[1. CALL TO ORDER CALL TO ORDER]
[00:00:02]
LET'S SEE. THE TIME IS NOW 6:00.
AND I CALL THE FEBRUARY 7TH MEETING OF THE EANES ISD BOARD OF TRUSTEES TO ORDER.
MADAM SECRETARY, DO WE HAVE A QUORUM? WE DO. THANK YOU.
[3. CLOSED SESSION ]
WE WILL NOW MOVE INTO CLOSED SESSION PURSUANT TO TEXAS GOVERNMENT CODE SECTIONS 551.071 AND 551.074.WE WILL RECONVENE IN OPEN SESSION AT APPROXIMATELY 7:00.
WE WILL SEE YOU AGAIN IN A LITTLE BIT.
THE TIME IS NOW 7:00, AND WE WILL RECONVENE IN OPEN SESSION.
[4. RECONVENE INTO OPEN SESSION ]
I AM GOING TO DISPENSE WITH THE READING OF THE CUSTOMARY STUFF AND JUST MOVE TO OUR FIRST AGENDA ITEM.[5.1. Superintendent's Report]
AND THAT'S THE SUPERINTENDENTS REPORT, JEFF.ALL RIGHT. THANK YOU, MR. HAVENSTRITE AND TRUSTEES.
AND I HAVE TO COMMEND OUR COMMUNITY AND THANK THEM FOR HOW THEY CAME TOGETHER.
THE EXAMPLES OF SERVICE AND VOLUNTEERISM REALLY ON EVERY CAMPUS TO TRY TO MAKE SURE THAT OUR STAFF WERE SUPPORTED AND THAT THINGS RETURNED TO NORMAL AS QUICKLY AS POSSIBLE.
REALLY, THEIR EFFORTS WERE HEROIC AND IT WAS SO IMPRESSIVE, GRATIFYING TO SEE HOW MANY MEMBERS OF OUR COMMUNITY, PARENTS IN PARTICULAR, TURNED OUT AND WORKED IN EVERY DIFFERENT CAPACITY AND LAYING TOOLS AND HAULING THINGS AWAY.
SO WE WANT TO THANK OUR COMMUNITY FOR THAT.
TODAY WE WALKED OUT OF OUR DOORS HERE AT THE ADMINISTRATIVE CENTER INTO THE PARKING LOT, AND WE WERE MET BY DOZENS OF FRESHMAN AND SOPHOMORE FOOTBALL PLAYERS WHO HAD COME OVER WITH THEIR COACHES TO MOVE BRUSH AND TREE LIMBS AND BRANCHES THAT WERE STILL DOWN AROUND OUR PROPERTY AND TO TRY TO PUT THEM ALL INTO ONE LOCATION TO MAKE IT EASIER FOR OUR STAFF AND FOR THE PROFESSIONAL SERVICES TO COME IN AND THEN DISPOSE OF EVERYTHING.
SO ANY OTHER REFLECTIONS FROM THE TRUSTEES OR ANY? JEN AND THEN JAMES.
I JUST, YOU KNOW I KEPT REFLECTING LAST WEEK THAT WHAT'S BECOME CLEAR OVER THE PAST SEVERAL YEARS IS THAT OUR ADMINISTRATIVE TEAM IS AMAZING IN A CRISIS AND EVERYONE AND REALLY NOT JUST OUR ADMINISTRATIVE TEAM, OUR WHOLE TEAM IN EANES ISD PULLS TOGETHER WHEN WE NEED TO PULL TOGETHER.
AND I, FOR ONE, AM INCREDIBLY GRATEFUL.
SO I JUST WANTED TO EXTEND MY THANKS PUBLICLY TO OUR STAFF AND EVERYONE WHO WORKED SO HARD TO ULTIMATELY GET OUR KIDS BACK TO SCHOOL WHERE THEY NEEDED TO BE.
SO THANK YOU. I WOULD ECHO THAT AND ADD HOW APPRECIATIVE I AM TO THE OPERATIONS TEAM, THE GUYS WHO WERE IN THOSE BUILDINGS WHEN THEY, YOU KNOW, WHEN THEY WERE SHUT DOWN, REALLY CARING FOR THEM LIKE THEY WERE THEIR OWN AND LOOKING OUT FOR THOSE BUILDINGS BECAUSE THERE'S SO MUCH DAMAGE THAT CAN HAPPEN WHEN IT FREEZES LIKE THAT AND JUST BEING THERE AND HELPING KEEP THEM OPERATIONAL AS MUCH AS POSSIBLE UNTIL THE POWER GOES OFF OR THE WATER GOES OFF IS SUPER APPRECIATED. AND THEN I TOO AM GRATEFUL FOR OUR COMMUNITY THAT CAME TOGETHER.
I'M IMPRESSED AND ALWAYS HEART WARMED BY A COMMUNITY THAT WILL COME OUT AND HELP, YOU KNOW, THEIR PUBLIC BUILDINGS, THEIR SCHOOL BUILDINGS AND MAKE SURE THAT THEY'RE UP TO STANDARDS FOR WHAT THEY WANT THEIR COMMUNITY TO HAVE.
THANK YOU. LET'S SEE ELLEN AND KIM.
I JUST WANT TO SAY AGAIN HOW MUCH WE APPRECIATE THE STAFF.
[00:05:06]
THINGS THAT WERE GOING ON AND APPRECIATE THE WORK THAT THEY WERE DOING UNDER VERY EXTENUATING CIRCUMSTANCES TO KEEP THE TRAINS RUNNING, IF YOU WILL. AND THEN, OF COURSE, THE WORK THAT WAS DONE TO GET THINGS BACK IN SHAPE.THE STORIES COMING FROM THE TEAMWORK AT EANES ELEMENTARY ON FRIDAY MORNING WAS JUST EXTRAORDINARY.
I MEAN, DR. KRISTY SAILORS, B.K.
I WAS THRILLED THAT THAT WAS ACTUALLY CAPTURED BY THE STATESMAN YESTERDAY IN THE METRO SECTION.
AND THERE WAS SOME ACKNOWLEDGMENT GIVEN IN A VERY POSITIVE LIGHT TO THE TEAMWORK BECAUSE IT HAD PICTURES NOT JUST OF THE M&O TEAM WHO WERE ALWAYS THERE AND ALWAYS WORKING SO HARD, BUT ALSO SOME OF THE INTER-DEPARTMENTAL PEOPLE WHO WERE PITCHING IN.
AND I'M SORRY IT WAS A CRISIS WEEK TO BRING ALL OF THAT OUT.
BUT CERTAINLY, AS JEN SAID, WAS A PERFECT SHOWCASE OF HOW THAT WORKED SO BEAUTIFULLY.
THANK YOU ALL. THANK YOU FOR THAT, KIM AND THEN WE HAVE HEATHER.
I'LL ALSO JUST ECHO WHAT EVERYONE HAS SAID SO FAR.
I REALLY DO APPRECIATE THE TEAMWORK EVERYONE HERE IN THIS THIS ROOM, ALL OF THE WORK.
AND IT WASN'T JUST IT WAS THE WEEK, BUT IT WAS ALSO THE WEEKEND.
