WE HAVE A FEW THINGS I NEED TO QUICKLY COVER.

FIRST, THE PURPOSE OF TONIGHT'S MEETING IS FOR THE BOARD TO DELIBERATE AND VOTE ON MATTERS LISTED ON ITS AGENDA.

THE DISTRICT IS COMMITTED TO TREATING EVERYONE HERE WITH RESPECT AND WE HOPE FOR THE SAME IN RETURN.

THERE'S ALWAYS AN OPPORTUNITY FOR PUBLIC COMMENT IN A MEETING.

>> I DO. WE'VE GOT A NUMBER OF GOOD ITEMS TO REPORT TO RECEIVING POSITIVE NEWS, AND I'M EXCITED TO BEGIN BY RECOGNIZING SOME OF OUR STUDENTS WHO ARE HERE WITH US TONIGHT FROM WESTLAKE HIGH SCHOOL ALONG WITH THEIR TEACHERS AND ADVISERS, ALISON STRELITZ AND TIA JENSEN.

I'M GOING TO ASK MRS. STRELITZ IF SHE'LL COME UP AND SHE CAN INTRODUCE THE STUDENTS TO US AND TELL US ALL ABOUT THEIR ACCOMPLISHMENTS.

YOU DON'T MIND COMING TO THE PODIUM?

>> EVERYBODY COULDN'T COME, I KNOW, TUESDAY NIGHT RIGHT BEFORE FINALS.

BUT EARLIER THIS SEMESTER, WE WENT TO BOSTON FOR THE NSPA/JEA'S NATIONAL HIGH SCHOOL JOURNALISM CONVENTION,

ALONG WITH ABOUT 4,000 OTHER HIGH SCHOOL STUDENTS FROM ACROSS THE COUNTRY.

THEY WENT TO SESSIONS AND LEARNED FROM PROFESSIONALS AND OTHER TEACHERS.

THEY COMPETED, THEY TOURED BOSTON, WE DID ALL SORTS OF STUFF, WENT TO A HOCKEY GAME.

WE REALLY MADE THE MOST OF IT.

A BUNCH OF STUDENTS EARNED RECOGNITION IN THE NATIONAL STUDENT MEDIA CONTEST.

THE FIRST HONOR THAT WE GOT WAS THE YEARBOOK STAFF PLACED EIGHTH IN BEST IN SHOW, WHICH IS LIKE A WHOLE BOOK AWARDS.

THAT WAS FOR LAST YEAR'S BOOK.

THAT WAS EXCITING. THEN I CAN DO THE WHOLE LIST.

NOT EVERYBODY'S HERE, BUT I'LL GO AHEAD AND I ADDED THOSE PHOTOS.

IT'S A LITTLE BIT OF A SNEAK PEEK.

THOSE ARE SOME OF THE PHOTOS THAT THEY WON AWARDS FOR, SOME OF WHICH WILL APPEAR IN THIS YEAR'S YEARBOOK.

THE CONTESTS ARE WRITING, DESIGN, PHOTOGRAPHY, AND SOME OF THEM THEY WORK ON AHEAD OF TIME AND SUBMIT AND THEN SOME ARE ON THE SPOT, THEY GO IN AND IT'S A TIME SITUATION WITH A PROMPT AND THEY WRITE.

IT'S VERY TOUGH COMPETITION.

KRISTIN MIN WAS RECOGNIZED FOR HER FEATURE WRITING.

HARRIS WAS RECOGNIZED FOR SPORTS WRITING.

JOCE WHO COULDN'T MAKE IT FOR GENERAL SPOT NEWS PHOTOGRAPHY.

MIA FOR A PHOTOGRAPHY PORTFOLIO, AND THEN NINA FOR A PORTRAIT PHOTO.

THOSE ARE SOME OF THE PHOTOS. I DIDN'T GET EVERYTHING IN THERE, BUT THAT'S SOME OF THE ONES THAT WERE AWARDED AT THE CONFERENCE.

