[5.1. Superintendent's Report]

AND THAT'S THE SUPERINTENDENTS REPORT, JEFF.

ALL RIGHT. THANK YOU, MR. HAVENSTRITE AND TRUSTEES.

REFLECTING ON LAST WEEK, IT WAS QUITE AN EVENTFUL TIME FOR THE SCHOOL DISTRICT, REALLY FOR ALL OF THE RESIDENTS OF THE GREATER AUSTIN AREA.

AND I HAVE TO COMMEND OUR COMMUNITY AND THANK THEM FOR HOW THEY CAME TOGETHER.

THE EXAMPLES OF SERVICE AND VOLUNTEERISM REALLY ON EVERY CAMPUS TO TRY TO MAKE SURE THAT OUR STAFF WERE SUPPORTED AND THAT THINGS RETURNED TO NORMAL AS QUICKLY AS POSSIBLE.

REALLY, THEIR EFFORTS WERE HEROIC AND IT WAS SO IMPRESSIVE, GRATIFYING TO SEE HOW MANY MEMBERS OF OUR COMMUNITY, PARENTS IN PARTICULAR, TURNED OUT AND WORKED IN EVERY DIFFERENT CAPACITY AND LAYING TOOLS AND HAULING THINGS AWAY.

IT WAS JUST SO IMPRESSIVE.

SO WE WANT TO THANK OUR COMMUNITY FOR THAT.

TODAY WE WALKED OUT OF OUR DOORS HERE AT THE ADMINISTRATIVE CENTER INTO THE PARKING LOT, AND WE WERE MET BY DOZENS OF FRESHMAN AND SOPHOMORE FOOTBALL PLAYERS WHO HAD COME OVER WITH THEIR COACHES TO MOVE BRUSH AND TREE LIMBS AND BRANCHES THAT WERE STILL DOWN AROUND OUR PROPERTY AND TO TRY TO PUT THEM ALL INTO ONE LOCATION TO MAKE IT EASIER FOR OUR STAFF AND FOR THE PROFESSIONAL SERVICES TO COME IN AND THEN DISPOSE OF EVERYTHING.

SO WE WANT TO THANK OUR STUDENTS AS WELL, WHO GAVE UP THEIR TIME DURING THEIR FIRST HOUR THIS MORNING AT SCHOOL TO COME OVER AND HELP OUT OUR PROPERTY.

SO ANY OTHER REFLECTIONS FROM THE TRUSTEES OR ANY? JEN AND THEN JAMES.

I JUST, YOU KNOW I KEPT REFLECTING LAST WEEK THAT WHAT'S BECOME CLEAR OVER THE PAST SEVERAL YEARS IS THAT OUR ADMINISTRATIVE TEAM IS AMAZING IN A CRISIS AND EVERYONE AND REALLY NOT JUST OUR ADMINISTRATIVE TEAM, OUR WHOLE TEAM IN EANES ISD PULLS TOGETHER WHEN WE NEED TO PULL TOGETHER.

AND I, FOR ONE, AM INCREDIBLY GRATEFUL.

I HEARD TIME AND TIME AGAIN FROM OUR COMMUNITY HOW GRATEFUL THEY WERE FOR ALL OF YOUR HARD WORK AND YOUR TEAM'S HARD WORK, DR.

ARNETT.

SO I JUST WANTED TO EXTEND MY THANKS PUBLICLY TO OUR STAFF AND EVERYONE WHO WORKED SO HARD TO ULTIMATELY GET OUR KIDS BACK TO SCHOOL WHERE THEY NEEDED TO BE.

SO THANK YOU. I WOULD ECHO THAT AND ADD HOW APPRECIATIVE I AM TO THE OPERATIONS TEAM, THE GUYS WHO WERE IN THOSE BUILDINGS WHEN THEY, YOU KNOW, WHEN THEY WERE SHUT DOWN, REALLY CARING FOR THEM LIKE THEY WERE THEIR OWN AND LOOKING OUT FOR THOSE BUILDINGS BECAUSE THERE'S SO MUCH DAMAGE THAT CAN HAPPEN WHEN IT FREEZES LIKE THAT AND JUST BEING THERE AND HELPING KEEP THEM OPERATIONAL AS MUCH AS POSSIBLE UNTIL THE POWER GOES OFF OR THE WATER GOES OFF IS SUPER APPRECIATED. AND THEN I TOO AM GRATEFUL FOR OUR COMMUNITY THAT CAME TOGETHER.

