>> ABSOLUTELY. I WANTED TO GIVE AN UPDATE ON DR. ARNETT AND SEVERAL ADMINISTRATORS ARE ACTUALLY ON A TRIP DOING SOME PROFESSIONAL DEVELOPMENT WITH A CONSORTIUM THAT WE HAVE BEEN INVOLVED WITH FOR A VERY LONG TIME.

IT'S A CONSORTIUM THAT MEETS TWICE A YEAR, USUALLY IN APRIL AND SEPTEMBER, AND IT'S A CONSORTIUM OF SIX SCHOOLS ACROSS THE ENTIRE NATION.

WE HAVE NOT ONLY EANES ISD.

RIGHT NOW, THEY'RE BEING HOSTED BY WESTSIDE COMMUNITY SCHOOLS IN OMAHA, NEBRASKA.

WE ALSO HAVE EDINA PUBLIC SCHOOLS IN MINNESOTA, MANHATTAN BEACH UNIFIED SCHOOL DISTRICT IN MANHATTAN BEACH, CALIFORNIA, AND NEWTREA IN THE CHICAGO AREA.

THEY'RE OUT THERE, JEFF, ARNETT, CLAUDIA MCORDER, CHIEF COMMUNICATIONS OFFICER, AND MOLLY MAY, ASSISTANT SUPERINTENDENT OF CURRICULUM AND INSTRUCTION ARE OUT THERE.

WE TAKE THIS OPPORTUNITY TO REALLY COLLABORATE WITH OTHER SCHOOL DISTRICTS ABOUT SOME OF THE THINGS THAT THEY ARE HAVING CHALLENGES WITH.

WE LEARN FROM EACH OTHER AND TRY TO BRING NEW IDEAS, NEW STRATEGIES FROM ACROSS THE COUNTRY BACK HERE TO EANES ISD.

IT'S A VERY IMPORTANT ACTIVITY FOR THEM AND I'M GLAD I COULD BE HERE TO SIT IN DR. ARNETT'S SPOT.

THE NEXT ITEM ON THE AGENDA IS WE'RE GOING TO GET A LEGISLATIVE UPDATE FROM HEATHER SHEFFIELD. HEATHER.

>> THANK YOU. IS THERE ANOTHER SLIDE? THANKS. YES. THERE'S A LOT GOING ON AT THE LEGISLATURE RIGHT NOW AND A LOT OF THINGS THAT WE'RE PAYING ATTENTION TO, BUT IT'S INTERESTING BECAUSE NO ONE IS AGREEING ON THINGS.

[LAUGHTER] THE ONE BIG THING THAT WE ALL NEED TO PAY ATTENTION TO, THE ONE BILL THAT THEY HAVE TO PASS IS THE APPROPRIATIONS BILL.

RIGHT NOW THE SENATE AND THE HOUSE VERSIONS ARE VERY DIFFERENT, EXCEPT FOR THE FACT THAT THEY BOTH HAVE $5 BILLION ALLOCATED.

THE WAY THAT THEY'RE GOING TO SPEND THAT $5 BILLION IS VERY DIFFERENT.

WE HAVE NO IDEA WHAT THEY'RE GOING TO SPEND IT ON, SO STAY TUNED. NEXT SLIDE, PLEASE.

HERE ARE THE ONES THAT I THINK ARE SUPER IMPORTANT THAT WE PAY ATTENTION TO BECAUSE THESE ARE CONVERSATIONS THAT WE'RE HAVING WITHIN OUR DISTRICT, BUT THAT ARE ALSO HAPPENING AT THE CAPITAL THAT WILL IMPACT US ONE WAY OR ANOTHER.

SENATE BILL 9 WAS REFERRED TO SENATE EDUCATION, AND IT HAS NOT BEEN HEARD.

WITH THAT, THERE WILL BE A $6,000 RAISE FOR TEACHERS, NURSES, COUNSELORS, LIBRARIANS ONLY.

THAT DOES NOT INCLUDE OUR OTHER SUPPORT STAFF OR ANY OTHER STAFF.

IT'S ONLY $6,000, AND THAT WOULD JUST BE BECAUSE WE HAVE UNDER 20,000 STUDENTS.

I THINK THAT THAT'S INTERESTING, BUT AGAIN, THAT HAS NOT BEEN HEARD, SO I'M NOT SURE THAT THAT'S GOING ANYWHERE.

BUT HOUSE BILL 100 IS BEING HEARD TOMORROW ON THE FLOOR.

THAT IS THE ONLY BILL THAT IS GOING ANYWHERE THAT DISCUSSES THE BASIC ALLOTMENT AND THAT'S THE THING THAT WE ALWAYS TALK ABOUT IN OUR LEGISLATIVE PRIORITIES.

THAT IS OUR BIG THING THAT WE NEED, IT'S A RAISE TO BASIC ALLOTMENT.

AS YOU CAN SEE, IT'S BASICALLY SAYING THAT IT'S $140 RAISE, BUT IT'S A STRANGE THING BECAUSE IT'S LIKE SOME PART OF THAT $140 THE FIRST YEAR, ANOTHER PART THE SECOND YEAR.

BUT TOMORROW IT WILL BE HEARD ON THE HOUSE FLOOR.

THERE WILL BE AMENDMENTS MADE.

PEOPLE ARE CONCERNED THAT THERE WILL BE VOUCHERS POSTED ON IT.

SO WE'LL HAVE TO WAIT AND SEE.

AS IT IS RIGHT NOW, IT'S GOOD FOR US, BUT THERE NEEDS TO BE MORE OF A RAISE TO BASIC ALLOTMENT, IT'S BASICALLY $900 OF A RAISE JUST TO KEEP UP WITH INFLATION FROM 2019, SO $140 IS NOT ANYWHERE NEAR THAT.

WE'LL SEE WHAT HAPPENS TOMORROW.

