THE FIRST FIVE DAYS OF SCHOOL, WE HAD THREE DAYS LAST WEEK, TWO DAYS THIS WEEK, OFF TO A GREAT START.

AND WE HAD A LITTLE BIT OF RAIN THIS AFTERNOON.

ONE OF THE PRINCIPALS COMMENTED THAT THEY'RE JUST GLAD IT DIDN'T HAPPEN DURING DISMISSAL TIME.

BUT ALL IN ALL, IT'S BEEN A REALLY GOOD BEGINNING TO THE SCHOOL YEAR.

AND SO WE WANTED TO BEGIN AT THIS BOARD MEETING THIS EVENING BY RECOGNIZING SOME OF OUR ATHLETIC TEAMS AND ATHLETES WHO HAVE ACCOMPLISHED SOME VERY SPECIAL AND NOTEWORTHY ACHIEVEMENTS SINCE LAST SPRING.

AND WE'RE GOING TO BEGIN WITH OUR WESTLAKE BASEBALL TEAM WHO REACHED THE 6A STATE SEMIFINALS.

CONGRATULATIONS. [APPLAUSE] IT WAS EXCITING TO WATCH THEM IN THE FINAL FOUR.

WE'RE MISSING TWO GUYS I WANT TO MENTION WHO COULDN'T BE HERE, KEVIN MOO, WHO'S IN THE PICTURE THERE? THIRD FROM THE FOURTH FROM THE LEFT.

HE IS AT EMORY UNIVERSITY PLAYING GOLF FOR THEM NOW.

AND HE HAS STARTED SCHOOL IN ATLANTA.

AND HENRY STONE, WHO'S JUST TO HIS RIGHT, THE TALLEST ONE THERE IN THE PICTURE, HE'S AT THE UNIVERSITY OF TEXAS.

AND HE SAID HE TEXTED US TODAY IN OUR LITTLE GROUP THING AND SAID HE WAS VERY BUSY AND HE WISHED HE COULD BE THERE.

BUT THE START OF SCHOOL HAD HIM TO WHERE HE COULDN'T MAKE IT.

GRANT HAS BEEN A PART OF TWO STATE CHAMPIONSHIPS.

NOW, AS HE PLAYED FOR US THE YEAR BEFORE AND LAST YEAR.

AND NOW HE IS GOING TO BE A SENIOR THIS YEAR.

HE WAS ONE OF OUR CAPTAINS LAST YEAR HE WAS ALL DISTRICT AND ALL REGION.

HE IS A SOPHOMORE.

WAS A SOPHOMORE.

WAS A SOPHOMORE LAST YEAR AND WAS ON THE SECOND TEAM, BUT CAME ON REALLY STRONG IN THE SECOND HALF OF THE YEAR AND ENDED UP TRAVELING WITH US TO THE STATE TOURNAMENT AS OUR ALTERNATE PLAYER. AND HE DID A GREAT JOB.

HE WAS FIRST TEAM, ALL DISTRICT ALMOST WON THE DISTRICT GOLF TOURNAMENT.

[APPLAUSE] FINALLY, WE HAVE BLAKE BERT.

[APPLAUSE] BLAKE WAS A JUNIOR LAST YEAR, SO WE'RE FORTUNATE TO HAVE HIM BACK AGAIN.

AND HE WILL PROBABLY BE ONE OF THE CAPTAINS THIS YEAR.

HE'S A VERY GOOD VOCAL LEADER AND WAS ALL DISTRICT AND ALL REGION LAST YEAR.

SO COACH ROME HAS A WONDERFUL TEAM TO WORK WITH GOING FORWARD BECAUSE ALL OF THESE GUYS WILL BE ON IT PLUS A WHOLE BUNCH MORE.

AND I ALSO WANT TO THANK COACH GRIGG.

THIS YEAR, A PIPE BAND FROM SCOTLAND.

I'D HATE TO BE BEHIND THAT BAND PERSONALLY.

ANOTHER BAND FROM ENGLAND, I BELIEVE, AND HAWAII.