AND IT LOOKS LIKE YOU WERE WORKING WITHOUT A LOT OF SLEEP.
ALL OF THE TEAM HERE IN THE ROOM, ALL OF THE VOLUNTEERS.
IT WAS HEARTWARMING TO SEE THAT.
AND I KNOW THE COMMUNITY THAT I'VE TALKED TO WAS SO APPRECIATIVE OF ALL THE HARD WORK AND ALL THE SLEEPLESS NIGHTS THAT WENT INTO GETTING US BACK INTO SCHOOL AND GETTING OUR KIDS BACK IN SCHOOL.
THANK YOU. THANK YOU VERY MUCH.
HEATHER THEN LAURA. OKAY. I THINK THE ONLY THING LEFT TO SAY BESIDES THANK YOU AGAIN IS, YOU KNOW, I REALLY APPRECIATE THAT OUR STAFF WERE AT OUR CAMPUSES, EVEN THOUGH YOU ALL DIDN'T HAVE POWER AND WATER, TOO, AND MAKING SURE THAT OUR KIDS WERE IN A SPACE THAT WAS GOING TO BE SAFE FOR THEM TO RESUME THEIR SCHOOL WAS AMAZING. SO THANK YOU.
AND THEN I REALLY APPRECIATED ALL OF THE PICTURES ON SOCIAL MEDIA BECAUSE YOU CAN SAY IT, BUT TO SEE IT REALLY MADE IT VERY REAL AS TO WHY WE CAN'T HAVE KIDS ON THOSE CAMPUSES. SO THANK YOU SO MUCH.
I DON'T REALLY HAVE MUCH THAT THE OTHER TRUSTEES HAVEN'T SAID.
BUT I WAS IMPRESSED THEY WERE THERE.
AND THERE WAS A LOT OF DISCUSSION ABOUT WHAT LIMBS WERE LIABILITIES AND WERE POTENTIAL PROBLEMS. AND THEY ACTUALLY REALLY ENJOYED TAKING THOSE LIMBS DOWN.
BUT I LOVE THE FOCUS ON SAFETY AND IT WAS BEAUTIFUL WATCHING THE CABINET WORK TOGETHER.
BUT, KRISTY, I KNOW YOU WERE THERE HELPING AND B.K.
FROM SAFETY AND SECURITY WAS HELPING.
YOU ALL WERE. MOLLY YOU WERE DOING YOUR THING.
SO EVERYBODY WAS THERE HELPING.
IT'S A FAMILY AND IT'S JUST BEAUTIFUL TO SEE.
THANK YOU. I DON'T ACTUALLY HAVE ANYTHING TO ADD.
WE HAVE YOU KNOW, YOU GUYS HAVE COVERED A LOT OF GROUND.
THIS WAS HARD. IT WAS WE WERE ALL EXPERIENCING HARDSHIP AT HOME.
WE HAD KIDS WHO WERE EXPERIENCING HARDSHIP AT HOME WITH US, AND WE HAD SCHOOLS THAT WE WANTED BADLY TO REOPEN AND WE COULDN'T.
[00:10:04]
BUT, I THINK THAT'S ALL I REALLY WANTED TO BE CERTAIN I GOT OUT THERE.AND WITH THAT, WE WILL MOVE ON TO THE.
I'VE GOT A COUPLE OF OTHER THINGS I'LL SHARE.
SO, FIRST OF ALL, THANK YOU FOR RECOGNIZING.
THIRTY ONE MINUTES. [LAUGHTER] FIRST OK.
I'M GOING TO TRY TO HELP YOU OUT HERE.
VERY EXCITED TO SHARE WITH YOU THAT OUR WESTRIDGE MIDDLE SCHOOL FIRST LEGO LEAGUE TEAM, THE THUNDER TITANS, WON SECOND PLACE IN THEIR CHAMPIONSHIP ROUND LAST SATURDAY DURING THE ANDERSON HIGH SCHOOL REGIONAL QUALIFIER.
SO CONGRATULATIONS TO THESE TEAM MEMBERS WHO ARE PICTURED HERE.
AND THEN FINALLY IN MY REPORT TONIGHT, CONGRATULATIONS TO WESTLAKE, THEIR HEAD MEN'S BASKETBALL COACH ROBERT LUCERO, ON HIS 300TH CAREER WIN AS A HEAD COACH IN HIS 9TH SEASON AT WESTLAKE, HE'S OVERSEEN SEVEN DISTRICT TITLES, TWO STATE TOURNAMENT APPEARANCES AND A REMARKABLE 84 GAME CONSECUTIVE DISTRICT WIN STREAK.
SO WE'RE VERY PROUD OF ROBERT AND HIS LEADERSHIP OF THAT TEAM AS WELL.
THAT CONCLUDES MY REPORT FOR THIS EVENING.
THANK YOU SO MUCH. DOES ANYBODY HAVE ANY QUESTIONS FOR DR.
ARNETT? SEEING NONE WE'LL MOVE ON.
CONGRATULATIONS TO COACH LUCERO.
SHOULD I THINK OF SOME MORE? [LAUGHTER] ALL RIGHT, THAT'S ENOUGH FROM YOU.
THE NEXT ITEM ON THE AGENDA IS OPEN FORUM.
[7.1. 2023 Bond]
AND THAT IS THE DISCUSSION OF THE 2023 BOND.I'M GOING TO SAY, AS JEREMY TAKES A SEAT, HE AND I WORE OUR MATCHING BOND BLAZERS TONIGHT.
[LAUGHTER] BEFORE JEREMY AND ALLYSON AND OTHERS CONTRIBUTE TO YOUR CONVERSATION TONIGHT I JUST WANTED TO ACKNOWLEDGE THAT WE'VE HEARD FROM SEVERAL PARENTS, PARTICULARLY THOSE AT EANES ELEMENTARY OVER THE LAST SEVERAL DAYS SINCE YOUR PREVIOUS MEETING ON JANUARY THE 24TH.
CERTAINLY HAVE TAKEN INTO CONSIDERATION ALL OF THEIR FEEDBACK REGARDING PROBABLY THE LONE ITEM THAT YOU'RE STILL TO DISCUSS REGARDING THE PROPOSED BOND ITEM OR BOND ISSUE, AND THAT IS SPECIFIC TO A POTENTIAL PROJECT AT EANES ELEMENTARY TO TRY TO MITIGATE TRAFFIC ON THAT CAMPUS.
JEREMY IS GOING TO SHARE WITH YOU THE ORIGINAL RECOMMENDATION AS WELL AS SOME OPTIONS HE ACTUALLY HAS FOUR DIFFERENT SCENARIOS THAT HE'S GOING TO OUTLINE FOR YOU THIS EVENING. BUT I JUST WANTED TO PREFACE HIS REMARKS AND HIS PART OF THE PRESENTATION BY LETTING YOU KNOW THAT THE ADMINISTRATION WOULD RESPECTFULLY RECOMMEND THAT THE BOARD FOCUS ON OPTION THREE TONIGHT.