THEN SAFETY AND SECURITY IS A BIG THING THAT WE'VE BEEN DISCUSSING HERE.

THERE ARE A COUPLE OF BILLS THAT I WANT TO POINT OUT TO PEOPLE SO THAT IF YOU HAVE A PREFERENCE ON THAT, YOU MIGHT WANT TO GET INVOLVED AND MAKE SOME PHONE CALLS OR EMAILS.

SENATE BILL 1631 WAS REFERRED TO EDUCATION, NO HEARING YET.

SENATE BILL 11, THIS IS ONE THAT TEN SENATORS SPONSORED, INCLUDING THE CHAIR OF THE EDUCATION COMMITTEE.

THAT'S A GOOD INDICATION THAT THAT'S GOING PLACES AND MIGHT ALREADY PASSED THE SENATE AND IT WAS HEARD IN PUBLIC EDUCATION TODAY.

IF YOU HAVE ANYTHING TO SAY ON THAT, I WOULD CONTACT THE HOUSE PUBLIC EDUCATION COMMITTEE AND THAT REQUIRES WELL, YOU CAN READ IT, THERE'S THAT.

THEN HOUSE BILL 3 PASSED THE FULL HOUSE YESTERDAY, AND THAT WOULD REQUIRE AT LEAST ONE ARMED SECURITY OFFICER ON EVERY CAMPUS.

THE SAD THING IS THAT IT ONLY GIVES US $10 PER STUDENT, WHICH RIGHT NOW WE GET $9 AND 64 CENTS OR SOMETHING RIDICULOUS.

IT'S NOT EVEN A FULL-DOLLAR RAISE.

THAT NEEDS TO BE INCREASED.

IF THAT ONE LOOKS LIKE IT'S MAKING SOME MOVEMENT, WHICH IT DOES, I WOULD SUGGEST CONTACTING LEGISLATORS AND SAY, WE NEED MORE THAN $10 PER STUDENT TO MAKE A MEANINGFUL INVESTMENT ON OUR CAMPUSES.

WE HAVE THE DIFFERENT COMMITTEES THERE, SO I WOULD RECOMMEND THAT YOU REACH OUT TO THE SENATE COMMITTEE ON EDUCATION AND, OR THE PUBLIC EDUCATION COMMITTEE TO TELL THEM HOW YOU FEEL ABOUT SAFETY AND SECURITY AND WHAT YOUR PREFERENCE WOULD BE. THANK YOU SO MUCH.

A COUPLE OF QUESTIONS ON THE FIRST SLIDE WHERE THE $5 BILLION FROM BOTH THE HOUSE AND SENATE, AND IN THE SENATE VERSION, THERE IS, I'M GUESSING MONEY OUT OF THAT 5 BILLION FOR VOUCHERS.

DOES THAT HAVE A FISCAL NOTE ON IT?

>> YES. SENATE BILL 8, IT HAS $8,000 PER VOUCHER.

>> OPEN-ENDED IN TERMS OF HOW MUCH [OVERLAPPING]

>> PER STUDENT, $8,000.

>> PER STUDENT. IF EVERY STUDENT IN TEXAS DECIDED TO GO THAT ROUTE, IT WOULD BE UNLIMITED.

>> YES. THERE IS A CLAUSE IN THAT THAT WOULD GIVE DISTRICTS ANY AMOUNT OF MONEY FOR THAT STUDENT FOR THE FIRST COUPLE OF YEARS THAT THEY LEAVE.

BUT WE'LL SEE WHAT HAPPENS.

>> THEN ON THE NEXT LINE, IN TERMS OF TEACHER COMPENSATION, JUST TO CLARIFY, EVEN THOUGH THE SENATE HAS PASSED A BILL SUGGESTING $6,000, FOR EXAMPLE, FOR CERTAIN CLASSES OF EMPLOYEE, WOULD THE STATE PAY FOR THAT, OR WOULD IT BE AN UNFUNDED MANDATE TO US THAT WE WOULD HAVE TO WITHIN OUR BUDGET, FIGURE OUT A WAY TO REDEPLOY?

>> THEY WOULD PAY FOR IT FOR THE FIRST FEW YEARS.

I THINK THE BIENNIUM, SO TWO YEARS AND SO THEN WE WOULD BE HAVING TO PAY FOR IT AFTER.

HEATHER, THERE'S SO MANY BILLS GOING THROUGH RIGHT NOW AND IT'S HARD TO KEEP TRACK, ARE THERE ANY ORGANIZATIONS THAT ARE ONE-STOP SHOPPING THAT ARE HIGHLIGHTING THE BILLS THAT ARE SUPPORTIVE OF PUBLIC EDUCATION? OR DO WE JUST NEED TO, WELL, I'M READING THEM.

[LAUGHTER] THESE IN PARTICULAR ARE THE HIGHLIGHTS.

>> I THINK EVERYBODY HAS THEIR OWN TAKE ON THINGS.

THAT'S WHY I WOULD SAY READ THE BILLS FOR YOURSELF, DECIDE HOW YOU FEEL ABOUT THEM.

THERE ARE LOTS OF EDUCATION ASSOCIATIONS THAT ARE ALL MARCHING ALONG THE SAME WAY, BUT AGAIN, JUST FROM THE SENATE AND THE HOUSE, THINGS ARE SO DIFFERENT.

I THINK IT REALLY IS UP TO PEOPLE TO MAKE THEIR OWN DECISION.

BUT AGAIN, YOU'VE ONLY GOT $5 BILLION, WHICH I DON T THINK IS ENOUGH FOR ANYTHING.

THAT'S ANOTHER THING THAT I WOULD JUST ALWAYS ECHO TO ANYONE CALLING THEIR LEGISLATURE IS TO SAY WE NEED MORE MONEY.