I'M IMPRESSED AND ALWAYS HEART WARMED BY A COMMUNITY THAT WILL COME OUT AND HELP, YOU KNOW, THEIR PUBLIC BUILDINGS, THEIR SCHOOL BUILDINGS AND MAKE SURE THAT THEY'RE UP TO STANDARDS FOR WHAT THEY WANT THEIR COMMUNITY TO HAVE.

AND I'M GRATEFUL THAT WE CAN COME TOGETHER LIKE THAT AND WORK AS A TEAM, BOTH ON THE DISTRICT SIDE AND THE VOLUNTEER SIDE AND OUR FOOTBALL PLAYERS, TOO.

SO AND THE LAST THING IS, I WAS REALLY GRATEFUL FOR THE COMMUNICATIONS THAT WERE CLEAR, CAME ON A REGULAR BASIS AND KEPT US UP TO DATE ON WHAT WAS GOING ON.

AND I KNOW THERE WAS A BIG TEAM BEHIND THOSE THAT WAS MEETING AND DISCUSSING WHAT WAS POSSIBLE AND WHAT WE REALLY NEEDED TO DO.

AND I APPRECIATE THAT.

I CAN'T AGREE MORE WITH WHAT YOU ALL HAVE SAID, THE APPRECIATION, THE COMMUNICATION, THE HARD WORK AND HOW EVERYBODY PITCHED IN.

THE STORIES COMING FROM THE TEAMWORK AT EANES ELEMENTARY ON FRIDAY MORNING WAS JUST EXTRAORDINARY.

I MEAN, DR. KRISTY SAILORS, B.K.

JUST PEOPLE FROM ALL DEPARTMENTS PITCHING IN ON THAT CAMPUS BECAUSE IT WAS THERE WAS JUST SO MUCH TO TAKE CARE OF.

I WAS THRILLED THAT THAT WAS ACTUALLY CAPTURED BY THE STATESMAN YESTERDAY IN THE METRO SECTION.

AND THERE WAS SOME ACKNOWLEDGMENT GIVEN IN A VERY POSITIVE LIGHT TO THE TEAMWORK BECAUSE IT HAD PICTURES NOT JUST OF THE M&O TEAM WHO WERE ALWAYS THERE AND ALWAYS WORKING SO HARD, BUT ALSO SOME OF THE INTER-DEPARTMENTAL PEOPLE WHO WERE PITCHING IN.

SO I JUST THINK IT CAPTURED THE SPIRIT OF WHAT TEAMWORK IS ALL ABOUT AND WHAT THIS DISTRICT IS ALL ABOUT.

AND I'M SORRY IT WAS A CRISIS WEEK TO BRING ALL OF THAT OUT.

BUT CERTAINLY, AS JEN SAID, WAS A PERFECT SHOWCASE OF HOW THAT WORKED SO BEAUTIFULLY.

I DON'T REALLY HAVE MUCH THAT THE OTHER TRUSTEES HAVEN'T SAID.

I DO WANT TO CALL OUT THE DAD'S CLUB AT A COUPLE OF OUR CAMPUSES WHO SHOWED UP AND HAD A REALLY GOOD TIME.

BUT I WAS IMPRESSED THEY WERE THERE.

THEY COULD HAVE BEEN HOME CLEANING THEIR OWN YARDS UP, AND THEY WERE ON OUR CAMPUSES MAKING SURE SPECIFICALLY THAT THOSE CAMPUSES WERE SAFE.

AND THERE WAS A LOT OF DISCUSSION ABOUT WHAT LIMBS WERE LIABILITIES AND WERE POTENTIAL PROBLEMS. AND THEY ACTUALLY REALLY ENJOYED TAKING THOSE LIMBS DOWN.

BUT I LOVE THE FOCUS ON SAFETY AND IT WAS BEAUTIFUL WATCHING THE CABINET WORK TOGETHER.

YOU KNOW, JEREMY, YOU AND YOUR TEAM, YOU ALL ALWAYS SHOW UP FOR THIS TYPE OF EVENT AND JUST THE MOST AMAZING WAY.