AND THE REASON WHY OPTION THREE IS IT IS THE ONE OPTION OF FOUR THAT JEREMY WILL SHARE WITH YOU TONIGHT THAT WOULD ONLY ALLOW FOR A TRAFFIC STUDY WOULD NOT REQUIRE ANY CONSTRUCTION OR SIGNIFICANT MODIFICATIONS TO THE EANES ELEMENTARY CAMPUS.
IT WOULD ALSO NOT REQUIRE A RESOLUTION OF THE BOARD.
SO WE BELIEVE, BASED UPON THE INPUT AND THE FEEDBACK THAT WE'VE RECEIVED FROM PARENTS AND FAMILIES OVER THE LAST FEW DAYS, THAT THAT'S THE OPTION ADMINISTRATIVELY THAT WE WOULD RECOMMEND THE BOARD FOCUS ON TONIGHT.
BUT CERTAINLY WE WILL DEFER TO YOU AND YOU'LL HAVE FOUR SCENARIOS THAT JEREMY IS GOING TO STEP THROUGH VERY QUICKLY FOR YOU THIS EVENING AND ALLOW YOU TO HAVE THAT CONVERSATION AND MAKE YOUR FINAL DECISION.
SO WITH THAT, I'LL TURN IT OVER TO JEREMY TRIMBLE AND ALLYSON COLLINS.
SO I WANTED TO BRING US TO THE TIMELINE.
THIS IS THE ONLY PREVIOUS SLIDE I'M GOING TO CARRY WITH US THROUGH ALL THESE PRESENTATIONS.
AND SO THAT'S WHAT WE'RE GOING TO DISCUSS NOW.
THIS MEETING IS TO TRY TO DRIVE TO THAT CONSENSUS OF THE BOARD.
ANOTHER ONE WOULD JUST REALLY NARROW DOWN THE SCOPE OF A POTENTIAL PROJECT IN WITHIN THE BOND.
[00:15:04]
AND THEN OPTION THREE, WHICH DR.ARNETT DESCRIBED, WOULD RETAIN A BOND LINE ITEM, BUT WOULD FOCUS ON AN ADJUSTED DESCRIPTION OF THAT OF THAT LINE ITEM AND ONLY COVER THE STUDY AND THE ANALYSIS OF TRAFFIC IN AND AROUND EANES ELEMENTARY AND WHAT THAT INFORMATION WHAT WE DO WITH THAT INFORMATION MOVING FORWARD IS UP TO THE DISTRICT AND THE BOARD.
SO WITH THAT CONSENSUS LAST TIME WAS AROUND A STUDY.
SO I'M GOING TO GO DIRECTLY TO THAT OPTION THREE, WHICH WAS THE CONSENSUS OF THE BOARD.
AND SO WE WANT TO FOCUS ON THAT.
AND SO WHAT WE SEE HERE IS THAT OPTION NUMBER THREE WOULD INCLUDE AN ADJUSTMENT TO THAT LINE ITEM SCOPE WOULD TO BE, IN QUOTES, EVALUATE SAFE ROUTES TO SCHOOL ENHANCEMENTS FOR EANES ELEMENTARY.
THIS WOULD INCLUDE THAT STUDY IN THAT ANALYSIS OF WHAT WE HAVE GOING ON FOR EANES WHAT WE THINK MAY HAPPEN WE HEARD FROM THE CITY THAT THEY'RE GOING TO HAVE SOME IMPROVEMENTS COMING DOWN THE LINE.
SO FOLD ALL THAT ANALYSIS INTO THIS DOCUMENTATION.
WHAT THAT DOES IS IT REDUCES THE OVERALL LINE ITEM.
AND THAT STUDY, THAT ANALYSIS KEEPING A LINE ITEM OF $100,000.
SO THAT REDUCES THAT LINE ITEM BY $2.231 MILLION DOLLARS.
SO YOU CAN SEE I HAVE A BREAKDOWN BY TABLE HERE.
THE TOTAL BOND WOULD WITH THIS OPTION WOULD BE $131,429,000.
AND IF WE LOOK HERE, THIS IS THE BREAKDOWN.
IT ONLY AFFECTS PROPOSITION A.
THANK YOU, JEREMY. JAMES AND THEN HEATHER.
SO ON THE STUDY, IS IT SORT OF PUTTING EVERYTHING ON THE TABLE.
WE'VE SEEN SOME SUGGESTIONS EVEN COMING IN TODAY ABOUT THINGS TO CONSIDER.
SURE. IS IT LOOKING AT EVERYTHING OR IS IT SPECIFICALLY THE STUDY FOCUSES ON THIS ROAD AND WHAT IT WOULD DO THAT? WHAT'S THE STUDY? YEAH. SO NOW IF WE TAKE THE SCENARIO THAT'S IN FRONT OF YOU, WHAT WE'RE DOING IS KIND OF OPENING THE BOOK A LOT BROADER.
SO WHAT THE STUDY IS GOING TO HAVE ARE MODELS KIND OF BASED ON HOW MANY CARS ARE GOING IN AND OUT OF THAT SPACE, HOW MUCH SPACE YOU NEED ON YOUR SITE TO REMOVE THOSE CARS TO ALLOW TRAFFIC TO GO THROUGH.
SO IT DOES OPEN THE BOOK AGAIN FOR A LOT OF POTENTIAL OPTIONS.
WE MAY GET DOWN TO ANOTHER DRIVEWAY OF SOME SORTS, BUT WHAT WE'RE GOING TO DO IS OPEN THAT BOOK BACK UP FOR THAT TRAFFIC ANALYSIS, AND ESPECIALLY WITH THIS NEW CITY HALL COMING INTO PLAY AND HOW THAT'S GOING TO AFFECT IT.
WE CAN MAKE SURE WE FOLD ALL THAT IN.
SO IT ALLOWS TIME FOR ALL THAT TO COME IN AND MAKE ADJUSTMENTS.
I'D REALLY LIKE TO STRONGLY ENCOURAGE THAT WE INVOLVE THE EANES ELEMENTARY COMMUNITY SOME PEOPLE FROM THERE, I REALLY YOU KNOW, ME PERSONALLY, I WOULDN'T VOTE FOR A CHANGE LIKE THIS ON A CAMPUS UNTIL I WAS HEARING THOSE PEOPLE ASK FOR IT.
AND SO THAT'S VERY IMPORTANT TO ME.
I WAS THE CROSSING GUARD OVER AT BRIDGE POINT A COUPLE OF DAYS AGO, ABOUT TEN DAYS AGO.
IT'S AN AWESOME VOLUNTEER THING TO DO, TRUSTEES.
AND, YOU KNOW, THE CARS ARE HAVING TO DUMP AND GO INTO THE CHURCH PARKING LOT THERE.
AND I GUESS ONE OF MY QUESTIONS WOULD BE WHERE IS WHAT SCHOOL CAMPUS HAS GOOD TRAFFIC? I DON'T THINK ANY DO.
SO SO WE NEED TO BE PREPARED FOR THAT TOO.
AND THEN SO YEAH, I APPRECIATE CHANGING THIS FOCUS AND I LIKE THIS OPTION.
AND JUST TO BE CLEAR, THERE'S NO TAKING THE 2.31 MILLION OUT.
THERE IS NO MONEY IN THE BOND FOR A ROAD.