THAT BEING SAID IF YOU WILL NOTICE, OUR ELECTED OFFICIALS THAT REPRESENT EANES ISD, REPRESENTATIVE GOODWIN, REPRESENTATIVE HOWARD, AND SENATOR ECKHART ARE ALL SUPPORTIVE OF THE LEGISLATION THAT WE HAVE IN OUR PRIORITIES.

THEY ARE VERY SUPPORTIVE OF PUBLIC EDUCATION, SO THEY DON'T REALLY NEED TO BE CALLED.

IT'S THE COMMITTEE MEMBERS THAT NEED THE PHONE CALLS.

IF ANYONE WANTS TO GO TO THE CAPITAL OR IF THEY WANT MORE INFORMATION ON HOW TO CONTACT THEIR LEGISLATORS OR THESE PEOPLE OR ANYTHING, I'D BE HAPPY TO HAVE THOSE CONVERSATIONS WITH ANYONE.

CHRIS HAVE SEEN THE DISTRICT RUNS BUT THAT'S THE BASICS OF THE BILL AND OF THAT $140, 50% MUST GO TO COMPENSATION AND AGAIN, IT'S JUST TEACHERS, NURSES, COUNSELORS, LIBRARIANS, AND IT DOES NOT ACCOUNT FOR THE REST OF OUR STAFF.

THAT MAY BE MAKE IT OR BREAK IT FOR SOME TEACHER, I'M NOT MINIMIZING THAT, BUT I WOULD SAY THAT THEY CERTAINLY DESERVE A LOT MORE THAN THAT.

WE AS A DISTRICT, ARE CERTAINLY LOOKING AT MORE THAN THAT FROM OUR OWN BUDGET BUT IT WOULD BE NICE IF THE STATE WOULD KICK IN AS WELL AND THE FIVE BILLION SOUNDS LIKE A HUGE NUMBER, BUT SPREAD OUT OVER 1,100 SCHOOL DISTRICTS AND MILLIONS AND MILLIONS OF KIDS.

IT'S NOT VERY MUCH WHEN IT GETS TO THE TEACHER'S NOT AS MUCH AS YOU WOULD THINK.

>> WE DID HAVE BUDGET AMENDMENTS FOR THE GENERAL FUND THIS MONTH AND AGAIN, THEY WERE JUST TRANSFERS THAT WERE SUBMITTED FROM DEPARTMENTS IN CAMPUSES.

JUST MOVING MONEY WITHIN THE FUNCTION CODES, THE NET EFFECT ON FUND BALANCE WAS ZERO.

THERE WAS NOT ANY BUDGET AMENDMENTS FOR THE CHILD NUTRITION FUND OR THE DEBT SERVICE FUND FOR THIS MONTH.

OUR TAX COLLECTIONS, YOU MAY HAVE NOTICED A LITTLE BIT BEHIND SCHEDULE.

WE STARTED OFF BEHIND SCHEDULE, IF YOU RECALL, WHEN THE TAX BILLS WENT OUT A MONTH LATE, THAT DID PUT US BEHIND SCHEDULE AND THAT'S HAPPENED BEFORE.

BUT WE ARE DEFINITELY A LITTLE BEHIND AT THIS POINT COMPARED TO WHERE WE NORMALLY ARE.

THERE COULD BE A COUPLE OF THINGS THAT ACCOUNT FOR THAT IT'S HARD TO SAY AND WE DO KNOW THAT THE VALUES THAT ARE LEVIED, THE TRUER VALUES THAT WE GET FROM THE TAX OFFICE WE'VE BEEN DELAYED.

THERE'S BEEN A COUPLE OF MONTHS BEHIND AND SO WE KNOW THAT WHEN THOSE NUMBERS COME IN, THEY'RE GOING TO BE LOWER THAN WHAT THEY WERE ORIGINALLY PROJECTED BECAUSE WE KNOW THAT PEOPLE ARE PROTESTING VALUES AND THOSE CHALLENGES ARE BEING SETTLED.

BUT IT'S HARD TO SAY WHERE THAT'S ALL COMING FROM.

NOW SMART IS AN ACRONYM.

IT TAKES A WHILE TO GO THROUGH ALL OF THEM.

I'M JUST GOING TO FOCUS ON THE S TODAY.

S MEANS SECURING ALL FIREARMS IN OUR HOMES AND VEHICLES.

DATA SHOWS THAT APPROXIMATELY 75% OF SCHOOL SHOOTINGS, THE SHOOTER USED A FIREARM THAT THEY TOOK FROM A PARENT OR CLOSE RELATIVE'S HOME.

FURTHER, 4.6 MILLION KIDS IN AMERICA LIVE IN A HOME WITH AT LEAST ONE UNLOCKED AND LOADED FIREARM.

TO PREVENT GUN VIOLENCE, WE NEED TO PREVENT KIDS FROM ACCESSING GUNS IN THE FIRST PLACE.

DID YOU KNOW THAT TEXAS LAW IMPOSES CRIMINAL CHARGES AGAINST INDIVIDUALS WHO FAIL TO SECURE A FIREARM IF A CHILD GAINS ACCESS TO THAT FIREARM? IT'S TRUE. SECTION 46.13 OF THE TEXAS PENAL CODE, WHICH I'VE INCLUDED IN YOUR MATERIALS, PROHIBITS LEAVING UNSECURED FIREARMS WHERE CHILDREN MIGHT GAIN ACCESS TO THOSE FIREARMS. NOT MANY PEOPLE KNOW ABOUT THIS LAW AND THAT'S WHY I'M IMPLORING THE DISTRICT TO PLEASE PROVIDE FAMILIES WITH INFORMATION ABOUT THE TEXAS LAW THAT REQUIRES SECURE FIREARMS STORAGE.

I WOULD LIKE TO SEE THE DISTRICTS REQUIRE PARENTS TO A TEST, IN OTHER WORDS, SIGN A FORM THAT THEY HAVE RECEIVED A COPY OF THIS LAW REGARDING SECURE STORAGE.

