOOL-BASED THERAPISTS WHO ARE EITHER LPCS, LICENSED PROFESSIONAL COUNSELORS, OR SOCIAL WORKERS.
THEN WE ALSO HAVE OUR LICENSED SPECIALISTS IN SCHOOL PSYCHOLOGY.
THE MIDDLE SCHOOL, WE ALSO HAVE SCHOOL COUNSELORS, THREE PER CAMPUS.
THIS YEAR, WE'VE ADDED THE SCHOOL-BASED THERAPIST.
SHE SPLITS HER TIME BETWEEN THE TWO MIDDLE SCHOOLS AND THEN WE AGAIN, HAVE OUR LICENSED SPECIALIST IN SCHOOL PSYCHOLOGY.
IN THE HIGH SCHOOL, WE HAVE SEVEN SCHOOL COUNSELORS, TWO AND A-HALF SCHOOL-BASED THERAPISTS, ONE OF THOSE AT THE 0.5 IS AT THE TLC FOR THOSE STUDENTS, THREE LICENSED SPECIALISTS IN SCHOOL PSYCHOLOGY.
THEN WE ALSO HAVE A PART-TIME SPECIAL EDUCATION COUNSELOR AT THE HIGH SCHOOL.
ADDITIONALLY, WE HAVE A DIAGNOSTICIAN IN OUR DISTRICT.
SHE FLOATS, GOES WHEREVER THE NEED IS, AND THIS YEAR WE STARTED AN INTERNSHIP PROGRAM.
WE ALSO ACTUALLY JUST TODAY, WE HAVE AN INTERN AT THE HIGH SCHOOL ALSO WORKING WITH OUR SCHOOL-BASED THERAPIST.
WELL, THESE PEOPLE ALL HAVE CREDENTIALS AND EXPERIENCE AND THE EXPERTISE IN MENTAL HEALTH.
IT IS IMPORTANT TO KNOW THAT ALL OF OUR TEACHERS ARE TRAINED AND I'LL GET INTO THAT A LITTLE BIT LATER, BUT OUR STAFF ARE ALL TRAINED.
WE KNOW IT'S IMPORTANT FOR OUR STUDENTS.
YOU NEVER KNOW WHO THEY'RE GOING TO DEVELOP THEIR SPECIAL RELATIONSHIP WITH.
IT'S IMPORTANT THAT WE HAVE THIS EXPERTISE ON OUR CAMPUS, BUT IT'S ALSO IMPORTANT THAT WE RECOGNIZE THAT ALL OF OUR STAFF ARE THERE FOR ALL OF OUR KIDS.
IN TERMS OF DIRECT SUPPORT FOR OUR STUDENTS, WE HAVE CLASSROOM GUIDANCE LESSONS.
YOU CAN SEE UP THERE WHAT SOME OF THE TOPICS ARE THAT WE COVER AROUND BUILDING RELATIONSHIPS ACCEPTANCE.
WE DO TALK ABOUT SOCIAL MEDIA, HOW TO MANAGE STRESS AND ANXIETY.
WE HAVE SMALL GROUP COUNSELING THAT OCCURS ON ALL THE CAMPUSES AND A LOT OF TIMES THAT IS TOPIC-BASED OR SOME THINGS THAT ARE GOING ON.
WE MIGHT HAVE SOME STUDENTS SPECIFICALLY WHO THEIR PARENTS ARE GOING THROUGH DIVORCE AND WE MAY START A SMALL GROUP FOR A COUPLE OF WEEKS AROUND THAT OR A DEATH IN THE FAMILY.
SOME OF THOSE ARE A LITTLE BIT MORE EMERGING AS THOSE NEEDS ARE IDENTIFIED ON A CAMPUS.
[00:20:03]
SOMETIMES WE'VE HAD RELATIONSHIP ISSUES WITH GROUPS OF STUDENTS IN PARTICULAR, AND WE CALL THEM IN AND HELP THEM BUILD SOME OF THOSE RESILIENCY SKILLS AND COLLABORATION WORKING WITH EACH OTHER.WE ALSO DO INDIVIDUAL COUNSELING AND CRISIS COUNSELING.
WE'VE EXPANDED OUR DAEP COUNSELING SERVICES THROUGH AUSTIN FAMILY COUNSELING.
WE USED TO JUST PROVIDE COUNSELING FOR OUR STUDENTS WHO WERE OVER AT THE DAEP FOR DRUG AND ALCOHOL VIOLATIONS, AND WE'VE EXPANDED THAT FOR ANYONE FOR ANY REASON WHO ENDS UP AT THE DAEP.
ADDITIONALLY, WE'RE NOW OFFERING MORE COUNSELING ONCE THEY COMPLETE THEIR TIME AT THE DAEP IF THEY OR THEIR PARENTS WANT THEM TO HAVE A FEW MORE SESSIONS WERE ALSO YES.
>> WOULD YOU DEFINE FOR THE ROOM, DAEP?
>> I'M SORRY. THAT'S OUR DISCIPLINARY EDUCATIONAL PLACEMENT.
IT'S ACROSS THE STREET FROM WESTLAKE HIGH SCHOOL.
WE HAVE SOME EXPANDED OPPORTUNITIES.
WE KNOW THAT WE'VE HAD A FEW STUDENTS.
THEY'VE GONE THROUGH THAT COUNSELING, REALLY CONNECTED WITH THE COUNSELOR THROUGH AUSTIN FAMILY COUNSELING, AND WE WANTED TO MAKE SURE THAT WHEN THEY WENT BACK, THEY HAD SOME OF THAT ADDITIONAL SUPPORT TO TRANSITION BACK OVER INTO THE HIGH SCHOOL.
TCHATT IS A TELEHEALTH PARTNERSHIP WITH DELL MEDICAL SCHOOL.
THIS ALLOWS OUR STUDENTS TO, AGAIN, HAVE ACCESS TO A MENTAL HEALTH PROFESSIONAL THROUGH A TELEHEALTH SETTING.
WE HAVE THAT SETUP THAT THEY CAN ACCESS THAT THROUGH THE HIGH SCHOOL.
THEY'RE ABLE TO RECEIVE FOUR SESSIONS OF COUNSELING.
THEY ALSO HAVE A BILINGUAL THERAPISTS THAT ARE AVAILABLE FOR STUDENTS.
WE'RE JUST STARTING THAT THIS YEAR AND WE PLAN TO EXPAND THAT TO THE MIDDLE SCHOOLS IN THE NEXT SCHOOL YEAR.
WE'VE DONE A CAMPAIGN, ALL OF OUR COUNSELORS MAKING SURE WE'VE UPDATED EVERYTHING, JUST MAKING SURE EVERYONE KNOWS THAT THE NATIONAL CRISIS HOTLINE HAS NOW BEEN UPDATED.
IT'S JUST 988, AND SO WE WANT TO GET THAT INFORMATION OUT AND WE'RE LETTING OUR STUDENTS KNOW TOO.
THEN WE ALSO PROVIDE ACADEMIC GUIDANCE SUPPORT.
A LOT OF TIMES OUR STUDENTS THROUGH JUST CONVERSATIONS THAT WE'RE HAVING SOME OF THE STRESS, SOME OF THAT ANXIETY IS OFTEN AROUND JUST THEIR ACADEMIC COURSE LOAD OR STRESS ABOUT GOING TO COLLEGE, WHAT THEY NEED TO DO TO BE PREPARED, WHAT COURSES THEY SHOULD BE TAKING.
THAT ACADEMIC GUIDANCE ALSO REALLY HELPS OUR STUDENTS PREPARE THEM FOR THE FUTURE AND JUST SOMETIMES HELP THEM FIGURE OUT THEIR PATH WHEN THEY HAVE SOME QUESTIONS.
THAT'S ALL THE DIRECT STUDENTS SUPPORT THAT WE'RE PROVIDING TO OUR STUDENTS.
OUR COUNSELORS, AGAIN, VERY TALENTED, VERY PASSIONATE GROUP OF INDIVIDUALS SUPPORTING OUR STUDENTS.
WE HAVE A COUNSELOR CO-OP GROUP THROUGH REGION 13 THAT OUR COUNSELORS CAN ACCESS ALONG WITH A MENTAL HEALTH SERIES THAT OUR COUNSELORS ARE PART OF THROUGH THE REGIONAL SERVICE CENTER.
THERE'S AN AMERICAN SCHOOL COUNSELOR ASSOCIATION CONFERENCE THAT OUR COUNSELORS ATTEND.
THEY HAVE ATTENDED WONDERS & WORRIES, WHICH IS AN ORGANIZATION THAT HELPS SUPPORT STUDENTS AROUND LOSS, AND OUR THERAPISTS AND COUNSELORS HAVE PARTICIPATED IN THAT.
THEN OUTYOUTH IS A GROUP THAT WE'RE TRYING TO REACH OUT TO THAT'S SUPPORTING OUR LGBTQ COMMUNITY AND GIVING OUR COUNSELORS JUST MORE INFORMATION AND GUIDANCE IN THAT PARTICULAR AREA.
I MENTIONED EARLIER THAT ALL OF OUR STAFF GETS SOME AMOUNT OF TRAINING TO HELP OUR STUDENTS AROUND THE AREAS OF JUST SOCIAL-EMOTIONAL LEARNING WELLNESS.
THESE ARE JUST A FEW OF THE OPPORTUNITIES THAT OUR STAFF HAVE.
EVERY YEAR, EVERY PERSON IN THE DISTRICT IS REQUIRED TO PARTICIPATE IN THE SAFE SCHOOL MODULES AND YOU CAN SEE THE TOPICS THERE; MENTAL HEALTH, SUICIDE, BULLYING, HUMAN TRAFFICKING.
WE DO TRAUMA-INFORMED CLASSROOMS TRAINING.
WE ACTUALLY JUST DID THAT WITH ALL OF OUR NEW STAFF AT THE NEW TEACHER INSTITUTE AT THE VERY BEGINNING OF AUGUST.
OUR COUNSELORS AND OUR SCHOOL-BASED THERAPIST PROVIDE THAT TRAINING TO ALL OF OUR STAFF.
SOMETIMES THEY SPEAK AT FACULTY MEETINGS OR JUST DO OTHER PRESENTATIONS THROUGHOUT THE YEAR TO KEEP EVERYBODY UPDATED ON THE MOST RELEVANT INFORMATION.
WE HAVE AUSTIN FAMILY COUNSELING, WHICH IS ACTUALLY A PEER-TO-PEER SUPPORT GROUP AND SO OUR OWN STAFF CAN SIGN UP AND WE DON'T KNOW WHO THEY ARE, AND THEY CAN PARTICIPATE IN COUNSELING SESSIONS.
WE DO THAT BOTH IN THE FALL AND THE SPRING.
WE NEED TO BE TAKING CARE OF OUR STUDENTS BUT WE WANT TO TAKE CARE OF OUR STAFF
[00:25:02]
TOO AND OFFER THEM OPPORTUNITIES.HILL COUNTRY THIS YEAR IS PILOTING A NEW PROGRAM CALLED LEADER IN ME AND THAT IS AROUND RESILIENCY BELONGING AND MENTAL WELLNESS, AND SO WE'RE EXCITED TO SEE WHERE THAT GOES WITH HILL COUNTRY.
SOLID ROOTS IS A PROGRAM WE'VE HAD IN THE DISTRICT FOR MANY YEARS NOW, SPECIFICALLY AT THE ELEMENTARY LEVEL AND IT'S REALLY HELPING TEACH PROACTIVE BEHAVIORAL INTERVENTIONS AND STRATEGIES FOR OUR STUDENTS, ESPECIALLY OUR STUDENTS.
WE USE IT IN ALL TIERS, TIER 1, TIER 2, AND TIER 3.
IT'S SPECIFICALLY DESIGNED FOR OUR STUDENTS IN SPECIAL EDUCATION, BUT WE FOUND SUCH GREAT RESULTS THAT A LOT OF THE STAFF ARE USING THAT FOR STUDENTS IN ALL TIERS OF INSTRUCTION.
THEN THIS YEAR WE BROUGHT IN, WE'VE DONE THIS IN THE PAST, BUT WE DID A REALLY BIG PUSH AROUND SOCIAL THINKING, WHICH IS AGAIN, STRATEGIES FOR TEACHING SOCIAL BEHAVIOR.
WE'RE REALLY TRYING TO MAKE SURE THAT OUR STAFF ARE PREPARED TO HELP OUR STUDENTS BEHAVIORALLY, EMOTIONALLY, MENTALLY, AND PROVIDE ALL OF THESE DIFFERENT OPPORTUNITIES FOR THEM DURING THE SCHOOL YEAR.
WE ALSO HAVE PARENTAL SUPPORT.
WE HAVE A SPEAKER SERIES AND WE ARE IN THE PROCESS OF FINALIZING THE DIFFERENT PEOPLE THAT WILL COME IN AND SUPPORT OUR PARENTS AND THOSE WILL BE PUBLISHED SOON.
WE ALSO HAVE A PARENT'S SUPPORT GROUP THROUGH NAMI, NAMI IS THE NATIONAL ALLIANCE ON MENTAL ILLNESS, AND WE OFFER THAT FOR PARENTS TO COME.
WE SPECIFICALLY HAVE AN EANES PARENTS GROUP.
NAMI OFFERS DIFFERENT WORKSHOPS AROUND THE [INAUDIBLE] IN AUSTIN, BUT WE ACTUALLY ASK THEM TO COME IN AND DO SOMETHING SPECIFICALLY FOR OUR EANES FAMILIES.
WE TRY TO PROMOTE AS OFTEN AS WE CAN ANY THIRD-PARTY WEBINARS, MEETINGS, SERIES THAT WE HEAR OF, AND JUST KEEP OUR PARENTS AS INFORMED AS POSSIBLE AROUND THOSE TYPES OF EVENTS.
OUR SSHAC COMMITTEE THIS YEAR, WE ARE GOING TO BE LOOKING AT A SUBCOMMITTEE AROUND MENTAL HEALTH.
WE KNOW THAT A LOT OF OUR PARENTS IN COMMUNITY MEMBERS THAT ARE INVOLVED IN SSHAC HAVE A LOT OF COMMUNITY CONTACTS AND WE WANT TO TRY TO REACH OUT TO THOSE AND SEE IF WE CAN EXPAND SOME OF OUR OFFERINGS THROUGHOUT THE DISTRICT.
THEN LASTLY, JUST YESTERDAY, SOME OF YOU WERE THERE, WE MET WITH SOME OF OUR FAITH LEADERS.
WE'RE ALSO TRYING TO REACH OUT AND SEE HOW WE CAN SUPPORT THEM AND HOW THEY CAN ALSO SUPPORT US AND OUR FAMILIES.
THOSE ARE SOME OF THE THINGS THAT WE HAVE GOING ON RIGHT NOW FOR OUR PARENTS.
LASTLY, IN TERMS OF THE SUPPORT FOR STUDENTS, WE HAVE A BEHAVIORAL THREAT ASSESSMENT TEAM.
THIS IS REQUIRED BY SENATE BILL 11.
WE VERY THOUGHTFULLY NAMED THIS THE ASSESSMENT AND CARE TEAM.
THIS IS A GROUP OF INDIVIDUALS, AND YOU CAN SEE IT'S A CORE TEAM.
WE HAVE MENTAL HEALTH PROFESSIONALS, LAW ENFORCEMENT, COUNSELING, CURRICULUM, AND SPECIAL EDUCATION.
WE HAVE MEMBERS ON THE TEAM THAT'S COMMON.
WE HAVE A STUDENT THAT IS EITHER A DANGER TO THEMSELVES OR OTHERS.
WE MEET AROUND THAT STUDENT, IT'S REALLY AROUND WRAP AROUND SERVICES.
WHAT CAN WE DO AS A SCHOOL? WHO CAN WE CONNECT THEM WITHIN THE COMMUNITY? WHAT SUPPORTS THEIR PARENTS NEED? WHAT INFORMATION ARE WE NEEDING ADDITIONALLY TO GATHER? THAT GROUP MEETS AT A MINIMUM OF ONCE A MONTH TO REVIEW CASES.
BUT WE ALSO REVIEW IF SOMETHING HAPPENS AND WE FEEL LIKE WE NEED TO MEET SOONER.
SOMETIMES IF IT'S A SPECIFIC INCIDENT ON A CAMPUS, WE'LL BRING IN THAT CAMPUS ADMINISTRATION OR COUNSELORS FROM THAT CAMPUS TO PROVIDE SOME ADDITIONAL INFORMATION TO THAT TEAM.
ADDITIONALLY, WE HAVE MONITORING THAT GOES ON IN THE DISTRICT.
WE'VE TALKED ABOUT THIS BEFORE THROUGH QUICK REPORT, AND THAT'S AVAILABLE FOR ANYONE, A STAFF MEMBER, A PARENT, A STUDENT, IF THERE'S SOMETHING THAT THEY ARE CONCERNED ABOUT AROUND HEALTH AND SAFETY OF THEMSELVES OR SOMEONE ELSE, THEY CAN REPORT THAT.
IT'S MONITORED BY OUR ADMINISTRATION AND RESPONDED TO IMMEDIATELY.
THEN WE HAVE GAGGLE, WHICH IS LOOKING AT OUR GMAIL APPLICATIONS.
IF THERE'S ANYTHING AGAIN, THAT'S COMING UP AS A WARNING OR A CONCERN THROUGH THAT.
SO THOSE ARE THE DIFFERENT REPORTING MECHANISMS THAT WE HAVE.
ALL OF THESE THINGS WHEN WE TALK ABOUT SAFETY AND SECURITY, AND JEREMY, YOU'LL GET INTO A LOT OF THE PHYSICAL PIECES OF IT AND THE LOGISTICS AROUND OUR BUILDING.
BUT WHAT WE WANT TO START WITH IS MAKING SURE THAT OUR STUDENTS FEEL SAFE, THAT THEY FEEL SUPPORTED, THAT WE HAVE TRAINED STAFF AND THAT WERE ABLE TO MEET THEIR NEEDS, AND HOPEFULLY, IF WE HAVE STUDENTS THAT ARE STRUGGLING OR HURTING, THAT WE'RE ABLE TO CONNECT THEM WITH THE RIGHT RESOURCES TO HELP THEM.
>> THANK YOU, MOLLY. I THINK WE'VE GOT SOME BACKLOG OF QUESTIONS ALREADY FOR YOU.
RATHER THAN WAIT, WHY DON'T WE JUST GO AHEAD AND START TAKING A FEW. JANE?
[00:30:04]
>> THANK YOU SO MUCH, MOLLY. I HAD SOME QUESTIONS SURROUNDING OUR PERSONNEL.
WE HAVE THREE SCHOOL-BASED THERAPISTS, SOCIAL WORKERS DIVIDED AMONG SIX ELEMENTARY SCHOOLS.
CAN YOU DESCRIBE HOW THEIR TIME IS SPLIT AMONG CAMPUSES? FIRST QUESTION.
>> EACH OF THE ELEMENTARY, EACH OF THE SOCIAL WORKERS OR LPC, HAS TWO CAMPUSES THAT THEY SPLIT THEIR TIME.
SOME TWO-AND-A-HALF DAYS OR SOMETIMES THEY MIGHT DO THREE DAYS ON ONE CAMPUS AND TWO DAYS ON ANOTHER, AND THEN SPLIT THAT NEXT WEEK.
>> IS IT SIMILAR THEN FOR THE MIDDLE SCHOOL?
>> THIS IS THE FIRST YEAR THAT WE'VE HAD THAT MODEL, CORRECT?
>> AT THE MIDDLE SCHOOL. WE'VE HAD THIS AT THE ELEMENTARY SCHOOL IN THE PAST.
>> WHAT FEEDBACK DO YOU GET FROM THOSE STAFF MEMBERS AS TO THEIR ABILITY OF SERVICE ON STUDENTS? OR DO THEY HAVE THE TIME TO DEDICATE TO ALL THE STUDENTS THAT NEED THEIR SUPPORT?
>> I WOULD SAY THAT THEY PROBABLY WOULD PREFER TO BE FULL-TIME ON EVERY CAMPUS.
IT IS DIFFICULT, ESPECIALLY IF A STUDENT HAS A CRISIS ON A THURSDAY AND THEY'RE NOT THERE.
HOWEVER, THEY PARTNER VERY CLOSELY WITH THE SCHOOL COUNSELOR WHO IS THERE THE WHOLE TIME.
IT'S NOT IDEAL IN SOME OF THOSE SITUATIONS, BUT YES.
>> THE SITUATION YOU DESCRIBED IS EXACTLY MY CONCERN, AND I GO BACK TO SOMETHING THAT YOU SAID JUST A FEW MINUTES AGO, THAT SOMETIMES THE CHILD FORMS A BOND OR A STUDENT FORMS A BOND WITH A SPECIFIC STAFF MEMBER.
SO I DO HAVE SOME CONCERNS THAT WE HAVE FLOATING STUFF AND WE DON'T HAVE DEDICATED PERSONNEL.
I THINK AS A BOARD THAT THAT IS SOMETHING THAT WE NEED TO LOOK AT AS WE CONSIDER BUDGETING AND PRIORITIES FOR THE FUTURE.
SIMILAR QUESTION WITH A HALF-TIME SPENT COUNSELOR, WOULD YOU SAY THAT THAT'S MEETING THE NEED?
THE LSSPS ALSO DO SPECIAL EDUCATION COUNSELING.
WE HAD NOT HAD A SPECIAL EDUCATION COUNSELOR UNTIL LAST YEAR WHEN WE REALLY HAD, WE WERE IN SHORT SUPPLY OF LSSPS FOR EVALUATION.
SO OUR LSSPS TYPICALLY DO EVALUATION AND COUNSELING, AND WE NEEDED THEM JUST DOING EVALUATION.
THIS YEAR WE'RE FULLY STAFFED, AND SO THE COUNSELOR THAT'S THERE, WE DO FEEL LIKE THAT'S OKAY RIGHT NOW WHERE THEY ARE.
AGAIN, SHE'S NOT THERE FULL-TIME BUT MOST OF THOSE STUDENTS DO HAVE A RELATIONSHIP ALSO WITH THE LSSP BECAUSE WE HAVE THREE ON THE HIGH SCHOOL CAMPUS.
>> THANK YOU. ONE LAST QUESTION.
WHAT SUICIDE PREVENTION PROGRAM DO WE USE AND WHERE DOES IT FALL UNDER THE LIST OF ALL OF THE SERVICES AND PROGRAMS YOU [INAUDIBLE]?
>> WE DON'T HAVE A SPECIFIC PROGRAM.
A LOT OF IT COMES INTO WHEN WE'RE DOING THE GUIDANCE COUNSELING, AND JUST INFORMATION THAT WE'RE PROVIDING TO THE STUDENTS IN THE CLASSES WHEN THE COUNSELORS GO TO SEE THEM, THROUGH DIFFERENT THINGS WE'RE PUTTING UP AT THE SCHOOL AND INFORMATION THAT'S SHARED LIKE THAT.
WE DON'T HAVE A PROGRAM SPECIFICALLY THAT WE'RE USING.
>> THANK YOU, JANE. NEXT, WE'RE GOING WITH KIM, AND THEN ELLEN.
>> THANK YOU, MOLLY, AND THANK YOU HEIDI FOR EVERYTHING.
THE PROGRAMS THAT YOU'VE PUT UP HERE, I HAD A COUPLE OF SPECIFIC QUESTIONS.
I ALSO HAD SOME PERSONAL QUESTIONS, BUT I THINK YOU'VE ANSWERED JANE'S QUESTION.
I WANTED TO SEE IF YOU CAN EXPLAIN, AND WE'VE TALKED ABOUT THIS, BUT TO THE ROOM AND TO THE AUDIENCE.
IF A STUDENT WANTS SUPPORT AND MAYBE AT THE VARIOUS LEVELS, AT THE HIGH-SCHOOL LEVEL SPECIFICALLY, HOW CAN THEY ACCESS REPORTS? IS THE COUNSELOR ON CAMPUS THEIR FIRST POINT OF CONTACT OR ARE THERE VARIOUS WAYS THAT A STUDENT COULD REACH OUT IN A NUMBER OF SUPPORT CAPACITIES?
>> THERE'S A LOT OF DIFFERENT AVENUES FOR STUDENTS.
THEY DO HAVE THEIR ACADEMIC COUNSELOR, THE STUDENTS SUPPORT COUNSELORS ARE AVAILABLE TO ALL OF THE STUDENTS.
[00:35:04]
THEY CAN GO TO THEIR ASSISTANT PRINCIPAL FOR GUIDANCE OF MAYBE WHO TO GO TO FIRST, BUT THEY'RE NOT LIMITED TO WHO THEY CAN GO AND SPEAK WITH.THERE'S INFORMATION. IF YOU GO TO THE HIGH-SCHOOL, YOU'LL SEE LIKE HERE'S THE STUDENTS SUPPORT COUNSELORS, AND HERE'S THE COUNSELING OFFICE, SO THEY'RE ABLE TO ACCESS THOSE SERVICES WHENEVER THEY WOULD NEED TO, AND THROUGH ANY OF THOSE AVENUES.