BUT, KRISTY, I KNOW YOU WERE THERE HELPING AND B.K.

FROM SAFETY AND SECURITY WAS HELPING.

AND CLAUDIA, YOU WERE THERE.

YOU ALL WERE. MOLLY YOU WERE DOING YOUR THING.

I CREDIT OUR ADMINISTRATIVE TEAM COMMUNICATION FOR HELPING OUR COMMUNITY UNDERSTAND WHY THINGS WERE THE WAY THEY WERE.

I MEAN, THE CITY OF AUSTIN COULD LEARN A THING OR TWO ABOUT COMMUNICATION FROM THE WAY Y'ALL MANAGED MESSAGING OVER THE LAST FEW DAYS.

VERY EXCITED TO SHARE WITH YOU THAT OUR WESTRIDGE MIDDLE SCHOOL FIRST LEGO LEAGUE TEAM, THE THUNDER TITANS, WON SECOND PLACE IN THEIR CHAMPIONSHIP ROUND LAST SATURDAY DURING THE ANDERSON HIGH SCHOOL REGIONAL QUALIFIER.

THE JUDGES WERE VERY IMPRESSED AND GAVE OUR TEAM EXCELLENT RATINGS ON ROBOT RUN'S, ROBOT DESIGN, ENGINEERING, INNOVATION, PROJECT CORE VALUES.

SO CONGRATULATIONS TO THESE TEAM MEMBERS WHO ARE PICTURED HERE.

AND THEN FINALLY IN MY REPORT TONIGHT, CONGRATULATIONS TO WESTLAKE, THEIR HEAD MEN'S BASKETBALL COACH ROBERT LUCERO, ON HIS 300TH CAREER WIN AS A HEAD COACH IN HIS 9TH SEASON AT WESTLAKE, HE'S OVERSEEN SEVEN DISTRICT TITLES, TWO STATE TOURNAMENT APPEARANCES AND A REMARKABLE 84 GAME CONSECUTIVE DISTRICT WIN STREAK.

SO WE'RE VERY PROUD OF ROBERT AND HIS LEADERSHIP OF THAT TEAM AS WELL.

SO I JUST WANT TO.

[LAUGHTER] BEFORE JEREMY AND ALLYSON AND OTHERS CONTRIBUTE TO YOUR CONVERSATION TONIGHT I JUST WANTED TO ACKNOWLEDGE THAT WE'VE HEARD FROM SEVERAL PARENTS, PARTICULARLY THOSE AT EANES ELEMENTARY OVER THE LAST SEVERAL DAYS SINCE YOUR PREVIOUS MEETING ON JANUARY THE 24TH.

CERTAINLY HAVE TAKEN INTO CONSIDERATION ALL OF THEIR FEEDBACK REGARDING PROBABLY THE LONE ITEM THAT YOU'RE STILL TO DISCUSS REGARDING THE PROPOSED BOND ITEM OR BOND ISSUE, AND THAT IS SPECIFIC TO A POTENTIAL PROJECT AT EANES ELEMENTARY TO TRY TO MITIGATE TRAFFIC ON THAT CAMPUS.

JEREMY IS GOING TO SHARE WITH YOU THE ORIGINAL RECOMMENDATION AS WELL AS SOME OPTIONS HE ACTUALLY HAS FOUR DIFFERENT SCENARIOS THAT HE'S GOING TO OUTLINE FOR YOU THIS EVENING. BUT I JUST WANTED TO PREFACE HIS REMARKS AND HIS PART OF THE PRESENTATION BY LETTING YOU KNOW THAT THE ADMINISTRATION WOULD RESPECTFULLY RECOMMEND THAT THE BOARD FOCUS ON OPTION THREE TONIGHT.

AND THE REASON WHY OPTION THREE IS IT IS THE ONE OPTION OF FOUR THAT JEREMY WILL SHARE WITH YOU TONIGHT THAT WOULD ONLY ALLOW FOR A TRAFFIC STUDY WOULD NOT REQUIRE ANY CONSTRUCTION OR SIGNIFICANT MODIFICATIONS TO THE EANES ELEMENTARY CAMPUS.

IT WOULD ALSO NOT REQUIRE A RESOLUTION OF THE BOARD.