MANY OTHER SCHOOL DISTRICTS IN TEXAS AND THROUGHOUT THE NATION, BUT CLOSE TO HOME FOR SCO AND THE HOUSTON ISDS ALREADY DO SOME FORM OF THIS AND I'VE INCLUDED A COPY OF THE HOUSTON ISD ATTESTATION IN YOUR MATERIALS.

YOU'LL SEE IT'S LITERALLY JUST A COPY AND PASTE OF THE STATUTE AND THEN A LITTLE SIGN THAT SAYS I RECEIVED THIS INFORMATION.

I BELIEVE THAT SCHOOL REGISTRATION WOULD BE THE IDEAL PLACE FOR THIS AND I'VE INCLUDED A DRAFT RESOLUTION FOR YOUR CONVENIENCE.

IF I HAVE A LITTLE BIT MORE TIME, I'D LIKE TO SHIFT GEARS AND TALK ABOUT HB3, WHICH I'M EXTREMELY PASSIONATE ABOUT.

I'VE OPPOSED HB3, I'VE BEEN UP TO THE CAPITAL MANY TIMES AND ATTENDED HEARINGS AND SPOKEN PERSONALLY TO THE COMMITTEE MEMBERS.

THE PROBLEM WITH HB3 IS YOU ALREADY POINTED OUT IS IT DOESN'T NEED NEARLY ENOUGH MONEY TO FUND A SCHOOL RESOURCE OFFICER OR TRAINED LAW ENFORCEMENT PEACEKEEPER TO ATTEND THE SCHOOLS.

AS A RESULT, HB3 AUTHORIZES WHAT'S CALLED THE MARSHALL PROGRAM FOR SCHOOLS TO HAVE BASICALLY ANYONE BUT A TEACHER AND A STAFF OR ADMINISTRATION CARRY A FIREARM TO SCHOOL WITH ONLY MINIMAL TRAINING.

IT ONLY REQUIRES 16 HOURS OF TRAINING.

NOW, THE BEST COPS HAVE POOR ACCURACY AND THEY'RE NOT SHARPSHOOTERS.

TEACHERS DON'T NEED TO HAVE GUNS IN SCHOOLS AND 16 HOURS VIDEO TRAINING JUST DOES NOT ENOUGH TO KEEP OUR KIDS SAFE. THANK YOU VERY MUCH.

THIS BOARD WERE THE ONES WHO APPOINTED THE PEOPLE ON THE BOND COMMITTEE AND YOU ARE THE ONES WHO APPROVED THESE BONDS TO GO TO THE VOTING POLLS.

YOU ARE THE ONES THAT ARE RESPONSIBLE TO ENSURE

WHY DIDN'T YOU PUT A FUTURE SECURITY CONSULTANT IN THIS AS WELL? ONCE AGAIN, SHOWING THAT YOU DON'T CARE FOR THE SAFETY OF OUR KIDS AND STAFF.

I UNDERSTAND THAT THERE ARE SEVERAL OPTIONS OUT THERE TO HELP ENSURE OUR SAFETY, AND JEREMY, ALONG WITH THE SECURITY COMMITTEE ARE LOOKING INTO THOSE, BUT THEY CAN JUST RECOMMEND ITEMS AND IT FALLS ON YOU, THE BOARD.

I KNOW THESE GREATER MEASURES OF SAFE ROOMS AND TECHNOLOGY ASIDE CAN TAKE TIME TO IMPLEMENT, BUT THERE ARE SO MANY THINGS THAT COULD HAVE BEEN DONE IN THIS BOND TOWARDS SECURITY THAT AREN'T.

WE COULD HAVE PUT A HEAVY-DUTY PLANTERS STRATEGICALLY AROUND THE PLAYGROUND SO THAT IF THERE WAS A SHOOTER ON SCHOOL GROUNDS, IT WOULD GIVE THOSE KIDS OUT THERE SOMETHING TO TAKE COVER BEHIND.

WE COULD PUT THE PRICE OF POLICE CARS IN THESE BONDS AND TAKE THAT COST BURDEN OFF.

NOT PAYING FOR RESOURCE OFFICER THROUGH THE BOND BUT WE COULD GET EVERYTHING THAT OFFICER MAY NEED, SO ALL WE HAVE TO FOCUS ON IS THEIR SALARY THROUGH THE MNO.

I HEARD A STORY FROM A BOARD MEMBER ABOUT THEIR OLDEST GOING OFF TO EUROPE FOR THE FIRST TIME AT HOW EMOTIONAL THEY WERE.

I BET THERE'S A REASON WHY THEY DIDN'T SEND THEM OFF WHEN THEY WERE IN ELEMENTARY SCHOOL BECAUSE YOU WOULD FEAR TOO MUCH FOR THEIR SAFETY.

OUR KIDS IN ELEMENTARY SCHOOL, MANY MAY NOT KNOW WHAT A REAL GUNSHOT SOUNDS LIKE, AND WHEN THEY RUN THESE DRILLS, THEY ARE BEING KEPT IN THE DARK ON THE SEVERITY OF THE SITUATION BECAUSE WE DON'T WANT TO SCARE THEM HALF TO DEATH.

OUR TEACHERS ARE TOLD NOT TO OPEN THE DOORS FOR ANYONE EXCEPT THE POLICE.

WHAT IF A CHILD IS IN BATHROOM THE ALARM GOES OFF? WILL THEY STAY IN THE BATHROOM AND HIDE OR WILL THEY TRY AND GET BACK TO THE ROOM FOR SAFETY? WILL THEIR TEACHER LET THEM BACK IN, OR WILL THEY KEEP THE DOORS LOCKED FOR THE REST OF THE KIDS TO STAY SAFE? THESE ARE NOT DECISIONS THAT SHOULD HAVE TO FALL ON A TEACHER SHOULDERS.

THIS IS SOMETHING THAT PARENTS THINK ABOUT ON A DAY-TO-DAY BASIS AS WE DROP OUR LITTLE ONES OFF AT SCHOOL.