>> YOU'VE MENTIONED THAT BEFORE.
THE WAY I LOOK AT IT, IN THE BUSINESS WORLD, YOU HAVE OPEN-DOOR CONCEPTS, SO ANYONE CAN WALK IN AND ASK FOR HELP, ASK A QUESTION.
IS THAT THE WAY YOU SEE THAT THIS PROGRAM WORKING IN TERMS OF STUDENTS SUPPORT AT THE HIGH SCHOOL AND MIDDLE SCHOOL, AND ACTUALLY AT THE ELEMENTARY TOO? CAN THEY WALK IN AND ASK FOR SERVICE?
THERE'S NOT A PROCEDURE YOU HAVE TO GET THROUGH.
>> WE HAVE PROCEDURES IN TERMS OF OFFICE ENTRY JUST TO BE ACCOUNTABLE THAT WE KNOW WHERE A STUDENT IS, BUT ANY STUDENT CAN WALK INTO ANY COUNSELING OFFICE AND THE DISTRICT AND ASK TO SEE A COUNSELOR.
YOU THINK ABOUT AN ELEMENTARY WHERE THERE'S ONE COUNSELOR PER CAMPUS PLUS THE HALFTIME PERSON THAT MAY OR MAY NOT BE THERE ON THAT GIVEN DAY.
THERE IS THE SCENARIO WHERE SOMEONE COULD WALK IN AND THE COUNSELOR IS NOT AVAILABLE THAT MOMENT, BUT THAT'S WHERE YOU HAVE THE WRAPAROUND SERVICES LIKE MOLLY SAID, WITH THE ASSISTANT PRINCIPAL, WITH A NURSE, TEACHERS, OTHER SUPPORT STAFF, JUST EVEN THE OFFICE STAFF THERE WOULDN'T BE ABLE TO BRING THAT STUDENT IN AND RADIO A COUNSELOR OR WHEREVER SHE MAY BE IN ORDER TO GET SUPPORT.
BUT IN THE MIDDLE SCHOOLS AND IN THE HIGH SCHOOL, THERE'S MORE THAN ONE COUNSELOR.
THERE'S ALWAYS SOMEBODY THERE THAT A STUDENT WOULD BE ABLE TO SEE WITHOUT AN APPOINTMENT.
>> GREAT. THAT'S WHAT I THOUGHT AND I WANTED TO MAKE SURE THAT PEOPLE WERE AWARE OF THAT, SO THAT THEY COULD TELL THEIR KIDS IF NEEDED. THANK YOU FOR THAT.
I HAD ANOTHER QUESTION AND IT WAS.
SO YOU MENTIONED TOO QUICK REPORT.
CAN YOU EXPLAIN JUST HOW THAT WORKS? OBVIOUSLY NOT PRIVACY ISSUES, BUT SOMEONE GETS THAT, AND THEN WHAT HAPPENS? IF SOMEONE GETS A REPORT FROM THE STUDENTS.
>> IF SOMEONE GETS A REPORT, AND IT REALLY IS GOING TO DEPEND ON WHAT THE REPORT IS AND THE NATURE OF THE REPORT.
OBVIOUSLY, IF IT'S SOMETHING THAT SEEMS VERY EMINENT, IT MIGHT BE A CALL TO 911, IT MIGHT BE A CALL TO A PARENT.
IF IT'S AN INVESTIGATION, SOMEONE SAYS SOMEONE'S BULLYING, OR I SAW THIS, THE PRINCIPAL OR ASSISTANT PRINCIPAL MAY GO IN AND DO SOME INVESTIGATION.
WE GET A LOT OF DIFFERENT THINGS THROUGH QUICK TIPS.
HOW YOU RESPOND IS REALLY BASED ON THE NATURE OF THAT PARTICULAR TIP.
BUT IF IT'S ANYTHING THAT'S EMINENT, THERE ARE CALLS.
WE WILL JUST PICK UP THE PHONE AND CALL 911 TO DO A WELL CHECK IF WE SEE SOMETHING THAT'S IMMINENT FOR SURE.
>> THANK YOU FOR THAT. IS THAT 24 HOURS OR HOW'S THAT MONITORED?
>> IT'S OUR SCHOOL STAFF, SO I THINK IT'S MONITORED TO THE BEST OF THEIR ABILITY.
I WOULDN'T SAY NECESSARILY THAT IN THE MIDDLE OF THE NIGHT, BUT SOMETHING MIGHT GET SEEN. IT MAY NOT.
>> THANK YOU. THEN MY LAST QUESTION FOR NOW.
YOU HAD A GREAT SLIDE ON PARENTS SUPPORT.
WHERE IS THAT FOR THE AUDIENCE AND FOR OUR COMMUNITY? WHERE CAN PARENTS FIND RESOURCES? THE NAMI SERIES AND THE DISCUSSION SERIES FOR PARENTS.
I KNOW IT'S ON A WEBSITE, BUT MAYBE FOR EVERYONE OUT IN THE AUDIENCE.
>> WE ARE REVISING AND UPDATING OUR WEBSITE FOR THE DISTRICT, SO SOME OF THAT WILL BE THERE.
THE NAMI INFORMATION HAS NOT GONE OUT YET.
I HAVE THE INFORMATION READY TO GO OUT THAT WILL BE DELIVERED.
I'LL ASK PRINCIPLES TO DELIVER THAT THROUGH THEIR MEANS SO THAT EVERY FAMILY HEARS ABOUT THIS AND CAN MOVE FORWARD IF THEY ARE INTERESTED IN BEING INVOLVED IN THAT AND BE SURE THE COUNSELING STAFF HAS THAT AS WELL SO THAT IF THEY'RE MEETING WITH PARENTS THAT ARE STRUGGLING, THAT THEY'RE ABLE TO CONNECT PARENTS TO THAT SERVICE.
AT THE MOMENT, THAT IS NOT SPECIFICALLY ON A WEBSITE FOR THAT.
WE ARE REALLY TRYING TO REVAMP THEIR WEBSITE RIGHT NOW.
A LOT OF THINGS LIVES ON HEALTHY SHOPS AND WE'RE TRYING TO MOVE THINGS TO JUST OUR DISTRICT COUNSELING WEBSITE TO MAKE THINGS A LITTLE BIT MORE ACCESSIBLE FOR OUR PARENTS AND MORE.
I THINK SOMETIMES PEOPLE SEE THINGS MAYBE ON THE HEALTHY SHOP'S WEBSITE AND THINK, OH, THAT'S FOR HIGH-SCHOOL.
WE'RE REALLY TRYING TO MAKE SURE WE'RE TARGETING ALL OF
[00:40:01]
OUR POPULATION AND THAT PEOPLE FEEL WELCOME, WHICH THEY ARE.BUT AT ANY EVENT AND FEEL THAT IT'S MORE SPECIFIC MAYBE TO THEIR NEEDS ALSO.
>> THANK YOU SO MUCH FOR THE WORK YOU DO AND FOR SHARING IT WITH US TONIGHT.
I'M EXCITED TO SEE THIS PERSONNEL.
IT'S BEEN LONG TIME COMING AND I'M EXCITED THAT WE HAVE THIS.
BUT SPEAKING OF VARIOUS LEVELS OF ELEMENTARY, MIDDLE, AND HIGH SCHOOL, GIVEN THAT OUR MIDDLE SCHOOLS ARE TWICE AS BIG AS OUR ELEMENTARIES, I'M CURIOUS THAT WE HAVE SIX SCHOOL PSYCHOLOGY INDIVIDUALS IN ELEMENTARY, BUT ONLY TWO FOR MIDDLE-SCHOOL.
CAN YOU GIVE A LITTLE BIT OF INSIGHT AS TO THE NEED AT THE VARIOUS LEVELS? IS THIS REFLECTIVE OF OUR BUILDINGS AND OUR GEOGRAPHY? OR IS IT INDICATIVE OF THE NEED AND THE PER STUDENT RATIO?
>> FOR THE MIDDLE SCHOOLS, SPECIFICALLY, REALLY WE DO HAVE SOME CAPACITY FOR FLOAT.
THERE'S TWO PRIMARY AND THEN WE DO SHIFT SOME OF OUR LSSPS AROUND TO HELP COVER WHEN WE NEED SUPPORT.
BUT IT'S LIKE THAT'S THE PRIMARY PERSON.
BUT IT MAY BE THAT, FOR INSTANCE, LIKE ONE OF OUR ELEMENTARY SCHOOLS THAT SMALLER MAY NOT NEED SOMEONE THERE FIVE DAYS A WEEK DOING THE EVALUATIONS AND THINGS LIKE THAT.
SO THEY MADE TO HELP COME AND PICK UP SOME EVALUATIONS AT THE MIDDLE SCHOOLS.
I WOULD SAY PROBABLY WHERE WE'RE SHIFTING THE MOST IS SOME OF THE MIDDLE SCHOOLS, BUT WE DO HAVE A PRIMARY LSSP ON EVERY CAMPUS.
>> THANK YOU. THEN SHIFTING OVER INTO THE PROFESSIONAL LEARNING.
I'M CURIOUS AS TO HOW THE PROFESSIONAL LEARNING IN THE MENTAL HEALTH AREA COORDINATES OR NOT WITH THE SEL PROFESSIONAL DEVELOPMENT.
ARE WE STILL DOING IT? I BELIEVE IT'S CALLED SECOND STEP AS OUR SEL CURRICULUM AND HOW DOES THAT FIT, FOR EXAMPLE, WITH SOLID ROOTS? HOW DO THOSE PROGRAMS INTERPLAY?
>> WE ARE STILL USING SECOND STEP IS A RESOURCE, SO IT'S NOT SPECIFICALLY THAT EACH CAMPUS IS USING ALL OF THE LESSONS, BUT THEY DO USE A LOT OF THAT, ESPECIALLY IN MORNING MEETING, THAT'S REALLY AT THE ELEMENTARY SCHOOL WHERE YOU'RE GOING TO SEE MOST OF SECOND STEP.
I WOULD SAY THAT THAT IS MORE OF THE SOCIAL-EMOTIONAL LEARNING IN TERMS OF GAINING THOSE COMPETENCIES AND SKILLS, RESILIENCY AND GRIT AND COLLABORATION AND THOSE TYPES OF THINGS.
SOLID ROOTS IS A LITTLE BIT MORE SPECIFIC AND REALLY TARGETING SPECIFIC BEHAVIORS THAT A STUDENT'S STRUGGLING WITH.
THAT'S A LITTLE MORE, I WOULD SAY ALMOST DIRECT INSTRUCTION SOMETIMES AROUND A SPECIFIC BEHAVIOR.
WHILE THEY DEFINITELY GO HAND IN HAND AND THAT SOCIAL-EMOTIONAL LEARNING CAN SUPPORT THAT.
THE SOLID ROOTS IS A LITTLE BIT MORE INTENSIVE INSTRUCTION.
STUDENTS MAY GET PULLED FOR SPECIFIC SOCIAL SKILLS TRAINING OR CLASSES DURING THE DAY TO WORK ON SOME OF THOSE SKILLS, STUDENTS IN SPECIAL EDUCATION.
>> THANK YOU ALL. YOU ALL HAVE DONE A LOT OF WORK.
I FEEL LIKE SEVERAL YEARS AGO WE STARTED CHALLENGE SUCCESS AND THAT WAS THE START OF THIS WORK.
OF COURSE, HEIDI, YOU AND YOUR TEAM, OR THE TEAM OVER AT THE HIGH SCHOOL DID A HUGE AMOUNT OF WORK WITH CHALLENGE SUCCESS.
THE AMOUNT OF SUPPORT AND INTERVENTION THAT WE HAVE AVAILABLE FOR OUR STUDENTS AND OUR FAMILIES IT'S IMPRESSIVE.
THIS IS A LOT YOU TALKED FOR A LONG TIME, SHARING A LOT OF INFORMATION.
A LOT OF OPPORTUNITIES WITH US, SO THANK YOU ALL FOR THAT.
I WANTED TO ASK SEVERAL QUESTIONS REAL QUICK ABOUT AUSTIN FAMILY COUNSELING.
THERE'S SUCH A SHORTAGE OF MENTAL HEALTH CARE PROVIDERS RIGHT NOW.
IS THERE AN OPPORTUNITY TO EXPAND OUR PARTNERSHIP WITH THEM SO THAT IF WE HAVE STUDENTS, CAN THEY WORK WITH STUDENTS THAT AREN'T JUST IN DA AP?
>> RIGHT NOW THAT'S WHAT OUR CONTRACT IS WITH.
I DON'T KNOW THAT THEY HAVE THE CAPACITY TO EXPAND BEYOND THAT.
I WOULD SAY PROBABLY NOT AT THIS POINT.
THAT'S WHERE THEY ARE, AND THEY'VE EVEN THIS YEAR, THEY'RE OFFERING IT TO EVERYONE, BUT WE'VE TALKED ABOUT IF IN HOPEFULLY IT WON'T HAPPEN IF WE GET A VERY LARGE GROUP AT DAAP THAT MAY BE EVEN AT HARD FOR THEM TO HANDLE.
>> I KNOW THAT WE'VE HEARD OVER AND OVER AGAIN IF PARENTS AND STUDENTS LOOKING FOR
[00:45:02]
SUPPORT OUTSIDE OF THE SCHOOL AND THERE'S A WAITING LIST.>> FOR SURE, IT'S BECOMING MORE CHALLENGING.
>> FOR ALL OF THESE PROVIDERS.
THAT LEADS ME TO MY NEXT QUESTION WHICH YOU MENTIONED THE CONVERSATION WITH THE FAITH LEADERS, AND I KNOW ONE OF THE THINGS THAT CAME OUT OF THAT WAS THAT GRASSROOTS EFFORT ON IDENTIFYING WHO ARE THE MENTAL HEALTH CARE PROVIDERS IN THE AREA.
IT'S ALMOST LIKE WHO KNOWS SOMEBODY.
ARE WE LOOKING AT EXPANDING THOSE CONVERSATIONS TO OTHER ORGANIZATIONS TO MAKE THAT CONNECTION ON BUILDING OUR MENTAL HEALTH SUPPORT?
>> ABSOLUTELY. THAT'S REALLY WHAT I WANTED TO ASK SHACK WITH DOING THIS YEAR IS REACHING OUT AND SEEING WHO HAS CONTACTS AND WHAT CONNECTIONS WE CAN MAKE.
BECAUSE I DO THINK THAT THERE'S SOME UNTAPPED RESOURCES OUT THERE THAT OUR SCHOOL-BASED THERAPIST AND COUNSELORS, THEY'RE WORKING ALL DAY WITH KIDS.
IT'S HARD FOR THEM SOMETIMES TO MAKE THOSE CONNECTIONS.
THAT'S WHAT WE'RE REALLY HOPING TO BUILD ON FOR SURE.
>> GREAT. THANK YOU VERY MUCH.
THEN THIS IS THE ACTUALLY TWO MORE THINGS.
YOU SAID THE QUICK REPORT IS MANNED BY OUR STAFF.
NOW GOOGLE IS A SOFTWARE AS A SOFTWARE, DO YOU GET IMMEDIATE RED FLAGS FROM THAT?
>> WE DO, BUT THAT IS ACTUALLY ALSO MONITORED BY AN AD THAT TO THE OUTSIDE OR OUTSIDE AGENCY ALSO THAT DOES DO THAT.
I'M CERTAIN ALERTS THAT COME IN AT A CERTAIN LEVEL WILL TRIGGER A DIFFERENT RESPONSE FROM THAT COMPANY THAT MONITORS THAT.
>> IF YOU HAD A VERY HIGH RISKS, THE HIGHEST RISK ALERT, WHAT IS THE TIMEFRAME BETWEEN WHEN THE STUDENT WRITES THAT, WHEN THE STUDENTS SEARCHES THAT, AND WHEN OUR DISTRICT IS NOTIFIED?
>> I WOULD SAY IT'S PRETTY WITHIN MINUTES.
THEN MY LAST QUESTION TIES INTO THAT REALLY WAS THE BEHAVIORAL THREAT ASSESSMENT.
WHAT ARE WE TALKING ABOUT AS FAR AS NUMBERS OF KIDS, HOW MANY KIDS ARE WE LOOKING AT? BECAUSE WE'VE DONE AN IMMENSE AMOUNT OF WORK, IT'S INTUITIVE.
IT'S ANECDOTAL THAT WE KNOW THAT OUR KIDS ARE STRUGGLING, BUT AS FAR AS THE THREAT ASSESSMENT, DO WE HAVE NUMBERS FOR THAT?
>> I WOULD SAY THAT WE PROBABLY TALK ABOUT A FEW STUDENTS EVERY MONTH.
MAYBE 3-4 STUDENTS A MONTH THAT WE'RE TALKING ABOUT.
REMEMBER THAT IT'S NOT ALWAYS JUST DANGER TO OTHERS, SOMETIMES IT'S DANGER TO SELF.
NOW, ALL OF THE STUDENTS THAT WE MAY DO A SUICIDE RISK ASSESSMENT ON, ARE NOT NECESSARILY STUDENTS THAT WE TALK ABOUT.
IT'S REALLY KIND OF STUDENTS THAT WERE NEEDING TO MAYBE LOOK AT A BROADER SUPPORT SYSTEM.
IF WE HAVE A STUDENT THAT THERE'S AN ISSUE AND IT'S VERY WELL TAKEN CARE OF.
WE KNOW ALL THE PIECES THAT ARE IN PLACE.
THEY MAY NOT COME TO THE TEAM AS SPECIFICALLY NEEDING TO PROBLEM-SOLVE AROUND.
IT'S A LITTLE BIT DYNAMIC OF WHICH STUDENTS COME.
SOMETIMES STUDENTS ARE NOT NECESSARILY IN WHEN WE SAY LIKE THREAT TO SELF OR OTHERS.
SOMETIMES IT'S JUST LIKE THERE'S A VERY COMPLICATED FAMILY SYSTEM AND WE'RE TRYING TO PUT SOME SUPPORTS IN PLACE.
OUR TEAM, I FEEL FUNCTIONS BROADER AND MAYBE BETTER THAN WHAT THE STATE REQUIRES YOU TO DO.
IT IS NOT JUST LIKE THESE KIDS ARE A DANGER TO THEMSELVES OR DANGER THE OTHERS, WE HAVE SOME KIDS WERE WORRIED ABOUT WHAT DO WE NEED TO DO TO LOOK AT THOSE STUDENTS AND SUPPORT THEM.
BUT I WOULD PROBABLY SAY WE USUALLY HAVE ABOUT THREE OR FOUR KIDS PER MONTH THAT WE'RE TALKING ABOUT.
>> THEN THE LAST QUESTION I HAVE TO SAY, THANK YOU.
THESE ARE TOUGH CONVERSATIONS AND I'M DIGGING INTO AN AREA THAT'S PARTICULARLY I THINK, DIFFICULT AND I APPRECIATE.
NOW SPEAKING OPENLY ABOUT THIS, HERE'S MY QUESTION IS WHEN WE DO THE BEHAVIORAL THREAT ASSESSMENT AND WE'RE LOOKING AT HARM TO SELF, ARE WE LOOKING AT MODALITY AS WELL?
>> THANK YOU. LET'S SEE, JAMES.
>> WE'VE TALKED A LITTLE BIT ABOUT STAFFING LEVELS AND I'M GRATEFUL FOR THE STAFF THAT WE HAVE AND WHAT WE'RE SEEING.
AND THERE CERTAINLY ARE CONCERNS ABOUT WHETHER IT'S ENOUGH AT THE MIDDLE SCHOOL, ETC.
[00:50:03]
BUT SPEAKING REAL-TIME. I HAVE TO ASK, COMING OUT OF THE PANDEMIC AND THE LAST COUPLE OF YEARS WE'VE SEEN, CAN YOU TALK A LITTLE BIT ABOUT BOTH THE NUMBER, ANY CHANGES IN THE NUMBER AND THE TYPES OF NEEDS THAT WE'VE SEEN OR ANY CHANGES OVER THE LAST YEAR-AND-A-HALF, ETC.CAN YOU TALK A LITTLE BIT ABOUT THAT?
>> I DON'T HAVE ANY SPECIFIC NUMBERS HERE WITH ME TODAY, BUT I WOULD SAY WITHOUT QUESTION THEY ARE LARGER.
WE WERE JUST IN THE MEETING WITH THE FAITH LEADERS YESTERDAY, THAT THERE WAS ALREADY A RISE IN ISSUES OF MENTAL HEALTH PRIOR TO THE PANDEMIC.
THEN THE PANDEMIC JUST SIMPLY HAS EXACERBATED ALL OF THAT AND BROUGHT IT TO THE FOREFRONT IN AN ENVIRONMENT LIKE A SCHOOL FOR KIDS DIDN'T HAVE ACCESS FOR YEAR-AND-A-HALF OR WHATEVER AND SOME LIMITED SUPPORTS THAT WE COULD PROVIDE THAT WAY.
DEFINITELY INCREASING NUMBERS AND I THINK ON ACADEMIC PERSPECTIVE, MALIA WAS ADDRESSING HOW OUR COUNSELORS WORK WITH ACADEMIC ISSUES AS WELL.
I THINK THERE HAS BEEN AN INCREASE IN THAT AS WELL, WHETHER IT'S JUST THE STRESS AND ANXIETY AROUND BEING IN SCHOOL AND TRYING TO PERFORM WELL WITH THAT AND JUST SUPPORTS THAT WE NEED FOR EXECUTIVE FUNCTION.
SOME SKILLS THAT DIDN'T GET BUILT WHEN YOU MISSED A COUPLE OF YEARS OF ELEMENTARY SCHOOL IN THIS PROCESS.
THEN THEY'RE GOING UP TO MIDDLE SCHOOL OR TO HIGH SCHOOL WITH MAYBE SOME OF THOSE SKILLS NOT FULLY THERE THE WAY WE MIGHT HAVE SEEN IN THE PAST.
I DO THINK IT'S ALL THROUGHOUT A SCHOOL SYSTEM AND PROBABLY BEYOND THE SCHOOL SYSTEM THAT WE SEE THAT THING AS WELL.
>> I'VE NOTED THIS BEFORE, OUR HOME-BOUND NUMBERS LAST YEAR WERE GREATLY INCREASED, AND IT WAS DEFINITELY MUCH MORE AROUND THE MENTAL HEALTH COMPONENT.
WE HAVE STUDENTS THAT GO ON HOMEBOUND.
THEY HAVE SCOLIOSIS SURGERY OR SOMETHING LIKE THAT AND THAT'S VERY TYPICAL IN A GIVEN YEAR.
BUT LAST YEAR WE HAD A LOT OF STUDENTS JUST UNABLE TO COME TO SCHOOL AND IT WAS UNPRECEDENTED NUMBER OF STUDENTS THAT WE WERE SUPPORTING.
I'M REALLY TRYING TO FIGURE OUT HOW TO TRANSITION THEM BACK TO SCHOOL.
>> I WOULD ASK THAT AND I KNOW YOU WILL THAT AS YOU GO THROUGH THE YEAR, BE MINDFUL OF, DO YOU NEED TO ADVISE THE BOARD ON ADDITIONAL NEEDS, ETC, FOR THAT SORT OF STUFF? I THINK WE REALLY WOULD LIKE TO KNOW MAYBE FOR ADEQUATELY COVERING OR WHAT ADDITIONAL NEEDS THERE WOULD BE.
>> THE OTHER THING I WANTED TO ASK YOU TO MAYBE EXPLAIN A LITTLE BIT ABOUT OR TALK FOR A MOMENT ABOUT IS YOU'VE MENTIONED BEFORE A FRIEND ASKS AN APP OR A FEATURE.
>> YES. LAST SPRING IN MEETING WITH COUNSELORS AND WORKING ON BUILDING OUT OUR SUICIDE PREVENTION PROGRAM HERE IN THE DISTRICT, WE LOOKED AT THE JASON FOUNDATION AND THEY HAVE AN APP CALLED A FRIEND ASKS.
WE'RE IN THE PROCESS OF WORKING THROUGH APPROVAL FOR THAT, BEING SURE OUR PARENTS ARE INFORMED ABOUT IT, PUSHING IT OUT ON IPADS FOR SECONDARY ONLY, THIS WOULD BE FOR SECONDARY.
THE POINT OF IT IS TO PROVIDE ACCESS TO STUDENTS WHEN THEY AREN'T IN SCHOOL, OR MAYBE DON'T HAVE READY ACCESS TO OUR SETTING TO WHERE THEY CAN.
THE APP LETS YOU PUSH LITTLE BUTTONS EITHER TO SAY I NEED HELP NOW AND THEN IT'LL PROVIDE THE 988 NUMBER OR OTHER NUMBERS AND GIVE YOU GUIDANCE OR IT'LL SAY GO FIND TRUSTING ADULT.
OR THERE'S LITTLE BUTTONS YOU CAN PUSH IT, SAY, I NEED TO HELP A FRIEND.
THEN IT'S PROVIDING LANGUAGE YOU CAN USE, THINGS YOU CAN SAY WHEN YOU FEEL LIKE A FRIEND IS IN NEED.
ALSO, SOME THINGS NOT TO SAY IN THAT SETTING, BUT THE UNDERLYING MESSAGES GET HELP.
