I DON'T KNOW IF MANY PEOPLE REALIZE, BUT THERE ARE 205 CLUBS AT THE HIGH SCHOOL AVAILABLE FOR STUDENTS TO CHOOSE FROM, AND SAW A WIDE VARIETY OF OPPORTUNITIES FOR OUR STUDENTS TO BE INVOLVED AT THE HIGH SCHOOL.
I MEAN, THERE LITERALLY IS SOMETHING FOR EVERYONE DEPENDING UPON YOUR INTERESTS AND YOUR PASSIONS.
SO WE WANTED TO TAKE A MOMENT TO HIGHLIGHT THAT, TO CREDIT THE STUDENTS.
AND MR. RAMSEY, WHO IS HERE WITH US THIS EVENING.
LET'S SEE, THEY HAVE BEEN TO HILL COUNTRY MIDDLE SCHOOL, TO VALLEY VIEW ELEMENTARY SCHOOL, TO FOREST TRAIL ELEMENTARY SCHOOL, REALLY SPENDING A LOT OF TIME GETTING TO KNOW OUR CAMPUSES AND TALKING ABOUT WHAT THE SCHOOLS OF THE FUTURE MIGHT LOOK LIKE.
SO THAT WILL BE COMING UP IN THE NEXT EIGHT WEEKS.
SPEAKING OF THE HIGH SCHOOL, THAT IS ONE OF THE MANY CAMPUSES THAT WE VISITED TOGETHER, AND I THINK THAT I GOT ALL OF THE STOPS THAT WE MADE, THE SUPERINTENDENT AND THE TRUSTEES SPENDING TIME VISITING WITH THE PRINCIPALS, INTERACTING WITH STUDENTS AND STAFF, SEEING THE CAMPUSES.
SO WE SPENT QUITE A BIT OF TIME AT WESTLAKE HIGH SCHOOL.
MRS. CLARK AND MR. SPRADLEY WERE THERE FOR THAT STOP, AND THEN AT BARTON CREEK ELEMENTARY.
IT WAS MRS. BALTHAZAR AND MRS. MARWILL, AND WE VISITED A NUMBER OF CLASSROOMS AND SO MANY STAFF THERE AT CEDAR CREEK ELEMENTARY.