THERE IS ONLY MONEY IN THE BOND FOR A STUDY.
OK. CORRECT. THANK YOU, HEATHER.
BUT I AM CURIOUS, IS THERE AND OBVIOUSLY WE ARE WORKING WITH THE CITY ALREADY, BUT IS THERE A COST SHARING OPPORTUNITY TO DO A STUDY WITH THEM? I'M SURE THAT THEY'RE GOING TO HAVE TO DO THIS ALSO FOR THEIR CITY HALL BUILDING.
[00:20:04]
IS THERE A WAY THAT WE CAN SOMEHOW COST SHARE ON THAT? YEAH, THERE ARE. THEY HAVE TO RUN THEIR OWN MODELS, RIGHT? WE'RE RUNNING OUR MODELS OVER.SO THERE'S OVERLAP ESPECIALLY.
AND, I AM VERY HOPEFUL THAT THERE WILL BE SOME COST SHARE.
OKAY, GREAT. THANK YOU. WE THINK THE BENEFIT OF THIS OPTION IS THAT IT ALLOWS US TO CONTINUE IN THAT PARTNERSHIP WITH THE CITY SO WE KNOW THAT THEY'RE STUDYING THEIR OWN TRAFFIC ISSUES.
WE'LL HAVE THE SAME OPPORTUNITY AT THE SAME TIME TO COLLABORATE WITH THEM AS JEREMY SAID.
I APPRECIATE THE ADMINISTRATION BRINGING RECOMMENDING THIS OPTION.
THIS IS THE OPTION THAT I WAS DEFINITELY LEANING TOWARDS.
AND I'M THANKFUL THAT EVERYONE KIND OF SEEMS TO BE ON THE SAME PAGE NOW.
MY QUESTION REALLY WAS SIMILAR TO HEATHER AND I, YOU KNOW, ENCOURAGING THAT CONTINUED COLLABORATION WITH THE CITY THROUGH THIS STUDY, HOWEVER THAT BEST WORKS, BUT REALLY WITH THIS STUDY DETERMINING WHAT'S TRULY WITHIN OUR PURVIEW VERSUS WHAT'S IN THE CITY'S PURVIEW, BECAUSE HONESTLY, WE CAN'T DO ANYTHING TO THE STREETS THEMSELVES.
AND THE CITY IS GOING TO HAVE TO HELP US WITH THIS.
AND IT CANNOT BE ONLY EANES ISD.
SO I'M APPRECIATIVE OF YOUR CONTINUED COLLABORATION WITH THEM.
THANK YOU, JEN. KIM AND THEN ELLEN.
THANK YOU FOR ANSWERING OUR QUESTIONS.
MY QUESTIONS, FOR THE MOST PART, HAVE BEEN ANSWERED.
ONE OF THE THINGS, THOUGH, JEREMY, THAT YOU JUST SAID IN YOUR PRESENTATION, THE SENSE THAT I'VE GOTTEN FROM COMMUNITY MEMBERS AND THE COMMUNITY MEMBERS THAT HAVE WRITTEN TO VOICE THINGS IS THAT THERE MAYBE THERE'S A LACK OF TRUST HERE AND HAVING VOICED SOME THINGS, AND THEN THEY'RE STILL VOICING THINGS.
SO YOU JUST SAID A MINUTE AGO THE RECOMMENDATION AND DR.
ARNETT'S RECOMMENDATION IS NUMBER THREE.
BUT I JUST WANT TO CLARIFY, WHEN WE'RE TALKING ABOUT THE BOND WE IN PROPOSITION OR PROPOSAL THREE, YOU'RE TALKING ABOUT A STUDY ONLY, FULL STOP.
WE'RE NOT TALKING ABOUT A STUDY AND THEN SOMETHING ELSE THAT COULD COME INTO THIS BOND.
ABSOLUTELY. THANK YOU. AND I THINK, JEREMY, WHEN YOU REFER TO THE BOARD TAKING ACTION, WE'RE THINKING THAT THAT'S PROBABLY ON A FUTURE REFERENDUM AT SOME POINT BASED UPON WHAT WE MAY LEARN OVER THE NEXT 2 TO 3 YEARS.
OKAY. SO THAT WILL BE AND THAT'S WHAT I WANTED TO CLARIFY.
AND I THOUGHT THAT'S WHAT YOU MEANT.
AND I WANTED TO CLARIFY IT FOR THE COMMUNITY THAT THIS BOND PROPOSAL NUMBER THREE IS A STUDY.
THAT'S IT. THAT'S IT. AND IT'S NOT A ROAD.
HEAR ME THE DOLLAR AMOUNT FOR THIS IS, WHAT, 100,000? SO THAT'S CERTAINLY IS NOT SUFFICIENT FUNDS FOR ANY TYPE OF CONSTRUCTION OR PHYSICAL MODIFICATION.
AND I'M GLAD WE'RE SEEMING TO COME TO CONSENSUS ON THIS.
WE'RE CALLING IT A STUDY, A TRAFFIC STUDY.
AND I DON'T KNOW IF THIS IS PRACTICAL, BUT I SURE WOULD LOVE TO ALSO LOOK AT NOT JUST HOW THE CARS MOVE IN AND AROUND THE CAMPUS, BUT HOW THE PEOPLE MOVE.
RIGHT. IN AND AROUND AND THROUGH CAMPUS.
I KNOW HISTORICALLY WE CONTINUE TO HAVE EROSION ISSUES, SITE ISSUES.
WE MAY HAVE SOME ADA UPDATING THINGS LIKE THAT ABOUT HOW PEOPLE MOVE AROUND THE CAMPUS AND THAT CAN AFFECT IF THERE'S A BETTER WAY TO FOR PEOPLE TO MOVE THAT MAY INFORM US IN TERMS OF HOW THE TRAFFIC COULD BE REEVALUATED.
SO I DON'T KNOW WHAT THAT'S CALLED.
I DON'T KNOW IF THAT'S PART OF A TRADITIONAL TRAFFIC STUDY.
BUT IF THERE IS A WAY TO THINK ABOUT THAT, PEOPLE MOVING.
I'D APPRECIATE IT IF WE COULD ADD THAT IN.
YEAH. IT'S DATA, SO WE CAN FOLD THAT IN.
AND SO NOTHING HAS TO BE TRADITIONAL HERE WITH THE TRAFFIC STUDY.
IF WE NEED SOMETHING TO ANALYZE, THEN WE CAN FOLD THAT INTO TO THE OVERALL ANALYSIS.
THANK YOU. LAURA. THANK YOU ALL FOR LISTENING.
[00:25:03]
I'M NOT I'VE VOICED MY CONCERNS ABOUT THIS PROJECT MULTIPLE TIMES, SO I DON'T NEED TO GO BACK INTO THAT.SO I DO APPRECIATE Y'ALL LISTENING TO US, BUT THE COMMUNITY AS WELL.
YEAH, I AM IN FAVOR OF THIS THIRD PROPOSAL.
I APPRECIATE THAT YOU BROUGHT THIS TO US.