IT'S IMPORTANT TO NOT IGNORE YOUR OWN NEEDS OR THE NEEDS OF THOSE AROUND YOU.
WE'RE HOPING THAT THAT CAN BE JUST ANOTHER LAYER OF SUPPORT FOR STUDENTS.
WE FIGURE IF ONE STUDENT'S WILLING TO PUSH THAT OFF AND CALL 988 OR BE ABLE TO TALK TO A FRIEND WHEN IT'S TWO O'CLOCK IN THE MORNING AND PARENTS ARE ASLEEP AND THEY DON'T WANT TO TALK TO THEIR PARENTS, YOU KNOW THAT MAYBE THEY WOULDN'T KNOW WHAT TO DO.
>> I MIGHT BE THE OLD ADULT AND PART OF ME WAS LIKE, OH MY GOSH, AN APP? HOW'S THAT GOING? BUT YOU GOT TO THINK THAT THESE KIDS ARE PROBABLY LOOKING AT A SCREEN A LOT MORE THAN WE EVER DID OR DO, AND THAT'S PROBABLY A LOT MORE NATURAL FOR THEM.
I LOVED THE IDEA OF BEING ABLE TO HELP THEM OFF HOURS.
SOUNDS REALLY GOOD. THANK YOU.
>> THANK YOU. JANE AND THEN HEATHER.
>> I HAD ONE MORE ABOUT PERSONNEL, BUT BEFORE THAT, YOU MENTIONED HOMEBOUND NUMBERS.
HAVE THEY COME DOWN THIS? YOU'RE BACK TO NORMAL OR?
>> RIGHT NOW WE'VE JUST STARTED, SO EVERY YEAR YOU HAVE TO GET UPDATED DOCTOR'S INFORMATION.
YES, WE HAVE VERY FEW STUDENTS STARTING OFF THIS YEAR ON HOME-BOUND, AND SO WE'RE HOPING THAT THESE.
THEN JUST TO FOLLOW UP ON THE PERSONNEL, WE HAVE TWO LSP INTERNS THIS YEAR.
[00:55:02]
WE JUST STARTED THAT PROGRAM THIS YEAR.THEY'RE PAID AT LOWER PERCENT, LOWER SALARY IN A PERCENTAGE BECAUSE THEY'RE NOT DOING THE FULL WORK BECAUSE THEY'RE IN THAT INTERNSHIP YEAR, BUT YES, WE ARE PAYING THEM.
>> THEY'RE GETTING THEIR LICENSES IS THAT THEY ARE IN THE PROCESS?
>> YES, THEY'RE IN THE PROCESS OF BECOMING FULLY CERTIFIED.
>> DO YOU ANTICIPATE THAT THIS IS A PROGRAM WILL BE ABLE TO CONTINUE?
>> WE HOPE SO, AND WE HOPE THAT IT'S A PIPELINE TO GROW OUR OWN, DEFINITELY.
>> [NOISE] EXCUSE ME. YOU GUYS HAD MENTIONED SENATE BILL 11, THAT COMMITTEE DOES MANDATE FROM THE STATE.
I JUST WANTED TO SAY I GET THE PLEASURE OF BEING ON THAT COMMITTEE AND SO I KNOW THAT YOU GUYS HAVE PUT IN AN IMMENSE AMOUNT OF WORK THAT THIS IS JUST HITTING THE HIGHLIGHTS, I WANT TO SAY THANK YOU FOR THAT.
NOT ONLY THAT, BUT I THINK JEREMY IS GOING TO HIT ON THIS, BUT THE STUFF THAT'S GONE INTO THE 2019 BONDS HAS BEEN SO IMPORTANT AND I FEEL VERY FORTUNATE TO BE IN ISD RIGHT NOW BECAUSE I THINK YOU GUYS HAVE DONE A TREMENDOUS AMOUNT OF WORK AND I'M JUST VERY THANKFUL, SO THERE'S THAT.
I ALSO WANTED TO JUST EXPRESS MY THANKS FOR THE HUGE EMPHASIS ON MENTAL HEALTH AND THE PREVENTION THERE AND NOT SIMPLY ON SCHOOL HARDENING.
SCHOOL HARDENING IS EXTREMELY IMPORTANT, BUT I'M JUST VERY GLAD THAT WE'RE FOCUSING ON THE MENTAL HEALTH.
I JUST WANT TO ECHO WHAT JAMES AND JANE WERE SAYING ABOUT THE STAFFING.
IF WE THINK THAT THERE IS A NEED FOR MORE COUNSELORS, ESPECIALLY IF WE'RE NOT ABLE TO GET THE SUPPORT FROM OUTSIDE ORGANIZATIONS, IF WE NEED TO LOOK AT WHATEVER WE NEED TO LOOK AT, I THINK THAT IT'S IN OUR STUDENT'S BEST INTERESTS TO DO THAT, SO I WOULD PROBABLY SUPPORT THAT.
>> THANK YOU. ANYBODY ELSE? I HAVE ONE, MAYBE TWO.
IT PIGGYBACKS A LITTLE BIT ON WHAT HEATHER, JAMES, AND JANE HAVE ASKED ABOUT.
BY MY BED COUNT, WE'VE GOT ROUGHLY 23 PROFESSIONALS SCATTERED ACROSS 10 OR 11 CAMPUSES DEPEND ON HOW YOU WANT TO COUNT THEM PROVIDING SERVICES TO BOTH OUR STUDENTS AND OUR STAFF.
WHAT ARE THE RULES? WHAT DOES THE LAW SAY WITH RESPECT TO STAFFING IN THESE DOMAINS? WHAT ARE WE REQUIRED TO DO?
THERE'S GUIDELINES THAT HEIDI I DON'T KNOW IF YOU.
>> NO, WE'RE EXPECTED TO HAVE ONE SCHOOL COUNSELOR AT A MINIMUM AT THE ELEMENTARY CAMPUSES AND THEN PROPORTIONAL INCREASES.
I'M NOT SURE IF IT'S A LAW OUTSIDE OF THE REQUIREMENT TO HAVE AT LEAST ONE AT AN ELEMENTARY SCHOOL WITH MORE THAN 200 STUDENTS.
BEYOND THAT, THERE'S JUST RECOMMENDATIONS LIKE THE AMERICAN SCHOOL COUNSELING ASSOCIATION IN TEXAS, COUNSELING ASSOCIATION RECOMMEND A RATIO OF SCHOOL COUNSELORS AT 250-1, WHICH WE ARE NOT OTHER THAN THE MIDDLE SCHOOLS.
I THINK WE'RE PROBABLY PRETTY CLOSE TO THAT AT THE MIDDLE SCHOOL.
NOT MIDDLE SCHOOLS, BUT NOT AT HIGH SCHOOL OR ELEMENTARY.
>> TWENTY-THREE SOUNDS LIKE A BIG NUMBER AND IT LOOKS LIKE WE'VE GOT QUITE A LOT OF PERSONNEL AND THEY'RE DISTRIBUTED ABOUT AS EFFICIENTLY AS I GUESS YOU CAN.
BUT THERE IS THIS QUESTION ABOUT SUFFICIENCY BECAUSE WE'RE REALLY TALKING ABOUT 9,500.
INDIVIDUALS THAT MAY NEED SUPPORT AT ANY GIVEN TIME.
I CAN'T IMAGINE THE CASE LOAD AS THE VARIOUS CASE MANAGERS AND COUNSELORS WE HAVE ON OUR CAMPUS.
I WANT TO EXPRESS MY APPRECIATION FOR YOUR COMMITMENT TO STAFF UP BECAUSE I DO THINK THAT WE'RE DOING MORE THAN OUR NEIGHBORS AND IN THE EVENT THAT YOU BELIEVE THAT OUR STAFF AND OUR STUDENTS NEED MORE SUPPORT, PLEASE DON'T HESITATE TO COME TO US AND HAVE A CONVERSATION WITH US AND THE SENIOR ADMINISTRATIVE TEAM ABOUT WHAT THOSE NEEDS LOOK LIKE.
>> THANK YOU. IF THAT'S IT FOR NOW FOR THIS PORTION OF OUR TEAM, I GUESS WE'LL MOVE ON TO THE SECOND HALF OF THE PRESENTATION. JEREMY. THANK YOU, HEIDI.
>> THANK YOU, MOLLY. THANK YOU, HEIDI.
>> MOLLY, YOU MAY NOT BE DONE. [OVERLAPPING].
>> MOLLY AND HEIDI, WAS IT MOLLY?
>> OBVIOUSLY, THAT'S VERY IMPORTANT BASED ON THE CONVERSATION THAT WE HAD WHEN IT COMES TO PREVENTION, INTERVENTION, AND MITIGATION.
WHY? BECAUSE OUR WORLD THAT WE LIVE IN CAN BE UNSTABLE OBVIOUSLY, SOMETIMES.
THE WAY IN WHICH WE PREPARE IS THE WAY THAT WE HOPE THAT WE CAN TRY TO MINIMIZE THE PROBABILITY THAT A CRISIS MAY HAPPEN.
THAT PREPARATION IS GUIDED BY SOME STRUCTURE AND THE WAY IN WHICH WE PREPARE BOTH WITH DRILLS,
[01:00:04]
WE'RE REQUIRED TO HAVE LOCKDOWN DRILLS.WE HAVE TO HAVE ONE PER SEMESTER.
THIS IMPACTS EVERYBODY IN OUR FACILITIES, THE STUDENTS, AND THE STAFF AT ONE TIME BECAUSE WE'RE GOING TO FALL BACK ON TRAINING WHEN IT COMES TO A CRITICAL INCIDENT.
WE TRY TO INVOLVE LAW ENFORCEMENT AS MUCH AS POSSIBLE IN THIS TRAINING.
OBVIOUSLY, STAFFING CAN BE VERY DIFFICULT FOR THEM TO STAFF THOSE DRILLS, BUT WE INVITE ALL FIRST RESPONDERS TO PARTAKE IN THESE JUST SO THEY GET FAMILIAR WITH OUR LANGUAGE, GET FAMILIAR WITH THE WAY WE DO THINGS, BUT ALSO FAMILIAR WITH OUR CAMPUSES.
ALSO, WHEN IT COMES TO OUR BUILDING BLOCKS, THAT STARTS SRP, THE STANDARD RESPONSE PROTOCOL.
I HOPE EVERYONE IS FAMILIAR WITH THAT TERMINOLOGY RIGHT NOW.
WE'VE HAD IT IN PLACE FOR SEVERAL YEARS.
WE ROLLED IT OUT IN 2018 FOR THE 18/19 SCHOOL YEAR WITH A BIG CRITICAL INCIDENT TRAINING.
WHAT THIS IS IS A STRUCTURED COMMON LANGUAGE THAT WE SHARE BETWEEN ALL OF OUR CAMPUSES AND LAW ENFORCEMENT FIRST RESPONDERS.
ALSO ACROSS DISTRICTS IN THE COUNTRY, IT IS A COMMON LANGUAGE THAT WE CAN ALL SPEAK AND WE KNOW WHAT THOSE EXPECTATIONS ARE.
ONE OF THE CHANGES JUST RECENTLY, THERE HAVEN'T BEEN A LOT OF CHANGES THIS PLAN OVER THE LAST FIVE YEARS.
BUT ONE OF THE CHANGES IS WE HAVE A LOCKDOWN AND THEN WE HAD A LOCKOUT.
THERE'S SOME CONFUSION WITH THOSE TWO WORDS.
I LOVE YOU GUYS, WHO CREATED THE PROGRAM HAS CHANGED LOCKOUT TO SECURE.
AGAIN, WE'VE UPDATED OUR LANGUAGE, UPDATING OUR POSTERS AND SO WHEN WE PRACTICE THESE DRILLS, WE HAVE THAT NEW LANGUAGE.
IT'S JUST A SUBTLE CHANGE BUT WE ALL KNOW WHAT LOCKOUT MEANS TOO.
IF SOMEONE ACCIDENTALLY USES THAT WORD WE KNOW EXACTLY WHAT TO DO.
WE TRAIN OUR STAFF AND OUR STUDENTS EVERY SINGLE YEAR ON THE STANDARD RESPONSE PROTOCOL.
IF YOU WALK THROUGH OUR BUILDINGS, YOU'LL SEE THESE POSTERS EVERYWHERE SO WE KNOW WHAT THOSE EXPECTATIONS ARE.
IT ISN'T JUST THOSE CRITICAL INCIDENTS.
IT MAY BE A TORNADO WARNING, IT MAY BE A HALL BECAUSE YOU HAVE SOMETHING GOING ON IN THE HALLWAY.
THERE'S A LOT OF DIFFERENT VARIABLES THAT GO INTO THE SRP IS JUST NOT CRITICAL INCIDENTS.
THEN WE HAVE THE RECOVERY AND THE STANDARD REUNIFICATION METHOD.
WHAT THIS IS IS THAT PART AT THE END THAT WE REUNITE OUR STUDENTS WITH OUR PARENTS IN A CRITICAL INCIDENT.
BUT UNDERSTAND THAT THIS METHOD ACTUALLY STARTS AT THE BEGINNING OF A CRISIS TO MAKE SURE THAT WE HAVE EVERYTHING IN PLACE.
THIS ISN'T JUST STUDENT'S TRAINING, THIS IS ACTUALLY ADMINISTRATOR'S TRAINING ON THIS.
LAST SUMMER, WE WERE ACTUALLY ABLE TO PARTAKE IN THIS TRAINING.
THEY HAD AN EXERCISE, I LOVE YOU GUYS, CAME DOWN FROM COLORADO, RAN AN EXERCISE AT WESTLAKE HIGH SCHOOL.
WE HAVE LOCAL LAW ENFORCEMENT AND FIRST RESPONDERS, BUT ALSO OTHER SCHOOL DISTRICTS PARTICIPATING IN THIS DRILL.
I'LL TELL YOU AFTER GOING THROUGH THAT DRILL WITH A NUMBER OF ADMINISTRATORS HERE, WE DID HAVE A GOOD COMFORTABLE FEELING OF KNOWING THAT WE COULD DO THIS IF SOMETHING WAS TO HAPPEN.
WE NEEDED TO GO THROUGH THIS EXERCISE IN THIS TRAINING IN ORDER TO HAVE THAT FEELING OF COMPETENCE THAT WE COULD DO THIS.
WE HAVE PLANS IN PLACE THAT WE CAN ROLL THIS OUT IF WE NEEDED TO.
HOPEFULLY, WE NEVER HAVE TO USE THIS.
ADDITIONALLY, SOME OF THOSE MEMBERS THAT WEREN'T ABLE TO PARTAKE IN THAT EXERCISE THEY GOT TO DO SO WITH SOME OF OUR WESTLAKE HIGH SCHOOL STAFF, ALSO BK BEING NEW, WAS ABLE TO GO THROUGH THAT EXERCISE IN SAN MARCUS, CISD THIS SUMMER AND GOT TO LEAD SOME OF THOSE EXERCISES IN DRILL.
WE WILL CONDUCT TWO OF THESE REUNIFICATION DRILLS.
WE'RE GOING TO TRY A COUPLE OF DIFFERENT THINGS.
ONE IS GOING TO BE MORE OF A TABLETOP EXERCISE AND THEN THE OTHER ONE IS GOING TO BE MORE BOOTS ON THE GROUND AND RUNNING THROUGH THESE ON THE REUNIFICATION SITE IN ORDER TO GET FAMILIAR WITH HOW THIS IS GOING TO WORK GIVEN THE DIFFERENT VARIABLES THAT WE MAY HAVE, AT A DIFFERENT LOCATION.
ALL OF THIS PREPARATION IS MADE POSSIBLE BY A LOT OF PEOPLE.
SOME OF THEM ARE IN THE ROOM TODAY.
BUT JUST UNDERSTAND THAT THERE'S SO MANY PEOPLE AND IT ACTUALLY TAKES EVERY SINGLE ONE OF US EVERY SINGLE DAY IN ORDER TO BE PREPARED.
YOU'LL SEE HERE THAT WE HAVE OUR SCHOOL RESOURCE OFFICERS THAT ARE AT THE HIGH SCHOOL.
WE HAVE FOUR SECURITY PERSONNEL THAT RESIDE AT THE HIGH SCHOOL.
WE ACTUALLY GETTING THEM OUT MORE ON SOME OF OUR OTHER CAMPUSES AS WELL TO BE FAMILIAR WITH THOSE, THEY'RE LEADING SOME OF OUR DRILLS THAT WE'RE REQUIRED TO RUN THROUGHOUT THE YEAR, WE HAVE OUR COUNSELORS.
BUT WE ALSO HAVE THE TWO GENTLEMEN THAT ARE BEHIND ME, THAT ARE VERY IMPORTANT INTO THE OVERALL SAFETY AND SECURITY OF OUR DISTRICT.
I'M GOING TO FOCUS ON THOSE TWO INDIVIDUALS
[01:05:02]
REAL QUICK BECAUSE I WANT YOU TO UNDERSTAND WHAT THEY DO EVERY SINGLE DAY IN ORDER TO IMPLEMENT THIS PREPARATION.THE FIRST BEING BRENT KELLEY, OUR DIRECTOR OF SAFETY AND SECURITY.
BUT WHAT HE'S GOING TO DO IS HE'S GOING TO MAINTAIN AND BUILD THOSE RELATIONSHIPS WITH LAW ENFORCEMENT, NOT TO SAY ALL OF US DON'T DO THAT OR THAT MATT WON'T DO THAT.
BUT THAT'S GOING TO BE ONE OF THE PRIORITIES THAT HE'S GOING TO IMPLEMENT THROUGHOUT THE YEAR AND EACH AND EVERY YEAR.
ALSO SUPERVISING THE HIGH-SCHOOL SECURITY PERSONNEL, MAKING SURE THAT THEY'RE FEEDING HIM INFORMATION NOT ONLY FOR WESTLAKE HIGH SCHOOL, BUT ANYTHING ELSE THAT MAY BE GOING ON IN THE DISTRICT.
EVENTS SECURITY, FOR EXAMPLE, FOOTBALL GAMES.
THERE'S A LOT OF PREPARATION THAT GOES INTO THAT.
THAT GUY IS GOING TO HELP US PREPARE FOR THOSE AND MAKE SURE THAT WE HAVE ALL OF OUR PROTOCOLS AND THINGS IN PLACE IN ORDER TO GO THROUGH THOSE EVENTS.
ALSO POTENTIAL CRIMINAL BEHAVIOR OR MENTAL HEALTH CRISIS.
BRENT HAS A LOT OF EXPERIENCE IN THESE TWO AREAS AND HIS LAW ENFORCEMENT BACKGROUND.
HE'S A GREAT RESOURCE FOR OUR CAMPUSES AND FOR OUR STUDENTS.
THIS IS ONE OF THE THINGS THAT HE WILL FOCUS ON THROUGHOUT THE YEAR.
HE WILL RESIDE AT HILL COUNTRY MIDDLE SCHOOL.
HE IS RESIDING AT HILL COUNTRY MIDDLE SCHOOL.
HE HAS AN OFFICE THERE, BUT HE WILL ALSO HELP SERVE THE LOCAL ELEMENTARY SCHOOLS, CEDAR CREEK FORCE TRAIL, AND VALLEY VIEW.
BUT UNDERSTAND THAT THAT'S NOT THE ONLY PLACES HE'LL BE.
HE'LL BE THROUGHOUT THE DISTRICT. HE'S A RESOURCE FOR EVERYONE.
MOVING ON FROM BK, WE GET TO MATT GREER, OUR DIRECTOR OF SAFETY AND RISK MANAGEMENT.
HE WILL COVER OUR EMPLOYEE INJURIES AND WORKERS COMP ON THE RISK MANAGEMENT SIDE THAT RESIDES WITH MATT.
ANY LONG-TERM SAFETY STRATEGIES, WE ARE ALWAYS UPDATING OUR EMERGENCY OPERATIONS PLANS, AND THIS IS ONE THING THAT MATT WILL FOCUS ON.
FOCUS ON GETTING THOSE IN A NEW FORMAT, ACTUALLY LEADING OVER THE NEXT 12 MONTHS.
CASEWARE. CASEWARES ARE INCIDENT MANAGEMENT SYSTEM THAT WE TRY TO FEED ALL THIS INFORMATION ALL THE WAY FROM BEHAVIORAL THREAT ASSESSMENTS TO ANY INCIDENT THAT HAPPENS ON A CAMPUS.
WE WANT TO MAKE SURE THAT WE DOCUMENT IT AND IT IS IN THE SYSTEM.
HE PROVIDES THAT TRAINING, BUT HE'S ALSO THE DISTRICT ADMINISTRATOR FOR THAT SOFTWARE.
BEHAVIORAL THREAT ASSESSMENT, HE'S BEEN VERY INVOLVED, HE'LL CONTINUE TO BE INVOLVED, ESPECIALLY WITH HIS LAW ENFORCEMENT BACKGROUND, TO PROVIDE GUIDANCE TO THAT TEAM ON WHAT ACTIONS MAY NEED TO BE TAKEN.
HE RESIDES AT WEST RIDGE MIDDLE SCHOOL, ALSO SERVING BARTON CREEK, RIDGE POINT, AND EINS ELEMENTARIES.
AGAIN, BOTH OF THOSE WILL COLLABORATE.
THEY COLLABORATE EVERY SINGLE DAY.
IT'S GREAT TO SEE THESE GUYS COLLABORATE AND TRYING TO SERVE OUR CAMPUSES AND TRYING TO DO REALLY GOOD THINGS.
BEYOND THESE TWO INDIVIDUALS, OUR SCHOOL RESOURCE OFFICERS THAT ARE PROVIDED BY TRAVIS COUNTY, THEY RESIDE AT THE HIGH SCHOOL.
THEY ARE AN INCREDIBLE RESOURCE IN ANY INCIDENT.
NO MATTER WHERE IT HAPPENS, THEY'RE A GREAT RESOURCE AND IT GIVES US CONNECTION TO THE LAW ENFORCEMENT AGENCY THERE.
IN SECURITY PERSONNEL, WE HAVE FOUR INDIVIDUALS.
THESE INDIVIDUALS DO DIFFERENT THINGS THROUGHOUT THE DAY, BUT ESPECIALLY WITH THESE NEW MANDATES COMING THAT I'LL COVER IN A LITTLE BIT.
THEY'VE BECOME REALLY CRITICAL IN MAKING SURE THAT WE CAN MEET THOSE REQUIREMENTS.
BECAUSE SOME OF THOSE REQUIREMENTS ARE GOING TO CARRY ON THROUGHOUT THIS SCHOOL YEAR AND BEYOND.
ACTIONS LEAD TO PREPARATION, AND WE'VE BEEN TAKING ACTIONS FOR A WHILE NOW.
SCHOOL SAFETY IS NOT A NEW THING.
IT'S ALWAYS BEEN A PRIORITY TO US AND IT WILL CONTINUE TO BE A PRIORITY.
BUT WHAT I WANT TO DO IS GO BACK IN TIME AND HIGHLIGHT SOME OF THOSE ITEMS THAT WE'VE ALREADY DONE THAT ARE IN PLACE CURRENTLY, OUR RAPTOR VISITOR MANAGEMENT SYSTEM.
WE HAVE CAMERAS, WE HAVE DOOR ACCESS CONTROL, WE HAVE ENTRY BUZZ AND SYSTEMS THAT WE IMPLEMENTED SEVERAL YEARS AGO IN ORDER FOR OUR FRONT OFFICE STAFF TO BE ABLE TO MEET THOSE PEOPLE OVER CONVERSATION, OVER CAMERA BEFORE THEY EVEN ENTER THE BUILDING.
THOSE ARE SEVERAL MEASURES THAT WE'VE BEEN ABLE TO PUT INTO PLACE BECAUSE OF BONDS.
WE'VE BEEN ABLE TO ACT REALLY QUICKLY ON SEVERAL DIFFERENT STRATEGIES IN THE PAST.
WE CONTINUE TO EXPAND OUR FENCING AROUND OUR CAMPUSES TO MAKE SURE THAT WE ARE IN NEIGHBORHOODS, BUT WE'RE ALSO OUTSIDE OF NEIGHBORHOODS AND WE WANT TO MAKE SURE THAT WE HAVE THAT PERIMETER FENCING IN PLACE SO ANYONE TRYING TO VISIT OUR CAMPUSES ARE GOING TO GAIN ACCESS TO OUR PROPERTY IN A VERY VISIBLE AREA.
WE'VE UPGRADED OUR RADIO SYSTEM.
BUT ONE THING I WANT TO POINT OUT IS SMART TAG.
SMART TAG IS OUR RIDERSHIP SYSTEM ON OUR BUSES.
BUT THAT SYSTEM, WE'RE ALWAYS LOOKING AT WAYS THAT WE CAN FURTHER EXPAND THE USES OF THAT SYSTEM.
[01:10:02]
EVEN RIGHT NOW IF AN INCIDENT HAPPENS ON A BUS, WE HAVE ALL KINDS OF INFORMATION AVAILABLE TO US BY THE CLICK OF A MOUSE.THAT'S A PLATFORM THAT WE'LL CONTINUE TO LOOK IN AND SEE IF THERE'S OTHER WAYS THAT IT COULD HELP US EVEN IN A REUNIFICATION TYPE SCENARIO.