IF THE SCENARIO EVER CAME INTO PLAY, I WOULDN'T BLAME THE TEACHER FOR NOT OPENING THE DOOR AND PUTTING THE OTHER KIDS AT RISK.

THIS WOULD FALL ON YOUR SHOULDERS BOARD MEMBERS, AND I HOPE THAT'S TRULY RESONATES WITH YOU.

YOU KEEP LOOKING AT US STRAIGHT IN THE EYES AND TELLING US THAT YOU CARE ABOUT OUR KIDS SAFETY, BUT YOU ARE THE ONES THAT HAVE THE POWER TO ACTUALLY DO SOMETHING AND YOU ARE DOING NOTHING.

I DON'T KNOW IF THIS IS BECAUSE NONE OF YOU HAVE KIDS IN ELEMENTARY SCHOOL.

I WAS GOING TO CITE SOME NUMBERS BY YOU ALREADY HEARD SOME OF THOSE NUMBERS, BUT I CAME UP WITH 1.3 AND 1.6 MILLION RESPECTIVELY FOR SECURITY, AT LEAST ASSOCIATE WITH SECURITY OUT OF 117 MILLION.

BUT I THINK THE GOOD NEWS IS THAT THERE ARE OTHER POTENTIAL SOURCES OF FUNDING, INCLUDING GRANTS THAT CAN BE USED TO CONTINUE IMPROVEMENTS OF SAFETY AND SECURITY.

I THINK THE REAL CHALLENGE THOUGH IS WHAT IMPROVEMENTS ARE MADE AND HOW THEY GET IMPLEMENTED.

WHILE MANY PARENTS HAVE ASKED THE BOARD TO EXPAND THE MEMORANDUM OF UNDERSTANDING WITH TRAVIS COUNTY SHERIFF'S OFFICE TO PROVIDE SCHOOL RESOURCE OFFICERS, IN ALL NINE CAMPUSES AND NOT JUST WESTLAKE HIGH SCHOOL.

I ASK THAT YOU STRONGLY CONSIDER THE APPROVAL AND IMPLEMENTATION OF A COMPREHENSIVE MULTI-HAZARD EMERGENCY OPERATIONS PLAN.

SORRY, THAT WAS A MOUTHFUL.

BUT THAT PLAN WOULD INCLUDE MAN-MADE HAZARDS, INCLUDING SOME TYPE OF ACTIVE SHOOTER, BUT OTHER MAN-MADE HAZARDS AS WELL.

IT WOULD INCORPORATE DIFFERENT AREAS SUCH AS MITIGATION AND PREVENTION, PREPAREDNESS, RESPONSE, AND OBVIOUSLY THAT'S WHERE THE SECURITY RESOURCE OR SAFETY RESOURCE OFFICER IS COMING AND RECOVERY.

JUST TO REMIND YOU WHERE WE WERE, WE WERE HERE LAST SPRING WHERE WE TALKED ABOUT OUR SECONDARY HEALTH CURRICULUM, AND AT THAT TIME, THERE HAD NOT BEEN ANYTHING THAT WAS ADOPTED OR PROVIDED BY THE STATE FOR THE ELEMENTARY.

WE DID BEGIN THROUGH OUR CURRICULUM AND INSTRUCTION DEPARTMENT, LOOKING AT THAT ELEMENTARY CURRICULUM THAT WE WOULD BE ABLE TO BRING FORWARD.

WE DID DECIDE ON QUAVER ED.

QUAVER ED WAS ONE OF THE RESOURCES ACTUALLY THAT THE STATE DID REVIEW, BUT THEN ULTIMATELY DIDN'T ADOPT AND SO THIS ALLOWS FOR US TO HAVE OUR HEALTH AND PE RESOURCES IN ONE PLACE.

IT REALLY DOES KEY IN ALL THOSE FOUR DIMENSIONS OF THE STUDENT HEALTH, THE PHYSICAL, INTELLECTUAL, SOCIAL, AND EMOTIONAL HEALTH.

WE WERE EXCITED BECAUSE IT DID PROVIDE SPANISH RESOURCES TO OUR DUAL LANGUAGE LEARNERS.

IT ALSO PROVIDED SOME ADAPTIVE PE FOR OUR PE TEACHERS TO BE ABLE TO USE IN THAT CURRICULUM.

HERE IT SHOWS YOU THAT JUST A FEW OF THE LESSONS THAT WERE PROVIDED IN JUST A SCOPE AND SEQUENCE AND THE TOPICS THAT THEY WOULD BE TALKING ABOUT THROUGH FOURTH-GRADE LESSONS.

THEN ALSO TO SHOW YOU IN GROUPS OF MODULES WHAT IT WOULD LOOK LIKE FOR THOSE UNITS, FOR HEALTH AND PE.

AS YOU CAN SEE AT THE BOTTOM, THEY HAVE THE SPECIAL TOPICS, THE ABUSE AND NEGLECT, PUBERTY, THE REPRODUCTIVE SYSTEMS, AND THE BODY SYSTEMS. TO LET YOU KNOW, THE TWO PIECES THAT ARE OPT-IN ARE PUBERTY AND THE REPRODUCTIVE SYSTEM.

WE ALSO DID THAT THROUGH OUR CAMPUS NEWSLETTERS.

WE HAVE THE DEDICATED WEBSITE TO THAT AND THEN WE PROVIDED THE OPPORTUNITY FOR OUR STAFF TO HAVE INPUT AND OUR COMMUNITY TO HAVE INPUT.

WE DID THAT THROUGH A ZOOM MEETING.

WE ALSO DID THAT IN PERSON, AND WE HAD AN ONLINE SPACE WHERE THEY COULD ACTUALLY GO AND PUT COMMENTS FOR THE CURRICULUM AFTER IT WAS REVIEWED.