WHAT'S ALSO REALLY SPECIAL ABOUT THIS YEAR IS THAT SEVERAL OF THE STUDENTS WERE BRAND-NEW TO THE PROGRAM, ESPECIALLY FOR THE NEWSPAPER STUDENTS, AND THEY STILL PLACED AMONG THOSE 4,000.

THEN ALSO IT'S JUST A TESTAMENT TO THE INCREDIBLE WORK THAT THE STUDENTS DO THROUGHOUT THE YEARS, BECAUSE ABOUT HALF THE STUDENTS UP THERE ARE ALSO SENIORS AND HAVE BEEN IN THE PROGRAM FOR THE LAST THREE YEARS, AND THIS IS THEIR FOURTH YEAR AND THEY'RE WINNING AWARDS STILL.

>> WELL. CONGRATULATIONS TO EVERYBODY.

WE'RE PROUD AND HAPPY TO RECOGNIZE YOU TONIGHT.

IT'S BITTERSWEET TO SEE THE END OF THEIR SEASON, BUT THE FACT THAT THEY WERE 14 AND 1 FOR THE SECOND YEAR, SO 28 AND 2 IN THE LAST TWO SEASONS, BOTH OF WHICH ENDED IN THE FINAL FOUR.

VERY PROUD OF COACH SALAZAR AND HIS PLAYERS.

IT WAS A GREAT RIDE, AND WE WERE THERE WITH THEM UNTIL THE END ON SATURDAY, SO CONGRATULATIONS TO THEM.

ANOTHER BIG MILESTONE EVENT AROUND THE HOLIDAYS IN OUR SCHOOL DISTRICT WAS THE NUTCRACKER.

WE ENJOYED THE PERFORMANCES LAST WEEKEND.

I WOULD BE REMISS IF I DIDN'T MENTION THAT ONE OF YOUR OWN COLLEAGUES [MUSIC].

THIS WAS YOUR NUMBER 18, WHICH IS EXCITING AND THERE WAS REALLY NO END IN SIGHT SO, YEAH, SUPER FUN.

[9.1 Monthly Financial Report and Budget Amendment(s) for the Period Ending November 30. ]

>> WITH THAT, WE CAN GO ON TO OUR MONTHLY FINANCIAL REPORT.

WE CAN GO INTO THE REPORTS SECTION OF OUR AGENDA.

THAT'S OUR MONTHLY FINANCIAL REPORT WITH MARIA [OVERLAPPING] AND CHRIS.

>> GOOD EVENING. OF COURSE, AS I MENTIONED, LAST MONTH, NOVEMBER IS WHEN WE STARTED HAVING OUR TEXT REVENUE COME IN.

YOU SAW SOME OF THAT TRICKLE IN.

DECEMBER WOULD DEFINITELY BE A BIGGER MONTH.

NOW, IT'S ACTUALLY POSITIVE NUMBERS THAN THAT.

SOMETHING WE TRIED TO DO EVERY DECEMBER WHEN WE COME IN TO PRESENT IS WE DO A MID-YEAR ADJUSTMENT FOR A BUDGET AMENDMENT FOR ALL THE FUNDS IF THEY NEED IT.

BASED ON JUST ACTUAL DATA, THINGS THAT WE NOW KNOW ARE TRUE OR THINGS THAT HAVE CHANGED.

WE GO IN THERE AND REFLECT THOSE WE HAVE.

EACH OF THE THREE FUNDS THAT YOU ARE REQUIRED TO APPROVE BUDGET AMENDMENTS FOR ALL HAD A BUDGET AMENDMENT THAT AFFECTED THE FUND BALANCE FOR EACH ONE OF THEM.

IN THE GENERAL FUND, THE NET EFFECT OF ALL THE BUDGET AMENDMENTS WAS BETTER BY 132,000.

THE BUDGETED FUND BALANCED DEFICIT WAS BETTER BY THAT.