WITH THE NEW MANDATES, WE HAD TO DO SOME THINGS THIS SUMMER, REALLY QUICKLY TURN AROUND.
BUT THERE'S ALSO THINGS THAT HAPPENED BEFORE ANY TYPE OF TRAGEDY HAPPENED IN UVALDE.
WE'RE ALREADY PLANNING IMPLEMENTING SOME ADDITIONAL SAFETY MEASURES.
CREATION OF COLLABORATIVE RESPONSE GRAPHIC MAPS.
THIS IS A REALLY INTERESTING CONVERSATION THAT WE HAD WITH LOCAL LAW ENFORCEMENT THAT WE'RE ACTUALLY ASKED BY THIS GROUP ON APPROACHING US ABOUT UPDATING MAPS THAT THE LAW ENFORCEMENT HAVE ON THEIR CARD SYSTEM THAT THEY CAN ACCESS REALLY QUICKLY.
THEY HAD REACHED OUT TO MATT EARLIER AND WE CONNECTED AND WE'RE NOW IMPLEMENTING THESE MEASURES.
THESE ARE JUST VERY DETAILED MAPS THAT IF YOU ARE LAW ENFORCEMENT, THESE MAPS ARE GOING TO GIVE YOU THE INFORMATION THAT YOU NEED TO KNOW WHEN YOU'RE ENTERING ANY SITE FOR ANY TYPE OF CRISIS THAT MAY BE THERE.
THESE ARE VERY DETAILED, VERY CLEAN.
WE'RE GOING TO USE THEM FOR MANY, MANY PURPOSES, BUT FIRST RESPONDERS WILL BE ABLE TO BENEFIT FROM THESE GRAPHICS.
I MENTIONED FENCING, ADDITIONAL SECURITY CAMERAS.
WE WORK WITH OUR CAMPUSES TO IDENTIFY AREAS THAT MAY NEED ADDITIONAL CAMERAS.
WE WORK VERY CLOSELY WITH THEM TO MAKE SURE THAT WE HAVE PROPER COVERAGE.
WINDOW FILM, THERE'S SAFETY AND SECURITY WINDOW FILM THAT WE'VE INSTALLED AT ALL OF OUR MAIN ENTRY POINTS ACROSS OUR CAMPUSES.
WE DID THAT OVER ABOUT A WEEK TIME THAT WE HIT ALL OF OUR CAMPUSES.
WE HAVE THOSE INSTALLATIONS IN PLACE.
I'M NOT TALKING BULLETPROOF GLASS HERE.
WHAT I'M TALKING ABOUT IS INDIVIDUALS TRYING TO GAIN ACCESS TO OUR CAMPUSES AND THIS WILL PREVENT THAT BY INCREASING ANY TYPE OF TIMING TRYING TO GET IN THERE.
THEN PROP ALARMS. WE'VE TALKED ABOUT PROP ALARMS. WE BEGIN THE INSTALLATION OF PROP ALARMS ON OUR EXTERIOR DOORS.
WE HAVE SOME DOORS THAT GET PROPPED OPEN SOMETIMES, AND WE WANT TO ADDRESS THOSE FIRST.
WE HAVE DONE SO, AND WHAT IT DOES IS WHEN THE DOOR IS PROPPED OPEN FOR A CERTAIN AMOUNT OF TIME, IT WILL ACTUALLY SOUND AN ALARM.
IT ACTUALLY GIVE US NOTIFICATIONS OVER TEXT AND EMAIL.
HOWEVER, WE WANT TO RECEIVE THAT INFORMATION AND WE CAN RESPOND AS QUICKLY AS WE CAN.
I SEE SOME OTHER DISTRICTS ARE STARTING TO IMPLEMENT SOME OF THESE MEASURES.
THE PROBLEM HERE IS SUPPLY-CHAIN.
LIKE ANYTHING, WE HAVEN'T BEEN ABLE TO GET ALL THE MATERIALS THAT WE WANT, SO THERE'LL BE AN ADDITIONAL PHASE THAT WE'LL IMPLEMENT THESE PROP ALARM SOUNDERS OVER THE SCHOOL YEAR BECAUSE WE CAN DO THAT WHILE SCHOOLS ARE IN SESSION THROUGH A CONTRACTOR.
ALTHOUGH IN AN EMERGENCY, IF YOU'RE IN THE SHOP CORD AT THE HIGH SCHOOL, IT IS HARD TO HEAR.
WE'VE INSTALLED SOME LARGE LED NOTIFICATION MONITORS IN OUR CAFETERIAS, OUR GYMS, OUR BAND HALLS, THINGS LIKE THAT, THAT IF THERE IS AN EMERGENCY, THEN THAT NOTIFICATION CAN GO OUT AND IT GIVES YOU MORE OF A VISUAL NOTIFICATION INSTEAD OF RELYING ON JUST THE PA SYSTEM.
THEN WE HAVE A CLEAR BAG POLICY FOR OUR STADIUM AT THE UIL EVENTS AT THIS STADIUM.
OUR FIRST GAME AT EACH POINT WILL BE THE FIRST TIME THAT WE IMPLEMENT THIS CLEAR BAG POLICY AT THE STADIUM.
MOST DISTRICTS, WE'LL LIST ALL OF THEM ARE DOING IT AROUND THE AREA.
WE DON'T SEE ANY CONCERNS HERE, BUT I THINK IT'S BEST PRACTICE RIGHT NOW.
NOW LOOKING FORWARD, PROP ALARM PHASE 2, NEW CLASSROOM DOOR HARDWARE.
IF YOU BUILD A NEW SCHOOL RIGHT NOW, THE HARDWARE THAT IS REQUIRED IS DIFFERENT AND THE LOCKING MECHANISMS THAT ARE REQUIRED.
WE ARE LOOKING AT RETROFITTING THOSE.
AGAIN A SUPPLY CHAIN ISSUE AND GETTING ACCESS TO THAT HARDWARE, BUT WE WILL RECEIVE IT AND THEN WE'LL INSTALL THE BEST SUITED AS SOON AS WE CAN.
IN AN EMERGENCY BROADCAST NOTIFICATION SYSTEM IS SOMETHING THAT WE HAVE A LOT OF THE INFRASTRUCTURE IN PLACE.
BUT WHAT WE NOW HAVE TO DO IS PLAN ON ROLLING THAT OUT.
WE'RE JUST NOT PUTTING OUT THAT, WE WANT TO MAKE SURE THAT'S SUCCESSFUL.
WHAT THIS IS GOING TO DO IS GIVE ACCESS TO ANY TYPE OF DEVICE THAT YOU WOULD BE ON HERE RIGHT NOW.
IF WE PUSH AN EMERGENCY, YOU WOULD TAKE OVER YOUR SCREEN.
YOU'RE GOING TO BE NOTIFIED NO MATTER WHAT YOU'RE DOING ON YOUR DEVICE.
IT'LL HELP OUT AT RECESS IN AN ELEMENTARY SCHOOL.
IF A TEACHER HAS A PHONE, THEN THEY'LL BE ABLE TO GET NOTIFICATIONS OVER THAT. THAT IS COMING.
NEXT I WANT TO HIGHLIGHT MANDATES ON JUNE 1ST AND 2ND,
[01:15:03]
GOVERNOR ABBOTT DIRECTED TEA AND ALSO TEXAS SCHOOL SAFETY CENTER, GAVE THEM A DIRECTIVE THAT THEY NEED TO PUT THINGS IN PLACE TO SUPPORT SAFETY IN OUR PUBLIC SCHOOLS.THERE'S A NUMBER OF THINGS THAT WE NEEDED TO DO AS A DISTRICT PRIOR TO SEPTEMBER 1ST.
WE GO THROUGH AUDITS EVERY THREE YEARS ACROSS OUR DISTRICT, WE'LL BE DOING ONE OF THOSE THIS YEAR AROUND THE FEBRUARY TIME FRAME THAT WOULD DO UP.
BUT ALSO THIS IS JUST A PARED DOWN SAFETY AUDIT THAT BK AND MATT WERE ABLE TO CONDUCT ACROSS ALL OF OUR CAMPUSES. THOSE ARE COMPLETE.
PRINCIPLES WERE INVOLVED IN THOSE PARED DOWN AUDITS AS WELL.
THEN WE NEED TO CONVENE OUR SAFETY AND SECURITY COMMITTEE TO REVIEW OVER A FEW THINGS, BUT JUST TALK ABOUT SAFETY IN GENERAL, WE HAVE DONE THAT.
ONE OF THE THINGS THAT WE NEEDED TO COVER WAS THE EMERGENCY OPERATIONS PLAN IN THE ACT OF THREAT AND PLAN IS SOMETHING NEW THAT THE TEXAS SCHOOL SAFETY CENTER HAS PUT OUT THERE FOR US.
YOUR AUDITS AND LOCKS, WE HAD TO AUDIT ALL OF OUR EXTERIOR DOORS.
WE HAVE DONE SO, THERE'S A TEMPLATE THAT WE REQUIRED TO SUBMIT THOSE THROUGH, BUT THAT'S THE TEMPLATE THAT WE'LL CONTINUE TO DO THOSE DOOR AUDITS THROUGHOUT THE YEAR.
THIS WAS SOMETHING THAT IN ORDER TO HOLD PEOPLE ACCOUNTABLE, WE HAD TO HAVE A POLICY THAT WE CAN FALL BACK ON WITHIN EMPLOYEE AND STUDENT HANDBOOKS, AND SO WE NEEDED TO PUT THIS IN PLACE.
IF YOU GO TO ENTER OUR CAMPUSES AT EXIT DOOR, THERE'S GOING TO BE A SIGN THAT DON'T PROP IT.
BUT THAT'S WHAT IT'S GOING TO TAKE BECAUSE WE HAVE TO CHANGE SOME BEHAVIORS.
I DO BELIEVE THAT WE WILL CHANGE THAT BEHAVIOR.
I HAVE ALREADY SEEN IT BEING CHANGED, BUT IT'S SOMETHING THAT'S NEW AND IT WILL HAVE TO MONITOR THROUGHOUT THE SCHOOL YEAR.
OUR ACTIVE THREAT PLAN, WHICH IS JUST HOW DO WE RESPOND WITH ANY TYPE OF CRITICAL INCIDENT THREAT WITHIN THE DISTRICT, SO WE'VE UPDATED THAT.
TRAINING ALL OF OUR STAFF, BK AND MATT DID A TOUR OF ALL THE CAMPUS FACULTY MEETINGS AND TRAIN THEM, GIVE THEM A SIMILAR PRESENTATION THAT I'M GIVING YOU.
JUST A LITTLE BIT EXPANDED ON SOME OF THE DETAILS.
THOSE GUYS SPENT HOURS AND HOURS AND PREPARATION, BUT ALSO PRESENTING TO ALL OF OUR STAFF.
WE HAVE TO SCHEDULE ALL OF OUR REQUIRED DRILLS.
THERE'S A NUMBER OF DRILLS BEYOND A LOCKDOWN DRILL.
THERE'S SECURE DRILLS, THERE'S FIRE DRILLS.
WE HAD TO SCHEDULE ALL THOSE AHEAD OF THE SCHOOL YEAR.
THAT WAS ONE OF THE THINGS THAT WE HAD TO DO.
TRAIN ALL BEHAVIORAL THREAT ASSESSMENT TEAM MEMBERS.
I THINK WE HAVE ONE OR TWO LEFT.
TO GET THAT TRAINING DONE BY SEPTEMBER 1, BUT THAT WILL BE COMPLETE.
THEN LASTLY, REVIEW UPDATE ACCESS CONTROL PROCEDURES.
BECAUSE THE PROCEDURES NEED TO CHANGE BECAUSE WE'RE REQUIRED TO DO EXTERIOR DOOR AUDITS AND CHECKS ONCE A WEEK WHILE SCHOOL'S IN SESSION.
WE HAVE THAT ALREADY COORDINATED BETWEEN MATT AND BK.
TO DO SO, WE HAVE PUT QR CODES ON OUR EXTERIOR DOORS TO ANYONE THAT WALKS BY AND SEES A FAULTY, ANYTHING WITH THAT DOOR, WE'RE NOTIFIED IMMEDIATELY AND WE CAN RESPOND APPROPRIATELY.
BEYOND JUST THIS MEETING HERE AND US PRESENTING THIS MATERIAL, WE WILL BE CONDUCTING SAFETY AND SECURITY TOWN HALL ON SEPTEMBER 15TH AT 06:00 PM, AT HILL COUNTRY MIDDLE SCHOOL WHERE OUR COMMUNITY, WE'LL INVITE COMMUNITY, WE'LL COLLABORATE WITH THEM, AND BE ABLE TO ANSWER ANY QUESTIONS THAT THEY MAY HAVE AND EXPAND ON ANYTHING THAT WE'VE PRESENTED HERE. THAT'S IT, ANY QUESTION? I'M SURE WE'LL HAVE QUESTIONS. LET'S SEE.
I'M GOING TO START WITH JAMES AND I'M GOING TO GO TO HEATHER AND THEN ELLEN.
>> FIRST OF ALL, I WANTED TO SAY THAT I'M GRATEFUL THAT THE ADMINISTRATION FOUND A WAY TO HAVE BOTH BK AND MATH.
I THINK THAT'S A BIG ADDITION TO THE ATTENTION WE'RE PAYING TO SECURITY AND SAFETY ON OUR CAMPUSES.
I'M GRATEFUL FOR BOTH OF YOU HELPING OUR SCHOOL DISTRICT. I'M GRATEFUL FOR THAT.
ALONG THOSE LINES, I ALSO REALLY LIKE THE WAY YOU'VE DIVIDED YOURSELVES AMONGST THE TWO MIDDLE SCHOOLS.
I THINK THAT'S A VERY APPROPRIATE WAY TO DO THAT AND I'M REALLY ESPECIALLY GRATEFUL TO HAVE ONE OF YOU OUT WEST, BECAUSE IT FEELS SO REMOTE AND I KNOW THAT REACHING THE WEST AND IN ANY EMERGENCY WOULD BE QUITE A TRIP ALMOST ANYTIME OF THE DAY.
I THINK THAT'S REALLY SMART. I'M GRATEFUL FOR THAT.
I'LL ALSO SAY THAT I ATTENDED THE SAFETY MEETING TWO WEEKS AGO AND I FEEL IT'S SAFE TO SAY AND YOU CAN CORRECT ME IF YOU'D NEED TO, THAT IN ADDITION TO ALL THE THINGS ON THIS LIST THERE ARE MANY THINGS THAT WE'RE NOT TALKING ABOUT BECAUSE IT'S NOT APPROPRIATE TO
[01:20:02]
DISCLOSE EVERY SINGLE SAFETY AND SECURITY MEASURE THAT WE'RE TAKING.I THINK THAT'S IMPORTANT FOR OUR COMMUNITY TO KNOW THAT YOU'VE DONE A TON THAT WE CAN TALK ABOUT AND MANY THINGS ON THIS LIST AND THEY'RE VERY IMPORTANT THINGS.
BUT THERE ARE MANY THINGS GOING ON THAT WE SPOKE ABOUT IN CLOSED SESSION THAT DAY AS WELL AND I'M GRATEFUL FOR THAT ATTENTION.
THE FIRST IS; YOU MENTIONED BEFORE SECURITY PERSONNEL AT THE HIGH SCHOOL, I'M CURIOUS IF THESE ARE IDENTIFIABLE? DO THE STUDENTS KNOW WHO THEY ARE OR ARE THEY BLENDING IN PLAIN CLOTHES BUT THEY DON'T KNOW IF THEIR TEACHERS ARE OR WHAT AT THE SCHOOL? I'M CURIOUS ABOUT THEM AT THE HIGH SCHOOL.
>> YEAH, I WOULD SAY THESE INDIVIDUALS ARE KNOWN BY ALL STUDENTS.
THEY HAVE DIFFERENT ROLES THAT THEY PLAY THROUGHOUT THE DAY AND PART OF THEIR JOB IS TO BUILD RELATIONSHIPS WITH THOSE STUDENTS BECAUSE THEY ARE TIED TO SAFETY.
IT'S BEEN SOMETHING THAT MATH EVER SINCE HE'S BEEN HERE IS MADE IT A PRIORITY FOR THEM TO BUILD THOSE RELATIONSHIPS.
THEY'RE NOT JUST THERE TO WATCH KIDS.
THERE'S A LOT OF THINGS THAT CAN BE DOING.
I'VE PERSONALLY SEEN THEM TAKE MORE INITIATIVE BECAUSE OF THAT.
THEY MAY HAVE ROLES BECAUSE THEY'RE GOING TO HAVE TO APPROACH SOME OF THESE STUDENTS SOMETIMES AND TO HAVE THOSE RELATIONSHIPS IS REALLY IMPORTANT.
I BELIEVE THAT THE STUDENTS KNOW THEM BUT FOR THE ROLE THAT THEY PLAY.
>> I APPRECIATE THAT. TO MAKE IT CLEAR, THESE ARE NOT OUR SROS WHO ARE WEARING TRAVIS COUNTY SHERIFF UNIFORM.
THESE ARE FOR OTHER INDIVIDUALS WHO WORK IN AND AROUND THE SCHOOL.
THE LAST QUESTION I HAVE IS REALLY TACTICAL.
I AGREE WITH THE CLEAR BAG POLICY AND YOU'RE ABSOLUTELY RIGHT.
ALMOST ANYWHERE WE GO IN THE STATE, HAS A CLEAR BAG POLICY, BUT I'M WONDERING HOW ARE WE TACTICALLY GETTING THAT WORD OUT? BECAUSE IT IS A CHANGE FOR OUR COMMUNITY WHO'VE BEEN COMING TO THESE GAMES FOR THE LAST FEW YEARS AND PROBABLY MANY PEOPLE HAVE A CLEAR BAG NOW, I THINK THE SHOP STORE WAS SELLING CLEAR BAGS FOR A LONG TIME.
BUT HOW ARE WE GETTING THAT WORD OUT AND MAKING SURE WE DON'T GET UPSET PEOPLE BEING TURNED AWAY AT THE GATE.
>> THAT'S OUR GOAL, BECAUSE WE DON'T WANT TO HAVE THAT CONFLICT.
WE DO HAVE THE LUXURY BEING VERY SUCCESSFUL IN FOOTBALL, AND THAT'S THE FALSE SPORT THAT WE STARTED WITH.
ANYWHERE WE GO, POST-SEASON OR EVEN DURING SEASON, THERE'S CLEAR BAG POLICIES.
I THINK IT'S SOMETHING FAMILIAR BUT IT'S NOT FAMILIAR FOR OUR STADIUM.
CLAUDIA WORKING ON COMMUNICATIONS TO GET THAT OUT WITH FLYERS, ANYTHING WE CAN DO TO TRY TO GET AHEAD OF IT.
BUT WE KNOW THERE'S GOING TO BE INDIVIDUALS ARE GOING TO MISS THAT COMMUNICATION AND SO WE HAVE A SIGNAGE PLAN THAT IT'S GOING TO BE IN PLACE.
WE'RE GOING TO TRY TO CATCH THEM BEFORE THEY GET TO THE GATE.
WE DON'T WANT THEM TO JUST GET TO THE GATE AND THERE'S A SIGN THERE.
THAT'S NOT WHAT WE'RE TRYING TO DO.
WE'RE GOING TO HAVE YARD SIGNS ALL THE WAY FROM THE WACK AQUATIC'S PARKING ALL THE WAY DOWN TO THE PACK.
NUMEROUS SIGNS INFORMING INDIVIDUALS BEFORE THEY LEAVE THEIR CAR AND GET TOO FAR DOWN THE ROAD.
WE DO THE BEST THAT WE CAN AND IN PROVIDING THAT INFORMATION ALL THE WAY UP TO THE FRONT GATE.
>> I HOPE THAT THOSE OF US WHO USE SOCIAL MEDIA WILL GRAB ONE OF CLAUDIA'S TWEETS OR POSTS OR SOMETHING AND SHARE IT SO THAT WE HELP SPREAD THE WORD, 30 PEOPLE IN THIS ROOM COULD REACH ANOTHER 300 PEOPLE AND HELP GET THE WORD OUT. THANKS.
>> FIRST, I WILL SAY THAT THE SHOP STEWARD DOES HAVE THREE VERY CUTE CLEAR BAGS.
I'VE ALREADY PURCHASED ONE. IF ANYONE NEEDS ONE, I KNOW WHERE TO FIND ONE.
[LAUGHTER] BUT I ALSO JUST WANTED TO POINT OUT THAT OUR SROS, OUR SCHOOL RESOURCE OFFICERS WERE ON OUR LIST OF APPROVED OVER $50,000 AND WHICH IS MONEY WELL SPENT IN MY OPINION.
ALSO I HAVE A QUESTION AND MY QUESTION IS, CAN YOU TALK A LITTLE BIT ABOUT THE CASE WHERE SECURITY, BECAUSE I KNOW WE ALREADY COLLECTING SOME DATA ON THAT, BUT HOW IS THAT SECURED SO THAT IT'S NOT AVAILABLE?
>> YEAH, SO CASE WHERE IS A PRODUCT THAT COMES OUT OF, I BELIEVE IT WAS SENTINEL THAT WAS CREATED BY THE FBI.
IT'S A PROGRAM THAT THEY'VE DEVELOPED FOR THEIR INCIDENT MANAGEMENT SYSTEM.
WE HAVE ALL THOSE TYPES OF PROTECTIONS.
ANY TYPE OF SOFTWARE THAT WE'RE COLLECTING DATA WITH HAS TO BE PROTECTED.
IT HAS TO MEET ALL THOSE REQUIREMENTS OF ANY SOFTWARE THAT HAS THOSE RECORDS.
BUT BEYOND JUST THE FBI, IT'S SOMETHING THAT WE'RE THE ONLY DISTRICT DID I KNOW THAT IS DOING THIS AND I THINK IT'S A REALLY CRITICAL SOFTWARE.
THE MORE DATA WE PUT IN, THE MORE POWERFUL IT IS AND SO WE'LL CONTINUE TO GATHER DATA AND THE MORE POWERFUL THAT IT WILL BE, BUT IT IS WE HAVE TO MEET ALL THOSE PROTECTION REQUIREMENTS.
[01:25:01]
>> THANK YOU. THEN MY LAST QUESTION IS, ON THE EXTERIOR DOOR AUDITS, DO WE HAVE A SPREADSHEET OR IS THERE A PARTICULAR DAY THAT WE'RE GOING TO BE DOING THOSE AND HOW ARE WE GOING TO MANAGE THAT?
>> YEAH. I WOULDN'T SAY WE'RE GOING TO DO THEM EVERY FRIDAY BECAUSE THESE GUYS ARE GOING TO GET AROUND AND DOING AND WHY? BECAUSE IT GETS HIM OUT ON CAMPUSES.
THAT'S WHY THEY WANT TO DO IT, BECAUSE IT LITERALLY MAKES ME GO TO THESE DIFFERENT CAMPUSES TO DO A COUPLE OF DIFFERENT AUDITS.
THEY WILL DO IT EACH WEEK AND HIT THE DOORS THAT THEY NEED TO.
IT'S NOT GOING TO BE ON A CERTAIN DAY THROUGHOUT THE WEEK.
>> THANK YOU. LET'S SEE, ELLEN, JEN, KIM.
>> MATH AND BK REALLY GLAD YOU'RE BOTH HERE AND I LOVE THE FACT THAT YOU'RE OUT ON CAMPUSES ALL THE TIME.
I KNOW THAT MAKES THEM FEEL BETTER.
IT MAKES ME FEEL BETTER TOO. THANK YOU.
TJ, I WANTED TO SAY THANK YOU FOR YOU AND YOUR MNO STAFF WHO WORKED SO HARD THIS SUMMER TO GET A LOT OF THESE THINGS THAT WE NEEDED TO DO TO COMPLY WITH THE NEW ORDERS, BUT ALSO SOME OF THE BOND PROJECTS THAT HELP US AS WE GO ALONG.
THANK YOU VERY MUCH AND PLEASE EXTEND THAT TO THE STAFF.
JEREMY, THE QUESTION I HAVE IS, I THINK WE'RE LUCKY IN THAT FOR PRETTY SMALL DISTRICT.
WE GET TO WORK WITH FIVE DIFFERENT JURISDICTIONS.
>> WHAT SPECIAL CHALLENGES DOES THAT PRESENT TO US AND WHAT ARE WE DOING, SO THAT WE MANAGE THOSE POTENTIAL INNER JURISDICTIONAL CONFLICTS APPROPRIATELY?
>> YEAH. I THINK IT'S IMPORTANT TO BK AND MATH AS WELL.
THE GOOD THING IS THAT BOTH MATH AND BK A FORMER LAW ENFORCEMENT.
CONNECTIONS, THEIR RELATIONSHIPS THERE, WE HAVE THOSE, SO WE'RE LUCKY FOR THAT.