I RECOGNIZE THAT ONE ELEMENTARY SCHOOL IN PARTICULAR MAY BE MAY FEEL SINGLED OUT.
WHILE IT MAY BE POSSIBLE TO CONSCIENTIOUSLY OPERATE ONE SCHOOL AT A LOSS WHILE ANOTHER OPERATES IN THE BLACK, WE AS A COMMUNITY HAVE NO INSIGHT INTO THIS CRUCIAL INFORMATION RIGHT NOW. I WOULD ALSO RECOMMEND THAT THIS ANALYSIS CONSIDERS THE IMPACT OF THE SPANISH IMMERSION PROGRAM, BOTH FROM AN ENROLLMENT AND COST PERSPECTIVE ON EACH SCHOOL'S FINANCIAL STANDING. SOME PEOPLE CALL FIRST REPORT.I HAVE MORE THAN ONE SLIDE THIS TIME.
SO, TEXAS EDUCATION CODE REQUIRES THE COMMISSIONER OF EDUCATION TO IMPLEMENT A FINANCIAL ACCOUNTABILITY RATING SYSTEM FOR ALL SCHOOL DISTRICTS AND THEN TEXAS ADMINISTRATIVE CODE PRESCRIBES WHAT THOSE INDICATORS ARE.
AND THEN THEY ALSO REQUIRE A THERE'S REPORTING REQUIREMENTS AND THEN A HEARING IS REQUIRED AS WELL.
THE FINANCIAL INTEGRITY SYSTEM HAS BEEN IN PLACE SINCE 2003, AND IT'S DESIGNED TO MEASURE CRITICAL FINANCIAL MANAGEMENT INDICATORS FOR SCHOOL DISTRICTS.
EVERY YEAR SINCE ITS INCEPTION, EANES ISD HAS RECEIVED THE HIGHEST POSSIBLE RATING.
EVERY FEW YEARS OR SO, THE FIRST REPORT KIND OF GOES THROUGH SOME REVISIONS.
AND SO THE LAST TIME THAT IT WAS UPDATED WAS IN 2021.
AND SO THERE WAS SEVERAL INDICATORS THAT WERE ADDED AT THAT POINT.
THERE WAS ONE ADDITIONAL INDICATOR ADDED FOR THIS YEAR.
BUT THE OTHER ONES HAVE REMAINED THE SAME.
SO NOW, RATHER THAN THERE BEING 20 INDICATORS, THERE ARE 21.
THE CRITICAL AND SALINE INDICATORS THAT ARE IN THE FIRST REPORT ARE TO ADDRESS THE OVERALL COMPETENCY OF THE DISTRICT'S BUSINESS OPERATIONS, AND ADHERENCE TO STATE AND FEDERAL MANDATES.
THERE ARE INDICATORS ONE, TWO, THREE AND FOUR ARE CALLED CONSIDERED CRITICAL INDICATORS.
SO THESE ARE JUST YES NO QUESTIONS.
AND THESE ARE QUESTIONS LIKE DID WERE THE FINANCIAL REPORTS SUBMITTED IN TIME TO TEA? WERE TIMELY PAYMENTS MADE TO GOVERNMENT AGENCIES? WERE TIMELY PAYMENTS MADE FOR BOND INDEBTEDNESS.
AND THEN INDICATORS FOUR, FIVE, SIX, 16, 17, 20 AND 21 ARE ALL CEILING INDICATORS.
YOU'LL NOTICE THAT FOUR IS IN BOTH PLACES.
SO THERE'S CERTAIN INSTANCES WHERE IF YOU DON'T MEET IT, YOU JUST GET A DEDUCTION ON POINTS.
AND THEN IF IT GOES EVEN FURTHER, YOU WOULD FAIL THE YOU WOULD RECEIVE A FAILING GRADE.
THE REMAINING INDICATORS ARE FINANCIAL RATIOS.
AGAIN, THEY'RE TESTING THE OVERALL FINANCIAL HEALTH OF THE DISTRICT.
EACH ONE OF THESE INDICATORS HAS A RANGE OF POINTS THAT THE DISTRICT CAN EARN.
THEY RANGE FROM 0 TO 10, EXCEPT FOR TWO INDICATORS WHERE RANGES FROM 0 TO 5.
AND THEN THE SUM OF ALL THESE POINTS IS WHAT GIVES US OUR FINAL SCORE.
BUT THESE ARE THE SAME INDICATORS THAT WE SHOWED LAST YEAR, EXCEPT LIKE I SAID, INDICATOR 21.
SO THIS IS THE ONE THAT WAS ADDED THIS YEAR.
AND IT IS THE SCHOOL DISTRICT RECEIVED AN ADJUSTED REPAYMENT SCHEDULE FOR MORE THAN ONE FISCAL YEAR FOR AN OVERALLOCATION OF FSB FUNDS, BECAUSE OF A FINANCIAL HARDSHIP THAT DIDN'T APPLY FOR US.
THIS YEAR, EANES ISD EARNED A 92, SO THAT'S CONSIDERED A SUPERIOR ACHIEVEMENT.
I'M GIVING YOU A COMPARISON TO THE OTHER SCHOOL DISTRICTS.
ABOUT 85% OF ALL DISTRICTS RECEIVED A RATING OF A SUPERIOR OF SUPERIOR.
THIS ACTUALLY WENT DOWN FROM LAST YEAR.
SO THERE IS A LITTLE BIT OF A SHIFT DOWN FOR EACH ONE OF THOSE CATEGORIES.

EIGHT. AND SO THIS IS THE MEASURE OF CURRENT ASSETS TO CURRENT LIABILITIES OR WHAT WE CONSIDER THE CURRENT RATIO.THIS ISN'T REALLY A GREAT MEASURE FOR EANES BECAUSE WE'RE CHAPTER 49 DISTRICT.
THEN WE HAVE A REALLY HUGE LIABILITY AT THE END OF THE YEAR.
IN THIS EXAMPLE WE HAD TOTAL CURRENT ASSETS OF 203 MILLION.
OUR TOTAL CURRENT LIABILITIES WERE 150 MILLION, BUT 120 MILLION OF THAT WAS RELATED TO RECAPTURE.
SO THAT ENDS UP WE END UP LOSING EIGHT POINTS ON THAT IN THAT INDICATOR BECAUSE OF THAT REASON.
IF WE EXCLUDED THAT RECAPTURE LIABILITY, I MEAN, IF YOU, IF WE ACTUALLY IF WE PAID, IF WE PAID THE RECAPTURE BEFORE JUNE 30TH, THAT WOULD REMOVE THE LIABILITY, THAT WOULD REMOVE THE ASSETS FROM THE BOOKS, AND THAT WOULD CHANGE THE RATIO TO 2.79.
AND WE WOULD ACTUALLY EARN EIGHT POINTS.
WE WOULD ONLY LOSE TWO POINTS ON IT.
SO IF THE RECAPTURE BURDEN CONTINUES TO INCREASE, WE'LL CONTINUE TO SEE THIS.
THIS INDICATE US LOSING POINTS ON THIS INDICATOR.
SO ONCE YOU GET BELOW ONE IT WILL YOU'LL LOSE ALL THE POINTS FOR THAT INDICATOR.