DURING THAT MEETING, WE HELD AN IN-PERSON ONE DURING OUR SSHAC MEETING ON APRIL 5TH IN THIS ROOM.

WE HAD SOME ENGAGEMENT AND ESPECIALLY PRIMARILY FROM THE SSHAC COMMITTEE.

AS LAURIE HAS ALLUDED TO, THERE ARE PUBLIC COMMENTS WHO WERE IN FAVOR OF THIS CURRICULUM.

AS THE ROLE OF THE SSHAC WE HAD THE OPPORTUNITY TO ENGAGE AND TO REALLY PLAY AROUND WITH THE ONLINE CURRICULUM, WHICH WAS REALLY TAILORED AND ADAPTED BY AGE AND IT ALSO ENCOMPASSES THE HEALTH IF YOU'VE BEEN ABLE TO LOOK INTO IT.

IT HAS ONE CATEGORY FOR HEALTH AND ONE PE.

IT ALIGNS WITH THE SEL CURRICULUM THAT WAS ADAPTED FEW YEARS AGO.

IT WAS PART OF OUR COMMITTEE THAT WE RECOMMENDED THAT CURRICULUM AND IT REALLY TAILORED FOR KIDS, HAD TO TEACH THEM ABOUT KINDNESS, EMPATHY.

ITS MIND AND BODY AND THAT'S WHAT OVERALL HEALTH, AND WHAT REALLY EXCITED US THAT WE WANT TO START AT THE BEGINNING [LAUGHTER] FROM ELEMENTARY AND EANES IS ACTUALLY ONE OF THE VERY FEW SCHOOL DISTRICTS THAT PROVIDES HEALTH EDUCATION, WELL, HOPEFULLY FOR ELEMENTARY STUDENTS.

ALSO GIVING THE FEEDBACK THAT WAS RECEIVED FROM THE COMMUNITY THAT ONE OF THEM SAID, "I LIKE THE KID-FRIENDLY LAYOUT OF THE INSTRUCTIONAL MATERIALS SO THAT IT'S REALLY VERY READABLE AND ACCESSIBLE FOR STUDENTS." ALSO ANOTHER PERSON SAID, "THIS LOOKS LIKE A GOOD RESOURCE AND I TRUST MY CHILDREN'S TEACHERS." THERE WAS ANOTHER TOPIC, ANOTHER COMMENT THAT WAS, I DON'T THINK THIS CURRICULUM IS APPROPRIATE FOR ELEMENTARY STUDENTS SUCH AS YOUNG AGES.

THE TOPICS ARE VERY SENSITIVE." AS I MENTIONED, THERE ARE AGE APPROPRIATE SO PERHAPS THIS INDIVIDUAL DID NOT REALLY GO THROUGH WHAT TOPICS WERE, AND THERE ARE SOME TOPICS THAT ARE OFTEN AND PARENTS WILL BE INFORMED WHAT THE TOPIC OF THE DAY.

IN ADDITION TO THAT, INPUT FROM STAFF.

THE COMMENTS WERE VERY POSITIVE.

THEY WANTED A CURRICULUM THAT CAN REALLY STREAMLINE THE EDUCATION AND IT WILL ALSO PROVIDE THEM RESOURCES.

THIS IS SOMETHING THAT WE'VE ALWAYS RECEIVED FEEDBACK FROM TEACHERS.

THEY WANTED ADDITIONAL RESOURCES.

THEY'RE VERY BUSY IN FINDING AND TRYING TO DEVELOP THESE RESOURCES AND CURRICULUMS ON THEIR OWN CAN BE CUMBERSOME AND ALSO IT'S NOT STREAMLINED ACROSS ALL THE STUDENTS.

ONE TEACHER MAY TEACH, MAY NOT NECESSARILY BE APPLICABLE TO OTHER TEACHERS AT A DIFFERENT SCHOOL.

JUST MAKE SURE THAT ALL THE STUDENTS ARE RECEIVING THE APPROPRIATE AND EQUITABLE EDUCATION FOR THEIR AGE.

ALSO THIS CURRICULUM WILL BE TAUGHT BY THEIR PE TEACHERS AND AS WELL THEIR NURSES AND THEIR HEALTH SCIENCES TEACHERS.

WE'VE HAD A VOTE ON APRIL 5TH I BELIEVE [LAUGHTER] AND IT WAS UNANIMOUS, 17 VOTES WHO FAVORED THE ADOPTION OF THIS CURRICULUM.

WE MET LAST MONTH AND WE GAVE YOU THE PRELIMINARY AND SINCE THEN A COUPLE OF THINGS HAVE CHANGED.

HERE WE ARE IN APRIL.

WE'VE RECEIVED ARE ESTIMATE OF CERTIFIED VALUES.

NOW, WHAT THAT MEANS IS IT'S CHANGED, BUT IT'S STILL NOT CERTAIN, ALTHOUGH IT'S LESS OF A GUESS THAN I GAVE YOU IN JANUARY.

THIS OUGHT TO BE PRETTY CLOSE TO WHERE WE ARE GOING TO BE, ALTHOUGH IT WON'T BE EXACT.

THEN COMING UP IN MAY IS WHEN WE WILL TALK TO YOU.

WE'LL BEGIN THE CONVERSATION TONIGHT TALKING ABOUT COMPENSATION, BUT IT'S IN MAY WHEN WE WILL ASK YOU TO ACTUALLY COMMIT TO WHAT YOU'RE LOOKING FOR AS FAR AS COMPENSATION INCREASES FOR NEXT YEAR.

THAT'S PROBABLY NOT GOING TO BE ENOUGH TIME TO INCORPORATE ANYTHING THAT MIGHT HAPPEN INTO THE BUDGET THAT WE ADOPT IN JUNE.

BUT WE'LL HAVE A DECENT IDEA WHAT IT MEANS.

THAT'S ONE OF THOSE THINGS WE'LL COME BACK TO YOU AND TELL YOU EXACTLY WHERE WE STAND IN THE FALL.