WE'RE ALSO LUCKY BECAUSE WHEN ANY CRISIS LIKE THIS HAPPENS, IT BRINGS PEOPLE TOGETHER AND INCLUDING WESTLAKE HILLS PD, WHICH REACHED OUT TO JEFF AND I AND SAID, LET'S SIT DOWN AND TALK ABOUT SCHOOL SAFETY.
WHAT CAN WE HELP WITH? WE DIDN'T HAD A WHOLE LOT OF THOSE CONVERSATIONS BEFORE.
IT'S INCREDIBLY IMPORTANT AND I VALUE THAT.
I'VE ALWAYS HAD GOOD RELATIONSHIP WITH CHIEF, BUT IT'S ALSO GOOD TO EXPAND THOSE RELATIONSHIPS TO ALL THEIR OFFICERS.
THEY DO PARTICIPATE IN OUR DRILLS AND THAT'S WHERE WE GET INVOLVEMENT AND THAT'S WHERE WE NEED THEM TO BUILD THOSE RELATIONSHIPS FURTHER, IS THE DRILLS.
WE CAN GET THEM AT THE DRILLS AND WE CAN EXPAND THOSE RELATIONSHIPS.
BUT THAT'S WHAT'S THE MOST IMPORTANT PART.
THESE GUYS, THAT'S WHAT THEY WORK ON AND THAT'S WHAT BK IS WORKING ON BECAUSE HE HAS THE MOST RECENT CONNECTION WITH AN ACTUAL LAW ENFORCEMENT AGENCY AND SO I THINK THAT'S VERY VALUABLE TO US.
>> THANK YOU, JEN. THANKS. I WANT TO ECHO MY THANKS TO EVERYBODY IN THIS ROOM AND THE REST OF THE STAFF WHO HAVE WORKED SO HARD ON THE SAFETY OF OUR KIDS, BUT THEIR EMOTIONAL SAFETY AND THEIR PHYSICAL SAFETY, NOTHING IS MORE IMPORTANT.
OUR SROS, WE HAVE TWO AT THE HIGH SCHOOL, THEY ARE TRAVIS COUNTY OFFICERS.
THE LAST TIME THAT WE RENEWED OUR CONTRACT WITH TRAVIS COUNTY, I WAS SURPRISED TO LEARN THAT TRAVIS COUNTY IS ONE OF THE FEW COUNTIES IN THE STATE THAT DOESN'T COST SHARE WITH THE DISTRICT ON THE SALARY FOR THE SROS.
I COMPLETELY AGREE WITH HEATHER THAT IT'S MONEY WELL SPENT.
I WISH THAT TRAVIS COUNTY SHARED THAT THOUGHT AND SHARED SOME OF THAT COST.
I HAVE A COUPLE OF QUESTIONS IN THERE.
ONE, WHEN IS THE NEXT TIME THAT CONTRACT COMES UP FOR RENEWAL WITH TRAVIS COUNTY? DIDN'T KNOW THAT? ALISON.
TWO MORE YEARS, SO I REMEMBER IT BEING A MULTIYEAR.
>> I THINK THAT'S SOMETHING THAT THE BOARD SHOULD BE AWARE OF.
I REMEMBER EXPRESSING THIS AT THE TIME THAT THE NEXT TIME IT COMES UP FOR RENEWAL, I THINK THE BOARD AND THE DISTRICT SHOULD BE ON TOP OF THAT AHEAD OF TIME TO TRY TO HAVE SOME CONVERSATIONS WITH TRAVIS COUNTY AND SEE WHAT OPPORTUNITIES THERE ARE THERE.
THEN ALSO, CAN YOU REMIND US WHAT CURRENTLY IS REQUIRED BY THE STATE OF TEXAS WHEN IT COMES TO SRS ON CAMPUSES.
>> WE'RE NOT REQUIRED TO HAVE SCHOOL RESOURCE OFFICERS ON IT.
>> WE'RE NOT REQUIRED. I THINK WE'RE ALL HEARING A LOT OF BUZZ ABOUT WHAT'S TO COME IN THE UPCOMING SESSION.
I'M DEFINITELY HEARING SOME BUZZ ABOUT POTENTIAL BILLS BEING FILED
[01:30:04]
SURROUNDING REQUIREMENTS FOR SRO OFFICERS ON NOT ONLY HIGH SCHOOL CAMPUSES, BUT POTENTIALLY MIDDLE SCHOOL CAMPUSES.I THINK THAT'S DEFINITELY SOMETHING THAT THE DISTRICT NEEDS TO BE AWARE OF, THAT OUR LEGISLATIVE COMMITTEE NEEDS TO BE AWARE OF THAT IF THESE BILLS ARE GOING TO BE ADVANCED, WE NEED TO ASK THAT THE STATE PROVIDE FUNDING AND EQUITABLE FUNDING SO THAT WE'RE ABLE TO PROVIDE THIS RESOURCE APPROPRIATELY FOR OUR CAMPUSES.
IF THE STATE IS NOT GOING TO FUND IT, WHICH WHO KNOWS IF THEY WILL, THAT THEY MAY POTENTIALLY REQUIRE THE LAW ENFORCEMENT AGENCY, THAT THERE WILL BE SOME CONSISTENCY ACROSS THE STATE WITH THAT FUNDING.
I THINK THAT'S SOMETHING THAT NEEDS TO BE ON OUR RADAR.
THEN LAST QUESTION RELATED TO THIS TOPIC, I'M HEARING MORE AND MORE ABOUT SMALLER DISTRICTS, EVEN DISTRICTS OUR SIZE HAVING DISTRICT POLICE DEPARTMENTS.
IS THIS SOMETHING THAT YOU GUYS, AS AN ADMINISTRATION HAVE DISCUSSED, ANALYZED? WHAT ARE YOUR THOUGHTS SURROUNDING THAT?
>> I THINK WE BEGAN THAT CONVERSATION AND IT'S ONGOING JUST BECAUSE WE SEE SOME OF THE CHALLENGES THAT EVEN HAVING YOUR OWN LAW ENFORCEMENT AGENCY IN YOUR OWN POLICE DEPARTMENT INTRODUCES.
IT'S SOMETHING THAT WE'LL CONTINUE TO LOOK AT AND IF THAT'S A VIABLE OPTION FOR THIS DISTRICT, BUT WE DO KNOW THAT THERE ARE MANY CHALLENGES WITH THAT IN AND OF ITSELF.
WE'LL CONTINUE TO INVESTIGATE THAT AND REPORT BACK.
>> IT WAS DISCUSSED AT THE SAFETY AND SECURITY MEETING THAT WE HAD RECENTLY AS WELL.
IT COULD BE AN OPTION FOR THE FUTURE, BUT THERE ARE SIGNIFICANT LIABILITIES THAT COME WITH THAT AS WELL.
NOT TO MENTION THE COST THAT MIGHT EVEN EXCEED WHAT WE'RE PAYING FOR SCHOOL RESOURCE ON IT.
>> IT SOUNDS LIKE SOME PEOPLE ON THE BOARD HAVE HAD INFORMATION ON THIS AND SOME OF US HAVE NOT.
MAYBE THIS COULD BE SHARED WITH THE ENTIRE BOARD, PLEASE.
>> YEAH. BY THE WAY BEFORE THE EXISTING CONTRACT WITH THE SROS WAS EXTENDED, JEFF WAS ON-POINT TO DO AN EVALUATION.
ONE OF THAT CONTRACT, SECONDLY, TO SEE IF TRAVIS COUNTY WOULD BE WILLING TO COST SHARE WITH US.
JEFF ALSO DID SOME PRELIMINARY NUMBER CRUNCHING ON OUR OWN POLICE FORCE.
THESE ARE ISSUES THAT ARE IMPORTANT FOR US TO REVIEW AND REFRESH OUR MEMORY ON, BUT THEY'RE ONGOING.
>> I DO RECALL THAT WITH THE LAST RENEWAL OF THE CONTRACT WITH TRAVIS COUNTY, BUT WE DIDN'T HAVE A WHOLE LOT OF LEAD TIME ON THAT, AT LEAST FROM A BOARD PERSPECTIVE.
I DO THINK THAT HAVING THE BOARD BE INVOLVED IN THAT, MAYBE HAVING BOARD DISCUSSIONS WITH TRAVIS COUNTY.
ALSO THERE ARE A HANDFUL OF DISTRICTS IN TRAVIS COUNTY THAT DO NOT HAVE THEIR OWN POLICE DEPARTMENTS.
I THINK THAT THERE ARE OPPORTUNITIES FOR US TO WORK WITH THOSE OTHER DISTRICTS TO DISCUSS WITH TRAVIS COUNTY.
AGAIN, I WOULD LIKE FOR US TO HAVE MORE LEAD TIME ON THAT GOING FORWARD THE NEXT TIME AND FOR THE BOARD TO HAVE AT LEAST SOME MORE ADVANCED KNOWLEDGE OF THAT.
AGAIN, IF THE REMAINDER OF THE BOARD COULD HAVE A REPORT ON THE DISCUSSIONS THAT WERE AROUND THE POLICE DEPARTMENT, I WOULD APPRECIATE THAT.
>> DID WE HAVE DISCUSSIONS DIRECTLY WITH THE COMMISSIONERS?
>> THANK YOU, JEREMY. JUST LIKE THE REPORT ON PREVENTION, I THINK HERE WE'RE TALKING ONGOING PREPAREDNESS AND WE'RE NEVER GOING TO BE ABLE TO SAY THAT WE'VE ACCOMPLISHED IT ALL WE'RE CONSTANTLY GOING TO BE ON TOP OF IT.
I KNOW THAT IN THE 2019 BOND, WE DEDICATED A LOT OF MONEY TO SAFETY AND SECURITY.
I ASSUME AND I'M JUMPING A LITTLE BIT AHEAD.
I KNOW WE'RE GOING TO TALK ABOUT THIS IN A FEW MINUTES, BUT I'M ASSUMING THAT YOU AND YOUR TEAM ARE ALREADY ASSESSING WHAT WE NEED, BOTH FROM AN IMMEDIATE STANDPOINT, WHICH YOU'VE DETAILED, BUT ALSO A LONGER-TERM STANDPOINT.
CAN YOU SHARE A LITTLE BIT ABOUT MAYBE NOT WHAT YOU SEE, BUT THE PROCESS THAT YOU'RE GOING THROUGH AS YOU LOOK BOTH IMMEDIATELY IN OUR NEEDS AND AS WELL AS LONG-TERM NEEDS?
>> YEAH. IN JUST PART OF THIS PRESENTATION USING HOW IMPORTANT IT IS AND SOMETHING THAT IS IMPORTANT NEEDS TO BE IDENTIFIED IN ANY TYPE OF BOND PROGRAM.
YOU'LL SEE A LITTLE BIT LATER THAT, THAT'S OBVIOUSLY STILL REMAINS A PRIORITY.
[01:35:01]
WE STILL NEED TO BECAUSE OUR LIMITATIONS ARE ON THE M&O SIDE.IF WE CAN ANTICIPATE ANYTHING, WE NEED TO HAVE SOMETHING IDENTIFIED WITHIN A POTENTIAL FUTURE BOND.
WE'VE DONE THAT, WE'VE BEEN WORKING ON THAT AND THERE WILL ALWAYS BE SAFETY MEASURES THAT WE NEED TO IMPLEMENT OR ACTUALLY REPLACE BECAUSE WE'VE HAD SEVERAL OF THOSE IN PLACE FOR A WHILE NOW.
YOU'LL SEE A LITTLE BIT LATER IN ANY DEVELOPMENT FOR A FUTURE BOND, THERE'S A PRIORITY AND A FOCUS ON SAFETY AND SECURITY.
>> JUST TO FOLLOW UP, SO WE HAVE THE DETAILS.
SOME OF THE DETAILS ARE IN YOUR ACTIONS THAT YOU'RE IMPLEMENTING NOW.
>> CAN YOU TALK A LITTLE BIT ABOUT HOW YOU'RE IDENTIFYING THOSE ITEMS THAT YOU NEED FOR THE FUTURE.
WHO ARE THE STAKEHOLDERS? WHO ARE PARTICIPATING IN GATHERING THAT INFORMATION BEFORE IT EVEN GETS TO THE BAT PROCESS?
>> I WOULD SAY THE CONTENT EXPERTS ON OUR CAMPUSES IS NOT ME.
IT'S OUR PRINCIPALS. THEY LIVE THERE, THEY RUN THEIR CAMPUSES.
THAT'S WHERE THE CONVERSATION DOES START.
WE TRY TO IDENTIFY ANY NEEDS THAT THEY MAY HAVE.
IT MAY JUST BE ADDING CAMERAS AND MAYBE ADDING FENCING.
WE TRY TO ACCOMPLISH EVERYTHING WE CAN THINK OF.
THEN THERE'S GOING TO BE SOMETHING THAT COMES UP IS LIKE, I NEED THAT RIGHT HERE.
WE WORK WITH OUR CAMPUSES PRIMARILY TO START THAT CONVERSATION, BUT WE KNOW THAT THERE'S THINGS THAT NEED TO BE REPLACED.
WE'RE GOING TO HAVE TO ACCOUNT FOR THOSE ADMINISTRATIVELY ON THE M&O SIDE, BUT A LOT OF THESE ARE DERIVED JUST FROM THE CAMPUSES AND WHAT THEY'RE SEEING.
SOME OF THEIR CONCERNS WE WANT TO MAKE SURE THAT WE TAKE THAT, BUT IT'S ALSO TAKING THINGS THAT WE'VE ALREADY STARTED AND EXPANDING THEM.
WE MAY NOT HAVE THE FUNDS RIGHT NOW TO IMPLEMENT SOMETHING ACROSS EVERY SINGLE CAMPUS.
MAYBE IT'S THE WINDOW FILM, MAYBE WE NEED TO EXPAND WINDOW FILM ACROSS OUR CAMPUSES EVEN MORE.
IT ALLOWS US TO DO THAT, JUST THE EXPANSION OF SOMETHING THAT'S IN PLACE RIGHT NOW.
>> THAT'S HOW WE WERE ABLE TO GET A LOT OF OUR BOND INITIATIVES COMPLETED.
WE WERE AT A COMPRESSOR TRAINING IN JUNE SHORTLY AFTER THE AUDIT AND THE MANDATES CAME THROUGH.
THERE WAS A LOT OF DISCUSSION ABOUT IT AND I HAD THE OPPORTUNITY TO SEE WHAT THE NEW MANDATES WERE.
IT WAS VERY ENCOURAGING TO SEE A LOT OF THE THINGS THAT WE WERE ALREADY WORKING ON AND THEY ALL HAD ALREADY IDENTIFIED.
ONCE AGAIN, GREAT FORETHOUGHT AND FORESIGHT ON THE NEEDS OF OUR DISTRICT.
THE TRAINING THAT YOU DID FOR TEACHERS, AND I THINK THAT ADMIN WASN'T REQUIRED TO HAVE THAT TRAINING, BUT THERE WAS AN OPPORTUNITY MAYBE FOR THEM TO DO IT.
IS THERE AN OPPORTUNITY FOR THE BOARD TO GO THROUGH SOME OF THAT TRAINING OR TO BE TRAINED AT SOME LEVEL? WE SPEND A LOT OF TIME ON THE CAMPUSES.
IF YOU ALL FEEL THAT THAT'S SOMETHING THAT WOULD BE HELPFUL I WOULD BE WILLING TO DO THAT. THANK YOU, THAT'S ALL.
>> THANK YOU. ARE THERE ANY OTHER QUESTIONS? JEREMY. THANK YOU, MATT.
THANK YOU BOTH FOR THE TIME AND ENERGY YOU'VE PUT INTO THIS.
THANK YOU FOR THE COUNTLESS HOURS YOU'VE INVESTED IN IMPROVING THE SAFETY AND SECURITY OF OUR CAMPUSES AND CORRESPONDINGLY OF OUR KIDS.
AS MANY POINTED OUT, THIS ISN'T A NEW INITIATIVE.
IT'S BEEN GOING ON FOR AS LONG AS I'VE BEEN AROUND.
OVER A DECADE AND HELEN CAN PROBABLY TELL US THAT WE'VE BEEN WORKING ON IMPROVING THE SAFETY AND SECURITY OF OUR CAMPUSES AS LONG AS SHE'S BEEN AROUND, BUT WE'RE LEARNING MORE EVERY YEAR ABOUT WAYS TO DO THINGS MORE EFFICIENTLY AND MORE COMPREHENSIVELY.
I APPRECIATE WHAT YOU GUYS HAVE DONE TO MAKE SURE THAT WE'RE A FRONT-END AND NOT THE BACKEND OF THIS LEARNING CURVE.
WITH THAT, I WILL LET YOU GO AND MOVE ON TO THE NEXT AGENDA ITEM.
[8. OPEN FORUM]
[01:40:37]
>> MAYBE FURNISHED. WHERE AM I? [LAUGHTER] PLEASE BE AWARE THAT THE AUDIO OF THIS OPEN FORUM PORTION OF THE BOARD MEETING IS RECORDED AS PART OF THE RECORDING OF THE ENTIRE MEETING AND IS PUBLISHED ON THE DISTRICT'S WEBSITE WITHOUT ALTERATION.
PERSONS WHO CHOOSE TO SPEAK IN OPEN FORUM ARE CONSENTING TO THE ONLINE PUBLICATION OF THEIR COMMENTS.
THANK YOU AGAIN FOR TAKING THE TIME AND MAKING THE EFFORT TO SHARE YOUR THOUGHTS WITH US THIS EVENING.
WE'RE READY FOR OUR FIRST SPEAKER.
THIS EVENING, OUR FIRST SPEAKER IS JEFF ROLLERY.
MR. ROLLERY IS GOING TO TALK TO US ABOUT SOME INAPPROPRIATE MATERIAL.
>> YOU'RE WELCOME. AS A SOCIETY, WE RESTRICT ACCESS OF CHILDREN AND MOVIES BASED ON CRITERIA OF SEX VIOLENCE, MATURE SUBJECT MATTER UNLESS THEY'RE IN THE PRESENCE OF A PARENT.
WE DO NOT CALL THAT CENSORSHIP.
DEMANDING A LIBRARY'S BOOKS ACCESS BE LIMITED TO CHILDREN BASED ON A SIMILAR CRITERIA IS NOT CENSORSHIP EITHER.
AS A SOCIETY, WE RESTRICT MINOR CHILDREN'S ACCESS TO VOTING POLLS, ALCOHOL, CIGARETTES, PORNOGRAPHIC MAGAZINES, PRESCRIPTION DRUGS, AND THE RIGHT TO OWN A HANDGUN UNTIL THEY ARE COGNITIVELY DEVELOPED ENOUGH TO HANDLE THE RESPONSIBILITY, WHETHER THAT'D BE 18 OR 21 YEARS OLD.
DOESN'T IT MAKE SENSE THAT WE APPLY THE SAME RULES THAT WE HAVE IN OUR MOVIE THEATERS, LIQUOR STORES, VOTING POLLS, CONVENIENCE STORES, GUN STORES, PHARMACIES TO OUR SCHOOL LIBRARIES AND CLASSROOMS? TONIGHT I'M SHARING FROM TWO BOOKS, BOTH OF WHICH ARE AVAILABLE TO 11-13 YEAR OLDS IN WEST RIDGE AND HILL COUNTRY MIDDLE SCHOOLS.
THE FIRST BOOK IS A GRAPHIC NOVEL BY FLAMER BY MIKE CRATO.
STARTING ON PAGE 131, A GROUP MASTURBATION SCENE WHERE ELIAS, MARK, AND BOBBY ARE TAKING CARE OF BUSINESS AND ARE HARASSING AIDEN BY TELLING HIM WE'RE EACH BUSTING A LOAD INTO THIS BOTTLE AND IF YOU DON'T COME, YOU HAVE TO DRINK IT.
HERE'S THE PICTURE. THEN ELIAS PULLS DOWN HIS PANTS TO SHOW AIDEN EXACTLY HOW TO BUST THE LOAD.
ON PAGE 132 AND 133, AIDEN DESCRIBED WATCHING HIS DAD'S PORN MOVIES AND WHAT IT DOES TO HIM PHYSIOLOGICALLY.
ON PAGE 304 THROUGH 306 AIDEN IS WRESTLING WITH KILLING HIMSELF BY CUTTING HIS WRISTS AND GOES SO FAR AS TO GRAPHICALLY SHOW HOW HE WOULD DO IT.
THE NEXT BOOK IS TO ALL THE BOYS I'VE LOVED BEFORE WITH RECOMMENDATION BY HILL COUNTRY MIDDLE SCHOOL LIBRARIAN, MRS. SCHUBERT, TO THE SIXTH GRADERS LAST WEEK.
THIS BOOK IS AVAILABLE AT BOTH HILL COUNTRY AND WEST RIDGE MIDDLE SCHOOLS TO 11-13-YEAR-OLDS.
THE TEEN CHARACTERS IN THIS BOOK DISCUSS SEX EXTENSIVELY, ORAL SEX, CONDOMS, DENTAL DAM CONDOMS. HOW THE MATING RITUAL OF CERTAIN MONKEYS INVOLVES PENIS FENCING, AS WELL AS PROMOTING SMOKING, DRUGS AND ALCOHOL USAGE.
[NOISE] I CAN TELL YOU THAT I'VE SPOKEN PERSONALLY TO PARENTS WHO WERE EXTREMELY ALARMED AND UPSET THAT THEIR 11-YEAR-OLDS WERE BEING GROOMED IN THE FIRST WEEK OF CLASS.
SEXUAL GROOMING TAKES PLACE OVER TIME AND THROUGH A MULTITUDE OF BOUNDARY PUSHING AND EXCEEDING METHODS.
SOME OF WHICH INCLUDE INTRODUCING INAPPROPRIATE CONVERSATIONS, MOVIES, AND READING MATERIAL TO MINOR CHILDREN.
DO YOU TRULY BELIEVE THE CONTENT IN THESE BOOKS IS SUITABLE FOR 11-13 YEAR OLD COGNITIVE DEVELOPMENT LEVELS? WHAT WOULD YOUR RESPONSE BE IF YOUR 11-13 YEAR OLD CHILD CAME HOME FROM A NEIGHBOR'S HOUSE AFTER AN ADULT OR OLDER TEEN IN THAT HOUSE HAD BEEN READING EITHER OF THESE BOOKS TO YOUR CHILD? WHY DO YOU BELIEVE THAT THE PROTECTIVE POLICIES PROTECTING OUR MINOR CHILDREN IN MOVIE THEATERS, LIQUOR STORES, CONVENIENCE STORES, GUN STORES, AND PHARMACIES ARE MORE STRINGENT THAN IN OUR SCHOOL LIBRARIES? AS SCHOOL BOARD TRUSTEES, IT IS YOUR RESPONSIBILITY TO PROTECT THESE MINOR CHILDREN FROM SEXUAL GROOMING. THANK YOU VERY MUCH.
>> THANK YOU. I'M READING FROM A BOOK CALLED WHAT MY MOTHER DOESN'T KNOW BY SONYA SONES AVAILABLE AT HILL COUNTRY AND WEST RIDGE MIDDLE SCHOOL.
HE HAD MUCH SUCH SMOLDERING EYES THAT I FELT I'VE BEEN ZAPPED SMACK INTO THE MIDDLE OF AN R-RATED MOVIE AND EVERYONE ELSE IN THE CAR WAS JUST STANDING TO FADE AWAY.
[01:45:01]
START MAKING OUT RIGHT THEN AND THERE WITHOUT EVEN SAYING A WORD TO EACH OTHER.LISTENING TO GRACE MOAN ABOUT HOW HORNY SHE IS AND ABOUT HOW IF SHE DOESN'T FIND A BOYFRIEND SOON, SHE'S GOING TO DIE OF LACK LEAKINESS DISEASE.
SOMETIMES ON CHILLY NIGHTS, I STAND CLOSE TO MY BEDROOM WINDOW UNBUTTON MY NIGHT GOWN AND PRESS MY BREAST AGAINST THE COLD GLASS, JUST TO SEE THE AMAZING TRICK THAT MY NIPPLES CAN DO.
DYLAN SAYS WHEN I MEET HIS MOTHER TODAY, I SHOULDN'T MENTION THAT I'M JEWISH.
I SAY OKAY, BUT CAN I TELL HER ABOUT HIV POSITIVE THING? I'M REMEMBERING WHAT THE MAN SAID AS HE SHOVED OPEN THE CAR DOOR.
I'M REMEMBERING THE LOOK ON MY MOM'S FACE.
DO WE LOOK THAT JEWISH? TONIGHT CHARLES ASKED ME, WHAT'S YOUR FAVORITE THING TO DO? I WASN'T SURE WHAT TO SAY.
I JUST WROTE BACK, I DON'T KNOW WHAT DO YOU LIKE TO DO? HIS RESPONSE WAS SLOWER.
I LIKE TO JERK OFF IN LIBRARIES.
NEVER THOUGHT IT WOULD HAPPEN THIS WAY WITH THE GUY STANDING CLOSEST TO ME SUDDENLY BURSTING OUT LAUGHING AND GRABBING MY BREAST WITH HIS SLIMY PAWS, SQUEEZING THEM JUST FOR A SPLIT SECOND SEEMED TO LAST FOREVER.