AND THAT'S NOT SOMETHING THAT WE'RE INTERESTED IN, AS SOME OF THE OTHER TRUSTEES HAVE SAID, I'M DEFINITELY INTERESTED IN PARTNERING WITH THE CITY OF WESTLAKE ON THE SOLUTIONS AND THIS PROBLEM, IT DID KIND OF POP UP OVERNIGHT.
WE'VE ALWAYS HAD PROBLEMS WITH THIS CAMPUS, BUT THERE WERE SOME THINGS THAT HAPPENED WITH THE WIDENING OF THE ROAD AND SOME OF THE OTHER THAT ADDING THAT CURB THAT I THINK MADE IT WORSE.
AND SO I THINK THAT WORKING WITH THE CITY IS A GOOD WAY TO GO.
THANK YOU. I APPRECIATE THE EFFORT THAT HAS BEEN MADE.
WE'VE GOT 100 ITEMS ON IT AND WE'RE DOWN TO ONE WE'VE DONE.
AND WITH RESPECT TO THIS LAST ONE, I'D LIKE I'M IN AGREEMENT WITH ELLEN THAT I THINK WE NEED TO BE TALKING ABOUT THE SCHOOL AS IN A HOLISTIC WAY AND NOT NECESSARILY THE CAMPUS.
SO I'D LIKE TO PROPOSE SOME ALTERNATIVE LANGUAGE FOR THIS ASTERISK.
I CONTINUE TO BELIEVE THAT THERE ARE GOING TO BE, AS ELLEN POINTED OUT THERE ARE THE CAMPUS HAS LOTS OF NEEDS RIGHT NOW. AND I'M NOT PERSUADED THAT THE GREATEST NEED THAT THAT CAMPUS HAS IS A TRAFFIC JAM.
SO I'D LIKE TO NOT MISS THIS OPPORTUNITY TO DO SOME CAMPUS PLANNING WHILE WE'RE TRYING TO COLLABORATIVELY WORK TOWARDS SOME TRAFFIC SOLUTIONS WITH POTENTIALLY TXDOT, THE COUNTY AND WESTLAKE.
SO I GUESS I'D LIKE FEEDBACK ON THAT PROPOSED LANGUAGE THAT I JUST SUGGESTED.
EVALUATE CURRENT AND FUTURE CAMPUS NEEDS INCLUDING BUT NOT LIMITED TO SAFE ROUTES TO SCHOOLS.
I GUESS I WOULD ASK JEREMY IF YOU COULD COMMENT ON HOW THIS PROPOSED STUDY WOULD FOLD INTO A LONG RANGE MASTER PLAN FOR THE CAMPUS, BECAUSE THAT'S ANOTHER PROCESS THAT WE HOPE TO INITIATE THIS SPRING.
CAN YOU TALK A LITTLE BIT ABOUT THAT TIMELINE.
EANES ELEMENTARY IS JUST ONE OF THOSE ELEMENTARIES THAT WE NEED TO LOOK AT.
RIGHT. AND WHAT WE WANT TO PROPOSE MAYBE DIFFERENT WITH ALL THAT FEEDBACK.
SO OUR GOAL IS OVER THE NEXT FEW MONTHS, ESTABLISH WHAT THAT LOOKS LIKE.
WE TALKED ABOUT THE HIGH SCHOOL AND REALLY LOOKING AT WHAT THAT CAMPUS COULD BE.
SAME THING GOES FOR EANES ELEMENTARY.
AND AND I BELIEVE EANES ELEMENTARY WOULD BE PART OF THAT CONVERSATION.
AND SO I THINK THIS WOULD GO HAND IN HAND WITH THAT STUDY.
SO. YOU'RE SAYING THAT THE TRAFFIC STUDY THAT YOU'RE PROPOSING WOULD ALSO INCLUDE CAMPUS MASTER PLANNING? WELL, I THINK THE CAMPUS MASTER PLAN PROBABLY WOULD FOLD IN A TRAFFIC STUDY, BECAUSE WHEN WE LOOK AT OUR CAMPUSES, WE ALWAYS WANT TO BRING TO THE TABLE WHAT CHALLENGES ARE WE HAVING ON THAT CAMPUS BECAUSE IT'S GOING TO YOU KNOW, THE FORM IS GOING TO FALL FUNCTION.
WE WANT TO UNDERSTAND WHAT NEEDS WE HAVE BEFORE WE START PLANNING.
[00:30:03]
AND THAT'S JUST PART OF THE INFORMATION GATHERING STAGE OF LONG RANGE PLANNING.AND SO THIS STUDY WOULD GO INTO THAT.
SO WHAT I'M SAYING IS THEY'RE KIND OF TIED TOGETHER.
BUT THEY'RE ALSO SEPARATE, TOO, RIGHT? RIGHT NOW, WE KNOW THIS ISSUE ON ELEMENTARY, SO THAT'S WHY IT'S KIND OF AN INDIVIDUALIZED LINE ITEM.
SO WE CAN TAKE A COUPLE OF DIFFERENT WAYS.
WHAT I'M SPECIFICALLY PROPOSING IS THAT WE ACKNOWLEDGE IN THIS DOCUMENT THAT WE INTEND TO DO THE CAMPUS MASTER PLANNING WORK AND THAT WE MY FEAR IS THAT IF WE OMIT IT HERE, WE WILL OMIT IT LATER AND I'D LIKE THE COMMUNITY TO HAVE THE ASSURANCE THAT THEY'RE GOING TO HAVE THAT OPPORTUNITY TO CONSIDER WHATEVER THESE TRAFFIC SOLUTIONS ARE IN THE CONTEXT OF THE BROADER CAMPUS INITIATIVE.
I DON'T KNOW. I DON'T KNOW WHAT IT WILL TAKE.
BUT I THINK IT'S ONE OF THE THINGS WE NEED TO REMEMBER IS THAT WE'VE GOT PLANNING DOLLARS IN THIS BOND ALREADY AND WE HAVE CARRY FORWARD PLANNING DOLLARS, AS I RECALL, FROM THE LAST BOND.
OKAY. COULD YOU READ WOULD YOU MIND READING YOUR PROPOSED LANGUAGE AGAIN? YES. EVALUATE CURRENT AND FUTURE CAMPUS NEEDS, INCLUDING BUT NOT LIMITED TO SAFE ROUTES TO SCHOOL ENHANCEMENTS.
CONTEXTUALIZING OPPORTUNITIES.
I THINK IT'S IMPORTANT FOR US TO REASSURE THE COMMUNITY, THOSE WHO ARE LISTENING TONIGHT, THAT THE PLANNING DOLLARS FOR THIS STUDY, AS WELL AS A LONG RANGE STUDY OR A MASTER PLAN WE HAVE AVAILABLE TO US FROM THE 2019 BOND, AS WELL AS THIS UPCOMING BOND THAT THOSE AMOUNTS ALLOCATED FOR PLANNING DO NOT INCLUDE ANY CONSTRUCTION THEY'RE SIMPLY FOR THE STUDY OF AND THE PLANNING FOR THE FUTURE.
THANK YOU. AND JOHN, JUST TO CLARIFY, THE ASTERISKS YOU'RE TALKING ABOUT IS NOT THIS SLIDES OR I GUESS IT IS ON THE BOTTOM OF THESE SLIDES OF ALL THREE OF THE SLIDES WITH THE NUMBER THREE CAR UP TOP.