BUT WE PROBABLY WON'T HAVE TIME TO MAKE THE CHANGES TO THE BUDGET TO INCORPORATE THAT BEFORE YOU ADOPT IT IN JUNE.

HERE'S WHERE WE LEFT OFF AND THAT WAS WITH MAKING A COUPLE OF ASSUMPTIONS, INCLUDING A HIGHER TAX BASED GROWTH AND WHAT WE ACTUALLY HAD, INCLUDING A 2% SALARY BENEFITS CHANGE, A DECREASE IN THE NUMBER OF FTE TOTAL PERSONNEL.

WHAT THAT ENDED UP BEING WAS A SLIGHTLY NEGATIVE BUDGETED DEFICIT.

THAT SHOWS A BUDGET DEFICIT OF ABOUT $260,000, ALTHOUGH NOT FOR YOU BECAUSE I SAY THIS EVERY TIME I TALK TO YOU, BUT FOR ANYBODY NEW WHO MIGHT BE LISTENING, WE SHOW A BUDGET DEFICIT OR SURPLUS, AND THEN WE SHOW A PROJECTED SURPLUS OR DEFICIT.

THOSE ARE DIFFERENT. THE PROJECTED IS ALWAYS GOING TO BE HIGHER THAN THE BUDGETED.

THE REASON FOR THAT IS BECAUSE OF THE WAY WE MUST ADOPT OUR BUDGETS AS TEXAS SCHOOL DISTRICT.

WE HAVE TO BASICALLY BUILD IN SOME PADDING BECAUSE NOT ONLY CAN THE ENTIRE BUDGET NOT EXCEED WHAT'S ADOPTED, BUT THE INDIVIDUAL FUNCTIONS, SO SUB BUDGETS WITHIN THE BUDGET ALSO CAN'T EXCEED.

WE BUDGET IN SUCH A WAY THAT WE HAVE ROOM TO MOVE THINGS AROUND.

HISTORICALLY, WE CAN ANTICIPATE THAT OUR BUDGET WILL PERFORM ABOUT $1 MILLION BETTER THAN WHAT'S BUDGETED, WHICH IS WHY WE SHOW BOTH OF THOSE THINGS.

WHAT I WANT TO MENTION HERE IS THE THINGS THAT ARE NOT INCLUDED IN THE PROJECTION THAT YOU'RE SEEING TONIGHT.

ONE OF THOSE IS M&O SAVINGS THAT WE PROJECTED WE WOULD SAVE IF THE 2023 BOND PASSES.

NOW THAT'S SOMETHING THAT YOU WILL KNOW BEFORE YOU HAVE TO ADOPT A PAYROLL PACKAGE FOR NEXT YEAR.

WHEN LAURIE COMES TO YOU WITH THAT IN MAY, I'LL COME UP AND OUT AND I'LL SHOW YOU IF, THE BOND PASSED, THIS IS THE IMPACT.

ALSO AGAIN, I'M NOT INCLUDING ANYTHING THAT'S BEING DISCUSSED.

NOTHING HAS BEEN PASSED.

BUT JUST FYI, THE BILL THAT YOU WERE TALKING ABOUT TONIGHT, HB 100, THE RUNS ARE SHOWING AN INCREASE OF ABOUT A MILLION DOLLARS FOR NEXT YEAR.

AS FAR AS SPENDING 50% OF THAT ON TEACHERS, NURSES, LIBRARIANS, COUNSELORS WON'T BE AN ISSUE.

THE 2% RAISE THAT WE'RE TALKING ABOUT IS $1.4ISH MILLION.

TEACHERS OF COURSE MAKE UP ABOUT 70% OF THAT.

ESSENTIALLY, ALL OF THAT WOULD GO TO TEACHERS UNDER THIS CONSERVATIVE SCENARIO OF 2%.

HOWEVER, THERE'S ANOTHER BIT OF MONEY THAT WE WOULD RECOGNIZE IN THAT BILL IF IT PASSED AS IS THAT WASN'T INCLUDED IN THE RUNS.

THAT'S BECAUSE IT'S AN ESOTERIC THING AND IT'S HARD TO KNOW.

I DON'T KNOW HOW THEY WOULD DO THAT ON A PER CAMPUS BASE OR A PER DISTRICT BASIS.

THAT HAS TO DO WITH CHANGING OF THE MINIMUM SALARY SCHEDULE.

THE MINIMUM SALARY SCHEDULE.

IT'S NOT JUST SAYING YOU HAVE TO PAY YOUR TEACHERS, AT LEAST THIS.

IT'S ALSO SAYING THAT THE STATE HAS A PORTION OF THE TEACHER RETIREMENT SYSTEM THAT THEY PAY.

IT'S THEIR PART AND IT'S BASED ON THE SALARY THAT THE TEACHER IS BEING PAID.

HOWEVER, NOT EVERY DISTRICT PAYS THE SAME AMOUNT.

WHAT THE STATE PAYS IS BASED ON THE MINIMUM TEACHER SALARY SCHEDULE.

THE DIFFERENCE BETWEEN THE MINIMUM SALARY SCHEDULE, AND WHAT YOU PAY, THE DISTRICT IS RESPONSIBLE FOR MAKING THAT PORTION OF THE STATE'S TRS CONTRIBUTION.

IT'S CALLED STATUTORY MINIMUM PAYMENT.

IF THEY INCREASE THE MINIMUM SALARY SCHEDULE, THEN THAT WILL NECESSARILY DECREASE THE AMOUNT OF MONEY THAT WE'RE PAYING IN STAT MEN.

I'VE NOT RUN A CALCULATION ON WHAT THAT WOULD BE FOR US.

MY GUESS IS A COUPLE OF $100,000.

I BELIEVE THAT IT ALSO SAYS THAT ANY MONEY WE SAVE THERE ALSO HAS TO HAVE THAT 50% CONTRIBUTION.