I NEVER ONCE ENVISIONED THAT MY DEVIRGINIZATION OF MY BREASTS HAPPENING LIKE THIS WITH A GUY, THE SCUM BAG, BUDDY SLAPPING FIVE AFTERWARDS, THOUGH HE HAD DONE SOMETHING PROUD, SNICKERING, NUDGING EACH OTHER.
I'M DREAMING OF THE MAN IN BOCCE BALL, OF HIM KISSING ME AGAIN AND AGAIN, DREAMING HIS LIPS, SIZZLING CELLS BODY WISHING HE WOULD REMOVE EVERY STITCH OF MY CLOTHING.
I'M DREAMING OF HIM SLOWLY UNBUTTONING MY BLOUSE, THE HUNDREDS OF BUTTONS.
BUT JUST THE LAST ONE IS UNDONE.
THEN I REMEMBER IT'S MURPHY AND IN MY DREAM, THIS ONLY MAKES ME WANT MORE.
AVAILABLE FOR OUR CHILDREN IN MIDDLE SCHOOL, ANYWHERE BETWEEN THE AGES OF IN 10 AND 13.
SO I'M WONDERING WILL THE RED GUARD CHILD SEXUALIZATION SPECIALIST, WANT TO READ THESE BOOKS IN A PUBLIC FORUM FOR OUR COMMUNITY? THANK YOU.
>> THANK YOU. OUR NEXT SPEAKER IS SARAH CROCKER. MISS CROCKER.
WELCOME. MISS CROCKER IS GOING TO SPEAK TO US ABOUT BOOKS.
I THINK YOU'RE GOING TO SPEAK TO US ABOUT BOOKS. OKAY.
>> GOOD EVENING. WHY IS TALKING SEXUALLY IN THE WORKPLACE CONSIDERED SEXUAL HARASSMENT TO ADULTS BUT TALKING ABOUT SEXUALITY TO CHILDREN IN SCHOOLS IS CONSIDERED ESSENTIAL? I AM READING FROM A BOOK CALLED FADE.
THE SUMMARY OF CONCERNS OF THIS BOOK CONTAINS SEXUAL NUDITY, SEXUAL ACTIVITIES INCLUDING RAPE, PROFANITY, AND ILLEGAL DRUG USE.
WE JUST HAD A CONVERSATION ABOUT HOW ALL THESE CHILDREN ARE BEING MENTAL HEALTH ISSUES, HOW WE NEED SECURITY AND WE WONDER WE'RE PROVIDING BOOKS LIKE THIS TO OUR 11 YEAR OLDS.
THE BOOK GOES. STUMBLING, JANIE BUMPS AGAINST THE DOOR TRYING TO PUSH IT, AND FINALLY TRIES PULLING IT.
IT OPENS AND DR. DURBIN IS ON THE BED.
THERE ARE THREE GIRLS FROM CLASS WITH HIM AND HE'S TAKING THEIR CLOTHES OFF AS THEY LIE THERE.
OH, COOL. DO YOU HAVE THAT PORN MAGAZINE IN THERE? JANIE HESITATES TOO LATE WONDERING IF SHE WAS SUPPOSED TO SAY THAT, BUT SHE CAN'T REMEMBER WHY SHE SHOULDN'T.
LOTS OF THEM, HE SAYS, NOT THAT I NEED THEM WHEN YOU'RE HERE.
HUH? SHE FOLLOWS HIM THROUGH THE DAZE AND HALF-NAKED CROWD.
HE STOPS TO GRAB ANOTHER GLASS OF PUNCH AND GIVES HER ANOTHER ONE TOO.
ON THE WAY TO MR. DURBIN'S BEDROOM, JANIE WAVES AT COACH CRATER.
HEY, SHE SAYS, TURNING BACK TO MR. DURBIN, WASN'T STACY HERE, BEFORE? SHE'S STILL HERE, JANIE, HIS WORDS ARE DELIBERATE.
SHE'S FUCKING CHRIS IN THE OTHER BEDROOM SO WE CAN FUCK IN HERE.
COACH CRATER GOES INSIDE AND COMES BACK WITH A JOINT.
HOW'S THIS, BUFFY? THEN COACH CRATER GRABS HER BY THE SHOULDERS, TURNS HER TOWARDS HIM, PLANTS A BIG WET KISS ON HER MOUTH AND MOVES ON.
OUTSIDE ON THE DECK, IT'S DARK.
MR. WANG FOLLOWS HER OUT THERE IN HIS CALVIN KLEIN BRIEFS.
SHE HOLDS ON TIGHTLY TO THE RAILING WHEN MR. WANG STARTS TOUCHING HER.
I SMELLED SMOKE, SHE EXPLAINED, BUT SHE DIDN'T SEE ANYONE SMOKING AND THEN COACH CRATER COMES OUT TOO.
MR. WANG IS KISSING HER NECK AND COACH IS TELLING HER HOW HOT SHE
[01:50:01]
IS AND FEELING HER UP AND HE SAYS SOMETHING ABOUT BENCH PRESSING.THEN IN HER MIND WHILE THE TWO MEN KISS AND TOUCH HER.
AS MR. DURBIN, JANIE REELS BACK AGAINST THE DECKS HANDRAIL, STUMBLING, GRABS COACHES ARM OFF HER BREAST.
NOW, I'M NOT AN EXPERT, BUT I HAVE LOOKED UP THINGS FROM THE CLEVELAND CLINIC, WHICH IS A WORLD RENOWNED MEDICAL CENTER.
ONE OF THE THINGS THAT THEY CAN SAY IS SEXUAL ABUSE TO A CHILD.
ONE OF THE THINGS THAT SEXUAL ABUSE DOES, WHICH INCLUDES GIVING THEM PORNOGRAPHIC MATERIALS, IS THAT THEY BEGIN TO CUT THEMSELVES. BUT GUESS WHAT? MY DAUGHTER WENT TO WESTLAKE HIGH SCHOOL AND SHE HAD FRIENDS WHO WOULD CUT THEMSELVES AND WE'RE PROVIDING STUFF THAT WE KNOW CAUSES THE MEDICAL EXPERTS TELL US.
>> THANK YOU VERY MUCH. OUR NEXT SPEAKER IS RICHARD MCKINSEY.
DOES ANYBODY KNOW WHETHER MR. MCKINSEY IS GOING TO BE WITH US THIS EVENING? NOT SEEING MR. MCKINSEY OR HEARING ANYTHING.
[9. DISCUSSION]
WE WILL MOVE ON TO THE NEXT ITEM ON OUR AGENDA.THANK YOU ALL VERY MUCH FOR YOUR TIME.
THE NEXT SECTION OF THE AGENDA IS THE DISCUSSION PORTION.
JEREMY, I BELIEVE YOU ARE UP AGAIN AND WE'RE GOING TO TALK ABOUT THE 2023 BOND AND WE ARE GOING TO GET A 2023 BOND PREVIEW FROM YOU. CHRIS YOU TOO.
JUST FOR THAT, CHRIS IS GOING TO KICK US OFF.
LAST MEETING YOU'VE GOT A PREVIEW FROM CHRIS SCOTT ABOUT WHAT CAPACITY MAY LOOK LIKE FOR A FUTURE BOND.
FOLLOWING THAT, NOW YOU'RE THINKING OF, WELL, WHAT WOULD A FUTURE BOND LOOK LIKE OVERALL COST AND MAYBE THE STRUCTURE BEHIND IT? THAT'S WHAT WE'RE HERE TODAY TO DISCUSS WITH YOU.
HAVE CHRIS SCOTT HERE, ALSO, TJ WASHBURN, DIRECTOR OF CAPITAL IMPROVEMENTS.
THIS GUY, A LOT OF THIS INFORMATION HAS TO DO WITH THIS GUY, HARD WORK, AND OTHER TEAM MEMBERS IN COMPILING JUST A LOT OF INFORMATION FOR YOU.
BUT WHAT WE WANT TO DO IS GO THROUGH OUR ROW TO A BOND PROPOSAL.
THE THINGS THAT WE'RE GOING TO DISCUSS TODAY STARTED A WHILE BACK.
IT STARTED AT THE BEGINNING OF THE SPRING SEMESTER AND THAT'S WHEN BOTH WE HAD ENVISIONINGS WORKING ALONGSIDE ADMINISTRATION, DEVELOPING SOME OF OUR CRITICAL NEEDS THAT MAY LIE WITHIN AN IMINO-TYPE BOND PROPOSAL.
ALL THOSE ITEMS WERE GATHERED OVER THE SPRING MEETING WITH CAMPUS PRINCIPALS, BUT ALSO MEETING WITH PROGRAM ADMINISTRATORS, BAND DIRECTORS, COACHES IN ATHLETICS, ETC.
ALL THOSE ADMINISTRATORS, MAKING SURE THAT WE HAD A COMPREHENSIVE LIST OF NEEDS AND WE DEVELOPED THOSE.
THEN WE HAD ENVISIONINGS TRYING TO ENCOMPASS THEY'RE SHORT AND MEDIUM-TERM GOALS.
THEN ONCE WE ESTABLISHED THAT JUNE THROUGH AUGUST, WHICH IS PRACTICALLY YOUR SUMMER, IS WHEN WE TRIED TO GET ASSOCIATED COSTS FOR SOME OF THESE PROJECTS.
THESE ARE VERY GENERAL SCOPES FOR A LOT OF THESE PROJECTS.
WHEN WE GET TO PRICING, WE DIDN'T HAVE A WHOLE LOT OF DETAIL, BUT WE STILL WANTED TO IDENTIFY WHAT THESE MAY COST TO IMPLEMENT.
HERE WE ARE NOW WHAT ARE OUR NEXT STEPS? NEXT STEP MOVING INTO SEPTEMBER.
THIS IS WHEN WE EVALUATE ALL OF THESE PROJECTS.
WE CURRENTLY HAVE OUR BOND OVERSIGHT COMMITTEE FOR THE 2019 BOND, BUT LIKE WE DID LAST TIME, WE ACTUALLY MADE OUR BOND OVERSIGHT COMMITTEE TO A BOND ADVISORY COMMITTEE TO HELP NAVIGATE THIS EVALUATION.
THAT'S PART OF OUR QUESTION TO YOU TODAY IS IF THAT'S GOING TO CONTINUE AND WE'LL DISCUSS THAT A LITTLE BIT LATER.
BUT THAT'S WHAT WE'RE PLANNING ON THIS. WHAT THE PROCESS WOULD LOOK LIKE.
WE BEGIN IN SEPTEMBER, WORK ALL THE WAY THROUGH THE FALL TO THE END OF THE CALENDAR YEAR.
THEN WE WOULD HAVE THOSE CONVERSATIONS ABOUT WHAT ULTIMATELY YOU WOULD LIKE TO SEE ON THE BOND BEFORE WE WOULD HAVE TO ORDER AN ELECTION IN FEBRUARY.
THIS IS A ROAD BASED ON A MAY 2023 TIMELINE.
OBVIOUSLY, YOU CAN SHIFT ALL THIS BACK FOR NOVEMBER 2023, BUT I WANTED TO SHOW A ROAD MAP FOR THE EARLIEST THAT WE WOULD BE GOING OUT FOR A POTENTIAL BOND.
NEXT, TO BREAK DOWN, CHRIS DESCRIBED A GENERAL NUMBER OF AROUND $130 MILLION IF WE WERE TO CONDUCT A BOND ELECTION IN 2023, THAT'S BASED ON A TAX RATE NEUTRAL CONCEPT.
[01:55:04]
GIVEN THAT 130 MILLION, WE HAVE TO IDENTIFY WHAT WE CALL TABLES.YOU MAY CALL CATEGORIES OF PROJECTS IN WHICH THEY MAY FALL.
WHY? BECAUSE THIS IS A VERY SIMILAR BOND TO THE 2019 BOND FOR M&O PURPOSES.
IN A LOT OF THE PROJECTS WILL CONTINUE TO FALL IN THESE CATEGORIES.
THE FIRST BEING STUDENT PROGRAMS AND SUPPORT.
THIS INCLUDES FINE ARTS, PERFORMING ARTS, ATHLETICS, TECHNOLOGY IS IN THIS LINE ITEM AS WELL.
THEN WE HAVE OUR FACILITIES WHICH JUST COMES TO REPLACING ITEMS THAT NEED TO BE REPLACED BECAUSE THEY ARE AT THE END OF THEIR USEFUL LIFE.
ENERGY EFFICIENCY AND CONSERVATION.
THIS IS A NEW TABLE THAT WE INTRODUCED IN 2019.
THIS IS THE ONE TABLE WE IDENTIFY SAVINGS TO OUR M&O BUDGET WHERE WE CAN SPEND INS DOLLARS FOR PROJECTS THAT THEY WILL SAVE US M&O DOLLARS.
AS WE KNOW ABOUT 86 PERCENT OF M&O DOLLARS GOES TO PAYING STAFF.
OUR GOAL IS TO HOPEFULLY IDENTIFY PROJECTS THAT COULD INCREASE OUR SAVINGS ON THE M&O SIDE.
THEN LASTLY, SAFETY AND SECURITY. WE TALKED ABOUT THIS.
THIS IS A TABLE THAT IS IMPORTANT TO US AND THERE'S CONTINUES TO BE PRIORITIES AND PROJECTS THAT WOULD FALL WITHIN A SAFETY AND SECURITY SCOPE OF FORK.
THAT'S THE STRUCTURE. BASED ON GATHERING OUR INFORMATION AND THE ASSOCIATED COSTS FOR ALL THOSE NEEDS IDENTIFIED IS AROUND $150 MILLION DOLLARS.
YOU CAN ALREADY SEE THAT IF WE CONDUCT IT BACK, WE GOT SOME WORK TO DO IN EVALUATING THESE PROJECTS, BUT THAT'S OKAY.
THAT'S SOMETHING THAT WE CAN WALK THROUGH ON THESE PROJECTS AND CATEGORIZE THEM A PRIORITY.
THAT'S YOUR BREAKDOWN OF THE NEEDS THAT HAVE BEEN IDENTIFIED.
ONE THING I WANT TO IDENTIFY IS ALSO PROPOSITION.
IT'S GOING TO LOOK A LITTLE BIT DIFFERENT AND IT'S NOT NECESSARILY OUR CHOICE.
IT'S REQUIRED THAT THE PROPOSITION LOOK A LITTLE BIT DIFFERENT.
A LOT OF THIS DEPENDS ON THE PROJECTS, WHETHER THEY CAN BE CATEGORIZED AS GENERAL OR SPECIAL IN THE PROPOSITION.
GENERAL IS EXACTLY WHAT YOU'VE SEEN IN THE PAST.
IT'S THE CONSTRUCTION ACQUISITION EQUIPMENT OF SCHOOL BUILDINGS, PURCHASE OF SCHOOL BUSES, AND PURCHASES OF SITES FOR SCHOOL BUILDINGS.
WE'VE ALWAYS HAD THAT. WE'LL STILL HAVE THAT PROPOSITION AND THAT WOULD BE YOUR PROPOSITION A.
WE ANTICIPATE THREE PROPOSITIONS AND THEN WE GO TO THE SEPARATE SPECIAL PROPOSITIONS.
THIS IS FOR CONSTRUCTION ACQUISITION OR EQUIPMENT OF SPECIFIC FACILITIES.
THE ONE THAT WE'RE GOING TO FOCUS ON IS THE STADIUM.
WE HAVE THINGS THAT NEED TO BE DONE AT THE STADIUM IN ORDER TO MAINTAIN IT.
SOME THINGS THAT NEED REPLACEMENT AT THE END OF THEIR USEFUL LIFE.
WITH THAT, ANY ITEM TIED TO THAT STADIUM OVER THOUSAND SPECTATORS, THAT NEEDS A SEPARATE PROPOSITION.
THAT WOULD BE PROPOSITION C AND THIS IS FOR THE ACQUISITION, UPDATE OF TECHNOLOGY EQUIPMENT.
THERE'S SOME THINGS THAT ARE TIED TO TECHNOLOGY THAT WOULD BE IN PROPOSITION A BECAUSE THEY'RE JUST GENERAL.
WIRING THAT'S IN THE WALL BUT IF IT'S A DEVICE OR SOMETHING THAT WE INSTALL ON THE WALL, THEN THAT WOULD HAVE TO BE SEPARATE.
ONE THING I WANTED TO DISCUSS IS WITH THREE PROPOSITIONS.
WHEN WE REVIEW THESE PROJECTS, WE'RE NOT GOING TO GET ALL THE WAY TO THIS POINT.
WE'RE GOING TO PRESENT TO YOU PROJECTS AND THEIR ASSOCIATED COSTS.
THEN AT THE END YOU'LL SEE HOW SOME OF THOSE PROJECTS WILL BE PULLED OUT INTO A SEPARATE PROPOSITION.
WE DON'T NECESSARILY WANT THE PROPOSITION TO INFLUENCE THE INCLUSION OF ANY OF THE PROJECTS.
THAT'S HOW WE'RE GOING TO STRUCTURE IT AND WILL CONTINUE TO COMMUNICATE THAT ALONG THE WAY IF WE DO SO.
THEN WITHIN THESE FOUR TABLES ARE BUCKETS.
THESE ARE SOME OF THE PROJECTS THAT WOULD FALL WITHIN THEM.
WE CAN ASSUME SAFETY AND SECURITY HAS SOME ACCESS CONTROL AND SOME CAMERAS.
BUT STUDENT PROGRAMS, WE DO HAVE BUSES THAT NEED TO BE REPLACED.
ALMOST ALWAYS HAVE BUSES THROUGH REPLACED, IF YOU REMEMBER, SEVERAL YEARS AGO, WE BOUGHT LIKE 22 BUSES ON A GRANT.
THOSE ARE ALL FOR REPLACEMENT NOW AND SO IF WE INCLUDED THAT ACTUALLY THE PHASED-IN APPROACH, BUT THAT'S A SIGNIFICANT ITEM.
ENERGY CONSERVATION, SOLAR INSTALLATIONS.
WE'RE PROBABLY GOING TO HAVE A COUPLE OF DIFFERENT SCENARIOS ON MAXIMIZING SOLAR AND THEN IF WE MAKE PAIR THAT DOWN, BECAUSE IT IS COSTLY, BUT IT ALSO SAVES SIGNIFICANT AMOUNT OF MONEY TO THE M&O BUDGET.
[02:00:03]
ONE THING I WANTED TO IDENTIFY IN STUDENT PROGRAMS SUPPORT, I GO BACK THERE IS THE TECHNOLOGY.ONE OF THE DIFFERENT THINGS IS WITHIN TECHNOLOGY IS SOFTWARE.
SOFTWARE AS A SERVICE THAT WE HAVE TO PAY FOR EVERY YEAR.
IT'S MILLIONS OF DOLLARS THEY HAD TO PAY OUT OF OUR M&O BUDGET THAT WE ALL ALLOWED TO INCLUDE THAT WITHIN A BOND PROPOSAL.
THAT'S SOMETHING THAT WILL EXPLAIN TO THE BOND ADVISORY COMMITTEE AND WALK THEM THROUGH, BUT THAT COULD BE SIGNIFICANT SAVINGS TO OUR M&O BUDGET ONE-TO-ONE.
WE HAVE HVAC THAT NEEDS TO BE REPLACED.
WE STILL HAVE ROOFS THAT NEED TO BE REPLACED.
WE HAVE PLUMBING AND ELECTRICAL.
THERE ARE SOME IDENTIFIED PROJECTS.
THERE'S NO MAJOR CONSTRUCTION PROJECT, THERE IS NO PARKING GARAGE IN THIS SCENARIO THAT WE'RE GOING TO BE PRESENTING, WE HAVE COSTS ON WHAT A PARKING GARAGE MAY LOOK LIKE.
WE DON'T WANT TO HAVE THAT CONVERSATION, BUT SOMETHING LIKE THAT IS NOT INCLUDED IN THAT 150 MILLION.
THERE'S SOME THINGS THAT ARE IDENTIFIED BY CAMPUSES, ALSO IDENTIFIED BY ENVISIONING ADDING RESTROOMS HERE, AND THEY'RE DOING SOME OF THOSE SMALL RENOVATIONS THAT WOULD BE TIED TO FACILITIES.
THEN WE LOOK AT, WE HAVE A COUPLE OF OPTIONS.
IF WE WANT TO STAY WITHIN THE CALENDAR YEAR OF 2023, THERE'S THE OPTION OF MAY AND THEN THERE'S THE OPTION OF NOVEMBER AND SO JUST LOOKING AT THOSE TWO SCENARIOS, ADMINISTRATIVELY, WE WANTED TO GIVE OUR RECOMMENDATION ON WHERE WE BELIEVE THE BOND WOULD BEST SUIT OUR NEEDS AS A DISTRICT.
WE RECOMMEND MAY 2023, AND THERE ARE SEVERAL REASONS HERE.
ONE OF THOSE BEING YOU SEE THE PROPOSITIONS THAT WE'RE REQUIRED TO DO.
EVEN THE LANGUAGE THAT WE'RE REQUIRED TO USE ON THE BALLOT, THERE'S GOING TO BE A NEW LEGISLATIVE SESSION, AND WE'RE ALMOST CERTAIN THAT THERE'S GOING TO BE EVEN MORE REQUIREMENTS SURROUNDING SCHOOL DISTRICTS, PUBLIC SCHOOLS, AND BOND REFERENDUMS AND LIMITATIONS THERE.
THAT'S AN OBSTACLE THAT WE ANTICIPATE.
THAT WOULD IMPACT A NOVEMBER BOND, IT WOULDN'T AFFECT A MAY BOND.
THEN LEAD TIME, LEAD TIMES HAVE COMPLETELY CHANGED AND TRYING TO GET OUT IN FRONT.
WE ALWAYS LOOK AT THE SUMMER AND LOOKING IF WE WIN IN NOVEMBER, WE WOULDN'T HAVE MUCH TIME.
WE HARDLY CAN GET ANYTHING IN SIX MONTHS ANYMORE.
WE ALMOST NEED 12 MONTHS TO GET ANYTHING AND SECURE IT AND MAKE SURE IT'S HERE.
NOVEMBER DOESN'T GIVE US A WHOLE LOT OF RUNWAY FOR THAT FOLLOWING SUMMER.
YOU'RE REALLY LOOKING ALMOST A YEAR-AND-A-HALF OUT TO THE SUMMER OF 2025.
WITH MAY ELECTION, IT ALLOWS US TO PLAN ALMOST 12 MONTHS IN ADVANCE.
THERE'S ALWAYS THINGS YOU CAN DO REALLY QUICKLY, BUT THIS GIVES US ENOUGH PLANNING FOR THAT FOLLOWING SUMMER.
SO LEAD TIMES IS SOMETHING THAT'S NEW AND IT'S ONE OF THE OBSTACLES THAT WE'RE HAVING TO WORK THROUGH EVEN WITHIN THE 2019 BOND.
WELL, WE DEVELOPED OUR COST BASED ON MAY, AND SO ANYTHING MOVING TO NOVEMBER, THERE COULD BE SOME INFLATION, SOME INCREASES IN COSTS.
I DON'T KNOW WHAT THAT WOULD BE.
BUT I'M ASSUMING THAT THERE'LL BE ADDITIONAL COST IF WE DEFER SOME OF THOSE PROJECTS AND THE START OF THOSE PROJECTS.
ALSO RIGHT NOW, WE HAVE AN ELECTION IN MAY FOR BOARD CANDIDATES.
NOVEMBER, WE DON'T NECESSARILY HAVE AN ELECTION ON THE BOOKS THAT WE WOULD NEED.
IF WE WERE TO DO SO IN NOVEMBER, THEN WE WOULD HAVE TO PAY TRAVIS COUNTY TO RUN THAT ELECTION.
THEN I WANT US TO DISCUSS TIMELINE WHAT THIS LOOKS LIKE.
SOMETIMES YOU MAY THINK THAT THE TURNAROUND IS QUICK, BUT THERE'S A LOT OF WORK TO BE DONE, BUT WE'VE DONE IT BEFORE.
THIS IS EXACTLY WHAT WE DID IN 2019.
WE STARTED ABOUT THE SAME TIME.
WE STARTED AT AROUND THE SAME TIME.
WE'LL END AROUND THE SAME TIME BECAUSE WE STILL HAD THOSE SAME DEADLINES IN FEBRUARY IN ORDER TO CALL MAY ELECTION.
I WANT TO REMIND EVERYONE WHAT WE DID LAST TIME.
THE PROCESS IN 2019 BOND OR SORRY, 2023 BONDS FOR MAY, WE LOOK VERY SIMILAR.
WE GO THROUGH THE SAME PROCESS WHERE WE MEET WITH A BOND ADVISORY COMMITTEE AND REVIEW IT WITH THEM AND THEN COME TO THE BOARD WITH THEIR RECOMMENDATION, AND THEN WE DO ONE TABLE AT A TIME ALL THE WAY THROUGH DECEMBER.
THEN WE HAVE MANY DISCUSSIONS ON HOW WE MAY WANT TO PARE THINGS DOWN OR EXPAND AND GIVE A LITTLE BIT OF LEEWAY BEFORE WE NEED TO CALL IN FEBRUARY.