OKAY. SO THE INFORMATION, YOU KNOW, AT SOME POINT WE'LL COLLAPSE ALL THIS STUFF.
YOU'RE JUST PROPOSING IT IN FUTURE LANGUAGE GOING OUT TO THE COMMUNITY.
DOCUMENTATION. DOCUMENTATION THAT DEFINES THE BOND.
I'M NOT SUGGESTING A I'M NOT SUGGESTING THAT WE INSERT ANY LANGUAGE INTO A RESOLUTION.
SO MAYBE JUST TO FOLLOW UP ON WHAT HEATHER JUST ASKED.
I MEAN, THE WHAT I THOUGHT, JOHN, YOU WERE PROPOSING IN YOUR DESCRIPTION IS THE DESCRIPTION IN THE LINE ITEM OF THE BOND OR THE BOND OVERSIGHT COMMITTEE FOR THE DETAILED PACKAGE, SHOULD THE COMMUNITY PASS THIS BOND OR THESE BONDS THAT THEY WORK OFF OF AND EVALUATE? THAT'S CORRECT. OKAY.
GOOD. AND THEN THE SECOND QUESTION, AND IT'S A FOLLOW UP, DR.
ARNETT, WHAT YOU JUST MENTIONED, YOU KNOW, IN REASSURING THE COMMUNITY THAT THERE ARE NO FACILITY BUILDING CONSTRUCTION DOLLARS OUTSIDE OF WHATEVER IS PASSED IN A BOND THAT ANY ACTION OUTSIDE OF WHAT A COMMUNITY PASSES AND A FACILITY IN ANY ACTION OUTSIDE OF A BOND WOULD TAKE BOARD ACTIONS.
YES CERTAINLY EXCEED THAT THRESHOLD THAT WOULD REQUIRE BOARD APPROVAL.
RIGHT. SO JUST AND THAT'S TO FURTHER ASSURE THE COMMUNITY THAT WE'RE HEARING WHAT THEY SAY.
[00:35:06]
THIS IS WHAT THE PROPOSAL MIGHT BE IF WE VOTE ON THAT AND WE'LL MOVE FORWARD WITH THAT WITH THEIR FEEDBACK IN MIND.OKAY. ANY FURTHER DISCUSSION ON ITEM 7.1.
WELL, SO IF I COULD DISCUSS SORT OF THE NEXT FEW PARTS OF THIS.
SO ON YOUR AGENDA TONIGHT TO CONSIDER FOR ACTION IS TO CALL THE ELECTION TO PASS A RESOLUTION REGARDING THE BOND, A REIMBURSING RESOLUTION, AND THEN THE TRAVIS COUNTY JOINT ELECTION AGREEMENT. SO WE'VE GOT THE WHOLE ELECTION BUTTONED UP.
SO POSTED IN THE BOARD PACKET WAS A RESOLUTION JUST SIMPLY TITLED REGARDING THE 2023 BOND PROGRAM.
AND THEN SOME LANGUAGE ABOUT THE TRAFFIC MITIGATION PROJECT.
ARNETT MENTIONED THAT YOU WOULDN'T HAVE TO DO A RESOLUTION, HE MEANT FOR THE TRAFFIC PROJECT, BUT ADMINISTRATION WOULD STILL RECOMMEND THE RESOLUTION FOR THE COMMUNITY ESTABLISHING THE BOND OVERSIGHT COMMITTEE AND ESTABLISHING THAT THE TAX RATE WILL NOT CHANGE.
WE THINK THAT THOSE ARE REALLY IMPORTANT COMMITMENTS TO BE MADE CLEAR, AND WE USE THOSE IN OUR BOND MARKETING MATERIALS AND TO LET THE COMMUNITY KNOW YOUR INTENTIONS IF THE BOND DOES PASS. SO WE WOULD RECOMMEND YOUR CONSIDERATION OF THE ALTERNATIVE RESOLUTION THAT'S IN FRONT OF YOU.
AND THEN THE REIMBURSING RESOLUTION THAT'S IN THE BOARD PACKET IS TO REIMBURSE THE GENERAL FUND FOR THE MONIES THAT WERE EXPENDED TO PURCHASE 401 CAMP CRAFT ROAD AND IF THE BOND PASSES.
AND SO YOU'RE JUST COMMITTING THAT IF THE BOND PASSES, YOU'LL JUST REIMBURSE WHAT WE SPENT TO MAKE THAT PURCHASE ABOVE AND BEYOND THE FUNDS THAT HAVE BEEN DESIGNATED FOR REAL ESTATE. AND SO IF YOU HAVE ANY QUESTIONS ABOUT THOSE DOCUMENTS, SAMANTHA, I ARE HAPPY TO ANSWER THOSE.
THANK YOU. ANYBODY HAVE ANY QUESTIONS WITH RESPECT TO ALLYSON'S REPORT? I SHOULD BE ABLE TO FIND THIS, BUT I HAVEN'T.
YOU KNOW, THE LINE THAT REQUIRES US TO SAY THAT THIS IS A TAX INCREASE, EVEN THOUGH IT'S NOT.
AND THE QUESTION ON THE TABLE FROM LAST MEETING WAS, CAN WE SAY THE EFFECT WILL BE ZERO? MM HMM. AND THANK YOU FOR BRINGING THAT UP.
AND, YOU KNOW, WE'VE PUSHED SAMANTHA AND HER PARTNERS PRETTY HARD TO SEE HOW FAR CAN WE GO ON THAT LANGUAGE? AND, YOU KNOW, UNFORTUNATELY, YOU HAVE VERY GOOD LAWYERS WHO HAVE SAID THE ATTORNEY GENERAL HAS REALLY TOLD US VERY CLEARLY THAT YOU CANNOT QUALIFY THAT LANGUAGE ON THE BALLOT IN ANY WAY, EITHER RELATED TO THAT SENTENCE OR ADDING ANY OTHER LANGUAGE.
SO ALL THOSE STATE LAW REQUIRES YOUR BALLOT TO SAY FOR EACH PROPOSITION, THIS WILL BE A TAX RATE INCREASE, IT WILL NOT BE A TAX RATE INCREASE IN EANES ISD AND CLAUDIA AND HER TEAM WILL DO EVERYTHING WE CAN TO GET INFORMATION TO THE VOTERS INDICATING THE TRUTH OF THAT STATEMENT.
BUT WE DID REALLY WORK THROUGH, COULD WE DO SOMETHING ON THE BALLOT TO HELP VOTERS HAVE CORRECT INFORMATION? AND UNFORTUNATELY, THE ATTORNEY GENERAL ISN'T ALLOWING THAT AT THIS TIME.
OKAY. I THINK THAT'S IT FOR THAT ITEM.
THE NEXT ITEM IS A DISCUSSION OF THE DRAFT 23-24 BUDGET OR BOARD PRIORITIES.
[7.2. Discuss Draft of 2023-24 Board Priorities]
ALL RIGHT. WE WANT TO FOLLOW UP FROM THE STRATEGIC SUMMIT THAT YOU HAD ON JANUARY THE 19TH AND THE 20TH.AND IF THERE'S ANY ADDITIONAL EDITS THAT YOU WOULD LIKE US TO MAKE.
