HE'S NOT WITH US TONIGHT, BUT WE WANT TO CONGRATULATE COACH SALAZAR BEING NAMED THE ALL CENTRAL TEXAS FOOTBALL TEAM COACH OF THE YEAR.

ON NEW YEAR'S DAY, WE COMMENTED ABOUT HOW PROUD WE ARE AND WERE OF OUR MARCHING BAND AND WITH US TONIGHT, MANY PARENTS AND STUDENTS.

THE BAND HAS HAD A PHENOMENAL YEAR FOR US.
IT STARTED ACTUALLY WAY BACK IN JULY.
WE WERE ABLE TO GO TO THE STATE MARCHING CONTEST AND PERFORM IN FRONT OF APPROXIMATELY 25,000 PEOPLE.
BUT OUR YEAR, ACTUALLY LAST YEAR, ENDED ON JANUARY 1ST, 2024.
WE WERE ABLE TO GO OUT TO THE LA AREA.
WE MARCHED IN DISNEY DOWN MAIN STREET WITH ALL THE LIGHTS ON, AND LATER FIREWORKS AND STUFF.
IT WAS A VERY EVENTFUL OCCASION FOR US.
LATER ON, WE PARTICIPATED IN THE BAND FEST, WHICH IS A FESTIVAL OF BANDS THAT THEY HAVE OF THE 18 BANDS THAT ARE MARCHING IN THE PARADE,

OUR BUSES LEFT, WHAT? AT 04:30 IN THE MORNING FROM THE HOTEL TO GET TO OUR STAGING AREA.
STANDING OUT THERE IN THE COLD, WAITING AS WE DO IN BANDS HURRY UP TO THE NEXT PLACE AND THEN STAND AND WAIT SOME MORE.
HURRY UP TO THE NEXT PLACE, THAT SORT OF THING.
FINALLY, AT 8:00, THE TIME OUT THERE, THE PARADE STARTED.
WE WERE AT THE END OF THE PARADE, SO WE DIDN'T REALLY GET TO GET INTO PLACE FOR ABOUT AN HOUR AND A HALF LATER.
WE STEPPED OFF AND GOT TO MARCH 5.5 MILES IN A PARADE.
IMAGINE SOME OF THESE GUYS, IN FACT, ONE PLAYING OUR LARGEST BASS DRUM.
HOW MUCH DO YOU THINK THAT THING WEIGHS? ABOUT 25 POUNDS OR SO, 5.5 MILES STAYING IN STEP AND PLAYING IT THE WHOLE WAY.
WE WERE REWARDED AT THE END, CERTAINLY FEELING GOOD ABOUT OURSELVES.
BUT WITH TWO IN AND OUT BURGERS WAS OUR REWARD, [LAUGHTER] WHICH IS ABOUT ONE MORE THAN I NEEDED FRANKLY.

IN THEIR FIRST YEAR OF COMPETITION, YOU'RE GOING TO HEAR ALL ABOUT THEIR ACCOMPLISHMENT.

BEFORE WE RECOGNIZE OUR CHAPS CYBER TEAM, I JUST WANT TO THANK MR. ROGER AS WELL AS AARON BLACKSTONE, OUR TECHNICAL MENTORS FOR THE TEAM.
I'D ALSO LIKE TO TAKE A MINUTE AND JUST EXPLAIN THE CYBERPATRIOT PROGRAM ITSELF.
THE PROGRAM WAS STARTED BY THE AIR FORCE ASSOCIATION IN 2009 TO REALLY TRY TO GET STUDENTS MORE INTERESTED IN CYBERSECURITY AS WELL AS OTHER RELATED FIELDS.
IT ACTUALLY HAS GROWN TO ITS16TH YEAR, SO YOU'LL SEE THE T-SHIRTS SOME OF THE STUDENTS HAVE ON THAT SAY CP XVI, FOR THE 16TH YEAR.
IN THE 16TH SEASON THERE WERE OVER 5,000 TEAMS. THAT'S WHAT MAKES THIS SO SPECIAL, BECAUSE IN THE STATE OF TEXAS, THEY ACTUALLY FINISHED THIRD OUT OF ABOUT 90 TEAMS, AND THEY FINISHED 10TH THROUGHOUT ALL THE TEAMS IN THAT DIVISION FOR THE STATE, OUT OF ABOUT 800 TEAMS. IT'S QUITE AN ACCOMPLISHMENT.
I'D ALSO LIKE TO THANK DR. ARNETT AS WELL AS DR.
SAILORS BACK HERE BECAUSE THIS LITERALLY HAPPENED AT THE LAST MINUTE WE MET.
DECIDED WE WERE GOING TO DO THIS AND THEY PUT ME IN TOUCH WITH MR. ROGER AND WE WERE ABLE TO PULL IT OFF.