WHAT THAT BOND ADVISORY COMMITTEE REVIEW WOULD LOOK LIKE.
WHAT ARE WE GOING TO DO IN EACH MEETING? WE'RE GOING TO LOOK AT ALL THE LINE ITEMS CONTAINED WITHIN A TABLE.
[02:05:02]
WE'RE GOING TO GO ONE TABLE AT A TIME.WE'RE GOING TO REVIEW THOSE AND THEN WE'RE GOING TO HAVE DISCUSSION WITH THE BACK MEMBERS, WITH ADMINISTRATION, BUT ALSO THESE ARE OPEN MEETINGS SO WE MAY HAVE SOME DIALOGUE WITH COMMUNITY MEMBERS IF THEY'RE PRESENT, AND THEN WE'RE GOING TO DEVELOP A BACK RECOMMENDED CATEGORY FOR EACH LINE ITEM, AND THESE CATEGORIES ARE SOMETHING THAT WE DEVELOP WITH OUR BOND ADVISORY COMMITTEE ON HOW WE WANT TO CATEGORIZE THESE PROJECTS BEING A ONE TWO OR THREE PRIORITY AND SO THAT'S WHAT WE WILL BRING TO YOU AND THOSE CATEGORIES AND YOU'LL BE ABLE TO EVALUATE THAT, AND WE CAN HAVE DISCUSSIONS AROUND THOSE, BUT IT'S GOING TO BE ONE TABLE AT A TIME.
DISCUSSING THE 2019 BOND OVERSIGHT COMMITTEE.
I'VE MENTIONED THIS EARLIER SO WITHIN THEIR OPERATING POLICIES AND PROCEDURES, IT GIVES SOME FLEXIBILITY IN ORDER TO SERVE AS AN ADVISORY GROUP FOR ANY POTENTIAL BONDS.
THAT'S ALREADY IN THE OPERATING PROCEDURES.
WE DON'T NEED BOARD ACTION TO GIVE DIRECTION THERE, BUT WE NEED DIRECTION FROM YOU TO SAY GO AHEAD AND DO THAT.
THAT'S ALREADY INCLUDED IN THEIR OPERATING PROCEDURES.
THAT'S SOMETHING THAT WE NEED FROM YOU.
HOPEFULLY TONIGHT SO WE CAN BEGIN THESE CONVERSATIONS.
BUT ALSO ANY GUIDING PARAMETERS, ANY GUARDRAILS THAT YOU MAY HAVE ON YOUR MIND.
THERE'S A TARGETED DOLLAR AMOUNT AFTER DISCUSSIONS THAT CHRIS HAD WITH YOU ON BUDGET.
IF THERE IS SOMETHING DOESN'T HAVE TO BE JUST THAT WOULD BE SOMETHING THAT WE WOULD SHARE WITH ADVISORY COMMITTEE AND THEN ANY SPECIFIC BOARD PRIORITIES.
FOR EXAMPLE, I GIVE ONE EXAMPLE IS REDUCED M&O COSTS.
THAT'S BEEN PRETTY CONSISTENT, BUT IF THAT'S A PRIORITY OR THERE'S OTHERS, MAY BE SOMETHING THAT WOULD BE BENEFICIAL TO THE GROUPS, AND THEN WE CAN SHARE THAT WITH BOND ADVISORY COMMITTEE AS WE DEVELOP WHAT THOSE RECOMMENDATIONS MAY LOOK LIKE.
THAT'S THE QUICK OVERVIEW OF A POTENTIAL BOND AT 23. OPEN UP FOR QUESTIONS.
WE'RE GOING TO START WITH HEATHER, THEN WE'RE GOING JAMES THEN WE'RE TO ELLEN.
>> THANK YOU SO MUCH FOR THIS PRESENTATION.
I JUST WANTED TO SAY FIRST AND FOREMOST THAT I APPRECIATE THE WORK THAT YOU GUYS HAVE DONE AND ALSO THE WORK THEY ENVISION E1 AND THE BACK AND THE BACH KEPT DONE IN THE PAST.
I THINK THAT WE HAVE A REALLY GREAT PROCESS ALREADY, SO I'M FULLY SUPPORTIVE OF GETTING THE BACK BACK TOGETHER AND GET THIS PARTY STARTED.
MY PARAMETERS AND THEN I HAVE A COUPLE OF QUESTIONS.
OUR PARAMETERS WOULD BE NO TAX INCREASE.
I APPRECIATE THAT WE CONTINUE TO LOWER OUR TAX RATE HERE IN IAN'S ISD, AND I WOULD LIKE TO KEEP OUR TAX RATE AS LOW AS POSSIBLE BECAUSE OUR ASSESSED VALUES KEEP GOING UP, AND ALWAYS TO REDUCE MNO TO KEEP AS MUCH MONEY IN OUR BUDGET FOR STAFF SALARIES AS POSSIBLE.
MY QUESTIONS AND MAYBE THESE ARE SILLY, BUT OUR SOLAR PANELS UNDER GENERAL THIS IS LIKE IN THE PROPOSITION.
>> SOLAR PANELS WILL BE UNDER GENERAL?
>> SAFETY AND SECURITY CAMERAS AND WAVE FINDER, WOULD THAT BE TECHNOLOGY OR ALSO GENERAL? BECAUSE I FEEL LIKE IT COULD GO EITHER WAY.
>> SAFETY THE CAMERAS WOULD BE GENERAL AND THAT'S SOMETHING THAT'S SPECIFICALLY THEY POINTED OUT IN THOSE LAWS IS ANYTHING TIED TO SAFETY TECHNOLOGY, TIED TO SAFETY COULD BE THE FINAL.
AWESOME, I LIKE THAT, THAT'S HELPFUL.
THEN JUST ONE OTHER POINT AND I MADE THIS THE LAST CONVERSATION THAT WE HAD ABOUT A POTENTIAL BOND IS JUST THAT I KNOW THAT LEGISLATION IS COMING IN REGARDS TO TECHNOLOGY BECAUSE OF HOUSE BILL 39.06, WE ARE REQUIRED TO TEST ON IPADS OR COMPUTERS SO I JUST WANT TO BE MINDFUL OF THAT GOING FORWARD THAT THEY MAY GIVE US SOME MONEY FOR THAT.
BUT AT THE SAME TIME, I'M SURE WE CAN ALWAYS USE IT FOR REFRESHING LATER SO THANK YOU.
>> TO CLARIFY YOUR POINT ON THE LEAVING THE INS TAX RATE WHERE IT IS.
WITH JUST A LITTLE BIT OF CREATIVE STRUCTURING, WE COULD DO THE FULL 150 MILLION AND LEAVE THE TAX RATE AT $0.12.
>> THANK YOU, JAMES. THEN ELLEN THEN LAURA.
>> THANK YOU. MY THOUGHTS ON THE BACH BECOMING BACK WE'D LIKE A T-SHIRT FOR THAT I THINK.
I THINK WE'VE BUILT A COMMITTEE OF PEOPLE WHO HAVE SPENT MANY HOURS OVER THE LAST COUPLE OF YEARS DEDICATED TO THINKING ABOUT THESE THINGS, AND AT THE SAME TIME, I'M ALWAYS AN ADVOCATE OF INVOLVING NEW COMMUNITY MEMBERS WHO HAVEN'T BEEN INVOLVED BEFORE IN THESE TYPES OF DISCUSSION AND GETTING MORE AND MORE PEOPLE IN THE COMMUNITY WHO MAY BE INTERESTED, INVOLVED AND TO THE EXTENT THAT IF THE BLOCK BECOMES THE BACK AND WE IDENTIFY OPENINGS THAT WE NEED TO FILL OR THE OPPORTUNITY TO ADD ALTERNATES TO THE COMMITTEE OR SOMETHING LIKE THAT.
I WOULD LIKE FOR US TO THINK ABOUT HOW WE CAN
[02:10:02]
OPEN THIS UP TO INVOLVE ADDITIONAL COMMUNITY MEMBERS.I JUST THINK THAT HAS A GREAT AMOUNT OF VALUE.
AS FAR AS MAY VERSUS NOVEMBER GOES.
COMING OUT OF THE LAST MEETING.
I THINK THAT LOT OF US WERE CONCERNED ABOUT, WE WE WEREN'T GETTING THE STORY OF WHAT GOES IN IT, SO IT FELT RUSHED, AND LATER AS I GAVE THAT MORE THOUGHT, I REALIZED THAT I THINK IT'S FAIR TO MOVE FORWARD TOWARD A MAY BOND ELECTION WITH THE KNOWLEDGE THAT IF THE BOARD ISN'T COMFORTABLE THAT WE'RE PROGRESSING ON THIS, THAT WE'RE GETTING A GOOD FEELING FOR WHAT'S IN THE BOND THAT WE COULD PUSH IT OUT.
I AGREE WITH THAT, BUT I THINK THAT IT'S FAIR TO HEAD TOWARD MAY AND MOVE ALONG THAT TIMELINE AND IF IT STARTS FEELING TOO RUSHED, I THINK THE BOARD STILL HAS THE ABILITY TO PUSH THE BRAKE PEDAL ON THAT ONE.
AS FAR AS YOU MENTIONED, YOU WOULD WANT TO MASK THE SEPARATION OF THE PROPOSITIONS TO US.
BUT PART OF ME IS INTERESTED IN THAT, SO I'D STILL LIKE TO NOTE, PART OF THE REASON IS WHEN YOU THINK ABOUT ALL OF US UP HERE HAVE BEEN ELECTED, AND YOU THINK ABOUT AN ELECTION, YOU THINK ABOUT HOW DO I BUILD COALITIONS TO SUPPORT THESE THINGS? KNOWING WHAT'S GOING TO BE IN THIS BUCKET, IN THAT BUCKET, IN THAT BUCKET IT HELPS YOU UNDERSTAND THIS APPEALS TO THIS GROUP AND THIS APPEALS TO THAT GROUP, AND HOW DO WE MAKE SURE THAT WE'RE MEETING NEEDS THERE? I'D LIKE TO ASK THAT WE GET SOME INSTRUCTION ON BOARD MEMBERS ATTENDING THE BACK MEETINGS.
I KNOW THAT WE'RE CONCERNED ABOUT QUORUMS. I'D ALSO LIKE TO KNOW FROM PREVIOUS BOARD MEMBERS WHAT THEIR THOUGHTS ARE ON THAT.
DOES IT CAUSE THE BANK TO ACT DIFFERENTLY OR MAYBE HAVING A BOARD MEMBER IN THE ROOM CREATES A DIFFERENT DYNAMIC? I'D LIKE TO GET SOME FEEDBACK. WE DON'T HAVE TO DO IT TONIGHT, BUT I'D LIKE TO GET SOME FEEDBACK ON THAT.
THEN, AS FAR AS PRIORITIES GO, I SUPPORT THESE GREEN ENERGY INITIATIVES, AND BOTH FROM GREEN ENERGY SIDE OF IT, BUT ALSO FROM THE PERSPECTIVE OF THE GIANT CHECKS THAT WE WRITE TO PAY FOR OUR ELECTRICITY.
I WOULD JUST LIKE TO KNOW THAT THESE ALTERNATIVES THOUGH, HAVE A PAYOFF TIMELINE.
IT'S AT LEAST NEUTRAL OR POSITIVE FOR US.
MEANING THAT, IF IT'S A 20 YEAR LIFESPAN FOR A SOLAR PANEL, DOES IT PAY FOR ITSELF OR WHEN DOES IT PAY FOR ITSELF, ETC.
WE DON'T HAVE TO GET INTO THOSE NITTY-GRITTY DETAILS.
I AGREE, NO TAX RATE INCREASE AND I APPRECIATE THE ANALYSIS YOU'VE DONE ON THAT, CHRIS.
MY THIRD THING IS, I'D LIKE TO MAKE SURE THAT WE'RE GOING BOTTOMS UP, MEANING WE'RE ADDING UP THINGS THAT TOTAL WHAT THE BOND, ISN'T IT? WE DON'T NEED TO SEE THE LINE BY LINE NITTY-GRITTY DETAIL, BUT TO KNOW THAT WE DIDN'T GO, OH, WE'VE GOT 150 MILLION, LET'S GO FIND A WAY TO SPEND 150.
BUT MORE OF, WE'VE IDENTIFIED 170 MILLION OR WHATEVER THAT NUMBER IS AND WE GOT TO HAVE THIS COMMITTEE HELP US FOCUS ON WHAT WE REALLY NEED.
THEN OF COURSE, THE REDUCED M&O, YOU'VE GOT THAT ONE AS WELL.
THAT'S MY FEEDBACK ON THIS AND I APPRECIATE THE ATTENTION YOU'RE PUTTING INTO THIS.
>> ON THE SEPARATE PROPOSITIONS, WE ARE TRYING TO WORK OUT HOW WE'RE GOING TO IDENTIFY THOSE THROUGH PROCESS.
WHETHER WE CAN HIGHLIGHT A PROJECT SAYING THAT THIS IS WITHIN THIS CATEGORY, BUT IT WOULD HAVE TO BE PULLED OUT ON PROPOSITION.
WE'RE GOING TO DO IT NECESSARILY AND SHOW IT, BUT WE'RE GOING TO IDENTIFY THOSE PROJECTS THAT WOULD POTENTIALLY BE HONEST IF A PROPOSITION, SO I GET YOU A 100 PERCENT.
>> THANK YOU. ALWAYS GOOD TO SEE YOU.
AN ANSWER TO YOUR QUESTIONS, I SUPPORT MOVING THE BOT TO THE BACK.
I DO THINK IT'D BE HELPFUL TO INVOLVE SOME ADDITIONAL PEOPLE, ESPECIALLY THOSE WHO HAVE WORKED ON OTHER COMMITTEES THAT HAVE DEALT IN THESE AREAS.
THERE WERE A COUPLE OF PEOPLE ON ENVISIONING, SEVERAL ON THE TECHNOLOGY ADVISORY TASK FORCE, AND EVEN THE SAFETY AND SECURITY COMMITTEE FOR THE SHACK, I THINK, MIGHT HAVE PEOPLE WHO ARE INTO THE SAFETY AND SECURITY CONVERSATION.
MAYBE DRAWING FROM EXPERTISE FROM THOSE OTHER COMMITTEES TO ADD TO THAT MIGHT BE HELPFUL.
I ALSO AM SUPPORTIVE OF THE RECOMMENDATION TO GO IN MAY AFTER LAST MEETING, PARTICULARLY WHEN IT DAWNED ON ME THEY'RE PAYING FOR TWO ELECTIONS MAY NOT BE NECESSARY.
THE LAST TIME I ASKED THE QUESTION ALONE, ELECTION WAS OVER A $100,000.
THAT BECAME PRETTY UNPALATABLE, PRETTY QUICKLY.
CHRIS HAS INDICATED THAT WE COULD DO 130 TO 150.
BUT LET ME HOLD THAT THOUGHT FOR A SECOND, BECAUSE GOING BACK TO OUR LAST MEETING,
[02:15:03]
I BECAME INCREASINGLY MORE UNCOMFORTABLE WITH A BOND EVERY TWO YEARS FOR THE NEXT SIX YEARS.CAN WE TALK A LITTLE BIT ABOUT THAT? I UNDERSTAND WHY THE RECOMMENDATION WAS MADE, BUT I'M NOT SURE THAT THAT IS SOMETHING THAT SETS US UP FOR THE MOST SUCCESS.
IN MY MIND, A WAY WE COULD GET THERE WOULD BE TO DO 2023 IN MAY, SO SOONER RATHER THAN LATER.
MAYBE GO TO 2026 AS THE NEXT ONE, THREE PLUS YEARS.
IN THAT 2026 BOND, PERHAPS INCLUDE THE NEXT TECHNOLOGY REFRESHED SO WE COULD GET BACK ON OUR FOUR-YEAR CYCLE FOR 2030.
SO 2023, 2026, 2030, OR SOMETHING THAT ELONGATES IT OUT AND GETS A LITTLE BIT CLOSER TO OUR TRADITIONAL FOUR-YEAR CYCLE.
HAVING SAID THAT, I WOULD RATHER NOT NECESSARILY GO TO THE MAT IN 2023.
IF WE ARE LAYING THE GROUNDWORK FOR, WHAT DID YOU CALL IT IN THE LAST PRESENTATION? THE BIG MAJOR PROJECTS. [OVERLAPPING].
>> MAJOR PROJECTS BEING IN 2026, THAT NEEDS TO BE A MAJOR PROJECTS NAME.
IT NEEDS TO BE SOMETHING THAT IS COMPREHENSIVE AND INCLUSIVE, AND INCLUDES A LOT OF THE THINGS RATHER THAN IT'S DOING A LITTLE BIT AROUND THE EDGES ON SOME OF THE FACILITIES, SPECIFICALLY THE FACILITIES AND THE STUDENT PROGRAMS IN YOUR FULL BUDGET.
I'D RATHER LOOK AT CRITICAL NEEDS AGAIN IN 2023, AND IN MY MIND, THAT WOULD BE ENERGY EFFICIENCY WHICH LEADS TO M&O SAVINGS, TECHNOLOGY LEVERAGE AND SAFETY.
>> TO CLARIFY, WHEN WE PRESENTED THAT LAST TIME, WHAT WE WERE TALKING ABOUT WAS NOT A SHORTENING OF THE M&O CYCLE.
THIS 2023 BOND WOULD BE A FOUR-YEAR CYCLE, AND SO WE ENVISIONED THAT 2025 IS A COMPLETELY STANDALONE.
WHETHER YOU CHOSE TO DO IT OR NOT DO IT, IT WOULDN'T IMPACT THE NEXT M&O CYCLE, WHICH WOULD COME UP ABOUT FOUR YEARS LATER, MAYBE IN 27, WHICH IS WHY I SHOWED YOU THAT NUMBER OUT THERE.
IF WE DID 2023 AS JEREMY AND HIS TEAM HAVE PUT TOGETHER SOME PROPOSALS, THAT WOULD TAKE US FOUR YEARS INTO THE FUTURE.
THE 2025 WOULD REALLY BE A STANDALONE AND YOU COULD AT THAT TIME DECIDE TO DO IT OR NOT DO IT AND IT WOULDN'T IMPACT WHAT HAPPENED IN 23.
WE WOULDN'T HAVE TO GO IN AND 25 AND RENEW THE H FACTS AND ALL THOSE THINGS THAT WE ALWAYS DO ON THESE M&O BONDS.
>> I GUESS I'M SUGGESTING A DIFFERENT WAY TO SKIN THAT CAT.
>> YOUR SUGGESTING COMBINING THEM, MOVING BACK AND MOVING UP.
>> IN SOME RESPECTS, AS FRUGAL AS WE CAN BE TO HAVE MORE MONEY IN 2026 TO DO A MORE COMPREHENSIVE PROGRAM THAT MIGHT INCLUDE AN HVAC SYSTEM, BUT PART OF A COMPLETE CAMPUS REORDER.
>> THAT'D BE MORE TRANSFORMATIONAL.
>> RIGHT. AS OPPOSED TO HAVING THAT MAJOR PROJECTS BE SOMETHING THAT FEELS OPTIONAL.
BECAUSE I THINK OUR CAMPUSES ARE AGING.
WE ARE TO A POINT WHERE WE NEED TO HAVE A LOT OF TRANSFORMATIONAL RENOVATION AND REFRESHMENT OF OUR CAMPUSES.
I WOULD NOT GO IN IT TO DIMINISH THAT, I'LL CALL IT THE 2026, I WOULD GO IN WITH THE MINDSET OF MAXIMIZING IT AND PERHAPS PICKING UP SOME OF THOSE M&O THINGS OR MOST OF THOSE M&O THINGS, BUT IN THE CONTEXT OF A FULL REFRESH, AND THEN PERHAPS PICKING IT UP LATER ON.
I DON'T THINK WE GET MANY OPPORTUNITIES TO GO BIG.
I WOULD LOOK AT THE NEXT SIX YEARS IN TERMS OF HOW DO WE MAKE SURE THAT WE HAVE THE OPPORTUNITY TO DO THAT BIG TRANSFORMATIONAL PROJECTS ON OUR CAMPUSES?
I TRY TO GO DOWN THE LIST AND ORGANIZE MY THOUGHTS TO BACK.
[02:20:01]
THAT PROCESS HAS SERVED US WELL OVER THE PAST MANY YEARS AND I SEE NO REASON NOT TO CONTINUE WITH THAT.YOUR QUESTION ON MAY VERSUS NOVEMBER, I CAN'T ANSWER HONESTLY.
WE HAVE LINGERING QUESTIONS FROM THE LAST BOARD MEETING, PARTICULARLY WHAT ELLEN BRINGS UP AS TO WHETHER OR NOT THERE WILL BE A 2025 MAJOR PROJECTS BOND.
I ABSOLUTELY AGREE WITH ELLEN I DO NOT LIKE THE IDEA OF A BOND EVERY TWO YEARS.
I UNDERSTAND THE REASON THAT YOU DID IT OR YOU'RE STRUCTURING IT THAT WAY I UNDERSTAND THE PURPOSE, BUT IT'S OUR JOB TO PUT FORWARD BONDS THAT ARE GOING TO PASS, AND THAT ARE GOING TO GET US DOWN THE ROAD WHERE WE NEED AND I REALLY, REALLY HAVE MAJOR CONCERNS ABOUT A BOND EVERY TWO YEARS.
I THINK ELLEN, YOU BROUGHT UP SOME REALLY GREAT IDEAS ABOUT WAYS TO THINK ABOUT THIS DIFFERENTLY WHEN I WAS ORIGINALLY THINKING ABOUT THIS.
AT THE LAST MEETING, MY THOUGHT WAS DELAYING 2023 OR MAY 2023 TO NOVEMBER OR EVEN TO MAY OF 2024, SO THAT WE COULD SOMEHOW SEPARATE THOSE THREE INTO TWO BONDS, HAVE SOME OF THE MAJOR PROJECTS NOW, AND THEN TIME TO PLAN FOR THE BIGGER ONES DOWN THE ROAD.
THERE'S NO DOUBT THAT OUR FACILITIES NEEDS SOME WORK.
WE HAVE SOME MAJOR NEEDS AT MANY CAMPUSES THAT HAVE TO BE ADDRESSED AND WE CAN'T KEEP KICKING THESE THINGS DOWN THE ROAD.
WE HAVE TO HAVE A PLAN AND WE NEED TO HAVE A PLAN THAT WE REALLY THINK THAT OUR COMMUNITY IS GOING TO GET BEHIND.
I JUST CAN'T GIVE YOU AN ANSWER BECAUSE I DON'T FEEL LIKE WE HAVE A GOOD PLAN RIGHT NOW.
I COULD GET BEHIND MAY OF 2023 IF I KNEW WHAT WAS BEING PLANNED DOWN THE ROAD.
IF THIS WAS GOING TO BE A VERY PAIRED DOWN BOND LIKE ELLEN SUGGESTS WITH HAVING THAT MAJOR PROJECTS BOND COMING SOONER, OR THE MAJOR PROJECTS BOND COMBINED WITH SOME MAINTENANCE AND OPERATION THINGS SOONER OR DELAYING TO MAY 2024 AND SEPARATING THINGS OUT.
I KNOW THAT THERE'S SOME CONCERNS AROUND TECHNOLOGY REFRESHED AND THINGS IF WE WAIT TO MAY OF 2024, BUT I ALSO WONDER IF THAT'S NOT THE END OF THE WORLD.
WE'RE IN A LOT BETTER SITUATION.
TECHNOLOGY-WISE THAN MANY DISTRICTS AND HEATHER MENTIONED, IT'S POSSIBLE THAT THERE COULD BE MONEY COMING FROM THE LEGISLATURE.
I HONESTLY, I CAN'T GIVE YOU AN ANSWER.
I CAN'T IN GOOD FAITH GIVE YOU AN ANSWER ON THAT UNTIL WE HAVE A BETTER PLAN.
I HOPE THAT YOU'LL TAKE SOME OF OUR SUGGESTIONS TO HEART AND REALLY THINK ABOUT THAT AND COME BACK TO US WITH A PLAN, A DIFFERENT PLAN.
BECAUSE AS OF OUR DISCUSSION LAST TIME, I THINK THE MAJORITY OF THE BOARD WAS NOT IN FAVOR OF A BOND EVERY TWO YEARS.
MY TWO SONS THAT I JUST CAN'T GIVE YOU AN ANSWER, I DON'T HAVE ENOUGH INFORMATION.
THEN I AGREE WITH JAMES ABOUT NOT KNOWING THE CATEGORIES FOR THE VARIOUS PROPOSITIONS.
LIKE I SAID, IT'S OUR RESPONSIBILITY TO PUT FORWARD A BOND THAT WILL PASS.
I THINK THAT'S SOMETHING THAT WE NEED TO KNOW AND NOT KNOW IT THE VERY LAST MINUTE.
PRIORITIES MINOR, REALLY THE SAME AS EVERYBODY ELSE, YES.
LET'S CONTINUE TO REDUCE M&O COSTS, I'M NOT INTERESTED IN ANY BOND THAT WOULD RAISE THE TAX RATE.