IT'S HARD TO SAY THOSE NUMBERS IS TAKING, WHICH IS BETTER, WHICH IS INCREASE OR WHICH IS DECREASE.

BUT IT'S MAINLY THAT INCLUDED ALL THE CHANGES THAT WE'D KNOWN AS OF THIS POINT FOR ALL THE EXPENDITURE SIDE, AND THEN CHANGES IN PROPERTY TAX COLLECTIONS AND RECAPTURE.

THEN IN THE DEBT SERVICE FUND ALSO WAS AFFECTED BY THE CHANGE IN PROPERTY TAXES.

THE BUDGETED FUND BALANCED SURPLUS WAS DECREASED BY 1.4 MILLION.

THEN THE CHILD NUTRITION FUND ALSO HAD SOME ADJUSTMENTS MADE FOR AGAIN, JUST ACTUAL DATA.

THE BUDGETED FUND BALANCED DEFICIT WAS INCREASED BY 127,000. DO YOU HAVE ANY QUESTIONS?

>> THANK YOU VERY MUCH. I WAS LOOKING AT SOME OF THE DETAILS WE GOT IN THE PACKET AND I'M JUST CURIOUS, THE PROPERTY TAX CHANGE IN THE PROPOSED AMENDMENT WAS SMALLER, IS 33 MILLION AND SOME CHANGE.

THEN WHEN WE LOOK AT THE RECAPTURE PAYMENT THAT DECREASED BY EVEN MORE.

I'M JUST CURIOUS. CAN YOU JUST EXPLAIN THAT A LITTLE BIT?

>> THERE ARE A COUPLE OF THINGS GOING ON THERE.

ONE, WHEN YOU LOOK AT THE PAGE, I ASSUME YOU WERE LOOKING AT WHICH WAS PAGE 24 OUT OF 213 IN YOUR PACKET, WHICH IS SHOWING THE SUMMARY OF THE CHANGES THAT WERE MADE.

MORE THAN LIKELY THAT'S THE ONLY ONE THAT WE GAVE YOU, SO [LAUGHTER] THAT LIST AT THE TOP, IT'S GOT A CHANGE IN LOCAL RECEIPTS, BUT THAT'S NOT JUST TAX RECEIPTS, THAT'S ALL LOCAL RECEIPTS.

WE ALSO HAD A CHANGE IN OUR EXPECTED REVENUE FROM INVESTMENTS.

THAT HAPPENED FOR A COUPLE OF REASONS.

ONE, A FEW THINGS HAPPEN.

OBVIOUSLY, IN JUNE WHEN WE PASSED IT.

THERE WE THOUGHT WE'RE GOING TO HAVE $33 MILLION MORE TO INVEST IN THAN WHAT WE'RE ACTUALLY GOING TO HAVE TO INVEST.

THAT TENDED TO MAKE IT GO DOWN, BUT ALSO SUBSEQUENTLY THE OVERNIGHT RATE WENT UP, AND SO THE ADJUSTMENT THERE WAS ABOUT $250,000, SO ABOUT $250,000 LESS THAN WHAT WE THOUGHT IT WAS GOING TO BE BACK IN JUNE.

THE ACTUAL AMOUNT OF CHANGE IN THE TAXES WAS 33,083,000 AND THE CHANGE IN RECAPTURE WAS 33,277,000.

NOW, THOSE ARE NOT EVER GOING TO BE EXACTLY THE SAME.

THERE WERE A FEW THINGS THAT THE LEGISLATURE DID,

MINOR THINGS THAT TOOK EFFECT AGAIN AFTER YOU PASSED THE BUDGET AND THOSE ARE GOING TO IMPACT WHAT THE RECAPTURE IS GOING TO BE AS WELL.

PLUS, KEEPING IN MIND THAT WE DON'T PAY RECAPTURE ON THE ENTIRE COLLECTION ON OUR M&O SIDE, ONLY ON THE TIER 1 PORTION OF IT.