THERE'S A LITTLE BIT MORE MONEY IN THERE, I THINK, THAN WHAT THE STATE RUNS ARE SHOWING.

BUT WE'LL SEE WHAT HAPPENS.

HERE'S SOME DATA THAT WE ARE INCLUDED.

JUST LAST WEEK WE GOT OUR ESTIMATE OF CERTIFIED VALUES FROM TCAD.

IT'S LOWER THAN WHAT WE HAD ANTICIPATED.

IF YOU REMEMBER, I HAD BASED AT 9% ON THE ASSUMPTION THAT RESIDENT HOMESTEADS WOULD SEE AN INCREASE OF 10% AND THAT WE WOULD SEE ACTUALLY A 5% GROWTH IN OUR COMMERCIAL PROPERTY THAT DIDN'T COME TO PASS.

THE 10% GROWTH IN RESIDENT RECOGNIZED VALUES, OF COURSE, WAS THERE BECAUSE IT WAS ALREADY THERE.

HOWEVER, WE SAW A DECLINE IN THE VALUE OF OUR COMMERCIAL PROPERTY.

INSTEAD OF 9%, WE'RE LOOKING AT A 4.3% INCREASE, WHICH THE FIRST BULLET AND THE LAST BULLET ARE THE ONES THAT OBVIOUSLY ARE THE BIG MOVERS ON THIS ONE TONIGHT.

THAT IS MOVING US IN THE NEGATIVE DIRECTION BY ABOUT $800,000.

THE ONE ON THE BOTTOM IS MOVING US IN THE POSITIVE DIRECTION.

THAT HAS TO DO WITH THE CONTINUUM MOVES BY THE FEDERAL RESERVE, WHICH IS CHANGING THE OVERNIGHT RATE IN ORDER TO TRY TO FIGHT INFLATION.

THERE'S BEEN A COUPLE OF MOVES SINCE JANUARY AND I'M NOT INCORPORATING IN MY PROJECTIONS ANYTHING THAT HASN'T ALREADY HAPPENED.

BUT I'M NOT GOING IN THERE AND SAYING EVERYBODY'S SAYING THIS IS GOING TO HAPPEN, SO I'M GOING TO PUT IT IN THERE.

I DON'T PUT IT IN TO MY MODEL UNTIL IT HAPPENS.

BUT WHAT'S HAPPENED SINCE JANUARY HAS MOVED OUR NUMBER ABOUT PLUS A MILLION BECAUSE OF INCREASED INVESTMENT REVENUE THAT WE'RE SEEING THERE.

NOW, PEOPLE ARE SAYING YOU COULD MOVE AGAIN AND WHEN AND IF THAT HAPPENS, THEN I'LL ADJUST AGAIN.

PART OF WHERE WE'RE SEEING BIG MOVEMENT IS NOT JUST NEXT YEAR, BUT WE'VE GOT A COUPLE OF MONTH GAP BETWEEN THE END OF OUR FISCAL YEAR AND BETWEEN THEN AND WHEN WE PAY OUR RECAPTURE.

THERE'S A FEW MORE MONTHS THERE THAT WE HAVE THE MONEY THAT WE'RE STILL EARNING MONEY, INVESTMENT INCOME ON THAT.

SOME OF THE STUFF THAT TOOK US IN THE NEGATIVE DIRECTION HAD TO DO WITH SOME PAYROLL STUFF.

THERE ARE ALWAYS SOME PAYROLL GROUPS THAT WE NEED TO LOOK AT, LOOKING AT STIPENDS.

THIS IS NOT AN OVERALL STIPEND REVIEW, BUT IT WAS JUST LOOKING AT A COUPLE OF PARTICULAR GROUPS THAT HAVE GOTTEN PARTICULARLY OUT OF WHACK, WHICH HAPPENS EVERY YEAR.

THERE'S AT LEAST ONE OR TWO GROUPS THAT WE LOOK AT.

WE'VE ADJUSTED OUR PAYROLL TO ACCOUNT FOR THAT.

ON THE THIRD ONE, WE HAD BEEN SHOWING A DECLINE IN FTE OF ABOUT SEVEN BASED ON WHAT WE ANTICIPATED WAS LOWER ENROLLMENTS IN ELEMENTARY SCHOOLS AND IN SOME POTENTIAL PERSONNEL SAVINGS RELATED TO THAT IN SOME OTHER AREAS.

THIS IS WHY LAURIE SITTING HERE IF SHE NEEDS JUMP IN AND SOME OTHER PERSONNEL AREAS, WE'VE FOUND THAT WE'RE GOING TO HAVE TO ADD SOME STAFF UNRELATED TO THOSE ELEMENTARIES.

BUT WE THINK THAT OVERALL IT'S GOING TO BE ABOUT A WASH. WE THINK THAT OUR PAYROLL AS FAR AS NUMBER OF PEOPLE WILL BE PRETTY SIMILAR TO WHAT IT IS THIS YEAR.

LOOKING AT OUR COMPARABLE SCHOOL DISTRICTS THAT WE NORMALLY TAKE A LOOK AT EVERY YEAR, THIS IS ABOUT AN IDEA OF WHAT THEY'RE DOING.

AUSTIN IS THE ONLY ONE WHO CAME OUT REALLY EARLY ON SAID THAT THEY WERE GOING TO GIVE THAT 5%.

THEY ARE SAYING THAT IS BECAUSE THEY HAD GIVEN SUCH A SMALL AMOUNT LAST YEAR, THEY FEEL LIKE THEY NEED TO GIVE SOMETHING ELSE.

WE'LL SEE HOW THAT COMES OUT.

BUT THE REST OF THEM REALLY ARE LANDING I BELIEVE ON 3%.

IT MAY BE SAYING 2-3, BUT I THINK REALLY BEHIND THE SCENES, THEY'RE JUST TALKING ABOUT A FLAT 3%.