I THINK OF IN LINE WITH THE REST OF THE BOARD THERE. THANK YOU.
>> THIS IS A TOUGH ONE. SHOULD I AGREE? IT'S HARD TO ANSWER THIS QUESTION.
ALL OF THESE QUESTIONS, SOME OF THEM ARE STRAIGHTFORWARD, YES.
AT THE BACK HAS BEEN INCREDIBLY SUCCESSFUL AND STILL THE BEST MEETING IN TOWN AND I HOPE THAT PEOPLE SHOW UP FOR THE BACK MEETINGS.
YOU ASKED ABOUT TOTAL, THE TARGET AMOUNT FOR THIS BOND.
BELIEVE IT OR NOT, IT SHOULD BE, IN SOME WAYS IT SHOULD BE STRAIGHTFORWARD BUT ELLEN, YOU BROUGHT UP SOME INTERESTING IDEAS, LET ME COME BACK TO THAT.
PRIORITIES, YES, LET ME ECHO THE REDUCED M&O.
I'D LIKE TO SEE THINGS THAT HAVE THE MAXIMUM IMPACT, MAXIMUM RETURN ON INVESTMENT, TAX RATES.
NO INTERESTS IN INCREASING THAT,
[02:25:02]
ESPECIALLY WITH THE ASSESSMENTS THE WAY THAT THEY ARE.I WILL SAY I'M IN FAVOR OF MAY BOND, I KNOW I WASN'T LAST TIME THAT WE TALKED ABOUT IT, BUT THINKING ABOUT THE FOUR YEAR CYCLE AND THERE ARE SOME THINGS THAT I FEEL WE DO NEED TO DO AND TAKE CARE OF, THAT NEEDS TO HAPPEN IN MAY.
WE NEED TO START THAT PROCESS THEN TWICE TONIGHT.
I MENTIONED YOUR FORESIGHT, LOOKING FORWARD AND PLANNING AHEAD AND I THINK THAT THIS COMES IN.
THIS IS WHAT WE'RE TALKING ABOUT, IS YOU'RE ASKING TO REFRESH.
WE NEED THESE THINGS AND WE NEED THEM.
I WOULD BE IN FAVOR OF PUTTING FORWARD SOMETHING IN MAY.
CHRIS, IF WE WERE TO PUSH TO 26, WHICH I THINK IS AN INTERESTING IDEA, BUT I HAVE A TWIST ON YOUR IDEA ON.
IF WE WERE TO PUSH TO 26, WHAT DOES THAT DO TO OUR BOND CAPACITY WITH MAINTAINING OUR TAX RATE?
>> I'VE BEEN SITTING HERE FOR THE LAST FEW MINUTES THINKING ABOUT THAT.
I DON'T HAVE MY SPREADSHEETS IN FRONT OF ME.
BUT I THINK THAT WE COULD EASILY STRUCTURE THAT AND WE COULD PROBABLY INCREASE CAPACITY.
I DON'T WANT TO SAY SIGNIFICANTLY, BUT I THINK I GAVE YOU A NUMBER OF 250 MILLION LAST TIME, I THINK IT WOULD BE BIGGER.
WHETHER THAT'S 300 OR 350, I DON'T KNOW YET.
I'LL PLAY AROUND WITH THAT AND LET YOU KNOW BUT INVESTING IS EMINENTLY DOABLE.
>> THANK YOU. THAT'S GOOD NEWS.
MY TWIST ON IT, ELLEN, AND I'VE HAD LIKE THREE MINUTES TO THINK ABOUT IT.
[LAUGHTER] PLEASE DON'T HOLD ME TO THIS, THIS IS WORKING MEETING.
MY TWIST ON IT IS NOT MINIMIZE THAT 23 BONDS.
GO AHEAD AND START MAKING SOME OF THOSE FORMATIVE CHANGES IN 23.
INSTEAD OF HAVING A BARE MINIMUM BOND AND MAY OF 23, AND THEN A MORE TRANSFORMATIVE BOND IN 26, EVEN THOSE OUT A LITTLE BIT.
WE CAN START LAYING THE GROUNDWORK FOR SOME OF THOSE BIG THINGS.
THAT ALSO ALLOWS US, I DON'T WANT US TO BE DOING ANYTHING FROM THE 23 BOND, THAT WE'RE GOING TO UNDO LATER.
I WOULD RATHER, LET'S LOOK AT THE TWO OF THEM.
LIKE ALMOST LIKE A PHASE 1, PHASE 2.
IT'S NOT A LOT OF TIME BUT ENVISIONING AND XIAN, JEREMY, YOU'VE BEEN TALKING ABOUT THIS FOR YEARS.
CHRIS, YOU HAVE TO, PJ YOU PROBABLY HAVE ALL STUFF.
AGAIN, I HAD LIKE THREE MINUTES TO THINK ABOUT IT, BUT THAT'S JUST A THOUGHT THAT I'M GOING TO THROW OUT THERE.
THEN WE WOULD BE ON A FOUR YEAR SO WE WOULD DO IT A 23, A 26, AND THEN A 30.
I THINK THAT THAT WOULD BE MORE PALATABLE.
I THINK EVERY TWO YEARS I STRUGGLED WITH THAT DOING A 23, A 25.
THOSE ARE MY THOUGHTS. WAS THERE ANOTHER QUESTION THAT YOU HAD FOR US THAT COVER EVERYTHING.
>> NO. AGAIN, THE TARGET THAT'S NOT NECESSARY.
IT JUST IF THERE WAS SOMETHING THAT THE BOARD WANTS PROVIDE NO MATTER WHAT THE BACK IS GOING TO GO THROUGH A PROCESS AND IDENTIFY PROJECTS AND THERE'S GOING TO BE ASSOCIATED PRICE TAG FOR THOSE.
>> YEAH. JAMES, I THINK YOU MENTIONED THAT BOTTOM-UP IS THAT I COULDN'T EVEN BEGIN TO PUT A NUMBER ON IT.
YEAH, IN THE MIDDLE OF THE NIGHT, I'LL THINK OF SOMETHING [LAUGHTER].
>> THANK YOU. LET'S SEE, KIM AND THEN HEATHER.
>> GREAT. I'LL RUN THROUGH A COUPLE OF THINGS.
OBVIOUSLY, LIKE OTHER TRUSTEES HAVE SAID, TAX NEUTRAL, I DON'T THINK THAT ANYONE HAS THE CAPACITY OR THE COMMUNITY HAS THE ONE FOR INCREASED TAXES AT THIS POINT.
I WAS MORE IN THE NOVEMBER CAMP LAST TIME.
MY HESITATION LAST TIME WAS, CAN WE BE READY AND CAN WE MAKE DECISIONS FOR MAY? WHEN I LOOK AT THE TIMELINE IN ONE OF YOUR SLIDES UP HERE, AND I WAS BACK AND BACK LAST TIME, I DON'T EVEN REMEMBER US STARTING IN SEPTEMBER OR STARTING THIS EARLY.
I'M SURE WE DID, IF YOU'RE SAYING WE DID.
[02:30:01]
BUT THERE'S A LOT OF ENERGY THAT GOES INTO IT.I THINK THAT, THAT LEAVES MY CONCERNS WITH, CAN WE GET THE INFORMATION? CAN THINGS GET VETTED AND GOOD DECISIONS MADE ON BEHALF OF THE DISTRICT IN TIME FOR MAY ELECTION? I WOULD BE MORE IN MAY CAMP AT THIS POINT, OF COURSE, BACK-TO-BACK.
I THINK ALL THE SUGGESTIONS THAT WE'VE HEARD ARE GREAT IN TERMS OF FILLING IN GAPS.
I WOULD ALSO SAY, JEREMY, YOU WORK WITH EVERYBODY IN THIS ROOM.
BUT I WOULD GO BACK TO BACK LEADERSHIP AND SEE IF THEY HAVE.
THEY'RE GOING TO KNOW THE COMMITTEE, THEY'RE GOING TO KNOW WHO WANTS TO TRANSITION OVER TO BACK.
BUT THEY MAY ALSO HAVE SOME SUGGESTIONS IN ADDITION TO ENVISIONING AND IN ADDITION TO SHAQ BECAUSE THEY'VE BEEN WORKING WITH EVERYONE, ALONG WITH YOU AND CHRIS FOR THE LAST FOUR YEARS.
I WOULD GATHER INFORMATION FROM LEADERSHIP THERE.
I WOULD SAY TOO, IF WE REMEMBER THREE YEARS AGO, THAT BACK TOOK ON A LIFE OF ITS OWN.
THE BOND THAT WAS ANTICIPATED BY THE TRUSTEES AT THAT TIME DIDN'T TURN OUT TO BE THE BOND THAT WAS PUT BEFORE THE COMMUNITY AND THAT EVENTUALLY PASSED.
ONE RECOMMENDATION WOULD BE TO GET THE WORD OUT SO THAT COMMUNITY MEMBERS DO ATTEND THE BACK SESSIONS.
BACK SESSIONS WERE NOT ATTENDED UNTIL THE POOL CAME UP AND FACILITIES CAME UP.
THEY WERE CRICKETS UNTIL COMMUNITY MEMBERS GOT INVOLVED AND COMMUNITY MEMBERS STARTED TALKING ABOUT THAT AND BRINGING THEIR IDEAS BECAUSE IT WAS COMMUNITY MEMBERS THAT CHANGED THE FOCUS OF THE BOND LAST TIME.
I THINK THAT WE CAN PUT A SCHEDULE TOGETHER AND THIS LOOKS GREAT, BUT WE MAY HAVE SOME PIVOTS IN THERE AND WE MAY HAVE THINGS THAT CHANGE AND THAT THAT BUBBLE UP FROM THE COMMUNITY, SO I THINK THAT WE'VE JUST GOT TO HAVE SOME FLEXIBILITY.
WE DON'T HAVE TO MAKE THAT DECISION FOR SIX MORE MONTHS, FIVE MORE MONTHS, SO WE WATCH IT.
JAMES, AS TO YOUR QUESTION OF WHETHER TRUSTEES, THIS WASN'T YOUR QUESTION, JEREMY, CHRIS, AND TJ.
BUT WHETHER TRUSTEE SHOULD COME AND SIT IN, I WOULD SAY NO.
SITTING IN THAT SPOT A COUPLE OF YEARS AGO, YOU, JANE, AND JAMES CAME AND SAID, "THANKS A LOT, DO YOUR JOB." BUT MY CONCERN WOULD BE HAVING TRUSTEES COME MAYBE CHANGES THE ENERGY IN THE ROOM AND PRESSURIZE IT IN A DIFFERENT WAY THAN WHAT IS ANTICIPATED.
YOU WANT PEOPLE NOT TO FEEL SCRUTINIZED, BUT TO JUMP IN AND BE ABLE TO SAY AND DO AND REACT AND HAVE A FULL DIALOGUE.
THAT WOULD JUST BE MY TWO SENSE THAT, I THINK PEOPLE APPRECIATE JUST LIKE YOU DID COMING BY AND SAYING THANK YOU FOR SERVING, BUT THEN SCOOTING OUT OF THE ROOM LIKE THE TWO OF YOU DID A COUPLE OF YEARS AGO.
I THINK THAT'S IT. THAT'S ANSWERING YOUR QUESTIONS. THANKS.
>> THANK YOU. HEATHER AND THEN JANE.
>> I'LL BE BRIEF. I DIDN'T COVER THE DWIGHT ONE, THE 2023 OR WHATEVER THAT DISCUSSION WAS.
I AM IN SUPPORT OF THE 2023 BECAUSE IN MAY, LET ME CLARIFY THAT.
I THINK THAT WE HAVE A VERY QUALIFIED TEAM HERE THAT HAS BEEN WORKING ON THIS STUFF FOR YEARS AND YOU GUYS ALREADY HAVE A GOOD IDEA.
I TRUST OUR COMMUNITY INTO KIM'S POINT, LIKE OUR COMMUNITY KNOWS WHAT THEY WANT.
GETTING THE BACKPACK TOGETHER, AND THEN WITH YOUR LEADERSHIP, I TRUST THAT YOU GUYS ARE GOING TO KNOW AND ENVISION NEEDS HAS BEEN DOING THAT WORK.
WE KNOW OUR CAMPUSES AS WELL, SO I HAVE FULL TRUST IN YOU GUYS AND I SUPPORT A MAY BOND.
I TOO WOULD APPRECIATE A 2026 FOR A MAJOR PROJECT INSTEAD OF 2025.
I JUST THINK IT'S TOO SOON, BUT AGAIN, I TRUST YOU GUYS.
THE REASON I DON'T WANT TO DO IN NOVEMBER IS BECAUSE I DON'T WANT TO PUT OUR COMMUNITY THROUGH ANOTHER ELECTION AND I DON'T WANT TO PAY FOR IT, SO MAY ALL THE WAY.
>> QUICK QUESTION FOLLOWING UP ON YOUR COMMENTS ON THE BACK CURRENTLY.
[02:35:04]
LET'S JUST TALK ABOUT THE BACK.IS THERE A POSSIBILITY THAT THEY COULD JUST BE STREAMED SO THAT THE COMMUNITY CAN BE INVOLVED? THEN POSSIBLY GIVING TRUSTEES WHO WANT TO LISTEN IN THE OPPORTUNITY TO LISTEN WITHOUT BEING IN THE ROOM, WITHOUT GIVING THAT MAYBE INFLUENCE LIKE KIM WAS TALKING ABOUT? I'M CURIOUS WHAT YOU WOULD THINK ABOUT THAT.
WELL, ONE I'M CURIOUS IF THAT'S A POSSIBILITY AND TWO KIM, SINCE YOU ARE EXPERIENCED FROM THE BACK, WHAT YOUR THOUGHTS WOULD BE ON THAT?
>> SO I CAN'T ANSWER THE LEGALITY OF IT, ALISON OR SOMEONE ELSE.
MAYBE THAT QUESTION GOES TO THE BACK.
BUT HAVING BEEN A BACK A MEMBER, I WASN'T AN ELECTED OFFICIAL.
I WAS DOING A JOB THAT WAS DEFINED AND IT WAS A LITTLE JARRING TO HAVE THE MEETINGS THAT HAD BEEN GOING ON FOR THREE YEARS WITH ABSOLUTELY NO VISITORS TO A COUPLE OF MEETINGS WE HAD A ROOM FULL OF VISITORS, AND THAT MAY NOT HAVE BEEN WHAT THE BACK SIGNED UP FOR.
I DON'T KNOW WHAT THE CURRENT BACK WOULD THINK.
I THINK THAT WOULD BE A DECISION.
WELL, I THINK IT WOULD BE NICE TO HAVE THEIR THOUGHTS.
HAVING SAID THAT, THEY'RE ALL MATURE, PROFESSIONALS.
>> MAYBE TO ALISON OR JEREMY, THEY ARE TECHNICALLY PUBLIC MEETINGS, RIGHT?
>> WE POST THEM AND THEY'RE OPEN.
>> TO THAT POINT, WE TECHNICALLY CAN'T EXCLUDE THE PUBLIC.
>> RIGHT. THERE COULD STILL POTENTIALLY BE A MEETING WHERE THERE ARE LOTS OF MEMBERS THAT PROBABLY GET IN.
>> THERE PROBABLY WILL BE IN THIS DAY AND TIME.
>> YEAH. EXACTLY. I THINK THEN THE QUESTION THAT WE NEED MORE EXPLORATION AROUND IS, IS THERE A WAY FOR TRUSTEES TO POTENTIALLY VIEW WITHOUT BEING INTRUSIVE?
THE CURRENT BACK MAY HAVE HAD A DIFFERENT EXPERIENCE BECAUSE THE COMMUNITY HAS BECOME MORE INVOLVED BECAUSE OF STREAMING, AND JUST A LITTLE MORE AWARE OF THINGS AS THEY ARE COMING UP BECAUSE OF STREAMING.
THINGS MAY HAVE CHANGED, THE CURRENT BACK MAY HAVE HAD VISITORS, MY EXPERIENCE WAS, WE DIDN'T.
I WOULDN'T FEEL THAT THAT WAS INTRUSIVE.
BUT I THINK THERE'S A LEGAL QUESTION PROBABLY WHETHER IT CAN BE STREAMED OR NOT.
>> YEAH, JUST TO CLARIFY THAT, THIS COMMITTEE IS NOT LEGALLY REQUIRED TO BE OPEN OR PUBLIC OR STREAMED.
THIS FLOOR HAS DIRECTLY OPPOSED MEETINGS TO BE OPENED.
IT IS LEGAL TO STREAM THOSE MEETINGS? THAT WOULD JUST BE [INAUDIBLE]
>> OKAY. THANK YOU. LET'S SAY I'VE GOT A COUPLE. I'M SORRY.
>> CAN I JUST ADD ONE OTHER THING BECAUSE I DIDN'T ANSWER THE QUESTION THAT WE HAVE BEEN DISCUSSING ON MOVING THE POTENTIAL 25 TO A 26.
I THINK THAT WE SHOULD CONTINUE TALKING BECAUSE INITIALLY, IT DOES ALLEVIATE MY CONCERNS THAT WE WOULDN'T HAVE A SUCCESSFUL BOND AND WE DIDN'T HAVE ONE YEARS AGO, AND I DON'T WANT THAT TO HAPPEN AGAIN.
I THINK THEY PUT A LOT OF PRESSURE ON THE DISTRICT.
I DO FEEL LIKE THE VOTER FATIGUE MIGHT HAPPEN, IF WE HAD A TWO-YEAR BOND, TWO-YEAR CYCLE. THANK YOU.
>> THANK YOU. LET'S SAY I'VE GOT A COUPLE OF COMMENTS.
ONE, I'M NOT INTERESTED IN PICKING A NUMBER RIGHT NOW, I'M INTERESTED IN HEARING WHAT THE BACK RECOMMENDS TO US IN TERMS OF BOTH PROJECTS AND A NUMBER.
I'M NOT INTERESTED IN CNR TAX RATE INCREASE.
I HAVE A SERIES OF THINGS THAT I'M CONCERNED ABOUT SO I'M JUST GOING TO GO AHEAD AND EXPRESS THEM.
I HOPE IT DIDN'T MAKE ME SOUND LIKE TOO MUCH OF A CURMUDGEON.
BUT MY FOCUS RIGHT NOW IS REALLY ON 2023, AND SPECIFICALLY IN MAY, 2023 BOND.
I'M NOT GETTING A GREAT DEAL OF SATISFACTION IN OUR DISCUSSIONS
[02:40:01]
ABOUT 2025 OR 2026 OR 2028 OR 2030.IT'S JUST TOO FAR AWAY FOR ME TO ONE THING I KNOW WHAT WE'RE TALKING ABOUT, OR SECONDLY, VEST IN ANY REAL WAY AROUND DATES THAT ARE THAT FAR OUT.
IN CORRESPONDINGLY, WE'RE THROWING AROUND NUMBERS THAT I THINK ARE NOT GOING TO DO US ANY FAVORS.
I'M INTERESTED IN OFFERING UP AS TIGHT OF A COLLECTION OF PROJECTS AS WE CAN TO MEET THE MAINTENANCE AND OPERATIONAL NEEDS OF OUR DISTRICT, RECOGNIZING THAT THOSE NUMBERS ARE GOING TO BE HIGHER THAN THEY'VE EVER BEEN IN THE PAST, AND THOSE ARE GOING TO BE HARD FOR OUR COMMUNITY TO ACCEPT.
I THINK WE HAVEN'T COME TO THEM AND NEVER SAID WE NEED A $130 MILLION TO MAINTAIN OUR SCHOOLS.
CORRESPONDINGLY, WHILE I'M TALKING ABOUT ASKING THEM TO DO THIS, M&O BOND IS BIGGER THAN THEY'VE EVER CONSIDERED IN OUR HISTORY TO HAVE BACKGROUND CONVERSATIONS GOING ABOUT A POSSIBLE 200 MILLION OR $300 MILLION BOND BECAUSE THEY WILL DO THE MATH, AND THEY WILL ADD 200 TO 150 OR 130 AND THEY WILL INTUITIVELY GET THAT WE ARE TALKING ABOUT PROJECTS THAT ARE $450 MILLION OVER THE NEXT SEVERAL YEARS.
THAT FEELS TO ME LIKE REALLY BAD POLITICS AND I THINK IT DILUTES OUR OPPORTUNITY TO DO WHAT WE REALLY NEED TO DO, AND THAT'S MAINTAIN OUR FACILITIES AND UPDATE OUR TECHNOLOGY AND PASS A TRIPARTITE BOND BECAUSE THE LEGISLATURE IS GOING TO COMPEL US TO DO IT THAT WAY.
I'M NERVOUS ABOUT THE WAY WE'RE TALKING ABOUT IT TONIGHT.
I AM IN FAVOR OF A TIGHT M&O BOND.
I DON'T WANT TO RAISE THE TAX RATE ON OUR COMMUNITY, AND I THINK WE NEED TO BE VERY CAREFUL ABOUT THE WAY WE THROW AROUND NUMBERS.
THOSE ARE MY THOUGHTS AS THEY STAND RIGHT NOW.
I SUBMIT THAT I CHANGE MY MIND REGULARLY, BUT THAT'S WHERE I AM TODAY.
JEFF, YOU HAD SOME THOUGHTS YOU WANT TO SHARE?
>> I WAS GOING TO ASK CHRIS A CLARIFYING QUESTION.
WE OFTEN TALK ABOUT BONDS FROM THE RATIONALE OR BENEFIT FROM A MAINTENANCE AND OPERATION STANDPOINT OR FOR FACILITIES.
BUT CHRIS, I'M CURIOUS, WE HAVE LEARNED THAT WE CAN MOVE APPROXIMATELY $THREE MILLION IN SOFTWARE AND OPERATING SYSTEM EXPENSES FROM THE GENERAL FUND INTO THE BOND UNDER A TECHNOLOGY CATEGORY, PRESUMABLY.
WHAT'S THE BENEFIT OF THAT? FOR OUR TEACHERS, IN TERMS OF TEACHER COMPENSATION? WITH RESPECT TO THE CONVERSATION ABOUT MAY OF '23 VERSUS NOVEMBER OF '23, THE TIMING OF THOSE MONIES AVAILABLE FOR TEACHER COMPENSATION, POSSIBLY.
>> SURE. KEEP IN MIND THAT THAT WOULD BE THREE MILLION PER YEAR SO IF WE BUDGETED OUT FOR FOUR YEARS, THAT WOULD BE A TOTAL OF ABOUT 12 MILLION.
WE WENT FOR FIVE THEN 15 MILLION.
THREE MILLION DOLLARS IS SOMEWHERE IN THE NEIGHBORHOOD OF ABOUT A FIVE PERCENT RAISE OFF THE TOP.
NOW, KEEP IN MIND THAT THAT WOULD BE A ONE-TIME MOVE.
IF YOU SAID, LET'S DEDICATE ALL OF THAT TO RAISES, YOU CAN'T DO THAT EVERY YEAR BECAUSE THE THREE MILLION IN EACH YEAR THAT WE'RE SAVING ON THE M&O WOULD GO TO PAY FOR THOSE RAISES, BUT IT DOES GIVE US SOME MORE FLEXIBILITY ON THE M&O SIDE, WHICH WE DESPERATELY NEED.
>> CHRIS, IF THE COMMUNITY IS SUPPORTIVE, IF WE WERE TO GO IN MAY OF '23, WHEN ARE THOSE MONIES AVAILABLE FOR TEACHER COMPENSATION VERSUS NOVEMBER OF '23?
>> THEY WOULD START PHASING IN IMMEDIATELY.
AS OUR CONTRACTS BECOME DUE OVER THE NEXT YEAR, THEN WE WOULD MOVE THEM FROM M&O TO THE BOND SIDE.
OVER THE COURSE OF THE YEAR, THE FIRST YEAR WOULD PHASE IN MOST OF IT, AND BY THE SECOND YEAR IT ALL BE FACED IN.
>> DOES THAT MEAN THAT WE COULD BEGIN TO SEE THAT IN THE 2023, '24 SCHOOL YEAR BUDGET?
>> YES. VERSUS IF IT WERE TO BE NOVEMBER OF '23, THOSE MONIES WOULDN'T BE AVAILABLE UNTIL THE '24, '25 SCHOOL YEAR.
[02:45:03]
>> THEY WOULD START PHASING IN, JUST NOT AS MANY OF THEM, DEPENDING ON WHEN THE CONTRACTS BECOME DUE.
>> THANK YOU ALL. TJ, CHAIRMAN, CHRIS, I APPRECIATE YOUR TIME AND ENERGY YOU PUT INTO THIS AND THE TIME YOU TOOK TO SHARE YOUR THOUGHTS WITH US THIS EVENING.
>> WE WILL BE SHARING THIS WITH THE BOARD.
WE HAVE A BOARD MEETING TOMORROW AND SO WE'LL BE SHARING A LOT OF THIS INFORMATION, THIS PRESENTATION WITH THEM AND LETTING THEM KNOW WHAT THE FEEDBACK WAS AS WELL IN PREPARING FOR SEPTEMBER.
>> THAT'S GREAT. THANKS. THAT BRINGS US TO