THIS IS NOT FOR ACTION OR APPROVAL TONIGHT.
THIS IS ONLY FOR CONSIDERATION AND DISCUSSION.
THEY REALLY COULDN'T PROVIDE ANY FEEDBACK ABOVE AND BEYOND THAT WHICH WE'VE ALREADY INCORPORATED.
SO I JUST WANTED YOU TO KNOW THAT WE HAD ALREADY TAKEN THAT STEP WITH THE DLT.
AND THEN DEPENDING UPON YOUR ACTION ON THIS AND SUBSEQUENT APPROVAL AT THE FEBRUARY 21ST MEETING, THEN WE WOULD BEGIN WORKING ON THE ADMINISTRATIVE GOALS AND RESPONSIBILITIES UNDERNEATH EACH OF THESE.
THAT WILL THEN BECOME THE DISTRICT IMPROVEMENT PLAN.
[00:40:07]
MIGHT HAVE. WHAT'S THE PLEASURE OF THE BOARD? YOU WANT TO WALK THROUGH THESE INDIVIDUALLY OR ARE WE READY TO? WE'VE TALKED ABOUT THE FIRST 1, 2, 3, 4 QUITE A BIT.WE HAVEN'T TALKED ABOUT NUMBER FIVE.
ALL RIGHT, ELLEN, YOUR HAND IS UP.
WILL THAT BE FLESHED OUT TO INCLUDE LOOKING AT ENROLLMENT DECLINE, THE TREND AND THAT SORT OF THING WILL BE INVOLVED IN THAT? I THINK IT WOULD. THAT'S PROBABLY THE PLACE WHERE THAT FITS THE BEST.
DOES THAT ALSO INCLUDE MAKING SURE THAT WE ARE SUPPORTING AND TRAINING AND PROVIDING THE PROFESSIONAL DEVELOPMENT REQUIRED FOR OUR TEACHING STAFF? YEAH, THAT ACTION WORD RESOURCE IS MEANT TO CAPTURE ALL OF THAT.
JAMES. WHEN WE DO, YOU WANT TO GO NEXT? WHEN WE MET IN THE SUMMIT, ONE OF THE GOOD PIECES OF FEEDBACK I FELT LIKE WE HAD FROM THE CABINET, FROM THE TEAM, WAS THAT A LOT OF THESE SOUND LIKE, WELL, THAT'S MY JOB.
AND I DON'T THINK WE FIX THAT.
I THINK A LOT OF THESE ARE KIND OF DESCRIBING WHAT PEOPLE WOULD DO ANYWAY.
BUT BUT NOW IT RINGS EVEN TRUER TO ME BECAUSE WHEN I READ THE BOTTOM ONE; GOVERN AND COLLABORATE AS A BOARD AND SUPERINTENDENT, IT REALLY READS LIKE, WELL, THAT'S WHAT I DO AS A BOARD MEMBER.
I THINK ALTHOUGH IT'S LIKE THREE LISTS IN ONE SENTENCE AND IT'S A VERY LONG WAY TO SAY WHAT WE DO, AND I'M STRUCK BY IS OUR PRIORITY NEXT YEAR TO DO WHAT A BOARD DOES OR IS THERE SOMETHING ELSE THAT'S OUR PRIORITY AS A BOARD. AND I'M JUST STRUGGLING WITH THAT A LOT.
I MEAN, WE COULD LEAVE IT IN THERE.
NOBODY'S EVER GOING TO COME BACK AND SAY, THAT'S TERRIBLE, BUT IT DOESN'T MOTIVATE ME AS A BOARD MEMBER TO DO ANYTHING DIFFERENT THAN I'VE EVER DONE.
I THINK UNLESS SOMEONE WANTS TO EXPLAIN TO ME HOW IT DOES, I'M WILLING TO LISTEN HONESTLY.
AND IT'S NOT INSPIRING TO ME TO DO ANYTHING.
MAYBE IT DOESN'T HAVE TO BE, BUT I'M JUST CURIOUS.
AM I WAY OFF BASE HERE? THANK YOU. ANYBODY ELSE WANT TO WEIGH IN? NOT SEEING ANYBODY.
I'VE GOT TWO LAURA AND THEN JEN.
JAMES, THANK YOU FOR BRINGING THAT UP.
AND I THINK THAT WE'RE PROBABLY ALL SORT OF PROCESSING THAT RIGHT NOW.
SO WHILE WE DO THAT, I'D LIKE TO GO BACK UP TO THE ENGAGE STAFF AND COMMUNITY.
THE SECOND BULLET POINT WAS ONE THAT WE KIND OF WE DID A LOT OF WORK ON DURING SUMMIT.
AND I'M JUST WONDERING IF WE CAN SIMPLIFY THAT A LITTLE BIT.
MEANS OF CONVERSING WITH, LISTENING TO AND SOLICITING FEEDBACK FROM, THAT'S COMMUNICATION.
I MEAN, I THINK INCREASED COMMUNICATION WITH EMPLOYEES, STUDENTS, PARENTS AND COMMUNITY MEMBERS COVERS IT IN A MORE DIGESTIBLE WAY.
THAT SAID, I'LL PROBABLY COME BACK ON THE OTHER ONE.
THANK YOU. AND I MAYBE THINKING OUT LOUD A LITTLE BIT HERE.
[00:45:08]
BUT TO WHAT YOU SAID, JAMES, I SEE YOUR POINT.I THINK THERE'S A LOT OF VALUE IN STATING PUBLICLY THAT WE WANT A WELL FUNCTIONING BOARD, THAT WE WANT TO WORK COLLABORATIVELY WITH THE ADMINISTRATION, THAT WE WANT TO WORK COLLABORATIVELY, AMONG WITH EACH OTHER.
IT IS SOMETHING I PRIZE ABOUT THIS SCHOOL BOARD.
WHEN I LOOK AT EXAMPLES AROUND THE STATE THAT ARE DYSFUNCTIONAL, WE HAVE BEEN A VERY WELL FUNCTIONING BOARD BECAUSE WE PRIZE THAT, BECAUSE WE PRIZE WORKING TOGETHER IN A RESPECTFUL MANNER AND WE PRIZE COMING TO CONSENSUS.
AND SOMETIMES THAT'S EASY AND SOMETIMES IT'S DIFFICULT.
BUT I DO THINK THAT POINTING THAT OUT IS IMPORTANT.
WHAT I THINK MIGHT BE MISSING IS SOME SORT OF WORDING IN THAT BULLET POINT THAT HIGHLIGHTS THAT SENTIMENT OF COLLABORATION, OF BUILDING TO CONSENSUS OF THAT THE IDEA THAT ONCE WE GET THERE, WE'RE ALL IN LINE AND WE ALL WORK TOGETHER AT TO WHATEVER END THE BOARD COLLECTIVE HAS DECIDED WE'RE GOING AS A DISTRICT. SO IN MY MIND AND I'M SORRY, I DON'T REALLY, I'M NOT ARTICULATING THIS SUPER WELL AND I DON'T HAVE WORDS FOR YOU, DR.