AND SO YOU COULD LOSE SOME POINTS BASED ON THAT.
I MEAN, I KNOW THAT THEY ACTUALLY THERE'S ACTUALLY A COUPLE OF INDICATORS THAT T HAS STILL BEEN PAUSING ON BECAUSE WHEN THEY FIRST CAME OUT WITH THESE NEW INDICATORS, COVID HAD JUST HAPPENED.
RIGHT. AND SO THERE WERE A LOT OF QUESTIONS ABOUT HOW DO YOU BUDGET.
AND THERE WAS A LOT OF UNKNOWNS.
AND SO I THINK THAT THAT'S PROBABLY KIND OF AN AREA WHERE PEOPLE ARE BEING HIT BECAUSE IT'S GETTING HARD TO BUDGET IN SOME AREAS TO BE ABLE TO PREDICT SOME OF THE THINGS THAT ARE HAPPENING.

AND PART OF ME WANTS TO HYPOTHESIZE THAT AS THE FUNDING BECOMES MORE AND MORE DIFFICULT FOR DISTRICTS AROUND THE STATE THAT MAYBE WERE, SOME OF THEM ARE FALLING INTO WORSE FINANCIAL SHAPE.
BUT YEAH, IT'S INTERESTING THAT I THINK THEY WILL HAVE TO ADDRESS THAT.
RIGHT, RIGHT. AND THERE IS AN APPEALS PROCESS WITH THEM.

AND THE SENIORS REPRESENTED ABOUT 26% OF THE AP EXAMS. THEY EACH TOOK AN AVERAGE OR THEY TOOK AN AVERAGE OF 3.18 EXAMS. THESE ARE THE CLASS OF 24 OUTCOMES.

THERE'S JUST SO MANY VARIABLES THAT WE'LL NEVER KNOW BECAUSE IT'S WHAT THOSE INSTITUTIONS ARE, YOU KNOW, SITTING AROUND A DESK AND MAKING DECISIONS ABOUT WHO THEY WANT IN THEIR INCOMING FRESHMAN CLASS.

A LOT OF IS THAT THESE KIDS ARE EARNING COLLEGE CREDIT, AND THAT'S ONE OF THE MOST IMPORTANT THINGS.
SOME OF Y'ALL HAVE HAD KIDS GRADUATE FROM HIGH SCHOOL.
SO IF YOU SEE UP THERE, ALMOST 1600 KIDS TOOK OVER 4000 EXAMS. 4000 IS QUITE A GARGANTUAN NUMBER.
A LOT OF COMPARABLE HIGH SCHOOLS MAYBE DO 1500 TO 2000.
SO THAT'S A VERY LARGE NUMBER.
SO IT'S PRETTY AWESOME. SO YOU HAVE 1500 KIDS EARNED ABOUT A THREE OR HIGHER ON AT LEAST ONE EXAM, AND WE OFFER 36 OUT OF 40 AP COURSES. WE DON'T OFFER COMPARATIVE GOVERNMENT.
ITALIAN, JAPANESE AND AFRICAN AMERICAN STUDIES JUST ENTERED INTO BEING A FULL FLEDGED COURSE.

YET WE HAVE KIDS WHO TAKE A LOT MORE AND THEY FINALLY REALLY START FIGURING OUT.
IT'S THE FIRST TIME THEY GO, MAN, I AM REALLY SMART.
I AM HIGHLY INTELLIGENT, I'M HARD WORKING AND COLLEGE IS GOING TO BE A FABULOUS EXPERIENCE.

KIDS LIKE SKIPPING THOSE INTRODUCTORY COURSES OF 2 TO 300 LARGE AUDITORIUMS. THERE'S A LOT OF US SAT IN.
THE POTENTIAL SAVINGS ON COLLEGE TUITION CAN BE QUITE MEANINGFUL WHEN IT COMES TO MONEY, BUT WHAT I'VE DISCOVERED WITH MY OWN CHILDREN IS WHEN THEY HAVE, YOU KNOW, LET'S SAY THEY GO 12, 18, 24 HOURS.
THEY CAN GO DOWN TO 12 AND DO MEANINGFUL THINGS.

I THINK THAT'S ONE OF THE GREATEST THINGS ABOUT GETTING ALL THAT COLLEGE CREDIT, WHETHER IT'S WHETHER IT'S DUAL CREDIT OR AP, AS THE KIDS GET MORE TIME AND OUR KIDS BECAUSE THEY GO THROUGH THAT AMBITIOUS AND AMBITIOUS HIGH SCHOOL, THEY WANT TO USE THAT TIME, IT'S NOT SO MUCH, WHAT AM I GOING TO DO TO WASTE TIME? IT BECOMES, WHAT CAN I DO? SOMETHING THAT'S MEANINGFUL FOR SURE.