AND OUR PRAYERS ARE OUT TO THAT FAMILY FOR THAT, THAT BAND FOR SURE.

SO IT'S A BUDGET SURPLUS OF THREE AND ONE HALF MILLION.

THE MAIN THINGS THAT AFFECTED THAT WAS THAT OUR OUR RECAPTURE IS STILL NEEDING TO BE UPDATED WITH TEA, SO NEEDS TO UPDATE THOSE FINAL NUMBERS. AND SO WE BELIEVE OUR NUMBERS THAT WE HAVE IN OUR SYSTEM RIGHT NOW ARE ACTUALLY REFLECTING WHAT THEY SHOULD BE.

AND THEN THE OTHER BIG PIECE OF IT WAS THERE WAS ABOUT $1 MILLION OF RE CLASSES THAT WE DID RELATED TO ESSER FUNDING.

SO THERE WAS THE ESSER FUNDING THAT HAD BEEN ALLOCATED TO US.

THERE'S A PORTION OF IT THAT IS RESERVED FOR LEARNING LOSS.

AND SO THE PORTION THAT WE HAD NOT RESERVED FOR LEARNING LOSS IS WHAT WE HAD ALREADY USED TO RECLASS EXPENDITURES, AND THOSE ARE MAINLY USED TO COVER PAYROLL.

THEY WERE ALL COVERED, USED TO COVER PAYROLL.

SO THAT'S WHERE THE BIG DIFFERENCES ARE IN TERMS OF WHERE WE'RE SEEING THAT BIG CHANGE.

SO WE SHOULDN'T EXPECT THAT KIND OF.

NO NET EFFECT, NET EFFECT ON THE FUND BALANCE.

AND I THINK THAT'S ALL I HAVE OH, I DID WANT TO POINT OUT, OF COURSE, BECAUSE IT'S AUGUST THAT THE CASH AND INVESTMENT BALANCE THAT YOU'RE SEEING THERE IS GOING TO BE VERY

THIS IS A MULTI YEAR PLANNING AND BUDGETING TIMELINE.

WHY? BECAUSE THIS INFORMATION THAT WE GATHERED WILL BE ABLE TO GO DIRECTLY INTO PHASE TWO, WHICH IS EARLY FALL, KIND OF WE'RE GOING FROM WE'RE GOING TO EVENTUALLY MOVE OUT OF THIS SUMMER AND GET INTO AN EARLY FALL.

AND WHAT WILL HAPPEN THERE IS THAT WITH OUR CONSULTANTS WILL DEVELOP WHAT'S CALLED DISTRICT EDUCATIONAL SPECIFICATIONS.

THIS IS A DOCUMENT, A LIVING DOCUMENT THAT ESTABLISHES SOME CRITERIA THAT WE PROVIDE THOSE INTERESTED PARTIES, YOUR CONSULTANTS, YOUR ARCHITECTS AND YOUR PLANNERS.

WHEN WE GO TO DEVELOPING THE FUTURE OF EANES ISD IN OUR FACILITIES, WE UTILIZE THOSE SPECIFICATIONS.

IT GETS VERY DETAILED DEPENDING ON WHAT GRADE LEVEL AND WHAT TYPE OF FACILITY.

BUT THOSE WILL BE DEVELOPED FROM THE FRAMEWORK THAT WE GENERATED OUT OF THIS VISIONING PROCESS.

ALSO, CAMPUS CONDITIONS REPORT, WE NEED TO UNDERSTAND WHERE OUR BUILDINGS ARE, JUST THE CONDITIONS OF THOSE BUILDINGS AND NOT JUST SAYING HOW OLD THE BRICK IS, BUT HOW WILL THOSE BUILDINGS SUPPORT SOME OF THE THINGS, THE DATA THAT CAME OUT OF THAT VISIONING PROCESS.

SO THIS WILL BE THE FOUNDATION THAT WE WILL TAKE TO OUR CAMPUSES AND THOSE CAMPUS COMMITTEES.

FROM THERE, IT'S A GOOD STARTING POINT.

AN EXAMPLE THAT WE'VE USED IS SAY COLLABORATION IS REALLY IMPORTANT.