ARNETT, BUT YOU ARE THE MASTER WORDSMITH, SO I'M HOPING YOU CAN GET MY GIST.
AND I THINK THAT'S WHAT I WOULD LIKE TO SEE SOMETHING THAT INCORPORATES THAT SENTIMENT BEYOND SORT OF THE NUTS AND BOLTS OF WHAT WE DO. THANK YOU.
I'M GOING BACK AROUND TO JAMES.
I LIKED WHAT JEN WAS SAYING MORE ABOUT THE COLLABORATIVE PIECE OF OUR WORK TOGETHER AND REALLY, YOU KNOW, MAKING SURE THAT EVERYONE'S ROWING IN THE SAME DIRECTION. I THINK THAT IS IMPORTANT.
THE OTHER THING, THOUGH, THAT ISN'T MENTIONED AND IT'S KIND OF ALONG THE SAME LINE, YOU KNOW, WE MENTIONED THE MISSION, THE VISION, THE BELIEFS, THE STRATEGIC OBJECTIVES, ALL OF THAT. BUT WE DO HAVE BOARD OPERATING PROCEDURES THAT WE AS A BOARD OPERATE UNDER.
I DON'T KNOW IF THAT'S WORTH MENTIONING, BUT IT GOES IN THE SAME THING.
BUT THE VISION, BELIEFS, STRATEGIC OBJECTIVES ARE A LITTLE BIT DATED POSSIBLY.
THANK YOU. THAT WASN'T VERY HELPFUL.
OH, IT WAS. THANK YOU. [LAUGHTER] THANK YOU, KIM.
MY SENTIMENT IN REACTING JAMES TO YOUR COMMENT WAS YOU KNOW I GO BACK TO THE SUMMIT AND WE ALL TOOK A MAYBE A DIFFERENT APPROACH AT THE SUMMIT AND THESE PRIORITIES AND NOT GETTING LASER FOCUSED ON DETAILED THINGS.
I ALWAYS THOUGHT OF IT AS KIND OF MEAT ON THE BONES.
BUT WE DO HAVE THE BOARD OPERATING PROCEDURES.
AND JEN TO YOUR COMMENT I MEAN THERE THERE IS A LOT OF TO ME BOTH COLLABORATION AND INSPIRATION ON WHAT THE BOARD, HOW THE BOARD SHOULD OPERATE IN THE BOARD OPERATING PROCEDURES.
HEATHER, I LIKE YOUR IDEA OF IN SOME WAY EITHER.
SOMEWHAT SCRAPPINESS OR KEEPING IT AT A VERY HIGH LEVEL OR OR PULLING IN THAT WE DO COLLABORATE AND WE COLLABORATE PURSUANT TO OPERATING PROCEDURES THAT ARE FRESHLY REVIEWED AND ADOPTED BY THE BOARD.
AND I DON'T KNOW WHAT THAT RECOMMENDATION IS.
AND THEN JEN. YEAH, JEN, I REALLY APPRECIATE THAT, I DO, BECAUSE I'M STRUGGLING.
YOU KNOW WHAT YOU SAID ABOUT THE COLLABORATION PIECE, AND I VALUE THAT A LOT.
IT WAS STRUGGLING TO SEE THAT IN THESE WORDS.
[00:50:06]
YOU KNOW, THINGS THAT WE'RE GOING TO DO.AND I JUST LONG FOR SOMETHING SIMPLE THAT I CAN HANG MY HAT ON TO GO DO.
AND I DON'T THINK WE HAVE THOSE WORDS YET.
BUT I THINK WE'RE LONGING FOR WHAT DOES EANES ISD SCHOOL BOARD DO THAT? WHAT'S THE SPECIAL SAUCE? AND LET'S DO MORE OF THAT.
THANK YOU, JEN. SO THINKING ABOUT THAT AND THINKING BACK TO WHAT DR.
ARNETT SAID ABOUT, YOU KNOW, THE DEVELOPMENT OF ADMINISTRATIVE PRIORITIES, SO.
THINKING MORE OF THE TOP FOUR.
HOW DO YOU ENVISION THAT PROCESS WORKING FOR THIS FIFTH SECTION WHEN IT IS MAYBE THIS IS THE AREA THAT IS TRULY BOARD PRIORITY.
AND SO I'M CURIOUS IF THERE IS AN OPPORTUNITY TO TAKE SOME OF WHAT JAMES IS SAYING, SIMPLIFY THIS AND THEN BUILD IT OUT FURTHER UNDERNEATH IN SOME SORT OF BOARD / ADMINISTRATIVE PLAN THAT THE BOARD CAN ACTUALLY COLLABORATE WITH ON THIS SECTION OF THAT PLAN.
THANK YOU. SO YOU'VE HEARD FROM EACH OF US.
DO YOU THINK YOU'VE GOT ENOUGH FEEDBACK TO MAKE AN ATTEMPT AT REWRITING? I DO. AND FIRST OF ALL, THANK YOU.
BECAUSE YOU DIDN'T REALLY HAVE TIME TO PROCESS THIS DURING THE STRATEGIC SUMMIT.
IT'S BEEN VERY HELPFUL TO LISTEN TO YOU HAVE THE CONVERSATION OUT LOUD TONIGHT.
AND I'VE CAPTURED SOME KEY PHRASES THAT I THINK WILL BE IMPORTANT TO YOU.
WHAT DO WE DO TO SUPPORT YOUR COLLABORATION AS A BOARD OF TRUSTEES? SO THAT'S HOW WE'LL TRY TO REPRESENT THAT.
BUT IN TERMS OF HOW WE WORK TOGETHER, I THINK YOU HAVE A VARIETY OF DOCUMENTS, INCLUDING THE OPERATING PROCEDURES THAT ARE THOSE THAT YOU LIVE BY AND THAT I THINK REALLY TRY TO REPRESENT THE ASPIRATION OF THIS PRIORITY.
HEATHER, DID YOU HAVE ANOTHER COMMENT? YEAH, I JUST WANTED A CLARIFICATION FROM JEN ON THAT.
AND IF WERE YOU SUGGESTING THAT WE, LIKE KIND OF GO BACK TO THE OLD STYLE AND HAVE ALL THE BULLET POINTS OF THE THINGS THAT WE? NO? OKAY JUST MAKING SURE.
NO IN SOME SORT OF IS THERE A POSSIBILITY FOR THIS SECTION ONLY THAT OR COULD THERE BE BOARD COLLABORATION WITH THE ADMINISTRATION ON WHAT THAT LOOKS LIKE? OKAY. GOT IT.
JAMES, LAST COMMENT. LAST COMMENT.
NOT SO MUCH FEEDING WORDS TO THE CABINET, BUT GETTING MAYBE STARTING WITH THEIR WORDS ON SOME SUGGESTED PRIORITIES AND LETTING YOU KNOW, WORKING TOGETHER TO DEVELOP THOSE VERSUS THE SORT OF IT'S NOT A BAD THING.
ALL RIGHT. MOLLY DO YOU HAVE ANYTHING YOU WANT TO ADD TO THAT? ALL RIGHT, OK.
[8.1. Election Order Calling a Bond Election to be held on May 6, 2023]