SO WE'VE ALSO GOT THOSE $0.08 OF GOLDEN PENNIES AND WE DON'T PAY RECAPTURE ON THAT.

THERE'S ALWAYS GOING TO BE A LITTLE BIT OF A DIFFERENCE BETWEEN ONE AND THE OTHER.

THEY'RE NOT GOING TO MOVE EXACTLY IN CONCERT, AND SO THAT'S THE DIFFERENCES YOU'RE SEEING THERE.

I KNOW THAT HOUSING COSTS IN OUR AREA ARE ESPECIALLY HIGH.

I ALSO KNOW THAT MANY OF OUR TEACHERS AND OTHER STAFF MEMBERS, INCLUDING CUSTODIAL STAFF, FOOD SERVICES STAFF, BUS DRIVERS, MAINTENANCE WORKERS, AND OTHERS LIVE OUTSIDE OF OUR DISTRICT BECAUSE OF THE HIGH COST OF LIVING.

COMMUTING IN AUSTIN IS NOT EASY AND WILL PROBABLY GET MUCH WORSE BEFORE IT GETS BETTER.

AS SUCH, FINDING A WAY TO PROVIDE AFFORDABLE HOUSING IN OUR AREA IN A WAY THAT MAKES THE MOST SENSE FOR OUR STAFF AND FOR OUR COMMUNITY IS A HUGE WIN FOR THE DISTRICT.

I APPLAUD DR. ARNETT AND THE ADMINISTRATIVE TEAM FOR THE WORK THEY'VE PUT INTO THIS PROJECT.

I BELIEVE THIS IS YET ANOTHER EXAMPLE OF THE EXCELLENT WORK THE ADMINISTRATION AND BOARD ARE DOING FOR THE BENEFITS OF OUR STUDENTS, TEACHERS, STAFF, AND COMMUNITY.

WE SURVEYED OUR STAFF ON THIS TOPIC LAST YEAR, WHICH INDICATED 68 PERCENT OF OUR EMPLOYEES WOULD CONSIDER RESIDING IN A COMMUNITY THAT SETS ASIDE HOUSING FOR AMES ISD EMPLOYEES AT A REDUCED RENT.

THE TEXAS WORKFORCE HOUSING FOUNDATION IS AN ORGANIZATION WITH A PROVEN TRACK RECORD OF DEVELOPING AFFORDABLE ACCOMMODATIONS FOR EMPLOYEES LIVING ON AN EDUCATOR'S INCOME IN NUMEROUS TEXAS PUBLIC SCHOOL DISTRICTS.

BY ESTABLISHING A FORMAL PARTNERSHIP, WHICH YOU HAVE DONE TONIGHT, WE CAN LEVERAGE ITS EXPERTISE AND EVENTUALLY IDENTIFY QUALITY AND QUALIFIED HOUSING IN INGS ISD THAT WILL SPECIFICALLY BENEFIT OUR EMPLOYEES.

REALISTICALLY, AS DIANE SAID, THIS CHALLENGE WILL REQUIRE OTHER PARTNERSHIPS AS WELL.

I WANT TO THANK MANY INDIVIDUALS AND ORGANIZATIONS WITH TIES TO OUR SCHOOL DISTRICT WHO ARE ALSO HELPING US EXPLORE ADDITIONAL OPTIONS AND COLLABORATIONS THAT COULD LEAD TO HOUSING CHOICES FOR OUR EMPLOYEES.

AS WE COMMENCE THIS PARTNERSHIP, WE WILL KEEP YOU UPDATED ON THE PROGRESS AND DEVELOPMENTS TO IDENTIFY AFFORDABLE HOUSING INITIATIVES.

THERE ARE NO GUARANTEES, BUT EVERY EFFORT WILL BE MADE TO SECURE EXISTING OR FUTURE HOUSING OPTIONS THAT COULD BE MORE AFFORDABLE OR OUR STAFF.