SO WE BELIEVE, BASED UPON THE INPUT AND THE FEEDBACK THAT WE'VE RECEIVED FROM PARENTS AND FAMILIES OVER THE LAST FEW DAYS, THAT THAT'S THE OPTION ADMINISTRATIVELY THAT WE WOULD RECOMMEND THE BOARD FOCUS ON TONIGHT.

BUT CERTAINLY WE WILL DEFER TO YOU AND YOU'LL HAVE FOUR SCENARIOS THAT JEREMY IS GOING TO STEP THROUGH VERY QUICKLY FOR YOU THIS EVENING AND ALLOW YOU TO HAVE THAT CONVERSATION AND MAKE YOUR FINAL DECISION.

BUT WE ARE HERE AT THAT MOMENT IN FEBRUARY WHERE YOU HAVE THE OPTION AS A BOARD TO CALL FOR A BOND ELECTION.

AND SO THAT'S WHAT WE'RE GOING TO DISCUSS NOW.

BUT DR. ARNETT DESCRIBED THE ONE PROJECT THAT WE FOCUSED ON A LITTLE BIT LAST TIME WE WANT TO FOCUS ON AGAIN.

THIS MEETING IS TO TRY TO DRIVE TO THAT CONSENSUS OF THE BOARD.

AND SO WITH THAT, WE WANTED TO LAY OUT ADMINISTRATIVELY JUST A PROGRESSION OF SOME OPTIONS FOUR OPTIONS BEING IN FRONT OF YOU.

ONE OPTION IS KIND OF KEEP THINGS THE SAME, BUT RESTRUCTURE SOME OF THE TERMINOLOGY AROUND THAT CERTAIN LINE ITEM.

ANOTHER ONE WOULD JUST REALLY NARROW DOWN THE SCOPE OF A POTENTIAL PROJECT IN WITHIN THE BOND.

AND THEN OPTION THREE, WHICH DR.

ARNETT DESCRIBED, WOULD RETAIN A BOND LINE ITEM, BUT WOULD FOCUS ON AN ADJUSTED DESCRIPTION OF THAT OF THAT LINE ITEM AND ONLY COVER THE STUDY AND THE ANALYSIS OF TRAFFIC IN AND AROUND EANES ELEMENTARY AND WHAT THAT INFORMATION WHAT WE DO WITH THAT INFORMATION MOVING FORWARD IS UP TO THE DISTRICT AND THE BOARD.

AND THEN THE LAST OPTION WOULD BE JUST COMPLETELY ELIMINATE THAT LINE ITEM FROM THE BOND RECOMMENDATION.

SO WITH THAT CONSENSUS LAST TIME WAS AROUND A STUDY.

SO I'M GOING TO GO DIRECTLY TO THAT OPTION THREE, WHICH WAS THE CONSENSUS OF THE BOARD.

AND SO WE WANT TO FOCUS ON THAT.

AND SO WHAT WE SEE HERE IS THAT OPTION NUMBER THREE WOULD INCLUDE AN ADJUSTMENT TO THAT LINE ITEM SCOPE WOULD TO BE, IN QUOTES, EVALUATE SAFE ROUTES TO SCHOOL ENHANCEMENTS FOR EANES ELEMENTARY.

THIS WOULD INCLUDE THAT STUDY IN THAT ANALYSIS OF WHAT WE HAVE GOING ON FOR EANES WHAT WE THINK MAY HAPPEN WE HEARD FROM THE CITY THAT THEY'RE GOING TO HAVE SOME IMPROVEMENTS COMING DOWN THE LINE.

SO FOLD ALL THAT ANALYSIS INTO THIS DOCUMENTATION.

WHAT THAT DOES IS IT REDUCES THE OVERALL LINE ITEM.

AND THAT STUDY, THAT ANALYSIS KEEPING A LINE ITEM OF $100,000.

SO THAT REDUCES THAT LINE ITEM BY $2.231 MILLION DOLLARS.

SO YOU CAN SEE I HAVE A BREAKDOWN BY TABLE HERE.

THE TOTAL BOND WOULD WITH THIS OPTION WOULD BE $131,429,000.

AND IF WE LOOK HERE, THIS IS THE BREAKDOWN.

IT ONLY AFFECTS PROPOSITION A.