IF WE BELIEVE THAT COLLABORATION IS IMPORTANT IN THE CLASSROOM IN ANY OF OUR CAMPUSES, THEN WE NEED TO GO TO THOSE CAMPUS COMMITTEES AND ASK THEM HOW COLLABORATION IS GOING ON THEIR CAMPUS. IS IT GOING WELL? ARE THERE OBSTACLES THAT PREVENT YOU FROM HAVING COLLABORATION? AND WE IDENTIFY THOSE AND THEN THAT CAN HELP US ALONG THE WAY, BECAUSE ALL OF OUR CAMPUSES ARE DIFFERENT.

THEY'RE GOING TO HAVE DIFFERENT SUCCESS STORIES.

THEY'RE GOING TO HAVE DIFFERENT OBSTACLES.

BUT THIS FRAMEWORK WILL HELP US ASK THOSE SPECIFIC QUESTIONS TO MAKE SURE THAT WE'RE ABLE TO ALIGN ALL OF OUR CAMPUSES FROM A VISION PERSPECTIVE. SO THAT'S KIND OF WHAT WE'RE WORKING ON NOW.

AND THEN THIS FALL, WE WILL BEGIN THOSE CAMPUS COMMITTEE CONVERSATIONS.

AND AT THE SECONDARY LEVEL, MAINLY THE HIGH SCHOOL IS KIND OF WHERE WE'LL START FIRST.

AND THE REASON WE DECIDED TO START AT THE HIGH SCHOOL IS EVERYONE WILL EVENTUALLY GET TO THE HIGH SCHOOL.

AND IF THERE'S SOMETHING WE'RE DOING AT THE HIGH SCHOOL THAT'S IMPORTANT TO US, IT MAY IMPACT WHAT WE DO AT ELEMENTARY AND AT THE MIDDLE LEVEL.

AND SO WE NEED TO MAKE SURE THAT WE IDENTIFY THAT HIGHER LEVEL GOALS FIRST AND SEE IF IT DOES IMPACT SOME OF THOSE ELEMENTARY AND MIDDLE SCHOOL CONVERSATIONS.

SO WE'LL WORK OUR WAY THROUGH PHASE THREE AND PHASE FOUR.

AND THEN PHASE FIVE IS KIND OF TOWARDS THE LATTER PART OF THIS WHOLE ENTIRE PROCESS.

AND THAT'S WHERE WE GET SOME OF THOSE COSTS OF SOME OF THOSE IDEAS THAT HAVE BEEN DEVELOPED FROM OUR CAMPUS COMMITTEES.

AND IN PHASING PLANS.

WE UNDERSTAND WE CAN'T ALL DO THIS AT ONE TIME AND SOME OF THE PHASING WILL IMPACT SOME OF THE COST DEVELOPMENTS AS WELL.

SO AS YOU KNOW, WHEN WE SOLD OUR 2019 BONDS, WE KNEW THAT THERE WAS GOING TO BE A TIME AND WE'RE THERE WHERE WE WOULD HAVE SOME EXCESS COLLECTIONS BEFORE WE STARTED PAYING FOR THE EXPECTED 2023 BONDS. AND WHAT WE DID WAS WE SOLD SOME WHAT ARE KNOWN AS VARIABLE RATE BONDS, WHICH HAD A DATE WHICH THEY WOULD RESET TO A HIGHER INTEREST RATE.

AND WHAT THAT ALLOWED US TO DO WAS TO GET A LOWER INTEREST RATE THAN IF WE HAD ACTUALLY SOLD BONDS THAT WOULD HAVE MATURED LAST YEAR AND THIS YEAR. AND SO NOW IT'S TIME TO REDEEM THOSE.

AND LAST YEAR YOU VOTED TO REDEEM ABOUT $9 MILLION DOLLARS WORTH OF THOSE BONDS.

AND WE'RE GOING TO ASK YOU TONIGHT TO AUTHORIZE US TO REDEEM THE REST OF THEM.

IT'S ABOUT $5.8 MILLION DOLLARS WORTH OF BONDS.