THREE OF THOSE MEMBERS HAVE RE-UPPED FOR THE 2023 BOND OVERSIGHT COMMITTEE, THAT BEING ALEXANDRA, USEBI, KJ.

SECOND, I ALWAYS WANT TO CITE THE DEDICATION OF THE EANESISD STAFF IN SUPPORTING THIS PROCESS.

WE REVIEW THE BOND EXPENDITURES AND TIMELINES, WE REVIEW POSSIBLE SCOPE CHANGES AND MAKE RECOMMENDATIONS TO THE BOARD, WE MAKE PUBLIC REPORTS, AS I'M HERE TODAY, TO THE BOARD, AT LEAST ONCE A YEAR, AND WE ADVISE ON FUTURE BOND PROGRAMS. WE DID A BUNCH OF THAT LAST YEAR, AS YOU RECALL.
THE LAST YEAR WAS A PRETTY SLOW YEAR.
WE WAS A WAITING GAME AS WE WAITED FOR THE MONEY TO GET SPENT, AS YOU MIGHT RECALL, WE HAVE TO GET TO A 90 PERCENT THRESHOLD OF MONEY SPENT BEFORE WE GO AND DISBAND THE BAC.
WE FINALLY MET THAT IN NOVEMBER.
WE DID TAKE SOME ACTIONS IN DECEMBER TO REALLOCATE MONEY AMONGST A FEW AREAS WITHIN THE BUDGET.
IF YOU RECALL, WE HAVE THRESHOLDS OF 15 PERCENT OF BUDGET AND $50,000.
WE'RE LOOKING AT AT LARGER LINE ITEMS. THERE WERE SEVERAL MOVEMENTS AS YOU MIGHT IMAGINE AS WE GOT THE CLOSE.
THE OTHER THING WE DID, OBVIOUSLY BEGINNING OF LAST YEAR, WAS TO RECONFIRM OUR OFFICERS, ME, HOLLY NOEL, AND KEVIN OGLEBY.

THEN FINALLY AS OUR FINAL DUTY WAS TO MAKE A RECOMMENDATION AS TO WHAT TO DO WITH THE REMAINING FUNDS THAT HAD NOT BEEN SPENT OR ALLOCATED.IT TURNS OUT WE HAD A SURPLUS OF ABOUT 2.8 MILLION.
AFTER A LITTLE BIT OF DEBATE AS TO WHETHER WE ASSIGNED IT TO A SPECIFIC PROJECT OR PERHAPS SOMETHING THAT GOT LEFT OUT OF THE 2023 BOND.
WE JUST DECIDED IT WAS BEST LEFT TO THE NEXT COMMITTEE TO DECIDE.
IT JUST ASSIGNED IT TO BE SPENT CONSISTENT WITH 2019 BOND.
MANY OF THOSE SAME PRINCIPLES ARE CONSISTENT WITH THE 2023 BOND, SO THERE SHOULD BE FLEXIBILITY BUT ALSO ACCOUNTABILITY FOR HOW THE FUNDS ARE SPENT.
FINALLY, I THINK FOR THE TERM OF THE BACK, I THINK, YOU KNOW, WE HAD A LITTLE DISCUSSION HERE AT THE LAST MEETING.
WE HAD A PRETTY SMOOTH PROCESS ALONG THE WAY.
I THINK THE BAC WORKED PRETTY WELL.
IT WAS IMPROVED OVER THE FIRST TIME THAT WE DID IT.
WE DID HAVE A MID COURSE CHANGE TO DESIGNATE THE ALTERNATE MEMBERS AS FULL TIME MEMBERS.
I THINK THAT'S WHAT WE'VE CARRIED FORWARD HERE FOR THE 2023 COMMITTEE.
I THINK WE ALL THOUGHT THAT WAS GREAT.
WE DID STRUGGLE TO MAINTAIN INVOLVEMENT OVER THE PAST YEAR ONCE WE GOT THROUGH THE BACK AND JUST WAITING FOR US TO GET UP TO THE SPENDING THRESHOLD, IT WAS HARD TO KEEP PEOPLE COMMITTED.
I DON'T KNOW IF YOU'VE RECOMMENDED IT ALREADY, ADOPTED THAT WE CHANGED THE 90 PERCENT THRESHOLD TO BE A COMMITTED NUMBER AND NOT A SPENT NUMBER.
